SECTION 13 21 70 UNDERGROUND FRP STORAGE TANKS FOR

INDUSTRIAL WASTE WATER AND SEPTIC WATER FLOWS PART 1 - GENERAL 1.01 WORK INCLUDED:

A. This section covers furnishing and installing two double-walled underground storage tanks, monitoring system, alarm system, piping, and accessories for the industrial waste flows and septic water flows as described herein and as indicated on the drawings.

B. Tanks shall be designed and manufactured of reinforced fiberglass plastic (FRP) or its

equivalent in accordance with approved engineering standards and in accordance with 314 CMR 18.08 and 310 CMR 15.226

C. All tank(s) shall be equipped with a liquid-level measuring device connected to an audio

and light alarm system in accordance with Massachusetts 314 CMR 18.08.

D. All tank(s) shall be equipped with an interstitial monitoring device between the inner and outer walls to detect leakage in accordance with Massachusetts 314 CMR 18.08.

1.05 SUBMITTALS: IN ACCORDANCE WITH THE REQUIREMENTS OF GENERAL

SPECIFICATIONS, SUBMIT THE FOLLOWING: A. Six (6) complete sets of shop drawings, details, data sheets, and other descriptive drawings

and materials as may be required to fully describe the equipment proposed and verify conformance with the contract documents shall be submitted to the Engineer.

B. Shop drawings of the tank(s) by the tank manufacturer including product data sheets and

descriptive material for major components to be provided.

C. Assembly and installation drawings.

D. Design calculations demonstrating that the tank is stable against buoyancy forces produced by groundwater. Buoyancy calculations shall be based on groundwater at grade when tank is completely empty. Calculations shall be prepared and stamped by a Massachusetts Registered Professional Engineer.

E. Details on all other items required in other specification sections that are to be supplied and installed as part of the Operations Building Industrial Waste Tank.

1.06 WARRANTY

A. The Contractor shall be responsible for obtaining the manufacturer’s warranty, providing that the system shall be of quality construction, free from defects in material and workmanship.

B. All equipment, apparatus, and parts furnished shall be warranted for a period of 12 months from the Engineer’s Written Acceptance of the work.

C. Components failing to perform as specified by the Engineer, or as represented by the manufacturer, or proven defective in service during the warranty period, shall be replaced, repaired, or satisfactorily modified by the manufacturer without cost of parts or labor to the Owner.

D. The tank shall come with a 30-year manufacturer’s warranty.

PART 2 - PRODUCTS 2.01 ACCEPTABLE MANUFACTURERS: A. The storage tank shall be double-walled fiber reinforced plastic as manufactured by Xerxes

Corporation, Containment Solutions, Inc., or approved equal.

Loading Conditions — Tank shall meet the following design criteria:

2.02 UNDERGROUND STORAGE TANK FOR INDUSTRIAL WASTE WATER

A. Tank shall be manufactured with isophthalic polyester resin and glass fiber reinforcement with no sand fillers. Tank shall conform to ASTM D3299.

B. The double-walled tank shall have a space between the inner and outer shell walls to allow

for the free flow and containment of all leaked sanitary waste from the primary tank. The space will also allow for insertion of a monitoring device through a monitoring fitting.

C. Tank Dimensions: 1. Tank shall have a nominal capacity of 2,500 gallons. 2. Tank shall have a nominal outside diameter of 6-feet. D. Tanks shall be (UL) Standard 1316 listed. Tank shall be provided with integrally cast

flanges for all pipe connections. E. Loading Conditions — Tank shall meet the following design criteria:

1. Internal Load — Tank shall be designed to withstand a 5-psig air-pressure test with

5:1 safety factor. Contractor shall test tank for leakage prior to installation. Maximum test pressure is 5 psig.

2. Vacuum Test — Tanks 10'-diameter tank and smaller shall be designed to withstand

a vacuum test to 11.5" of mercury.

3. Surface Loads — Tank shall withstand surface H-20 axle loads when properly installed according to tank manufacturers current Installation Manual and Operating Guidelines.

4. External Hydrostatic Pressure — Tank shall be capable of being buried in ground

with 7' of overburden over the top of the tank, the hole fully flooded and a safety factor of 5:1 against general buckling.

5. Tank shall support accessory equipment — such as inlet and outlet piping and

ladders — when installed according to tank manufacturers current Installation Manual and Operating Guidelines.

F. Product Storage: 1. Tank shall be suitable for storage of vehicle wash water and shall be so certified

by the manufacturer. Premium resin that is compatible with the stabilized recreational vehicle waste shall be used to fabricate the inner surface of the tank. The tank lockable watertight cover defined below shall be labeled with the words

Loading Conditions — Tank shall meet the following design criteria:

“Non-Hazardous Industrial Wastewater”. Contractor shall provide a tank suction drop tube with Cam-Lock fitting, 2-inch minimum, to allow a wastewater pump truck to easily connect to the tube in order to empty the tank. Drop tube shall extend to the tank bottom per manufacturer recommendations and to within 12-inches of finished grade. Contractor shall coordinate with the Town on the appropriate size Cam-Lock fitting prior to installation. The inlet drain from the building shall be furnished with a Tee fitting and drop tube per manufacturer recommendations and shall meet the requirements for Schedule 40 PVC Tee fittings which will allow the drop tube to extend down to the bottom of the tank in accordance with manufacturer recommendations and to be cleaned out from grade by accessing the top of the drop tube via a threaded cap, which can easily be removed/installed from grade. All piping to and from the tank shall be bedded in 12-inches of crushed stone all around and rated for H-20 wheel load rating at the necessary buried depth shown on the drawings.

2. Tank shall be vented to atmospheric pressure. 2.03 UNDERGROUND STORAGE TANK FOR SEPTIC WATER

2. Tank shall be vented to atmospheric pressure. 2.03 ACCESSORIES FOR EACH TANK:

A. Manways:

1. All manways shall be flanged and 30" I.D., complete with gasket, bolting hardware and lockable cover.

2. Manway locations are shown on EQ1.02 and C5.03 drawing.

3. The Contractor shall extend the tank vent to the adjacent building and run/secure

the vent to the side of the building 12-feet minimum above finished grade in accordance with manufacturer recommendations. Vent shall be equipped with a vent cap and insect screen per manufacturer recommendations.

B. Tank Containment Sump/Manhole Assembly:

1. Provide fiberglass reinforced plastic secondary containment collar

(42”) with fittings and accessories as denoted on the Drawings.

C. Tank Containment Sump:

1. Containment sump assemblies shall be provided over tank manways. The Drawings show the type, number, size, and location of sump assemblies required for each tank. Each containment sump assembly shall be Fibrelite Standard Plus Model Access Chamber, as manufactured by Fibrelite Corporation of Pawcatuck, CT, OPW, Xerxes, or approved equal.

2. Each containment sump assembly shall be constructed of resin transfer molded composite FRP. Each containment sump assembly shall consist of a composite sump, a composite internal sump lid, and an integrated composite manhole cover, frame and skirt over the sump. Each manhole cover, frame, and skirt, shall be sealed to the sump but shall not transfer surface loads from the manhole cover and frame to the sump. Each sump base shall be constructed to facilitate entry of piping and conduit.

3. Each containment sump assembly shall be watertight, with a watertight sump and an integrated watertight manhole cover and frame. Each manhole shall be watertight with an integral seal in the manhole cover to prevent the entry of water when the manhole cover is in the frame. Each sump shall include a removable reservoir for collecting water entering when manhole cover is removed in wet conditions.

4. Each opening in the sump base, including openings for piping and electrical conduits, shall be provided with entry boots that secure the piping or conduit to the sump base. Each entry boot shall fasten entirely from the inside of the sump, and shall be replaceable entirely from the inside of the sump after the sump is installed in the ground. All entry boot kits shall be third party tested for prolonged exposure to petroleum products. All entry boot kits shall be provided by the sump manufacturer.

5. Each containment sump assembly shall include appropriate fittings, adapters, and bonding agents for watertight installation on the sump collar of the fiberglass tank as shown on the Drawings. The containment sump shall be designed for installation on the tank manway cover without compromising the integrity of the

sump assembly. 6. Each containment sump assembly shall be tested at different

stages of installation to verify the integrity of the sump assembly, including all piping and conduit entry boots, the tank manway, and the manhole cover and frame assembly. This testing method shall be designed for verifying sump integrity after placing of backfill, and when tank top slab is installed and installation is complete. The sump manufacturer shall provide a testing method that employs instruments and procedures that yield reproducible results that will ensure that sump assembly installation is watertight. The sump manufacturer shall provide a factory-trained technician to test the sump.

D. Manhole Assembly:

1. Manhole cover, frame, and skirt assemblies shall be provided

in the tank top slab over tank openings. The Drawings show number, size, and location of manhole assemblies required for each tank top slab. A locking device shall be provided for each manhole. Each manhole assembly shall be a Fibrelite Composite Manhole, as manufactured by Fibrelite Corporation, or approved equal by OPW or Fairfield Industries.

2. Cover: Each manhole cover and frame shall be suitable for use

under HS-20 live loads. Frame and cover system shall be cast into the tank concrete cover pad to prevent transference of surface loads to the sump/UST. Where applicable, each cover shall be provided with a FRP inscription and shall be color-coded to conform to the American Petroleum Institute Color and Symbol Code. The surface resistivity of each cover shall be less than 1x10ֿ8 Ohms to prevent the buildup of static charge.

3. Frame: Each manhole frame shall be designed so that the

manhole cover will fit securely and not spin in the frame. Each frame shall incorporate a physical water check system to prevent surface water from entering the manhole. The frame shall be of composite FRP, flush mounted to grade and water tight.

4. Skirt: Each manhole shall be constructed of fiberglass and

colored to match the cover. The skirt shall extend to within two inches of the manhole cover. Each skirt will be supplied with a stabilizer rod kit for concrete installation. The rod kit shall be made of stainless steel.

5. Handle: Each manhole cover lifting handle shall be provided by

the sump manufacturer and formed with 1-1/8-inch stainless steel tubing with alloy casting for the key and a plastic grip. Each handle shall include a foot lever tool and a locking tool. A handle shall be furnished for each individual manhole cover.

E. Gauge and Sensor Manholes:

1. Manufacturer: Fibrelite model 450, 18”, square, watertight

manholes as manufactured by Fibrelite Corporation, OPW, Fairfield Industries, or approved equal.

2. Manholes shall be equipped with solid bottom skirts, APF color

coded, ID bags, a lifting tool for each cover and stainless steel stabilizer kits.

3. Manhole cover and frame shall be suitable for HS-20 live loads.

Frame and cover shall be cast into the concrete cover pad to prevent transference of surface loads to the sump/UST.

4. Manhole cover system shall meet same general requirements of

the spill containment fill box assembly.

2.04 MONITORING SYSTEM:

A. Provide continuous hydrostatic monitoring of interstitial space between inner and outer wall of each tank. The monitoring system shall be in compliance with 314 CMR 18.08. Two monitoring systems shall be provided, one for each tank.

B. The monitoring system panel shall:

1. Be Model LU3-SP1 by Omntec Mfg. Inc. or approved equal. 2. Accept a signal from high liquid level (95% Full) switch mounted in the

underground storage tank.

3. Accept a signal from 75 percent full liquid level switch mounted in the underground storage tank.

4. Accept an underground storage tank leak signal from the reservoir leak and brine

reservoir sensor.

5. Include a test button that will test the entire system electronics from sensors to control panel.

6. Include an underground storage tank leak “Red” indicating light

C. Sensor for Brine Filled Double Wall Tank

1. Sensor shall be non-metallic corrosion-resistant materials.

2. Sensor shall be a dual-point sensor designed for double wall brine filled fiberglass tanks. Sensor shall initiate an alarm when the level in the brine reservoir is beyond acceptable limits.

3. Sensor shall be compatible with the monitoring panel provided.

4. The dual point sensor shall be Model L-R-1 by Omntec Mfg. Inc. or approved equal.

D. Level Sensor

1. Provide two single point ball float level sensors for each tank. Industrial Waste

Water Tank shall be set to go off at 75 percent full and at the high level alarm level, 95%. The Septic Wastewater tank shall be set to go off at 60% tank capacity and at the high level alarm level, 80%.

2. Sensor shall be compatible with the monitoring panel provided.

3. The float level sensor shall be Model L-2 Series two point liquid level sensor by

Omntec Mfg. Inc. or approved equal, sized appropriately for the tank.

4. The level sensors shall be suspended inside the underground storage tank per the tank manufacturer’s recommendations and shall be located in a place that is accessible from above.

5. The level sensors and cables shall be designed for submergence in wastewater and

shall be sized for operation in and at the specific gravity of the liquid.

6. Due to the nature of the liquid and gases involved in this system, the level sensors

shall be intrinsically safe.

7. Cable, conduit and wire that pass through the wall of the tank shall be installed with adjustable, gas-tight and explosion proof conduit wall seals.

8. Wiring shall be in a separate conduit and shall extend back to the alarm panel. No

junction boxes will be permitted in the underground storage tank. The FSB Electrical Contractor Contractor’s MA licensed electrician shall be responsible for providing all conduit and wiring necessary to provide power and tank monitoring capabilities as specified in order to provide a complete and operable system.

E. The monitoring system panel shall be enclosed in a UL Listed, NEMA 4X, corrosion

resistant, lockable, and waterproof enclosure, rated to take direct spray. The enclosure shall include a visual red common alarm light on the top of the enclosure. The alarm light shall be mounted in such a manner as to maintain the integrity of the enclosure. The common visual alarm shall annunciate all of the monitoring system panel alarms.

PART 3 - EXECUTION 3.01 INSTALLATION: A. The tanks and accessories shall be installed as shown on the drawings and in accordance

with the manufacturer’s instructions. The Contractor is responsible for obtaining and paying for all permits necessary to install and operate the tight tank system.

3.02 TESTING:

A. Tank shall be tested according to the Manufacturer’s Installation Manual and Operating Guidelines in effect at time of each installation. Guide Specifications – Filament-wound Glass-Fiber-Reinforced Thermoset Resin Chemical-Resistant Tanks.

B. The Engineer shall receive a minimum of 72 hours’ notice prior to the commencement of

any testing.

Work of this Filed Sub-Bid includes all individual specification sections listed in

Section 23 00 01.

1.2 RELATED DOCUMENTS

Conditions, Section 23 05 00 and other Division 1 Specification Sections, apply to this

Section.

1.3 WORK INCLUDED

A. Provide an integrated boiler fuel system. The specification requires the detailed system

of a single specialized fuel system supplier. The specification section includes

B. General

1. Provide and install an aboveground tank with secondary containment and a

minimum 2-hour fire rating. The tank and its enclosure shall be listed and labeled

as an assembly by Underwriters Laboratories, Inc. per U.L. 2085. The primary

tank shall have a total volume as noted on drawings.

C. Design Criteria

1. 1. Primary Tank: The primary tank shall be minimum 10 gauge carbon steel

approved per U.L. Standard 142 and 2085 and meeting the requirements of

N.F.P.A. 30.

2. The tank shall be manufactured and labeled in strict accordance with Steel Tank

Institute [STI] Fireguard Thermally Insulated Double Wall Steel Above Ground

Storage Tanks standards as applied by a licensee of the STI.

3. The tank shall be warranted for 30 years by the Steel Tank Institute.

4. Secondary Containment with Leak Monitoring: Integral secondary containment

shall provide at minimum 100% containment of the primary storage tank. The

interstitial space shall allow liquid to migrate through it to a monitoring point. A

leak detection access tube shall be located in the interstitial space between the

inner tank and the secondary barrier.

5. Fire Resistance: The tank system shall be designed and tested to provide 2-hour

fire protection for the primary tank. No steel members shall penetrate the

concrete/thermal insulation layer between the primary tank and the secondary

containment barrier to assure isolation from pool fire heat.

6. Venting: Provide properly sized emergency and standard vents to satisfy code

requirements.

a. Standard vent shall terminate a minimum of 12’ above the adjacent ground

level.

7. Exterior Finish: The tank system shall include an white epoxy or urethane

exterior finish.

1. Standard Vent: The standard 2” vent shall be equipped with an aluminum updraft

vent cap with wire screen.

2. Emergency Vents: Emergency vents shall be equipped with aluminum vents sized

to provide the required capacity in accordance with UL142 and NFPA30.

3. Direct Read Level Gauge:

a. Tank shall be equipped with a direct reading level gauge with an aluminum

housing. The level gauge shall be readable from ground level.

4. Inspection Port Adapter Cap: Tank shall be equipped with a 4” adapter and

lockable cap for inspection and manual gauging of fuel level. Gauge port shall be

accessible from steps or ladder.

5. Overfill Prevention Valve: The tank shall have an overfill prevention valve

installed in the fill pipe. The valve shall close automatically at 95% of tank

capacity. The valve shall incorporate a drop tube extending to within 6” of the

tank bottom. Valve shall be rated for pressurized fuel delivery.

6. Spill Container: The tank shall be equipped with an integral spill container of

minimum 5 gallon capacity surrounding the fill pipe. . Where a ground mounted

fill system is used the spill container shall be located near the inspection/manual

gauging port.

7. Access Steps and Ladders: Tanks shall be equipped with access steps or ladders

as indicated on the drawings. Steps and ladders shall be of welded steel

construction with prime and finish paint of industrial enamel. Steps and ladders

shall be designed to conform with OSHA requirements. Steps shall include non-

skid tread surfaces, handrails, platforms, and kickplates as required for OSHA

compliance.

2.2 FUEL DISTRIBUTION PIPE- ABOVEGROUND (in areas not specified to be double

wall).

A. General

1. Provide and install steel piping aboveground as indicated on the drawings:

a. In areas not specified to be double wall.

b. In areas specifically noted to be single wall.

2. Fuel pipe connections shall be welded except where required to be threaded at

tanks or specialized valves.

2.4 TANK INVENTORY AND LEAK MONITORING SYSTEM

B. General

1. Provide an storage tank monitoring system capable of tank inventory management

and sensing leaks in the tank and the associated piping.

C. Design Criteria

1. Tank Level Transmitter: The system shall include a probe capable of detecting

the fuel level in the tank to the nearest 0.125”.

2. Monitoring Panel: The monitoring panel shall display the tank volume in gallons.

The panel shall indicate alarm conditions for fuel high level, fuel low level, tank

leak. The panel shall have a minimum of (4 programmable relay outputs and a

communications adapter.

3. Interstitial Monitoring: A sensor shall be provided for installation in the space

between the primary tank and the secondary containment barrier to detect a leak in

the primary tank. The sensor shall set off an audible and visual alarm on the

control panel.

4. Overfill Alarm and Acknowledgment Switch: Provide a NEMA4X audible and

visible overfill alarm and manual acknowledgment/reset switch and test switch for

mounting in the tank filling area as shown on the plans. The panel shall have a 0-

PART 3 - EXECUTION

3.1 EXCAVATION

A. Excavation, trenching, and backfilling are specified in Division 2.

3.2 FUEL TANK INSTALLATION

A. Install tanks in strict accordance with the manufacturer’s recommendations, PEI/RP100

and PEI-RP200, and applicable fire and environmental codes. State and local permits

shall be obtained prior to installation.

B. Aboveground tanks shall be clearly marked on all sides with warning signs:

“FLAMMABLE” or “COMBUSTIBLE”, “NO SMOKING”, tank volume, product

identification, and other signs as required by the applicable codes.

C. Electrical work shall be in accordance with applicable codes and shall be rated for

hazardous area as required. Tanks shall be electrically grounded in accordance with

N.F.P.A. 78.

D. The tank installation shall be inspected and approved by the tank supplier or its certified

contractor.

3.3 ABOVEGROUND PIPING INSTALLATION

A. Install in accordance with the manufacturer’s instructions and PEI/RP200-92.

B. Inspect all materials for signs of damage, and confirm compliance with specifications.

C. Avoid damage to piping materials or coatings during handling, installation and testing.

D. Provide adequate support for piping on 10’ centers minimum.

E. Group piping whenever practical at common elevations.

F. Install piping to allow for expansion and contraction so that pipe, joints, or connected

equipment will not be stressed.

G. Provide clearance for access to valves and fittings.

H. Protect piping systems from entry of foreign materials by temporary covers, completing

sections of the work, and isolating parts of the completed system.

I. Install unions, couplings, valves, and flexible connectors in accordance with

manufacturers’ recommendations.

3.4 TANK LEVEL AND LEAK MONITORING SYSTEM INSTALLATION

A. Install in strict accordance with the manufacturer’s recommendations, National

Electrical Code NFPA 70, and NFPA 30A.

B. Electrical work shall be rated for hazardous area as required.

C. Install the monitoring system control panel as indicated on the drawings.

D. Install the tank level probe and the interstitial leak probe in the proper locations in the

fuel tank. Install the piping sump sensor in the piping sump.

E. Install the overfill alarm and acknowledgment switch as shown in the plan.

F. The leak monitoring system installation shall be inspected and approved by the

equipment supplier or its certified contractor. The leak monitoring system supplier shall

submit a comprehensive check-list of quality and safety items critical to the system and

verify that the installation has been in accordance with these standards and applicable

fire and environmental codes.

3.5 FIELD QUALITY CONTROL

A. Test fuel distribution system according to NFPA 30. Replace leaking joints and

connections with new materials.

B. Test and adjust fuel management and leak monitoring systems controls and devices.

Replace damaged and malfunctioning controls and devices.

C. Submit reports of test and procedures in writing to the Engineer.

3.6 DEMONSTRATION

A. Train Owner’s maintenance personnel on procedures and schedules related to start-up

and shutdown, troubleshooting, servicing, and preventive maintenance.

B. Representatives of equipment suppliers for the fuel tanks, fuel pumps, day tanks, and

leak monitoring system shall provide necessary training and technical support to the

Owner so that the Owner may properly operate and maintain the systems.

3.7 COMMISSIONING

A. Before activating the system perform these steps:

1. Flush system piping with grade of fuel to be used by owner to remove any debris

and foreign matter in piping prior to filling tank for the first time. Service all
