The Diesel Generator and other auxiliary motor shall be of H class with temperature rise limited to Class-F for temperature rise consideration

Since it is mentioned in this condition that the genset should be de-rated for taking care of the ambient conditions and a suitably larger genset should be provided so that it can deliver 180 kVA even under higher temperatures, clubbing the above condition with the temperature rise condition will cause the genset size to become much larger than is optimally required. Hence it is requested that the Generator insulation of Class H be asked for but temperature rise limited to Class F be removed or modified to Class H only.

An exhaust fan with louvers shall be installed in the enclosure for temperature control inside the enclosure. The air flow of the exhaust fan shall be from inside to the outside the shelter. The exhaust fan shall be powered from the DG set supply output so that it starts with the starting of the DG set and stops with the stopping of the DG set

No additional Fan will be required. The acoustic enclosure shall be able to meet the required criteria of keeping the enclosure temperature within 58 degree C with the assistance of the radiator fan itself. Hence this item may please be deleted.

The bidder must supply all items(hardware as well as software) with comprehensive on-site OEM warranty valid for five years after the goods, or any portion thereof as the case may be, have been delivered to, installed and accepted at the final destination(s) indicated in the bidding document.

As regards 5 years warranty on UPS is acceptable but for batteries it is requested to amend the battery warranty to 2 years, battery being a consumable item. Also, Battery life is a function of no. of charging/ discharging cycles and depth of discharge on each cycle & hence cannot be predicted accurately. Therefore it is requested to amend the battery warranty to 2 years.

It is also expected that at a particular span of time only limited number if cameras will be included in this scheme. Also, if we are saving the live CCTV footages in the DB securely managed by the department then such forgery level is not expected. Also, Photos, videos and PDF files forgery detection is the job of Law Enforcement departments and Government Forensic Labs. This requirement is not going to solve the real purpose of City Surveillance. Also, The cost factor will make it unviable for the entire project. Requesting department to either remove this functionalities or make it non-mandatory.

Point # 4 Software shall have the capability to determine whether or not JPEG photos have been digitally altered (“photo shopped”) since leaving the camera or mobile device, i.e. determining if the photo has been processed by any photo editing softwareSoftware shall have the capability to Identify a source camera to detect the particular camera or mobile device used to capture a digital photo, proving a particular image was obtained by a particular device. It should be able to differentiate between video and image taken from cameras and smartphones of the same make and model.

The tools are there in the market to do this job but implementation, maintenance and doing day to day work on this tool requires specialized Forensic Experts and not the IT experts.In a surveillance environment, it is expected to match the photo from live CCTV, Recorder footage, images captured only and the tools does this but if you try to do Forensic search of this nature before doing search then each search will take around a day to complete. Not all such algorithms provided by vendors are 100% accurate, even a 1% mistake at the department level may mounts to legal proceedings against the Forensic Expert.It would be optimal to assume that the department is receiving the correct video feeds and images and processing these images and provides the output. We can only provide our opinion here to remove this section or make it non-mandatory or put it as R&D Area. Decision is of the department It is a VERY HIGH RISK TECHNOLOGY from LEGAL point of view.

In case the complete solution requires higher cache the SI has to provide cache accordingly. · The controllers I Storage nodes should be upgradable seamlessly, without any disruptions I downtime to production workflow for performance, capacity enhancement and software I firmware upgrades.

With tremendous experience on Surveillance solutions in India and worldwide, we can authoritatively claim that 64GB cache is way too high for such a requirement. 32GB cache will be more than enough for this solution. 64GB cache will only escalate the cost, and will favour the OEM's with such inefficient vendors, who needs very high cache due to their internal OS overheads. You can ask for SSD based cache support on the storage array, so that you can use the same array for future analytics as well. The upgradation of storage controllers to a higher model does require a few hours of downtime, and should be allowed. During these few hours, the recorders can be directed to record on space from other array, so that there is no downtime for video recordings. We request you to allow the same. Suggested Changes: · 2 numbers of Controllers in active/active mode – Unified Storage with 32 GB onboard protected DRAM Cache across SAN controllers. Offered storage must be able to support at least 500GB SSD drives based read and write cache for future cache needs. · The SI shall be responsible for smooth flow of video at CCC for live video, playback and video analytics. Moreover this tender involves many more competencies in addition to the requirement of SDC. Further many other big (100 Cr plus) recent tenders of rajathan state also allowed 3 or more consortium partners like CCTNS, Smart Raj, Board Of Revenue etc.

The successful bidder shall report the same to Police Department so that the Transformer and electric cable from transformer till electric meter of the building can be got changed. Police Department shall ensure timely completion of necessary civil, electrical and interior works. Police Department shall hand over the ready site to successful bidder’s representative.
