Summary
RCT CBC Adult Services commissioned Interlink to organise three Connecting Communities Events. The purpose of the events were to promote better working relationships and joint working opportunities between statutory services and voluntary sector groups in the localities of Rhondda, Cynon and Taf Ely. All three events engaged a plethora of third sector organisations and public sector staff. Through interactive market place and workshop activities a range of issues were identified and innovative solutions generated to improve the quality of life within communities.

Purpose, Scope and Overview
Overall Purpose RCT CBC Adult Services commissioned Interlink to organise three Connecting Communities Events. The purpose of the events were to promote better working relationships and joint working opportunities between statutory services and voluntary sector groups in the localities of Rhondda, Cynon and Taf Ely. Aims for council:
Improve understanding of what’s currently available to service users
Facilitate networking and better communication
Map services Aims for Voluntary Sector:

Event Components
1. Market Place - A two hour market place with voluntary sector stall holders and public sector
staff learning about and connecting with voluntary sector. Around 60 voluntary sector stalls were provided at each event, generally filling to full capacity the different venues. Approximately 50 public sector staff attended and participated in each event. Participants, both stall holders and public sector workers, were hugely positive about meeting each other. Staff evaluations indicated that at every event there was a strong sense of occasion and ‘buzz’ about the events. It seems that the connections that were made were mutually useful to both sectors. More effective targeting of public sector staff is an area for improvement
2. Mapping - Large physical locality maps were created and populated as well as digital maps.
The process is ongoing, with Interlink developing a database that gives information on
community and voluntary with the aim to develop this further through developing an ‘app’ with
better access through mobile devices, potentially linked to the ‘Go 4 IT’ app developed by RCT
Homes for access to health and fitness activities.
3. Graphic Illustration - recording participant perceptions of services, key gaps and key solutions
The graphic illustration of people’s ideas during the market place and during the workshops brings key ideas together into categories and illustrates them in a way that make it easier for people to form plans following the events and for promoting the benefits and outcomes of the events.
4. Maps, Gaps and Solutions analysis facilitated by Matt Wyatt, a specialist in person centred
planning and complex care. At all three events a ‘Maps and Gaps’ workshop took place after the
‘Market Place’. The workshops were light hearted, participative and involved and initial warm up
followed by an invite to identify the ‘key things that would make a difference to services for
people in that locality’.
5. Coproduction Workshop (for Taf Ely only) –Ruth Dineen, Co-production Wales facilitated
workshop on co-production in principle and in practice. Ruth gave a comprehensive overview
of the co-production concept with practical examples from different service contexts. This was
followed by a discussion mainly around understanding local community assets.

Connected Community Event feedback Overall feedback has been extremely positive with organisations making new connections and developing practical working relationships, with most feedback given verbally during the event and in writing after the event. Participants from the public and third sectors gave similar feedback, which was overwhelmingly positive, with 89% of participants scoring either 4 or 5, and 9% scoring 3. The comments on what was useful focused on the usefulness of connections made at the events with a significant number on the usefulness of the workshops. Key suggestions for improvement were:

Key Issues and recommendations
A multitude of issues were identified across all three events. It is important to event stakeholders
that the information and ideas shared by event participants leads to actions that have a positive
impact on people’s lives in RCT. This section seeks to highlight key issues identified across all three
valleys and outlines either how they are being taken forward or makes recommendations as to how
they might be taken forward.
Issue 1 : Support for people experiencing unemployment and/or underemployment and
financial difficulty in areas that do not have services such as Work Clubs and Citizen
Advice Bureau outreach services.
Different stakeholders that are either assessing or contributing to this role are undertaking some
key activities:
RCT CBC have two officers dedicated to mapping employability who are mapping
employability services.
The Big Click are developing an app that enables job seekers to locate the nearest source of
support. This needs to be promoted by key stakeholders.
Research recently undertaken by the Bevan Foundation in a Communities First Area in
Blaenau Gwent identified that what mattered most for people seeking work was the respect
they are given by who-ever is supporting or advising them. It was identified that people did
not feel respected in their interactions with the local job centre neither did they feel
respected in their interactions with Working Links (albeit to a lesser extent). They did
however feel respected and valued at their local job club; as a result they felt much more
motivated and confident to work and became much more active in applying for work.
Research commissioned by the DWP (2009) indicates that attitudes to work vary hugely
among job seekers, however the Bevan Foundation report indicates that job search support
services can have a positive or negative impact on services (Winkler, V (fourth coming).
Recommendations:
Recommendation 1: Pilot a job club in a non-Communities First area.
Recommended lead and timescales: Interlink to consult with others to select area by 31st January.
Develop job club with a community group / third sector organisation in that area.
Recommendation 2: Highlight attitudinal issues around some jobcentres to strategic partners and
work with partners to pilot approaches such as Oxfam’s Sustainable Livelihoods approaches /
Appreciative Inquiry that values people’s skills and attributes.
Recommended lead and timescales: Interlink to consult with others to select area by 31st January;
possible tying in with Job Club project above.
Issue: Support for people experiencing isolation and loneliness
The feedback from the events has been that loneliness and isolation is a serious issue that is
exacerbated by changes in public services. At the events, an array of organisations provided varying
types of befriending service and the main suggestions were:

Intermediate Care Fund – extended over a longer period of time
Subsequent to the events, the ICF Project is making a significant impact on connecting existing
befriending organisations and better linking third sector and statutory sector services. Furthermore
Adults Services within Taf Ely is working with Valleys Kids and Interlink to apply for funding to set up
a pilot project where neighbourhood opportunities are created for individuals to befriend and to get
a care related qualification in the process.
Recommendation 1: Commission an analysis of initiatives resources that impact on isolation in
conjunction with a pilot community ethnography project to take an asset based approach to
reducing isolation. Incorporate findings into Cwm Taff’s Older Peoples Commissioning Strategy.
Lead and timescales: Interlink lead – time scales October - March
Recommendation 2: Explore how infrastructure for supportive and connected communities that
reduce isolation can be developed and supported, bringing together ideas from the Rhydyfelin pilot
(aforementioned) and the Street Ambassador type project.
Recommended lead and timescales: Interlink to hold a bringing together people already working
on this to explore opportunities to share and scale practice.
Issue Two: Mental Health Support - patchy provision of support services for people
experiencing mental health problems was highlighted including:
Lack of support for families experiencing mental health issues
Recommendation 1: Interlink staff (e.g. Mental Health Partnership Development Officer and
Children and Young Peoples Partnership Development Officer) to look at existing support for families
through Team Around the Family (TAF) and make recommendations to TAF Board.
Lack of peer support group in some areas such as Llanharan and Pontyclun
Recommendation 2: RCT CBC and Interlink to work with Llanharan ‘drop in’ and or Pontyclun day
centre, involving service users in the process.
Recommended lead and timescales: Interlink work with others to set up ‘Drop In’ by 31st March.
Difficulties for people with mental health problems accessing services & Lack of evening and
weekend support
Recommendations:
Further promotion of Mental Health Support website (and DVD).
Linking with MATVM – project development
Respond to recommendations outlined in Mental Health Early Intervention feasibility Study
(WIHSC, 2013) on alternatives to prescription drugs through the MHF working with Service
User Representatives.
Recommended lead and timescales: Interlink with MHF by 31st March
Key Issue: Communication and Understanding what services / projects are out there
Recommendations:
Establish a joint approach to collecting information about what the third sector are doing
across RCT. It needs to be dynamic and responsive to change. Councillors, PCSOs and
community information ambassadors could be involved in doing this.
Develop an ‘app’ detailing services in RCT, which makes it possible for community members
and professionals working within RCT to know what services are in any locality.
The ‘app’ will hold information which can then provide in person or in a variety of accessible
formats a range of community places and venues (one stop shops, libraries, community
centres etc.)
The ‘app’ requires a robust, on-going marketing campaign so that it is accessed and used.
Recommended lead and timescales: Interlink, Penrhys Partnership and RCT Homes by 31st January.

the third sector and communities enshrine and uphold the United Nations Convention on the Rights
of the Child.

During the events and during Interlinks work around the events it has also been highlighted
that a significant number of community centre management committees are doing
exceptional work yet finding it difficult to make their facilities sustainable.

Undertake a rigorous analysis of community facilities, their existing work and their potential to meet
needs in RCT using student volunteers.
Explore potential for collaboration between building management committees as well as celebrating
their impact.

mental wellbeing in RCT (WIHSC, 2013), with the need to support community based facilities. This
