A meeting of the Committee of the Whole was held this evening in the Trustees’ Committee Room, 133 Greenbank Road, Ottawa, Ontario, commencing at 7:27 p.m. with Trustee Lynn Scott in the chair and the following trustees also in attendance: Christine Boothby, Erica Braunovan, Mark Fisher, Theresa Kavanagh, Shawn Menard, Dr. Anita Olsen Harper, Sandra Schwartz (electronic communication) and Shirley Seward.

Vice-Chair Scott called the meeting to order at 7:27 pm. She acknowledged that the meeting is taking place on unceded Algonquin Territory and thanked the Algonquin Nations for hosting the meeting on their land.

Vice-Chair Scott advised that a request was recently received from a pre-registered delegation to re-order the list of presenters. She commented that, having reviewed the request, it would be reasonable to reverse items 5d and 5e.

3. Briefing from the Chair
Chair Seward reported that the Ministry of Education is seeking public input on how to strengthen its student transportation system and create a new vision for the future of student transportation that will be responsive to the changing needs of students and school boards, as well as school bus drivers and operators. The engagement focuses on four key areas: safety and well-being for students, equity in transportation services, responsiveness to student needs, and accountability in service delivery.
Chair Seward advised that she recently participated in a panel discussion with
Ms. Laurie French and Mr. Alex Johnstone at the Ontario Student Trustees’ Association’s (OSTA) conference. She noted that the panel discussed a variety of topics selected by students from across the province. She commented that she was impressed with the District’s student trustees with regard to their leadership showcased during the conference.
Chair Seward noted that she was pleased to learn that the District will be
recognizing Jewish Heritage Month this year. She commented that Jewish Heritage Month has been recognized by the Prime Minister of Canada as well as the Premier of Ontario in past years, and added that it will provide an opportunity for all students to learn about the history and culture of Ontarians of Jewish heritage who have made an impact in communities across the province.
4. Briefing from the Director
Director Adams noted that the Ministry of Education undertook a consultation on proposed revisions to the Pupil Accommodation Review Guideline (PARG) in the fall of 2017 and is now inviting all school boards to provide feedback on the draft revised PARG. The revised draft requires staff to provide three options, including a recommended option, a status quo option, and an alternative option in its initial report to the Board. Changes also include an increase in the number of public meetings a school board is required to hold for broader community consultation on its initial staff report.

She added that a report will be presented to the Board highlighting the changes included in the revised draft and how they will impact the District.
Director Adams advised that the District’s next speaker series event will take
place on 01 March at 7:00 p.m. at Sir Robert Borden High School. She noted that Mary Alexandrou, Program Coordinator for the Children’s Hospital of Eastern Ontario’s (CHEO) youth mental health program, and Natalie Markoff, Director of Communication and Partnerships for Parents’ Lifelines of Eastern Ontario, will talk about understanding mental health and addiction in youth, and coping and resilience strategies.
5. Delegations
a. Jacqueline Bailey, OCDSB parent, Castor Valley Elementary School Jacqueline Bailey noted that her daughter is currently attending senior
kindergarten at Castor Valley Elementary School and would be impacted by the proposed recommendation. She commented that her daughter has built strong relationships with her teachers and peers and her academic performance has improved as a result. She advised that her family has lived in the Castor Valley ES community for 9 years and has built strong bonds with other families. She added that her son is eagerly waiting to enroll in the junior kindergarten program at Castor Valley ES.
In response to a query from Trustee Seward, Ms. Bailey noted that her
daughter’s friends would not be impacted by the proposed relocation of students to Metcalfe Public School.
b. Teri Loretto-Valentik, OCDSB parent, Castor Valley Elementary School
Teri Loretto-Valentik advised that her son is currently in senior
kindergarten at Castor Valley ES. She noted that the location of the school greatly influenced their decision to move to the area. She expressed concern that her son’s speech pathology services may be impacted by a relocation to Metcalfe PS. She urged trustees not to support the recommendation and added that she will not enrol her son in Metcalfe PS if the recommendation is approved.
In response to a query from Trustee Seward, Ms. Loretto-Valentik noted
that she attended a dual-track school and expressed the view that single-track school sites foster healthy school communities. She noted that dual-track and triple-track programs can be confusing and difficult for students.
c. Patricia Bezaire, OCDSB parent, Castor Valley Elementary School
Patricia Bezaire commented on her involvement in all working group
sessions and consultations associated with the Osgoode Area Program and Boundary Review. She expressed disappointment in the consultation process,

noting that the meetings were not minuted. She added that staff only allowed 20 minutes to respond to questions and comments at the end of each meeting.
In response to a query from Trustee Menard, Ms. Bezaire noted that the
most prudent option would be to redirect grade 7 and 8 early French immersion (EFI) students to Metcalfe PS, adding that this option would minimize the number of student transitions.
In response to a query from Student Trustee MacDonald, Ms. Bezaire
expressed the opinion that feedback received during the consultation process was not considered by planning staff in determining the final recommendation.
d. Natalie Elliott, OCDSB parent, Castor Valley Elementary School
Natalie Elliott expressed concern with staff’s proposal to relocate grade 1
EFI students from Castor Valley ES to Metcalfe PS. She noted that the Castor Valley ES community is strong, adding that many friendships have been established by parents and students. She highlighted that only 32 of 167 current kindergarten students would be relocated if the recommendation is approved and highlighted that her daughter is the only student in her current class who would be forced to relocate. She added that District planning staff have disregarded parent feedback from Castor Valley ES and she urged trustees not to support the recommendation.
In response to a query from Trustee Boothby, Ms. Elliott advised that the
public consultation meeting held on 13 December 2017 was concluded abruptly by District staff and did not address concerns raised by many attendees. She noted that if grade 7 and 8 EFI students from Castor Valley ES were relocated to Mefcalfe PS, enrolment in the EFI and MFI programs would allow for students in each program to remain in separate classrooms for instruction.
e. Sarah Slater, OCDSB parent, Castor Valley Elementary School
Noting her involvement in the consultation process, Sarah Slater
expressed concern that staff’s recommendation will not provide a long-term solution to Castor Valley ES’s enrolment pressures. She noted that other Castor Valley ES parents have presented planning staff with more flexible proposals that would minimize student transitions. She added that it will likely require a period of 8-10 years to secure capital funding for a new school in the Village of Greely.
f. Michael Hale on behalf of Melissa Ekdom-Delorme, OCDSB parent,
Castor Valley Elementary School Speaking on behalf of his spouse, Melissa Ekdom-Delorme, Michael Hale
urged trustees to maintain a sibling provision for Castor Valley ES students with continued transportation, consider long-term planning impacts of the proposal,

and ensure that current Castor Valley ES students are not displaced. He expressed the view that consolidation of the English program at Osgoode PS is likely to occur in the future due to low enrolment. He added that staff’s report does not highlight financial implications associated with the recommendation and noted that it only provides a short-term solution to Castor Valley ES’s enrolment pressures.
g. Emma Krzyzanowski, OCDSB parent, Castor Valley Elementary School
Emma Krzyzanowski noted that her son is flourishing in the kindergarten
program at Castor Valley ES. She highlighted the Ministry of Education’s framework for Ontario early childhood settings entitled “Early Learning for Every Child Today” noting that that statement of principles continually references the importance of early child development. She expressed concern that the redirection of Castor Valley ES students to Metcalfe PS may impact their development. She urged the Board not to support the recommendation.
h. Megan Baker, OCDSB parent, Osgoode Public School
Speaking in support of staff’s recommendation arising from the Osgoode
Area Program and Boundary Review, Megan Baker highlighted that most Osgoode PS parents are not in favour of redirecting grade 7 and 8 students from Castor Valley ES to Metcalfe PS for EFI as the school would become a triple-track program facility. She expressed concern with regard to maintaining the integrity of both the EFI and middle French immersion (MFI) program streams in a triple-track program. She commended staff for their participation in working group sessions throughout the fall of 2017, adding that many parents felt it was a positive experience.
In response to a query from Trustee Fisher, Ms. Baker advised that a common concern expressed by parents from Osgoode PS is that there is currently no EFI program at Metcalfe PS and space efficiency may become problematic with both EFI and MFI program streams operating at the same facility. She added that Osgoode PS parents are concerned about their child’s diplôme d’Études en Langue Française (DELF) scores if students from each program stream are not adequately separated.
6. Matters for Action:
a. Report 18-021, Osgoode Area Program and Boundary Review – Staff Recommendation
Your Committee had before it Report 18-021 seeking Board approval of staff’s recommendations arising from the Osgoode Area Program and Boundary Review.

Manager Carty Ostafichuk provided the following overview of the report:
As EFI centre for a large portion of the Osgoode area, Castor Valley ES is experiencing significant enrolment increases. The school requires the use of ten portables on site for instruction and can only accommodate a total of twelve portables;
If no action is taken to alleviate enrolment pressures at Castor Valley ES for September 2018, the school may not be able to accommodate the expected number of students;
The Board previously approved a consultation plan and timeline to examine program delivery and attendance boundaries in the former Osgoode Township area;
The review process approved by the Board was exempted from a formal Pupil Accommodation Review (PAR) under Board policy P.118.PLG, Pupil Accommodation Review;
In accordance with the approved consultation plan, a working group met three times during the fall of 2017 to consider potential solutions and receive local input;
The working group was comprised of school council representatives, principals from potentially impacted schools, and District staff. Area trustees were invited to attend all meetings;
On 13 December 2017, a public consultation meeting was held in the gymnasium at Osgoode Township High School with over 125 attendees present;
The introduction of a new EFI program at Metcalfe Public School would help to alleviate pressures at Castor Valley ES and better balance enrolments between schools within the larger Osgoode area;
The new EFI program at Metcalfe PS would phase-in starting at grade 1 and adding a grade a year thereafter. Current year 1 and year 2 Castor Valley ES kindergarten students residing within the new EFI boundary would be redirected to Metcalfe PS for September 2018. In cases where a new EFI student is to be enrolled in a grade not offered at Metcalfe PS, the pupil would be directed to Castor Valley ES;
Through redirecting MFI students residing in the Osgoode Public School attendance area to Metcalfe PS rather than Kars on the Rideau Public School, the change would be consistent with existing MFI feeding patterns for grade 3 English students at both Greely Elementary School and Metcalfe PS;
There are currently only three students from the Osgoode PS attendance area who are enrolled in the MFI program at Kars on the Rideau PS;
English enrolment at Osgoode PS has decreased in recent years and is now quite low. This may also be experienced at Metcalfe PS following the introduction of a new EFI program;
Staff is not recommending English program consolidation to ensure future viability at this time; and

Planning staff endeavored to prevent as many disruptions to student learning as possible in determining the best path forward.
Director Adams expressed thanks to parents for attending the meeting as well as the working group and public consultation meetings. She noted that trustees are faced with a difficult decision and added that the recommendation is fully supported by the Director’s Executive Council. She highlighted that staff have taken all feedback into consideration in determining the proposed recommendation.
Trustee Fisher noted that, in commencing the Osgoode Area Program and
Boundary Review, he determined three guiding principles which he communicated to staff and school council representatives including:
Ensuring the plan was sustainable over the long-term;
Maintaining the strength of the District’s English program in the Osgoode area; and
Managing student disruptions/transitions appropriately.
During discussion, and in response to queries, the following points were noted:
Siblings of grade 1 to 7 EFI program students currently attending Castor Valley ES and born in 2017 or earlier would continue to have the option to choose EFI at Castor Valley ES;
Due to the septic capacity at Castor Valley ES, no more than 12 portables can be accommodated on the school site;
Triple-track programs are currently offered in approximately 9 District schools. While creating a triple-track school is not the objective, Manager Carty Ostafichuk described why there was no other appropriate location for MFI at this time;
Although EFI and MFI programs are separate and distinct, when they are operated at the same school site, it can assist in building an environment of collaboration;
The province regulates class sizes and requires firm caps in the lower grades. If Castor Valley ES were to experience an influx of lower grade students, the school may not be able to accommodate the increased enrolment;
When the Ministry is determining whether a new school site is required, they examine the utilization of surrounding schools. If the staff recommendation is approved, it would balance utilization within the Osgoode area which could encourage funding for a new school in the Village of Greely;
Trustee Menard noted that the District’s maintenance of English programming is important throughout the City;
With regard to program promotion, kindergarten information nights discuss the qualities of all four of the District’s program streams. There are no caps on registration in any of the District’s programs;

The majority of parents are selecting EFI programs for their children;
When a child is transitioned to a new school, the receiving school ensures that the child’s individual education plan (IEP) is adhered to and any prior supports in place would continue to be maintained; and
Parents are not expected to begin a new application for access to services for their child during a transition.

* * * During discussion, and in response to queries, the following points were
noted:
Nearly all grade 7 and 8 students residing in the Osgoode PS attendance boundary who are attending Castor Valley ES require busing;
Manager Carty Ostafichuk highlighted that in developing the proposed recommendation, staff endeavoured to ensure that the solution would meet the needs of students for as long as possible;
Newer schools are able to accommodate a higher capacity of students for a longer period of time through an improved use of space (e.g., larger hallways and gymnasiums). Older schools do not have as much flexibility to accommodate higher numbers of students. Metcalfe PS is a much older school than Castor Valley ES;
Trustee Fisher commented that, as a trustee and a parent, he places a great value on maintaining place for the District’s youngest learners; and
If a new EFI program was introduced at Metcalfe PS beginning with year 1 kindergarten for September 2018, the projected enrolment for Castor Valley ES would be reduced by only 15 students. Under this option, Castor Valley ES would be left with little to no flexibility with regard to enrolment. Non-traditional instructional spaces may also be required to be used.

THAT effective September 2018, a new Early French Immersion program be introduced at Metcalfe Public School beginning with grade 1 and phasing in one grade per year thereafter, and that current (2017-2018) year 1 and year 2 kindergarten students attending Castor Valley Elementary School and residing within the new Early French Immersion attendance boundary be relocated to Metcalfe Public School for September 2018. That revised Early French Immersion attendance boundaries for area schools be approved according to Appendix E of Report No. 18-021;

C. THAT effective September 2018, revised Middle French Immersion attendance boundaries for Kars on the Rideau Public School and Metcalfe Public School be approved according to Appendix F of Report No. 18-021; and
D. THAT Middle French Immersion students currently attending
Kars on the Rideau Public School (2017-2018) and impacted by revised attendance boundaries outlined in Appendix F of Report 18-021 be permitted a one-time option to remain at that school for the Middle French Immersion program and that this provision be extended to the above students’ siblings born in 2017 or earlier.
In introducing the motion, Trustee Fisher noted that, based on feedback
received from parents and staff, he has developed a balanced perspective with regard to staff’s recommendation. He highlighted that the management of risk at Castor Valley ES remains of paramount concern, adding that relocation of students from Castor Valley ES to Metcalfe PS would provide more stability over the longer-term in response to Castor Valley ES’s growing enrolment pressures.
Speaking in support of the motion, Chair Seward noted that she is pleased
that a provision has been included with regard to siblings of current Castor Valley ES students born in 2017 or earlier. She added that trustees have a responsibility to ensure that students are provided with a healthy learning environment that serves all students. She commented on the resiliency of young students, noting that older students appear to be more vulnerable to change.
Trustee Schwartz noted that, while change can be difficult, the motion will
assist in maintaining the integrity of the EFI program at Castor Valley ES. She added that the potential of a new school site in the Village of Greely will help to alleviate enrolment pressures over the longer-term.
Trustee Kavanagh noted that the District recently underwent a Student
Learning and Pupil Accommodation Review which resulted in transitions for many students. She added that while students and parents were initially reluctant with regard to the proposed changes, transitions have gone smoothly.
Trustee Braunovan assumed the Chair.

Trustee Scott noted that, with some reluctance, she is in support of the motion. She commented that, although Castor Valley ES has functioned well in an over-capacity environment in past years, it is not immune to changing enrolment difficulties in the future. She added that the impact of one large family moving into the Castor Valley ES boundary can have a great impact on a school with little to no flexibility. She expressed concern that the redirection of grade 7 and 8 students from Castor Valley ES to Metcalfe PS for EFI would likely create challenges with regard to ensuring sufficient classroom space.
Trustee Scott resumed the Chair. In wrap up, Trustee Fisher advised that he is committed to supporting
students and parents affected by the transition to Metcalfe PS and ensuring that all children continue to experience a robust learning environment with proper supports in place.

8. Matters for Discussion:
a. Report 18-024, Employee Well-being and Engagement – Promoting a Healthy Workplace Your Committee had before it Report 18-024 to provide an update on
employee well-being and engagement, and efforts currently underway to promote a healthy and engaging workplace for employees.
Superintendent McCoy provided the following overview of the report:
Well-being and engagement are explicitly identified as organizational priorities within the District’s current strategic plan;
Sick leave usage has increased by 38% from an average of 7.85 days per year in 2013-2014 to an average of 10.87 days in 2016-2017;
Absenteeism among staff results in disruption to student learning;
The availability of casual staff and the District’s ability to ensure that absent employees are replaced has become challenging;
The District’s Attendance Support program underwent a review and revision in September 2016 and was relaunched in the fall of 2016. The review highlighted some areas that needed to be addressed but confirmed that the District’s program is sound;
During the period of 01 December 2016 and 31 August 2017 inclusive, 668 District employees met the absence threshold for the program (e.g., absent for 11 days or more);
In 2016-2017, there were more than 1200 long-term absences with disability management coordinators managing upwards of 500 cases;

Early feedback from unions has confirmed an increased capacity within the division to support absent employees and has had a positive impact on early intervention and return to work for both occupational and non-occupational illness and injury;
More recently, the wellness budget has been used to support the Workplace Mental Health Leadership Certificate Program for principals and supervisors;
Work is being undertaken in the area of compassion fatigue specifically related to staff who work directly with the District’s students with the highest needs;
One area of focus over the last few months has been on promoting positive student behaviours in response to qualitative feedback received from unions, principals, and vice-principals;
The number of aggressive incidents reported within the District has increased steadily;
Staff is committed to increasing efforts directed at promoting a healthy and engaging workplace. The District’s initiatives include:
o Following the Psychological Health and Safety in the Workplace Standard; and
o Creating an employee engagement survey (which will be administered to employees in the spring of 2018); and
There have been ongoing discussions with employee groups with regard to employee well-being and engagement. Staff has also consulted with subject matter experts for guidance.
During discussion, and in response to queries, the following points were
noted:
Absenteeism rates remain higher among certain employee groups (e.g., educational assistants). The District does not differentiate among employee groups with regard to attendance support;
Under the current Attendance Support program, employees who have 11 or more intermittent sick days are identified and provided with appropriate supports and ongoing monitoring to encourage improved attendance;
Director Adams noted staff has committed to promoting positive student behaviour by reinforcing the concept of progressive discipline in all District schools;
To date, over 100 participants have completed the Workplace Mental Health Leadership certificate training program;
Trustees Fisher and Braunovan noted that they would welcome feedback from union representatives with regard to the District’s well-being and engagement programs and initiatives;
Ontario Secondary School Teachers’ Federation (OSSTF) representative Bailey advised that OSSTF has compiled a list of suggestions that can be shared with the District which were determined based on feedback from a survey of their membership

regarding staff well-being. She noted that the suggested improvements need to happen in schools;
Director Adams advised that the District is seeking to address the root causes of aggressive student behaviour;
Trustee Kavanagh expressed the view that parents need to be apprised of the potential consequences of their child’s behaviour at school. She noted that parents must be involved in helping their child manage his/her behaviour;
The levels of classroom disruption tend to increase when educators are absent frequently and/or for extended periods of time;
Staff are continually working towards creating a culture whereby all educators understand the District’s safe schools policies and procedures and understand the process of progressive discipline;
Elementary Teachers’ Federation of Ontario (ETFO) representative Fraser highlighted that ETFO’s membership is not striving to increase the number of suspensions issued each year;
Ottawa-Carleton Elementary Operations Committee (OCEOC) representative Smith expressed the view that classroom dynamics are more complex than they have ever been, adding that feedback from educators is important in all discussions relating to well-being and engagement. Educators are continually requesting more classroom support;
The workload for nearly all employee groups has increased throughout the years, increasing the complexity of work for most staff; and
Trustee Boothby expressed the view that the Board needs more specific absenteeism data to continue its advocacy work with the province.
ETFO representative Fraser noted that the District’s Attendance Support
Program is unlikely to impact the number of overall absences. She expressed concern that the process of progressive discipline has been a hindrance to reinforcing positive student behaviour and added that the consequences for student misconduct are not effective in addressing the behaviour. She noted that the federation would be pleased to share suggestions with the District to assist in supporting a positive working environment for staff and students.
