There were two advance poll locations in the electoral division, where a total of three polling stations were established. Nine election officers were recruited, hired, and trained for the advance poll, including supervisory deputy returning officers, registration officers, information officers, deputy returning officers and poll clerks. In the by-election, a total of 946 valid ballots were cast at the advance polls over the five-day period, representing 23.6% of all valid ballots cast.

    SPECIAL BALLOT POLL

A Special Ballot poll was held at the returning office in the electoral division, throughout the election period, to facilitate voting for electors who were not able to vote at the advance poll or on Election Day. Special Ballots were picked-up, mailed-out to, or completed by the elector in the returning office. Additionally, Special Ballots could be requested for mail-out from Elections Alberta. A total of 124 valid Special Ballots were cast.

    ELECTION DAY

Election Day was held on Thursday, July 12, 2018. There were 36 polling stations in thirteen polling locations within the electoral division of Fort McMurray-Conklin. The returning office recruited, hired, and trained 100 election officers to work at the polls.

All polling locations opened on time at 9:00 am.

Election Day registrations are a good measure of the quality of the List of Electors provided by Elections Alberta for use by election officers and political participants. On Election Day, a total of 607 electors were not on the List of Electors and had to register to vote by completing a Declaration of Elector. Based on the total number of names on the List after declarations were added (12,370), 4.9% of electors were not already registered. There were 4,012 valid ballots cast in the by-election. Over 84.9% of those who voted in the by-election were already registered at their current address. Voter turnout is traditionally low in by-elections compared to provincial general election turnout, and this time was no exception. During the by-election, 32.6% of eligible electors cast a ballot.

    VOTES BY METHOD

There were 2,728 less ballots cast in the 2018 by-election compared to the 2015 Provincial General Election. The percent of ballots cast in the advance poll increased significantly from 10.6% in the provincial election to 23.6% in the 2018 by-election. ADVANCE POLL By legislation, advance polls were held from Tuesday July 3, 2018, through Saturday, July 7, 2018, from 9:00 am to 8:00 pm daily. There were three advance poll locations in the electoral division, where a total of five polling stations were established. Sixteen election officers were recruited, hired, and trained for the advance poll, including supervisory deputy returning officers, registration officers, information officers, deputy returning officers and poll clerks. In the by-election, a total of 2,841 valid ballots were cast at the advance polls over the five-day period, representing 28.9% of all valid ballots cast.

Number of Valid Ballots All Polls

Number of Valid Ballots Advance Polls

    Advance Poll Ballots Cast Percentage

    Innisfail-Sylvan Lake 9,831 2,841 28.9%

    MOBILE POLL

By legislation, mobile polls are to be held on Election Day, in treatment centres, supportive living facilities, emergency shelters or community support centres with ten or more electors, where consultation with facility staff determines the service to be appropriate.

A deputy returning officer and a poll clerk, along with a facility representative, either set up a stationary poll in a fixed location, move from bedside-to-bedside, or both, depending on the situation. This by-election saw two mobile polls held in the electoral division. A total of 50 valid ballots were cast.

  • Page 26

    SPECIAL BALLOT POLL

A Special Ballot poll was held at the returning office in the electoral division, throughout the election period, to facilitate voting for electors who were not able to vote at the advance poll or on Election Day. Special Ballots were picked-up, mailed-out to, or completed by the elector in the returning office. Additionally, Special Ballots could be requested for mail-out from Elections Alberta. A total of 47 valid Special Ballots were cast.

    ELECTION DAY

Election Day was held on Thursday, July 12, 2018. There were 78 polling stations in sixteen polling locations within the electoral division of Innisfail-Sylvan Lake. The returning office recruited, hired, and trained 200 election officers to work at the polls. Two of these election officers were supplied to polling stations to act as site monitors, at the request of the facility.

All polling locations opened on time at 9:00 am.

Election Day registrations are a good measure of the quality of the List of Electors provided by Elections Alberta for use by election officers and political participants. On Election Day, a total of 886 electors were not on the List of Electors and had to register to vote by completing a Declaration of Elector. Based on the total number of names on the List after declarations were added (31,604), 2.8% of electors were not already registered. There were 9,831 valid ballots cast in the by-election. Over 91.0% of those who voted in the by-election were already registered at their current address. Voter turnout is traditionally low in by-elections compared to provincial general election turnout, and this time was no exception. During the by-election, 31.2% of eligible electors cast a ballot.

    VOTES BY METHOD

There were 8,548 less ballots cast in the 2018 by-election compared to the 2015 Provincial General Election. The percent of ballots cast in the advance poll increased significantly from 15.4% in the provincial election to 28.9% in the 2018 by-election.
