The general objective of the ProCold project is to empower private stakeholders and public authorities in adopting and enforcing Eu and national energy efficiency policies in the sector of professional and commercial cooling products.
A specific objective is to ensure more energy efficient professional and commercial cooling products enter the Eu market and increase their market shares, thereby contributing to the Eu’s energy efficiency goals and policies.
The product groups concerned relate to products for cooling, refrigerating or freezing foodstuff and drinks in professional premises – from public buildings, to hotels, retailers and canteens, which represent a significant portion of energy consumption. important differences exist between various models of the same product category, but due to lack of clear regulation and information, the potential for more energy efficient models remains untapped.
in terms of legislation, of relevance are regulations concerning minimum energy performance standards (Ecodesign) and energy labelling, as well as public procurement activities. The project partly benefited from ideal timing, since a new labelling of professional cooling and freezing storage appliances and relevant standards entered into force during the project period. on the other hand, some regulation and standardisation processes concerning commercial appliances were delayed, creating uncertainties for stakeholders.
The targets of this project were threefold:
• Empowering public authorities in implementing effective policies on energy efficiency of professional and commercial cooling products.
• Motivating product manufacturers and suppliers to deliver more energy efficient models to the market, using green refrigerants.
• Working with the food industry, retailers, building operators and other stakeholders in demanding and procuring more energy efficient cooling products.

Project achievements – stakeholder group: Manufacturers The ProCold project used various strategies to empower stakeholders working in the field of professional and commercial cooling products. One of them was to identify key stakeholders at the European and national levels and reach out to them to disseminate information and tools allowing them to understand and use the benefits of energy efficient models. For manufacturers and suppliers of energy efficient refrigerated cabinets, efficient cooling is a hot sales argument. They benefit from the trend towards energy efficiency, and gain a competitive advantage when their best products are listed on topten.eu.
Between February 2015 and January 2018, 1,195 organisations were identified, contacted and informed about the EU legislation, making explicit the benefits of energy efficient models using green refrigerants.
Over the same period, 287 manufacturers and suppliers were identified and contacted (218 fully1, 69 partly): – 65 contacts at the EU level (40 fully established, 25 partly established) – 222 contacts in the 8 ProCold countries AT, CH, CZ, DE, FR, IT, PT, SE
(178 fully established, 44 partly established; see the table below)
Below we present a summary of the ProCold project’s achievements and selected examples of activities.
Project achievements at the EU level Under the term «manufacturers» the project team collected and established contacts with all stakeholders
that manufacture, import, distribute or sell professional and commercial refrigerated appliances for refrigerating and freezing, such as beverage coolers, ice cream freezers, supermarket refrigerators and freezers, storage refrigerators and freezers, minibars, wine coolers and vending machines. They are active in one or several of the following three fields:
– Manufacturing and research & development (R&D). – Importing and dealing: as wholesale dealer and/or direct dealer (to end-users). – Logistics and servicing: managing beverage coolers, ice cream freezers, etc. for the food & beverage
industry (this can include branding, storage, placement, replacement & repairs, testing, etc. of refrigerators & freezers).
Manufacturers and importers were broadly contacted by the consortium members (via meetings, phone calls, emails, fairs) and informed about:
– The ProCold project and its objectives. – Upcoming European energy labelling and regulations. – Opportunities to list products in Topten lists and use the Topten logos – providing the models comply
with the selection criteria. – The ProCold product competition.
In January 2018, 30 manufacturers are represented with their energy efficient products on the Topten online lists of most efficient products (170 products in 16 sub-categories).

The table shows the evolution of the number of models and manufacturers displayed on the Topten website between 2015 and 2018. Even though the selection criteria could be tightened – as the market progressed, they could be more demanding in terms of energy efficiency and lower global warming potential – more manufacturers were able to propose more models in this top segment of the market.

29 manufacturers declared interest in the ProCold product competition, and a number of them contributed with feedback to the ProCold product competition rules. The ProCold product competition was organised in five different categories:
– vertical chilled storage cabinets, – beverage coolers, – ice-cream freezers, – vertical supermarket refrigerated display cabinets, – refrigerated glass-fronted vending machines.
The product competition was meant to stimulate and identify the most efficient technologies and technological advances available on the European market. The results of this product competition have shown that manufacturers are willing and able to produce very efficient cooling products. The awarded models were presented at the EuroShop fair in 2017. There were four winning manufacturers.

The ProCold project was presented at two international conferences and fairs during 2nd project period: – EuroShop fair (7 March 2017, Dusseldorf); – HOST fair (HOST: equipment, coffee and food hospitality international exhibition), 20–24 October

Other fairs and events were visited by members of the ProCold team to establish further contacts with manufacturers and importers, for example: Internorga, the leading trade show for catering and food service in Germany, or the SIRHA Hospitality and Food Service Trade Show in France.

In Switzerland, a rebate programme (ProKilowatt) for energy efficient cooling and freezing appliances for professional and commercial use is offering refunds of up to 25% of the purchase price when purchasing Topten.ch-listed cabinets. This acts as an excellent «door opener» for establishing contacts with manufacturers and importers. The rebate programme also motivated manufacturers of commercial products to provide comparable information on their products (i.e. according to the ProCold request), even in the absence of legislation covering these products.
In Austria, a rebate programme was implemented for all ProCold approved products. The programme started on 01.01.2017. During the first year approximately 1,000 products have been subsidised thanks

to this programme and large requests are currently under assessment. This is a direct achievement of the ProCold work.
In Germany, Liebherr actively used the ProCold project to communicate about their efficient products and also took part in a national event co-hosted by ProCold to identify possible innovations for beverage coolers.
As a promotional achievement, 15 manufacturers and importers label their Topten products on their websites and in promotional material with the Topten logo.
The ProCold team visited several events and fairs, for example: – HOST: equipment, coffee and food hospitality international exhibition (both in 2015 and 2017, Milan); – Internorga: the leading trade show for catering and food service (2017); – EuroShop in Düsseldorf 2017; – Alles für den Gast – national fair in Austria; – SIRHA, Equip Hotel, SIFA in France.
