Report on Noise Level Monitoring – Deepabali 2014

1. Introduction: Deepabali or Diwali is a festival of light that has turned into a noisy occasion due to bursting of fire crackers. Fire crackers are generally classified as

light emitting and sound emitting. But several hybrid types are now available which are both light emitting and sound emitting. They also generate a lot of sound.

In Tripura Deepabali is associated with the worship of Goddess Kali. This

year, it was celebrated on 23rd October, 2014 in Tripura.

The rapid pace of development, increasing number of vehicles, music

systems & beating of Drum in the puja pandals and different social gatherings also contribute to an increasingly noisy environment. The high noise levels in both day time and night time are mainly due to playing of mikes, sound boxes,

beating of drums, vehicular movement, public address system and other influences.

In compliance of the Direction of the Hon‟ble Supreme Court of India Tripura State Pollution Control Board conducted noise level monitoring in 2014

in and around Agartala the state capital of Tripura, Udaipur town area of south Tripura, and Dharmanagar town in North Tripura district on Normal Day i.e.

15.10.2014 and on Deepabali Day i.e. 23.10.2014 between 18.00 Hrs. to 24.00 Hrs as per proforma sent by CPCB. This year TSPCB also conducted noise level monitoring at Ambassa of Dhalai District.

2.0 Noise :

Physically noise is a complex sound with little or no periodicity. Psychologically noise may be defined as the sound that is unpleasant and unwanted by the listener because of its bothersome nature, interference with the

perception of wanted sound or its harmful physiological and psychological effects. Unpleasantness and harmful effects of noise depend upon factors like intensity of sound waves, frequency, duration of exposure and intermittence of sound.

3.0 Adverse Effects Of Noise Due To Bursting Of Fire Crackers:

Apart from the mild burns and accidents the children also breathe the toxic air and suffering from nasal irritation and throat congestion.

The smoke also irritates the eyes causing tears and redness. Sometimes the sound makes the ears go dumb and also cause deafness.

Bursting crackers may increase blood pressure and aggravate heart disease. Nausea, headache and giddiness are common effects of bursting

crackers.

Lung infections such as coughing, sneezing. Respiratory disorders like

asthma, wheezing often get severe during Deepawali festival. The pollution hazards such as the toxic smoke causes a lot of discomfort in breathing.

The poisonous gas can also affect pregnant women adversely. It may also

affect the mentally ill patients leading to depression, fear and stress.



4.0 Ambient Noise Standards

*** Areas up to 100 metres around certain premises like Hospitals, Educational Institutions, courts, religious places may be declared as Silence Zones by the Competent Authority. Honking of vehicle horns, use of

loudspeakers, bursting of crackers and hawkers‟ noise should be banned in these zones.

+ Mixed area should be declared as one of four aforesaid areas by the Competent Authority and the corresponding limit is applied.

5.0 Objectives: In order to assess the noise level during Deepabali, noise monitoring was

carried out in and around Agartala the state capital of Tripura, Udaipur in South Tripura, Dharmanagar in North Tripura district and Ambassa of Dhalai District during Deepabali Festival on Normal Day (15.10.2014) and on Deepabali Day

(23.10.2014). The main objectives of Noise Monitoring are:

To monitor the ambient noise levels for normal and Deepawali day from 18.00 Hrs to 24.00 Hrs at various locations in different cities; Agartala, Udaipur, Dharmanagr and Ambassa.

To compare measured Noise Levels against ambient Noise standards and to assess the extent of violation.

To identify the significant contributors of Noise Level so as to take overall decision for mitigation at the source itself.

To identify significant factors and its individual impact and to suggest alternative measures.

To find collective significant factor and its collective impacts as to help to the planners to take decision at the earliest possible stage.

To facilitate in evolving policy for laying down standards and to formulate legal action for punishment, prohibiting, and preventing noise.

To communicate the information gathered to the public for awareness.



6.0 Methods of Measurement Sound Level Meters (SLM) SL-4001 were used for monitoring of noise

levels. The noise levels were monitored from 18.00 Hrs to 24.00 Hrs at one hour intervals at each location. The noise levels were calculated in Leq using the Leq Formula.

Leq Formula: The „root mean square‟ quantity of a sound wave is known as r.m.s excess

pressure or more commonly as sound pressure. Sound level is the sound pressure level in decibels (dB) and is 20 times the

logarithm to the base ten of the ratio of a weighted sound pressure to the reference sound pressure. This is expressed as force per unit area either in

Newtons per square metre (N/m2) or in Pascals (Pa). “A-weighted” means making graded adjustments in the intensities of the

sound of various frequencies for the purpose of noise measurement so that the

sound pressure level measured by an instrument reflects the actual response of the human ear to the sound measured.

Steady Sound pressure Level which over the given period of time would

have given the same total energy as the actual fluctuating time. Thus Leq is the r.m.s. sound pressure level taking the measurement duration as the averaging

time. It is calculated as follows: n

Leq = 10 log( fi 10 Li/10) i=1

Fi = Fraction of time for which the consent SPL persists Li = Sound Intensity Level

Lmin = Minimum Noise Level during the period of measurement Lmax = Maximum Noise Level during the period of measurement

e.g. Noise level measured after every 10 minutes are 65 dB, 70 dB, 80 dB, 60 dB, 75 dB. Calculate the Leq.

Here Lmin = 60 dB, Lmax = 75 dB Leq = 10 log 1/5(1065/10 + 10 70/10 + 10 80/10 + 10 60/10+10 75/10) =74.65

=> 75 dB



7.0 Findings:

The data table and graphical representations of noise levels of Agartala,

Udaipur, Dharmanagar and Ambassa city during Deepabali Festival-2014 are shown in Tables 1 to 16 and figures 1 to 7.

8.0 Awareness Campaign And Specific Measures :

The Tripura State Pollution Control Board(TSPCB) has given a wide publicity on norms of loudspeakers and firecrackers through Electronic and Print

Media before and during festive occasion. The festoons on various pollution norms were displayed by several NGOs during festive occasion. The joint raids with General Administration and Police Department were conducted prior to

Deepabali festival at major storing and selling places of fireworks in and around Agartala city. Huge quantities of banned fireworks were seized during raids. The TSPCB has taken a major step to redress the noise and other pollution related

problems of the people in the State through three Zonal offices of TSPCB and the Police Department.

TSPCB also issued direction to Police Stations to take necessary steps to

combat noise pollution due to bursting of fire crackers.



9.0 Observations :

The Ambient noise level monitoring was carried out at twelve locations in and around Agartala city, 5 locations each in Udaipur, Dharmanagar and Ambassa town between 18.00 hours & 24.00 hours at Normal Day i.e. on

15.10.2014 and Deepabali Day i.e. on 23.10.2014. The noise level data for Agartala, Udaipur & Dharmanagr are presented in Table 1-8. The graphical

representations are presented in Fig 1-7. From the data table, it is observed that the maximum and minimum noise

level on Deepabali day at the four city are as follows:

Agartala Maximum noise level 72.98 dB at Netaji Chowmuhani

Minimum noise level 54.57 dB at Capital Complex

Udaipur Maximum noise level 76.13 dB at Tripureswari Temple

Minimum noise level 51.55 dB at Hospital Area

Dharmanagar Maximum noise level 71.63 dB at Railway Station

Minimum noise level 54.81 dB at Hospital area

Ambassa Maximum noise level 74.37 dB at Dulu Bari Gate

Minimum noise level 53.04 dB at Kulai District Hospital

The noise level decreases at some locations and also increases at some locations this year comparison to previous year i.e. 2013.

But in many places, the noise level came higher because of vehicular noise, Sound system, Drum beating and noise of microphones etc. and other influences.

It has been observed that the trend of crackers has changed and people are

using eco-friendly crackers which produce low sound.
