Observance of Vigilance Awareness Week – 2016
Container Corporation of India Ltd. (CONCOR) is a Navratna PSU under
Ministry of Railways engaged in the business of providing logistics solution to the customers for international trade as well as domestic commerce. The Corporate Office of the company is located at New Delhi.
CONCOR observed Vigilance Awareness Week from 31st October, 2016 to 5th November, 2016 at all its offices across the country and also at its wholly owned subsidiaries namely Fresh & Healthy Enterprises Ltd. (FHEL) and CONCOR Air Limited. The theme of the Vigilance Awareness Week this year was “Public participation in promoting Integrity and eradicating Corruption”. The following activities were undertaken during the Vigilance Awareness Week 2016: I) PLEDGE a) CMD/CONCOR administered pledge to officials posted at Corporate Office at
11:00 hrs on 31st October, 2016. Similarly, pledge was administered by the respective Head of the Office at all the Regional Offices/Container Terminals of CONCOR.

b) Integrity Pledge: In pursuance to instructions by CVC, an Integrity Pledge was administered by
CVO to stakeholders at CONCOR’s flagship terminal located at Inland Container Depot, Tughlakabad, New Delhi on 31st October, 2016.

c) e-pledge:
A link of e-pledge has been provided on the homepage of CONCOR’s website. All employees have been apprised about the same through an e-mail.
II) Panel Discussion:
Keeping in mind the theme of Vigilance Awareness Week this year, CONCOR decided to engage Private Sector on the need to make collaborative efforts to combat corruption. Accordingly, a ‘Panel Discussion’ was organized at CONCOR’s Corporate Office located at New Delhi on the topic “Public Participation in Promoting Integrity & Eradicating Corruption” on 1st November, 2016. The panel comprised of Shri Rakesh Sharma – Sr. Vice President & Chief Ethics Counselor of TATA Tele Services Ltd., Shri Rajiv Chawla - Chairman Integrated Association of MSME of India and Shri Ashutosh Mishra from Confederation of Indian Industries (CII). CVO/CONCOR moderated the session. The panelists presented their views on how public and private sector could collaborate to combat the menace of corruption. The session was attended by CMD, Directors and Senior officers of CONCOR.

Awards were presented to winners of Essay Writing Competition held during Vigilance Awareness Week 2015 and this year’s Most Vigilance Employee of the Year on 1st November, 2016 at Corporate Office.

IV) Inter-College Skit Competition:
CONCOR has been making conscious efforts to engage youth of this country to raise awareness against corruption. As another step in this direction, CONCOR organized an Inter-College Skit Competition on “Collective Action to Fight Corruption” at Shri Ram College of Commerce, University of Delhi on 2nd November, 2016. CMD, CVO, Directors and senior officers of CONCOR were present at the event alongwith representatives of media & education fraternity Following 06 Colleges of University of Delhi participated in the said event:

Jury comprised of Shri Robin Hibu, IPS (Jt. Commission of Police, Delhi Police), Shri Alok Shukla (Theater Actor, Writer, Director & Journalist) and Smt. Ratna Bali Kant (Sculptor and performance artist).
Based on the evaluation by the Jury, Shri Robin Hibu – IPS (Jt. Commissioner of Police, Delhi Police) announced the names of the winners and CMD/CONCOR gave away the prizes, as detailed below:

VI) Details of programmes undertaken by the Regions: i) Northern Region (NR):
Executive Director, Northern Region administered pledge on 31st October, 2016 at 11:00 hrs at Inland Container Depot (ICD), Tughlakabad, New Delhi. Banners regarding Vigilance Awareness Week were displayed at Administrative Building of ICD, Tughlakabad.
A meeting was held with Customers on 31.10.2016 at 3:00 pm at Conference
Hall, ICD, Kanakpura, Jaipur.

An Interactive Session was held on 03.11.2016 at ICD, Dhandari Kalan, Ludhiana with representatives of Contractors and Customers.
A Debate was organized at ICD, Moradabad on 04.11.2016.
Dy.Commissioner Customs Sh. Shashank Yadav gave a lecture on the topic of “Transparency in Government system” on 05.11.2016.
ii) North Central Region (NCR):
During the Week, following activities were organized at North Central Region:
Pledge was administered on 31.10.2016 at 11:00 hrs.
Panel Discussion on Observance of Rules & Procedures for better productivity & quality services to the customers was organized at ICD/Dadri on 02.11.2016.
Customers Grievances Redressal Camp was organized on 03.11.2016 at ICD, Dadri.
An intra-departmental audit for compliance of contractual obligations was organised.
Debate Competition:
A debate competition was organized by CONCOR’s North Central Regional Office at Bhartiya Adarsh Inter-College (School), Tillapta, G.B. Nagar, Dadri on 5th November, 2016. Eight students of the School participated in the competition and the topic was “Public participation in promoting Integrity and eradicating Corruption”. The winners were selected by a three member jury.

iii) South Central Region (SCR):
The observance of Vigilance Awareness Week commenced with the administration of Pledge to all employees of SCR by the Chief General Manager/South Central Region. Similarly, all Terminal Heads administered the pledge to the employees working under their control. During the period, slogans and posters/banners on Vigilance Awareness were displayed in the terminals/offices. Further, the ‘Citizen’s Integrity Pledge’ was also administered to all vendors, contractors and stake holders in all offices/terminals of SCR.
CVO/CONCOR visited SCR during the Vigilance Awareness Week. On
03.11.2p016, a Workshop on “Public participation in promoting integrity” was organized at ICD/Sanathnagar. Shri A.K. Mohanthy, IPS (Retd), ex-DGP/Andhra Pradesh and Advisor to the Hon’ble Governor of Telangana and Andhra Pradesh, delivered the key note address on the above theme. He addressed the gathering and suggested ways through which the ultimate objective of promoting Integrity and eradication of corruption can be achieved.

CVO/CONCOR took a session on D&AR procedure in CONCOR. He also interacted with the employees and guided them on the matter of handling of disciplinary cases.
On 04.11.2016, CVO/CONCOR, visited Domestic Container Terminal,
Nagulapalle and interacted with the employees of the terminal.
An essay competition on the ‘Public Participation in Promoting Integrity and eradicating Corruption’ was also conducted in the Region during the said period.
iv) North West Region (NWR):
The observance commenced with the administration of the pledge on 31.10.2016 to all employees of RO/NWR by Chief General Manager/NWR. All the terminal heads administered the pledge to the employees working under their control. During the period, posters/banners on Vigilance Awareness was displayed in the terminals/offices and interaction with customers and contractors were held at terminals.
Essay writing on “Public Participation in Promoting Integrity and Eradication Corruption” was organized in the Region.
v) Central Region (CR):
The details of activities organized at Central Regional Office, Nagpur and at terminals of CR during Vigilance Awareness Week are as below:
On 31.10.2016 at 11:00 hrs, pledge was taken by all employees and officers at Regional Office.
Banners and slogans against corruption were displayed at various places
Essay writing competition was organized at Central Regional office as well as terminals.
A meeting was organized at ICD, Aurangabad on 31.10.2016 with the contractors and stakeholders emphasizing on transparency in working environment.
Citizen integrity pledge was taken at ICD, Bhusawal by employees as well as contractors for following the spirit of vigilance and fighting corruption.
vi) Western Region (WR):
VAW-2016 commenced with the administration of the pledge to all employees of Regional Office by Chief General Manager/WR. Similarly, all terminal heads administered the pledge to the employees working under their control. Based on the

theme of the Vigilance Awareness Week i.e. “Public participation in promoting integrity and eradicating corruption”, banners & posters were displayed at the prime locations of the Regional office and at the terminals. Essay writing competition was organized at Western Regional Office and its terminals on the topic. On 04.11.2016, lecture on “Public participation in promoting integrity and eradicating corruption” was organized at ICD/Pithampur. The students of Prestige Institute of Management, Indore and CONCOR staff participated in the said programme. During the week, inspection drive was conducted in CFS/Dronagiri yard to check any un-authorized trailers standing inside the yard. Interaction session with Customers, Contractors and Security personnel was also organised.
vii) Eastern Region (ER):
The observance of "Vigilance Awareness Week" at Eastern Region commenced with the pledge being taken by Officers / Supervisors & Staff across various Terminals of the Region on 31.10.2016 at 11:00 hrs. During the Vigilance Awareness Week, officers of ER were deputed to visit Majerhat, CFS/Majerhat and Shalimar terminal of Eastern Region for wide publicity to fight against corruption among the staff/officers, our valuable customers and Stakeholders at unit level. An Essay writing competition on “Public participation in promoting integrity and eradicating corruption” was held at Regional office and Terminals.
viii) Southern Region (SR):
CGM/SR administered the pledge to all officers and staffs at the Regional office and the heads of units administered the pledge to the officers and staff working under their control. Posters/Slogans on vigilance were displayed at all prominent locations in the Regional Office. All the units of Southern Region also observed the Vigilance Awareness Week and Heads of the Units administered the pledge to the officers and staff working under their control. A meeting with the customers was organized in all terminals of Southern Region and importance of Public Participation in promoting Integrity and eradication Corruption was highlighted. During the week, essay writing competition was also organized at Southern Region on the topic “Public Participation in promoting Integrity and eradication Corruption”.

VIII) Observance of VAW in CONCOR’s wholly owned subsidiaries –M/s.FHEL & M/s.CONCOR Air Ltd: M/s. Fresh & Healthy Enterprises Ltd (FHEL) and M/s. CONCOR Air Ltd observed Vigilance Awareness Week by taking pledge, displaying banners and through interactive sessions among the employees & customers.
