PREFACE
The present publication ‘Report on Private Hospitals/Clinics in Manipur, 2016’ is
an outcome of various activities being taken up under Manipur State Strategic Statistical Plan
(MASSSP) under the Support for Statistical Strengthening Project (SSS) earlier called India
Statistical Strengthening Project (ISSP). The project is sponsored by Central Statistics Office
(CSO), Ministry of Statistics and Programme Implementation (MoSPI), Government of India.
The results of the survey like general features of the private health care units such as
functioning status, year of establishment, location, type of building, nature of ownership of
the building and management of the institute; employment profile in the registered private
hospitals/clinics such as number of employees, their specialisation areas, social category,
nature of employment, sex of employees; income and expenditure of the institutes; facilities
available and patients treatment in the private hospitals/clinics etc. are presented in part-I of
the report. Statistical tables with rural urban divide are presented in part-II of the report.
The co-operation and help extended by Directorate of Health Services, Govt. of
Manipur by providing the list of registered private hospitals and clinics in Manipur are
gratefully acknowledged. The contributions of the private hospitals and clinics in providing
the information to enable the Directorate in successfully conducting the survey and generate

Highlights of the Survey Results
84% of the total registered private hospitals/clinics in Manipur were found functioning
while 16% were defunct.
Of the total functional hospitals/clinics, 50% are found in Imphal West District and 24%
in Imphal East District.
98% of the total functional hospitals/clinics were established after statehood i.e., 1972.
The number of health care institutions rose by leaps and bounds in the third decade
following the attainment of Statehood. Only 1(one) hospital was found during 1972-1982
which was located in Imphal (Imphal West). The following decade (1983-1993) witnessed
6(six) numbers of hospitals (5 in Imphal West and 1 in Imphal East) subsequently followed
by establishment of 33 units and 50 units during 1994-2004 and 2005-2015 respectively.
According to the survey, 92% of the buildings of the private hospitals/clinics are found to
be pucca, 7% semi-pucca and 1% kutcha.
About 57% of the hospitals/clinics are found to be functioning in rented buildings while
43% in own buildings.
85% of the institutions are operating in small area (below 0.5 acre) while 7% have an
area above 2 acres.
Most of the hospitals/clinics are managed by individuals (54%) while the rest are by
Society (13%), Missionary (2%) and others (30%).
It is observed that 94% of the employees are full time while remaining 6% are part time.
Except for Senapati District, the main source of income of the hospitals/clinics in the
districts of Manipur comes from Treatment/consultancy charge.
In terms of expenditure, maximum expenditure is incurred on salary and wages in all the
districts except Senapati and Imphal East.
The number of patients treated in Imphal East District is highest as compared to other
districts of the State during 2014-15 as well as 2015-16.
The number of major and minor operations performed during 2014-15 and 2015-16 is the
maximum in Imphal West District.
The availability of basic medical equipment in the private hospitals/clinics is fairly
satisfactory.
Blood bank facility is found in two districts of Manipur i.e., 1(one) in Imphal East and 2
(two) in Imphal West.
Number of Live Birth recorded in 2015-16 was 11,345 as against the total delivery of
11,393 which is a positive feature.

Introduction
The development of health sector is an integral part of the socio-economic development of
a state/country. With the increasing population and health consciousness among the people,
the health care services are becoming more demanding. Although, the Government is the
main provider of basic health care services, the common scenario is that the services of the
health care institutions in the public sector is complemented or supplemented by those in the
private sector. Further, the private sector institutions are deemed to be more efficient and
hospitable to the patients. In Manipur also, the number of private hospitals/clinics is
mushrooming especially in the valley districts of Imphal East and Imphal West.
Manipur is one of the states of India located in the north eastern part of India having
population density of 128 (per sq.km.) with an annual population growth of 2.45%. The State
has nine districts and 38 sub-divisions. Five districts (Senapati, Bishnupur, Thoubal, Imphal
West and Imphal East) have population density above the state average while the remaining
four (Tamenglong, Churachandpur, Ukhrul & Chandel) are below it.
A picture of the vital statistics of Manipur vis-a-vis North Eastern States and All India
shown below is an indicator that the basic health status of the State is not so bad, as
interestingly Manipur is one of the North Eastern States where the Birth Rate (BR), Death
Rate (DR) and an Infant Mortality Rate (IMR) is lower than the rate recorded at All India
level.

The present report relates to the Survey on Private Hospitals/Clinics in Manipur
during 2016. Private sector health care delivery is often considered to be more efficient,
accountable and sustainable than the public sector. Therefore, a look at the basic health
infrastructure of the public sector in Manipur would also be interesting.

Public Sector at a Glance:
The health care services in Manipur State are catered through the State Health
Administrative Department and implemented by the Directorate of Health Services, Manipur
including the National Health Mission (NHM), Manipur. The district level health institutions
in Manipur as on 31st March, 2015 are as shown below.

Medical Health Care Units are fairly spread in all the districts of the State. During
2014-15, health care facilities were available to the people of Manipur through a network of
115 hospitals (including PHCs, CHCs and other centres/units) and 441 Dispensaries
(including PHSCs). The number of beds available was 2,030. Further, different health and
family welfare programme are taken up to eradicate diseases from time to time in the State
under National Malaria Eradication Programme (NMEP), National Leprosy Control
Programme (NLCP), National T.B. Control Programme (NTCP), National Programme for
Control of Blindness (NPCB), Maternal Child Health-cum-Expanded Programme on
Immunization, National Aids Control Programme, National Iodine Deficiency Disorder
Control Programme (NIDDCP), etc. Under the National Rural Health Mission (NRHM),
launched in 12th April, 2015, Manipur also actively participated so as to provide accessible,
affordable and accountable quality health services even to the poorest households in the
remotest rural area.

Staff disposition and competence is an important factor for assurance of quality
health care services for positive outcome. The number of doctors in government run medical
institutions in Manipur during 2014-15 by sector can be seen below.

In view of the fact that Manipur is inhabited by a population of 28,55,794 according
to 2011 census, the proportion of bed available in the health care unit is not appealing.
Although the fact that the Regional Institute of Medical Sciences (RIMS) located at the
Lamphelpat Sub-division of Imphal West District renders a major contribution to the health
care of the state, the infrastructure available under the State Health Department is inadequate.
The number of patients treated, deliveries conducted and operations done in the various

Although the role of the public sector in providing health care services is also
expanding, the population coverage is limited / concentrated in certain pockets. Hence, the
services provided by the private medical institutions are also crucial.
Survey on Private Hospitals/Clinics in Manipur, 2016
As a part of the continuous endeavour of the Directorate of Economics & Statistics,
Manipur to bring about an improvement in the database available in the state, the Directorate
conducts survey on different aspects of the economy. Data, by itself, are indicators which are
used for generation of estimates/parameters to reveal the status of development in various
sectors like Health, Education, Sanitation, Infrastructure etc. Such information for the public
sector is readily available while the same is not so for the private sector. This has been a
limitation whenever programmes, plans, policies are to be framed for overall development of
different sectors in the State.
Under the Manipur State Strategic Statistical Plan (MASSSP), the Survey on Private
Hospitals/Clinics in Manipur was conducted during the month of June, 2016. Health
statistics are important as it provides a wide range of health indicators for a community. To
address the aspect of inadequacy of data in respect of the private sector, the Directorate
conducted the present survey on private hospitals/clinics in Manipur.

The schedule for the survey has been designed by Shri L. Ibo Singh, Deputy Director,
Directorate of Economics and Statistics, Manipur. He also imparted training to the field
functionaries of the District Statistical Offices.
Objective of the Survey:
The survey, which covered all the private hospitals/clinics in Manipur registered with
the Directorate of Health Services, Govt. of Manipur under Manipur Nursing Homes and
Clinics Registration (MNHC) Act, 1992, was conducted to assess the contribution of the
private hospitals/clinics in Manipur and generate indicators that can be used for estimation of
District Domestic Product for the private organised sectors.
Coverage:
The whole state of Manipur was covered for the purpose of the survey.
Number of Units Surveyed:
The number of units surveyed was 110.
Source of the List of Units Accounted for Survey:
The list of the registered private hospitals/clinics was obtained from the Directorate of
Health Services, Manipur.
Results of the Survey
The findings of the survey are presented on the particulars as summarised below.
1. General features of the private health care units such as functioning status, year of
establishment, location of establishment, type of building, nature of ownership of the

Concepts and Definitions
Hospital: An institution providing medical and surgical treatment and nursing care for sick
or injured people.
Private Hospital/Private Nursing Home: A hospital/nursing home/day care centre with
facilities for in-patients treatment not run by the Central/State Government or local body like
municipalities are considered as private hospital.
Clinic: An institution with facility for diagnosis and treatment of out-patients.
Specialist/Super Specialist Doctor: A Doctor who has completed advanced education and
clinical training in a specific area. A Specialist possesses an MD (Doctor of Medicine)
degree/MS (Master of Surgery) degree. A Super Specialist (M Ch-Master of Chiruugical)
possesses an advanced Post Graduate Academic degree.

General physician: A General physician is an MBBS (Bachelor of Medicine and Bachelor
of Surgery) graduate and does not specialize in one particular area.
Dental Doctor: Doctor specialized in the diagnosis, prevention and treatment of diseases of
the teeth, gums, and related structures of the mouth and including the repair of replacement of
defective teeth.
Ayush Doctor: Non-allopathic doctors are referred as Ayush Doctors i.e., Doctors associated
with the Indian medical system of Ayurveda, Yoga, Unani, Sidha & Homeopathy.
In-Patient: A patient who stays in hospital while under treatment.
Out-Patient: A patient who attends a hospital for treatment without staying there overnight.
CT-Scan Machine: An X-ray device which reveals the anatomic details of internal organs
which cannot be seen in conventional X-rays.
MRI Machine: Large tube shaped magnets used in creating detailed images of the organs
and tissues within our body.
Ultrasound Machine: Machine used for diagnosing illness and viewing internal body
structures in which sound waves of high frequency are bound off internal organs and tissues
from outside the body.
X-rays Machine: A device or instrument utilized for taking of X-ray images, inspection of
parts or the determination of crystal structure which utilizes X-rays.
ECG Machine: A machine used for checking for heart problems.
Building: A building is a free standing structure comprising one or more rooms or other
spaces covered by a roof and usually enclosed within external walls or dividing walls which
extend from the foundation to the roof.
Pucca Structure: A pucca Structure is one whose walls and roofs are made of pucca
materials such as cement, concrete, burnt bricks, hollow cement, ash bricks, stone, iron, zinc
or other metal sheets, timber, tiles, slate, cement sheets, plywood etc.
Kutcha Structure: A Structure which has walls and roof made of non pucca materials
(bamboo, reed, grass, thatch, unburnt bricks etc) is regarded as a kutcha structure.
Semi-pucca Structure: A Structure which cannot be classified as a pucca or a kutcha
structure as per definition is a Semi-pucca structure. Such a structure will have either the
walls or the roof but not both, made of pucca materials.

Besides the health care services provided by the state government in Manipur,
registered private hospitals/clinics are also rendering their services in the state. According to
the results of the present survey, most of these units are found concentrated in urban areas of
Imphal West and Imphal East districts. In Tamenglong District, not a single registered health
care unit was found which implies the dependence of the people of the district on the Public
Health Care System. Chandel District has one Health Care Unit which has no professional
doctors nor sufficient infrastructure. Private Health Care Units in valley districts are better
equipped in terms of skilled manpower and other infrastructure as compared to those in the
hill districts. Most of the units are managed either by single person or family or in partnership
and the number of employees belonging to the reserved social group i.e., Scheduled Tribes/
Scheduled Castes are much less than those categorized as Others which constitutes the
maximum share. The findings of the survey are presented in the following paragraphs and
subsequent chapters while the rural and urban scenario is presented in Part II (Annexure).
The district-wise status of private hospitals/clinics in Manipur is being presented in the table
below.

Out of the 110 total registered private hospitals/clinics in Manipur, 92 are functional and
while the remaining 18 are found defunct. The present analysis, therefore, relates to the
functional 92 units found in 8 districts of Manipur only. About 50 % of the functional
institutions are found located in Imphal West District followed by Imphal East (24 %). Other

districts also have some registered private hospitals/clinics although the number is relatively
insignificant. Among the hill districts, Churachandpur has the highest number of functioning
private hospitals/clinics i.e. 9 (nine) in numbers. Out of 92 private health care units in the
state, 69 are in urban areas and the remaining 23 are in rural areas of the state.
Out of the 18 (Eighteen) defunct hospitals/clinics, 15 (Fifteen) are in valley districts. The
number of defunct establishments in case of hill districts is 3 (Three). The highest number of
defunct health care units was found in case of Imphal East (6) followed by Imphal West (5)
and Thoubal (3) in valley.

Trend of Establishment of the Private Hospitals/Clinics
The establishment of private hospitals/clinics in Manipur began as early as in 1920.
The first private hospital, Kangpokpi (Kanngui) Christian Hospital (KCH), Senapati, was
found to be established in the year 1920. This was followed by establishment of Sielmat
Christian Hospital & Research Centre, in 1964 in Churachandpur district. Thus establishment
of private hospitals/clinics in Manipur began much earlier in the hill areas of Manipur. In the
valley districts, the pioneer health care units are Sapam X-Ray Clinic & Ultrasound Imaging
with Laboratory and Babina Diagnostics, established in 1981 and 1983 respectively. Sharp

statehood period. District-wise trend of establishment of private hospitals/clinics by
rural/urban can be seen in Part II (IA).
The district-wise trend of establishment of private hospitals/clinics in Manipur
grouped under two different periods i.e., before and after the attainment of Statehood is
depicted in the following table.

As evident from the above table, the total number of hospitals/clinics established during
the pre-statehood period was only two. Out of 92 establishments, 90 were established after
Manipur got Statehood. Chart I.2 presents the trend of establishment of private
hospitals/clinics which witnessed a sharp increase in the number of private hospitals and
clinics in the post statehood era.

Further analysis of the trend of establishment during the period following the
attainment of statehood is shown in the following table.

Evidently, there was only 1 (One) in the decade of 1972-82. The following decade
witnessed the establishment of 6 (Six), followed by 33 between 1994 and 2004. Out of the 90
units established during the post statehood period, 50 (56 %) were found to be established in
the recent decade.
Registration
All the hospitals and clinics, covered under the present survey, were found to be
registered with the Directorate of Health Services, Govt. of Manipur under Manipur Nursing
Homes and Clinics Registration (MNHC) Act, 1992 except Iboyaima Hospital and Research
Centre, Singjamei, Imphal West, which was registered with Ministry of Corporate Affairs,
under Public Private Partnership Act, 1932.
Types of Building
Maximum number of buildings where the private hospitals/clinics are operating was
found to be pucca buildings. Out of total 92 hospitals/clinics in Manipur, 6 (six) health care
units have semi-pucca building while only 1 (one) health care unit is running in kutcha
building which is located in Thoubal district.

Ownership of Buildings
Out of the total 92 hospitals/clinics, 52 (56.5 %) were found to be operating in rented
buildings, while the remaining 40 (43.5 %) were running in their own buildings. Similar trend

Campus area of the establishments varies from one institute to another which ranged
from 0.0001 hectares to 12 hectares. The numbers of private hospitals/clinics found in the
districts of Manipur are grouped into five different categories by campus area as shown
below.

Most of the hospitals/clinics in Manipur have area of less than half acre. In the valley, the
hospitals/clinics whose campus areas are less than 0.5 acres are mainly concentrated in
Imphal East and Imphal West, i.e. 63 out of 78. There are seven units having campus area
between 0.5 to 1 acre, only one between 1 to 1.5 acres and not even a single with area in the
range of 1.5 to 2 acres. However, it was found that six units are having more than two acres.
The six units are two are in Thoubal, one each in Senapati, Ukhrul, Imphal East and Imphal
West districts
Management of the Hospitals/Clinics
Most of the hospitals/clinics are run by single person. Out of the total 92 private
hospitals/clinics, 50 (54.4 %) were found to be managed by single person both in rural as well
as urban areas. Out of the 50, only 8 (eight) are in hill districts while the remaining 42 (forty-
two) are in the valley districts. 28 were reported as managed by others which include private
companies, families, trustees, partnership etc. all of which are concentrated in the valley areas
of Manipur. 12 (twelve) hospitals/clinics spread out in the different districts except Senapati
district are managed by society. 2(two) Hospitals are run by missionaries, i.e., Kangpokpi
(Kanggui) Christian Hospital in Senapati district and Catholic Medical Centre in Imphal East

shown in Table I.7. while the same is depicted diagrammatically at Chart I.5.

Chapter II: Employment in the Private Hospitals/Clinics in Manipur
This chapter presents the district-wise status on the manpower providing health care
services to the people such as the number of employees, their specialisation areas, social
category, nature of employment, sex of employees etc. in the private hospitals/clinics in
Manipur for the year 2014-15 and 2015-16.
Total number of employees in the private hospitals/clinics in Manipur during 2015-16
(3,652) was found to be less in comparison with that of 2014-15 (3,737). Out of the total
3,652 employees, 94 % are full time employees while 6% are part time workers. Further, a
significant share of employees was females (63%) while 37 % are male employees.
Maximum numbers of employees are from ‘others’ (86%) social category followed by Other
Backward Classes (6 %), Scheduled Tribes (6 %) and Scheduled Castes (2 %). On an average
the number of employees per establishment was found to be around 40. All the establishment
in the hill districts are below average. For the state as a whole, majority of the doctors were
found to be male, while females dominated the other employee category. Moreover,
maximum number of part time employees was also female. As far as social categories of the
employees are concerned, it is the Scheduled Tribes (ST) and Other communities that
dominate in the hill districts; in the valley districts, it is the Others and Other Backward
Classes (OBC). The number of Scheduled Castes (SC) employees was found to be marginal
in all the establishments except in Thoubal district. A picture of different category of
employees in the districts of Manipur is sketched in the following bar graph.

The total number of employees employed in the two private hospitals/clinics in
Senapati district was 36 during 2014-15. The numbers of male and female employees are
equally distributed. Only five employees were found to be engaged on part time basis while
rest were full time employees. In 2015-16, the total number of employees was 37 with similar
pattern of employment in the previous year.

Majority of the employees were found to be from ST community in case of male
employees. Contrary to this, in case of female employees the majority of the employees are
from ‘Others’ social category. No SC employees were found working.
As far as employee category is concerned, there are very few professionals. Out of the
37 total employees in 2015-16, 32 are other staffs. The remaining five comprises two general
physicians, one specialist, and two AYUSH doctors. Out of the five, only one is female
doctor. Four doctors are from ST community, while the rest is from ‘Others’.

The total number of employees found working in the nine private hospitals/clinics in
2015-16 was 54 as against 52 in 2014-15. Out of the total 54, the share of male employees
22
was found to be only 18.5 % with female employee domination being significant (81.5 %).
The trend was more or less similar in 2014-15.Most of the employees i.e., 35 out of 54 were
found to be working on full time basis. The remaining 19 were engaged on part time basis.
There were no employees belonging to SC and OBC social category in the
hospitals/clinics. Out of the 54 total employees, 34 are from ST community while the
remaining 20 are from Other communities.
There are nine (five males and four females) specialist/super specialist doctors, six
general physicians (one male and five female) and two dentists were found working in the
district. The share of other staff to the total employees is about 69 %.

Only seven employees were found to be working in the establishment during 2014-15.
The same number of employees was also recorded in 2015-16. Out of the seven (four male
and three female), five (three male and two female) are full time employees while the
remaining two (one male and one female) employees are working on part time basis.
No doctor was found to be working in the institute. All the seven employees are those
categorized under other employees. Out of which, one was ST employee and six belongs to
‘Others’ category. The scenario is depicted in the diagram below.

Altogether 64 employees were found working in the two private hospitals/clinics in
2015-16 in Ukhrul district as against 65 during 2014-15. All the employees were found to be
working as full time employees. Out of the 64 employees in 2015-16, about 66 % are female
and the rest are male.
94 % of the employees were found to be from ST community while the remaining 3
% are from SC community. There are no OBC and Other category employees in the two
establishments in the district.
As far as employee category is concerned, there are very few professionals. Out of the
64 total employees in 2015-16, 58 are other staffs. The remaining 6 (six) comprises 4(four)
general physicians, and 2(two) specialist/super specialists. There are no AYUSH and Dental
doctors in the establishments of the district. The male female ratio is same for the doctors.

Total number of employees working in 2015-16 was 933 as against 1,093 in 2014-15.
Out of the total 933 employees in 2015-16, the share of male employees was found to be only
30.8 % while the female employees constitute the remaining 69.2 %. Most of the employees
i.e., 96.5 % was found to be working on full time basis while only 3.5 % was engaged on part
time basis.
Contrary to the hill districts, maximum numbers of the employees are from ‘others’ (78
%) social category followed by OBC (12 %), ST (9 %) and SC (1 %). An interesting fact is
that total number of female employees outnumbered the male.
There are 52 (37 male & 15 female) specialist/super specialist doctors who are working
on full time basis and 10 (6 male & 4 female) part time doctors. Further, there are 15 (11
male & 4 female) general physicians. Most of them (80%) were found to be engaged on full
time basis. Nine Dental Doctors ( five male and four female), were also found working as full
timers in the health care units in Imphal East district. Interestingly, the three AYUSH doctors
are all female and found working on full time basis.

Total number of employees found working in 2015-16 was 2,383 as against 2,340 in
2014-15. 96 % of the total employees in 2015-16 were engaged as full timers. The remaining
4 % was engaged on part time basis. Out of the total 2,383 employees in 2015-16, the share
of male employees was found to be 38 % while the female share a percentage of 62. A glance
on the constituents of the employees based on the social category reveals maximum share by
those belonging to ‘Others’ category followed by OBC and ST communities and SC
community. Further, the percentage of male doctors is more than female doctors, except in
case of dentist, as revealed by the following table.

Altogether 49 employees were found to be working during 2015-16 in the four private
hospitals/clinics in Bishnupur District as against 50 in 2014-15. During the two years, it is
observed that the female employees were found to be engaged on full time basis only and that
there were no female part time employees.
There are no OBC employees in the four establishments in the district. Majority of the
employees were found to be from ‘Others’ community i.e. 89.8 %. The number of SC and ST
communities’ employee is two and three respectively.
As far as employee category is concerned, there are very few professionals. Out of the
49 total employees in 2015-16, 34 are other staffs; all of them were engaged on full time
basis and majority of them are from ‘Others’ community. The remaining 15 comprises two
general physicians and 13 part time male specialist/super specialist. Both the two general
physicians - one male and one female - are full time employees. There are no AYUSH and
Dental doctors in the establishments of the district.

Total number of employees working in the private hospitals and clinics in 2014-15 was
94 which significantly rose to 132 in 2015-16. Out of the 132 employees, 92 were found to
be working on full time basis. Interestingly, the number of male and female full time
employees is same i.e., 46 each. The remaining 40 were engaged on part time basis.
Unlike the other districts, majority of the employees in the district were found to be from
OBC (69), and SC (53) communities. There were nine employees belonging to Others
category and only one ST employee.
There are 26 (18-Male, 8-Female) specialist/super specialist doctors, 27 (21-Male, 6-
Female) general physicians, 11 (6-Male, 5-Female) Dental doctors, 10 (8-Male, 2-Female)
AYUSH doctors. Unlike in other districts, in Thoubal district the number of professional
doctor was found to be more than other employees. Out of the total 132 employees, 74 are
professional doctors while the rest 58 are other staffs.

Chapter III: Receipts and Expenditure
This chapter presents the income/receipts, from various sources, of the private
hospitals/clinics located in different districts of Manipur and their expenditure incurred for
the proper functioning of the units.
Income:
The income of the private hospitals/clinics in Manipur is derived from sources like
treatment/ consultancy charges, grant-in-aid, subsidy, donation and offering and other sources
like investigation charges, sale of medicine etc. A picture of the percentage share of income
by sources during 2014-15 and 2015-16 is illustrated in the following pie charts.

From the above charts, it is evident that major source of income is derived from
treatment/consultancy charges and income from sources like Grant-in-aid, subsidies,
donations and offerings, value of goods and materials is negligible.

During 2014-15, the major source of income for the private hospitals/clinics in all the
districts of Manipur except Senapati and Chandel Districts is treatment/consultancy charges.
For Senapati District, maximum contribution comes from other sources (82.0 %) followed by
treatment/consultancy charges (12.4 %) and grant-in-aid received from foreign bodies (3.9
%). In case of Churachandpur, major source of income is treatment/consultancy charges (36.1
%) followed by other sources (34.9 %) and grant-in-aid received from foreign bodies (22.3
%). In Chandel district, the entire source of income is from other sources. The income of the
two private hospitals/clinics in Ukhrul district comes from only two sources i.e.,

treatment/consultancy charges (95.9 %) and grant-in-aid received from government bodies
(4.1 %). Other districts with income from only two sources viz. Treatment/consultancy
charges and other sources are Bishnupur and Thoubal.
In case of Imphal East, it is the treatment/consultancy charges (50.9 %) and other
sources (49.0 %) that contribute major share to the total income of the establishment which is
supplemented by a negligible share from grant in aid from Government bodies. In Imphal
West District also, the maximum share comes from treatment/consultancy charges (78.5 %)
and other sources (21.2 %) for the private hospitals/clinics.
In 2015-16, with the exception of Senapati, Churachandpur and Chandel, the
maximum share of income of the private hospitals/clinics in the district comes from
treatment/consultancy charges. The district level scenario is shown at Table 3.2.

Expenditure
In order to provide health care services and at the same time ensure smooth
functioning of private hospitals/clinics in Manipur, expenses are incurred on payment of
salary/wages and honorarium for the employees, interest for the capital, rent for building,
other expenses include operating expenses for running the institute, consumable items,

electric bills etc. The expenditure of the private hospitals/clinics on various items in different
districts during 2014-15 and 2015-16 shown at Table 3.3 and Table 3.4 respectively evidently
reveals that the expenditure pattern is more or less same during the two years where the major
component of expenditure is on salary and wages in all the districts except in case of Senapati
District and Imphal East District where the maximum expenditure on ‘Other Expenses’
followed by the expenses incurred on salary and wages.

From the above chart, it is clear that major share of the expenditure goes to payment
of salary/wages (51 %) and other expenses (40 %) during 2014-15 while the share of
expenditure on other items are marginal. The component-wise share of expenditure for the
different private hospitals/clinics in Manipur during 2015-16 was found to be more or less
same with that of 2014-15 which is evident from the chart shown below.

Chapter IV: Health Care Services
Assessment of the volume and quality of health care services rendered by the private
health care units to the people is a difficult exercise as various aspects are to be considered.
However, the number of patients treated is one measure. In this chapter, number of in-
patients and out-patients by sex and number of major and minor operations performed during
20 14-15 and 2015-16 are presented.
Patients Treated
According to the present survey, the total number of patients treated in the private
hospitals/clinics in Manipur during 2014-15 is 22,56,530. The number of patients treated in
different districts is shown in the table below.

It can be seen from the above table that the number of out-patients is almost 18 times
of in-patients. On the other hand, a different picture would have emerged in case a separate
analysis of patients treated in units where only in-patient treatment accommodation available
is accounted. There are significant numbers of clinics where only facilities like diagnosis and
OPD are available. Again, female patients outnumbered male patients. In case of in-patients,
the number of female (70 %) is more than double of male (30 %). The difference is more in
case of out-patients with number of female patients (78 %) more than three times of male
patient (22 %).

in number of in-patients and out-patients during 2015-16 is even more as evident from the
Table 4.2.

It is obvious that percentage of in-patients treated in the private hospitals/clinics of
Imphal East and Imphal West in 2014-15 is very high as compared to other districts. Both the
districts claim around 94 % of the total in-patients treated in the entire health care units in
Manipur. In 2015-16, also similar pattern is observed in the number of out-patients treated.

The stark difference in the number of male and female patients in terms of treatments
and operations performed may be attributed to, among other factors, to higher number of
female patients on account of child delivery in the private hospitals/clinics in Manipur. Table
4.3 shows the numbers of child delivered and live birth during 2015-16 in the private
hospitals/clinics in Manipur.

In case of out-patients also, various investigations carried out in clinics/laboratories
pertaining to pregnancy may also be attributable to higher number of female patients.
Whatever may be the reason, the fact is that the number of female patients treated
outnumbered the male patients. During 2015-16, there were 11,393 cases of child delivery.
Out of the 11,393 child delivered, 11,345 were live births i.e. the number of death at the time
of delivery was found to be very less i.e. only 48 cases for all health care units. However,
death at birth was found to be relatively significant in case of Ukhrul District.
Operations Performed
A picture of the number of minor and major operations performed in the health care units
located in different districts of Manipur during 2014-15 and 2015-16 is shown below.

The number of major operations performed is almost three times of minor operations.
The percentage of operations performed on female patients is found to be higher than on male
patients. 57.5 % of the total operation performed was in Imphal West, and 34.3 % in Imphal
East. No cases of major operation performed in Chandel, Bishnupur and Thoubal districts.
Health care units in Chandel and Thoubal districts do not perform any cases of minor
operations. The situation in 2015-16 was also found to be more or less same with that of
2014-15. The district-wise scenario of major and minor operations performed in private
hospitals/clinics in Manipur during 2014-15 and 2015-16 is depicted by the following bar
graphs.

Chapter V: Availability of Medical Equipments and Other Facilities
Besides other various determining factors, the nature and quality of services provided by
the private hospitals/clinics in Manipur to the people of the state also depend on availability
of equipment and other facilities. This chapter presents the status of the private institutions in
terms of availability of some basic medical equipment and other facilities such as machines
like X-Ray, Ultrasound, CT Scan, MRI, Defibrillator, ECG and other facilities like
Ambulance, Beds available, Blood Bank etc. Many of the private hospitals/clinics are lacking
basic equipment and infrastructure particularly in the hills districts while among the valley
districts, Bishnupur is behind the rest. Again, though there are good numbers of private health
care units functioning in the state, only four hospitals, viz. Shija Hospital & Research
Institute, Langol; Catholic Medical Centre, Koirengei, Advance Hospital, Palace Compound,
Imphal and Jeevan Hospital, are found to have beds numbering 100 and above. Further,
Blood Bank facility is available only in three hospitals i.e., one located in Imphal East
District and two in Imphal West District. The number of beds available in the units located
in the districts can be seen from the presentation at Table 5.1.

Out of the total 92 private hospitals/clinics in Manipur, only 56 establishments found
to have basic equipment like X-Ray machine. Out of those 56 health care units, 27 are in
Imphal West, ten in Imphal East, seven in Churachandpur districts. The remaining 12
institutions are spread across other districts. The number of hospitals/clinics having
Ultrasound machine is 46. Out of the 46 private hospitals/clinics, around 76 % are in Imphal
West and Imphal East. CT Scan machine was found to be installed only in 12 establishments.

Out of the 12, eight are in Imphal West, three in Imphal East and the remaining one is in
Thoubal district.

The number of hospitals/clinics having MRI machine is only six. All the six
institutions are located in valley districts only. Defibrillator was also found to be in use only
in 23 hospitals/clinics. The institutions using Defibrillator are 12 in Imphal West, five in
Imphal East, three in Thoubal, two in Ukhrul and remaining one is in Senapti district. The
position of availability of ECG machine is slightly better compare to other equipment. There
are 63 private hospitals/clinics in Manipur having ECG machine. Out of the 63, 71.43 % are
in Imphal West and Imphal East. Only 34 health care units have ambulance, which are
distributed as 14 in Imphal West, nine in Imphal East, three each in Thoubal and
Churachandpur, two in Ukhrul and one each in Senapati, Chandel and Bishnupur.
There are only three hospitals having blood bank facility out of the total 92 health
care units in the State viz. Shija Hospital & Research Institute and Eastern Diagnostic Centre
Imphal West District and Public Hospital and Research Institute in Imphal East District.

Chapter VI: Mode of Waste Disposal
Wastes in any form are health hazardous and subject to environment contamination, if not
properly treated and disposed. Proper disposal of hospital wastes, like other wastes, is a
necessity. Hospital wastes are grouped into three categories for the present study viz.,
General Waste, Recyclable Biomedical Waste and Incinerable Biomedical Waste. Wastes are
disposed off through different modes by the health care units. The various methods of
hospital waste disposal i.e. whether the institutes disposed off waste through authority or by
burning or burial or incinerated with burner etc. are briefly discussed in this chapter.
Most of the health care units disposed off the general waste through authority like Imphal
Municipal Corporation and other non-governmental organisations like Environment for
Urban Development Organization (EUDO), Centre for Research and Environmental
Development (CRED), Thangmeiband Kendra Development Organisation (TAKDO) and
local wastes collector. Some manage general waste by using dustbins while some other
disposed off the wastes by burning or burial. The Workers’ Union Manipur (WUM)
sponsored by the IMC is also one of the agencies for disposal of general wastes.
As individual private hospitals/clinics could not afford for installation of separate plants
for medical waste disposal, Common Biomedical Waste Disposal Facility (CBWDF) at Shija
Hospital operated by Shija Hospital and Research Institute (SHRI), Langol, Imphal is the
only option for the health care units for disposal of biomedical wastes as well as incinerable
biomedical wastes. According to the officials of the Biomedical Waste Disposal Department
of SHRI, as of now 56 health care units are using the CBWDF facility provided by the SHRI
for disposing the wastes. Biomedical wastes from member units are collected through
transportation facility being made by the SHRI. Collected wastes are disposed off in a proper
manner as approved by Manipur Pollution Control Board (MPCB). Individual health care
units contribute for transportation and disposal of waste depending on the volume of waste
released by them. There are some units which follow certain method which enable collection
of the wastes for treatment and for recycling while some do not follow any safety norms but
just dump the wastes.
The number of hospitals/clinics that disposes off general waste through authority was
found to be highest in Imphal West and Imphal East districts. In Thoubal district, disposal is

done generally by burning/burial, while in Churachandpur, majority of the units disposed
wastes using dustbin.
The table just below indicates the number of hospitals/clinics that dispose various wastes

As far as recyclable biomedical wastes are concerned, many of the private
hospitals/clinics i.e. 45 health care units dispose off the waste through authority. 38 units by
other means and another five by burning or burial. While another four health care units didn’t
provide any information pertaining to mode of disposal of recyclable biomedical waste.
Imphal Municipal Corporation and Common Biomedical Waste Disposal Facility at Shija
Hospital are the main authorities through which wastes are disposed by many of the private
hospitals/clinics. Mention may be made of other NGOs, besides the above mentioned bodies,
like Solid Waste Management (SWM), Thangmeiband Sinam Leikai, and Zero Garbage
Campaign (ZGB) by SEBA Corporate Office, Khurai Ahongei JNIMS Road, Imphal, through
which some health care units disposed off their recyclable biomedical wastes.
In case of incinerable biomedical waste also, many of the private hospitals/clinics i.e.
48 health care units dispose off the waste through authority, 36 units by other means and four
units by burning or burial. While another four health care units didn’t provide any
information pertaining to mode of disposal of incinerable biomedical waste.
According to the present survey, maximum number of the private hospitals/clinics in
Manipur adopts ways of disposing the hospital wastes be it general wastes or
recyclable/ incinerable biomedical wastes, although there are some which do not provide any
specific method adopted for which analysis cannot be done. An overall view indicates that
the private health care units resort to proper wastes disposal method for prevalence of a
healthy and safe environment which is all the more necessary for promotion of good health.
