REPORT PRESENTED TO THE HUAIROU COMMISSION OBJECTIVES TAKING IN ACCOUNT IN THE EVENT MADE IN THE CHOCOS DISTRICT IN THE FRAME OF THE RURAL WOMEN INTERNATIONAL DAY AND DISASTER RISK REDUCTION MANAGEMENT 1).- To share good practices and activities to solve problems that the women groups lead to strengthen the communities capacity to reduce the impact of the prone areas and secure the nourishment security (examples can include risk mapping, the community infrastructure protection or its environment, the production, the production of diverse organic nourishments etc.). The training sessions and knowledge between grassroots women also could be included in the group of possible activities. Good practices made in the Chocos district were shared by the rural women; we can point out the following: - The rural women empowerment trained in land and housing access rights and disaster prevention issues belong to the Mujeres Unidas para un Pueblo Mejor organization. Obtained results by the Management Committee are related to the training that the women got, after get empowered of the knowledge started to advocate the local government to solve the disaster reduction problems in front of the climate change effects, that affected activities of agriculture and the harvest of potatoes, corn, fruits, vegetables etc EMPOWERED RURAL WOMEN ADVOCATED FOR THEIR RIGHTS TO THE LOCAL GOBVERNMENT Celedonia explains about her experience in mud brick production Rosa explains her work in risk management mapping - The grassroots women were trained in disaster risk reduction management and climate change through the community mapping that was carry on in the community. The grassroots identified the problems of the community related to disaster risk reduction management issues, problems in the housing construction structures cause by the 2007 year earthquake were found, and from this year not measures needed were taken to protect the life of the inhabitants. It was a priority the grassroots pointed out as a priority to solve. Actually the grassroots started the seismic and resistant mud brick unit’s production to improve their homes, in this way the program of disaster prevention is running. The local government accomplished with the construction of channels to evacuate the water during the flooding of the river or strong raining happens. The grassroots started the roofing improvement housing, changing the calamine for the clay roofing, to avoid the destruction of the housing roofing during the storms and strong raining and to avoid the lost of grassroots life. . Actual mud brick units production for housing Chanel walls to evacuate the water in Chocos

- As result of the mapping made by the grassroots women it was presented to the local authorities of Chocos district. A proposal to start a demolishing process of collapsed housing was presented. For this cause the Mayor of Chocos who also is the INDECI President (National Institute of Civil Defense of the Local Government), launched the Municipal orderly (Law) to promote the demolishing process by the community to protect their lives. The Municipal Orderly is in process in the community.

- The grassroots women were trained in issues related to avoid the problems cause by the climate change effects. The local government started an improvement process of the main road that the Mayor of Chocos together with the other 4 Mayors of the Yauyos Province: Madean, Huangascar, Viñac and Azangaro, to avoid the closing of the road during strong raining time in winter. This supporting was carried on from the Lima Region-Provinces budget as part of the advocate process started by the Mayor of Chocos district that joint the other Mayors. In totally the 5 Mayors leaded by the Mayor of Chocos, Mr. Macedonio Aburto Gutierrez got the supporting from the Regional President, Mr. Javier Alvarado.

- A risk reduction disaster management mapping was shared. The mapping pointed out infrastructure problems in the community to avoid problems caused by the climate change effects as the strong raining, the rivers flooding, and the supporting to the families who live up on the hills that can be affected by the raining and cause the landslides of stones and ground from up of the hills.

- Presentation of the training in production of construction materials using the local materials and get mud brick units for the improvement and construction of seismic and resistant housing units. We took as example the San Cristobal de Chocos School in which construction participated the grassroots, women and men in seismic and resistant construction , taking this as a pilot program as example to spread in the damaged housing according to the findings obtained during the community walking of the mapping made.

- The grassroots women trained exchanged their experience of learning as the production and use of seismic and resistant construction like the reinforced mud brick, the use of geo mesh, the concrete beam, the correct measure of the windows and doors and the location of them too. The entrance from outside to inside the homes etc. (the floor must be in the same level)

- The grassroots shared the common supporting they gave to a blind man themselves building a safe home for this person that since the 2007 earthquake lived alone in a trend, it was a common example the grassroots showed.

. A grassroots group of women are finishing the filling of surveys of agriculture issues to know about of the kind of land they have to produce different kind of vegetables, fruits, potatoes etc. The surveys will be used to improve the seeds quality and kind of production according to the land the grassroots have. The grassroots women seem interested in the evaluation of the surveys to form part of the program that will be benefited by the government to improve the food quality not only in agriculture but also in stock farm.

. In relation to the Program of Disaster Prevention the land and housing issue was focused as a priority for the community. The result is that the Chocos district got the supporting of COFOPRI, that is the Informal Property Regulation, a state agency in charge of the land titling process regulation. In March the Chocos population is going to get the land titling. This is a result obtained thanks to the supporting of the Global Land, Regulation (GLTN) and Huairou Commission.

2) Presentation and exhibition of information, action research, risk mapping in the communities and /or invited speakers to educate the grassroots women and families about disasters, the clime and conditions of unsafe housing that potentially can ( make or are making) in damaged housing and actions that reduce those risks as well.

- A mapping that was made by the grassroots women in the community was presented. The grassroots women referred that the mapping was used as a tool to advocate the local authorities. The grassroots women informed that thanks to the mapping, the grassroots women were allowed to advocate the local government and got the benefit for the Chocos community. The representative of Mujeres Unidas para un Pueblo Mejor explained the 10 steps to obtain a resilient city In this case the successes obtained were presented.

The 10 steps to get a resilient city Rural women and representatives of the Resilient Platform

- Marlu Sánchez, advisor of Mujeres Unidas organization, both organizations members of the Huairou Commission and Groots International participate explaining the benefits of the seismic and resistant construction and the importance that the families need to improve their homes with the use of materials like the mud brick reinforced units, the geo mesh, the concrete beam etc. The speech focused in the need to get a safe housing by the families to start a process to avoid possible natural threats and save the population lives.

The Disaster Prevention program was focused and the women was informed about of the importance to prevent disasters

- The Facilitators of the Chocos mapping, Celedonia and Rosa presented their work experience, both women are also members of the Management Committee: Isabel, Rosa, Celedonia y Verónica are the women group that form part of Mujeres Unidas para un Pueblo Mejor organization. The rural women explained to the audience about the mapping and it benefits. .

- Las Mujeres Unidas explained to the audience about of the need of the women to be educated in disaster prevention issues, the climate change, also about of housing conditions. The women learnt that they need to improve the damaged housing to reduce the risk disasters. The Mujeres Unidas explained about of the need to build a safe housing using the seismic and resistant construction.

Explaining the10 steps that allows Chocos to be a resilient community in risk disaster management.

- The approval of the law to reduce the risk disaster was explained and focused. The women knew about that actually we account with the approval law of disaster risk reduction that recognizes the women participation as women practitioners in the benefit of their communities.

- As central aspect the Mayor of the Chocos district launched this district as the first rural resilient community in risk management. The local government accomplished with the10 steps that allows the district of Chocos to become a resilient rural city. The resilient Platform in Disaster risk management was installed and it formed by: The governing of Chocos district, The Judge of Peace, The Chancellor of the Chocos Municipality, The President of the Peasants, The President of the Glass of Milk Program, the President of the Schools of Chocos (APAFA) and the official of INDECI (National Institute of Civil Defense)

LAUNCHING OF CHOCOS BY THE MAYOR AS FIRST DISTRICT FROM THE HIGH ANDEAN OF PERU AS RESILIENT AND RURAL COMMUNITY PERU COMO COMUNIDAD AND THE INSTALLATION OF THE RESILIENT

PLATFORM IN DISASTER RISK MANAGEMENT

3) To facilitate the follow up and progress and the alliances, shared information as well between the grassroots women groups, the officials of the government and other organizations interested to strength the local efforts and investments in resilience. (To invite the local authorities, representatives of disaster Risk reduction from the Environment Ministry and Agriculture to share information about of their work, increasing the number and reach of the activities of collaboration, signing the MOU or regulating the membership in the communities of the Community Practitioners and/or the Cities Resilient Campaigns.

The event facilitated the participants and authorities from the local government from the 4 districts and grassroots women from survival programs like the glass of milk program make Alliance to allow the experience to follow up in other communities, to start process of disaster risk reduction. The presence of the Mayors from other districts like the President of INDECI means an important success to inform about of the importance The women trained in disaster risk reduction and climate change be recognized as community practitioners and form part of the Community Platform of risk management and climate change in en their local governments and be included in the National Platform of Disasters Risk Reduction. The Community Practitioners mentioned that they will make the coordination with the Environment Ministry

4) The creation of a Grassroots Women Resilient Agenda and inform of the results after one year , designing the key activities the women will make, how the partners can make and give their supporting and what the government and key actors need to validate, recompense and recognize in public, the leadership of the women and secure that the municipality is better organized and be less vulnerable.

Agenda of Resilience to be accomplished after one year:

1.- To start the process of diffusion of the Chocos experience in other districts of the Lima Region Provinces like: The Districts of Madean, Huangascar, Azangaro y Viñac located close to Chocos Distrito. Through the Glass of Milk programs of each district and in coordination with the local government..

2.- In the law frame of Disaster risk reduction the grassroots ask to the local government for the grassroots women trained recognition in these issues as Community Practitioners and coordinate activities together with the local authorities.

3.- The Grassroots Women will form management Committees elected in assemblies in each district, for its public by the local government recognition and to present the problems that affect the women promising the disaster risk reduction as axle to develop with the supporting of the local government through the local plans.

4.- Reconocimiento a las mujeres rurales que forman comités de gestión, que son reconocidas como practicantes comunitarias deben ser reconocidas en el liderazgo que ejercen en beneficio de sus comunidades.
