I) Total target for Levy Rice for the KMS 2011-12, is 10,000 MT i.e., target is already achieved, till date 11139.643 MT CMR has been procured and total

target of CMR is 29500 MT and 16067.405 MT has been procured. Residual quantity of targeted CMR may be fulfilled by the end of KMS 11-12.

II) Quality of procured Raw Rice in this district is better and the Quality Control officials have been instructed to adhere about quality checking of Raw Rice as

per specification as mentioned in levy control order 2011-12.

III) Procurement of Raw Rice is done mainly in Siliguri Sub division & Rice Millers of this district are functioning very well. They are purchasing paddy from

local farmers by A/c. Payee cheque on M.S.P. in the caump held by co-operative society supported by CMR agencies as well as at millgate, near hat/market

from adjacent district. As In the Darjeeling district consumption of Raw rice is common practice , Raw Rice is distributed throughout the district in HPDS .in

plain area of Darjeeling District i.e in Siliguri sub division raw rice is also being issued under BPL /AAY Scheme.

PDS NETWORK

Dealers, Distributors and SK Oil Agents role in TPDS:

In the district, the TPDS is run through the network of distributors, who lifts the food grains from the Food Corporation of India Depot at NJP or

from the hired Godown at Matigara and distributed to the FPS dealers for distribution to the consumers.

Similarly the S. K. Oil agents appointed by various Oil companies are authorized under the provision of West Bengal Kerosene Control Order,

1968 to lift the allocated quantity of SK Oil from the SK Oil depot at NJP and deliver the same to dealers of the district from their authorized godown.

The dealers in turn distribute the same to the consumers at the govt. prescribe rate and scale.

A. TPDS in Tea Garden areas

Two categories of population reside in Tea Garden areas:

Category – I : Permanent/regular workers and their eligible dependents.

Category – II : Non-workers/casual workers and ineligible dependents of permanent workers.

Non-eligible dependents of permanent workers are family members above the age of 18 yrs who are not entitled to facilities provided by the

Tea Garden management.

TPDS has been introduced for all categories of population.

For Category - I (Workers & eligible dependents)

(a) The Ration cards have been issued.

(b) The FPS dealership licenses have been issued in favour of Tea Garden Managers.

(c) The Distributors (Suppliers) have also been appointed as per provision of WBPDS (Special provision for Tea Garden), order, 2006.

For Category - II (Non-workers & non-eligible dependents)

(a) The Ration cards have been issued.

(b) The Distributor has also been appointed.

(c) But, appointments of FPS dealers under WBPDS central order 2003 are pending for Siliguri Sub-division only.

However, the supply of ration to these ration cardholders have been arranged opening temporary sub-centres by the existing 23 MR dealers of

Panchayet areas.

B. IMPLEMENTATION OF BPL AAY & AP SCHEMES BPL

The BPL introduced in Siliguri Sub Division in the year 1997 on the basis of list prepared by the Panchyat department but it could not

be implemented in the hill Sub Divisions except in Kalimpong Subdivision. The Details of BPL is furnished below:

C. THE TARGATED PUBLIC DISTRIBUTTION SYSTEM IN THE DISTRICT:

The Targeted Public Distribution System has covered all the sections of the society in the District. The District has unique geographical features

comprising of plain, Tarai and hilly terrain with altitude ranging from 300ft to 19,000 ft. Similarly the Darjeeling District has multi climatic

characteristics hot summer in the plain and freezing cold in the high altitude.

The Targeted Public Distribution System has covered all the sections of the society in the District. There are three types of Distribution systems;

(1). Normal TPDS covering the Siliguri Sub Division, (2). The Hill PDS, covering the three Hill Sub Divisions of the District, namely Darjeeling,

Kalimpong & Kurseong and (3). The WBPDS (Special provision for tea gardens).

Introduction of Hill PDS:

During the introduction of TPDS in the year 1997, the Government allowed upto 35% of total population to cover under BPL category.

The people of hill areas under DGHC refused to accept the 35% coverage, rather they demanded 100% coverage under BPL.

Since the available quota of foodgrains were only 35%, the govt. introduced special price as under agreed by the people of the hills after

negotiation, with no- loss no -profit basis with 70% APL & 30% BPL Quota to all consumers @ less than the existing APL price but more than BPL

price. This system is locally known as Hill PDS (HPDS).

Only in Kalimpong Sub Division 90,006 IRC holders (18,500 families) have been covered under BPL category. They are getting food grains at

BPL rate through FPS. In other two Hill Sub Divisions no foodgrains are distributed at BPL rate. But there are AYY & AP schemes in all three Sub

Divisions of Hill under DGHC.

At present, APL quota of wheat is allotted to provide wheat (grains) @ 1kg per unit/month only and the rest quota of wheat for Whole meal

fortified Atta. The rice for HPDS is provided under BPL quota.

As much, BPL may be introduced in the Hill Sub Divisions for the benefit of the poor rationees.

D. Introduction of fortified Whole meal Atta in PDS

1. With an aim to supplement micronutrient deficiencies commonly found in the hill areas of Darjeeling district, fortified whole meal Atta

introduced in Darjeeling Sadar Sub-division for the first time in West Bengal in the year 1998 covered by all categories of rationees.

2. In the year 2004, distribution of fortified whole meal Atta through PDS introduced in Kalipong & Kurseong sub-division covered by all

categories Rationees.

3. At last, fortified whole meal Atta introduced in Siliguri Sub-division in the year 2007 to cover up BPL beneficiaries only.

In order to store the procured Raw rice, the Government has hired two private godowns for KMS 2009-2010 as under:

NECESSARY STEPS TO BE TAKEN FOR BETTER PROCUREMENT AS WELL AS IMPROVEMENT OF PUBLIC DISTRIBUTION SYSTEM

1. Due to unavailability of procurement fund, it is always not visible to pay rupees to the Rice Millers and for this reason Rice Millers are not interested to give levy at F&S Department so fund

placement should be regularised, so that within 48 hours, requisite payment can be paid to the Rice Millers.

2. At least one Govt. Godown should be built up in each block,

3. There is one Hired vehicle in this District, with maximum allotment is Rs 13000 per month i.e. payment of hired vehicles as well as cost of Fuel, total expenditure should not exceed Rs 13000 per

month. Department should provide more vehicle so that close monitoring can be done and collection of procurement of Rice will be enhanced. Further At least one vehicle should be provided to

each Sub-Divisional Controller (F&S) and at least two cars should be provided in favour of D.C.F&S for perfect monitoring of the system.

4. Improvement of Public Distribution can be done if E-Governance system can be started from H.Q to grass root level that Dealers points. Fully computerized system should be started at Dealers

Point and for this purpose Digital Ration Card should be issued first that card to be purchased in Computer where in voucher containing all relevant data to be printed out and accordingly allotment

to be given to that consumer.

5. Every consumers should be provided a token and he should have right to choice the dealer and in this way has right to buy better quality of Foodgrains from any dealers.

7. Number of Inspecting staff is not sufficient, immediately Inspecting staff should be enhanced so that monitoring of each shop can be done properly.
