Some of the road works have been implemented and there were some non-conformances.

Council Engineers have been liaising with the Department of Public Works and the builder to

resolve these non-conformances retrospectively.

The aim of this report is to obtain Traffic Committee approval for the proposed modifications

RECOMMENDATION:

1. THAT the proposed changes to the pedestrian crossing on Anzac Avenue in front of

Impact on Parking: Existing angle parking spaces were not formally approved by Council

or RMS.

Construction of the Anzac Park Public School was completed in mid-2016. As part of the DA

approval various road works were required to support safe access to the School. The relevant

DA condition states:

Traffic Calming Devices G9. The following traffic calming devices and pedestrian safety devices shall be installed

prior to occupation of the school. The traffic calming devices and pedestrian safety devices

should be approved by the North Sydney Traffic Committee and Council prior to installation:

a) “Stop-Give Way to Pedestrian” signage shall be installed at the driveway exits;

b) A 600mm wide median strip shall be provided in Anzac Avenue opposite the

entrance and exit of the drop-off/pick-up bay;

c) A raised pedestrian crossing, with kerb extensions shall be provided on the eastern

side of Anzac Avenue at the school entrance;

d) A pedestrian fence at the kerb line in Miller Street opposite the school right-of-way

entrance;

e) A speed hump to the north of the entrance to the school in Anzac Avenue; and

f) A threshold treatment at the entrance to Anzac Avenue near its intersection with

Ernest Street.

(Reason: To ensure vehicular and pedestrian safety)

The proposed plans were reviewed by Council and RMS Traffic Engineers in 2015 who

provided the following feedback:

1. Angle parking bays to be 2.4m wide

2. Parallel parking bays not to be line marked

3. Council's preference is for no raised threshold at the northern end of Anzac Avenue.

However, if constructed should be in accordance with Page 312 & 314 of the Style

Guide & Drawing S110A or S110B of the Infrastructure Specification and

incorporate planting as per the Specifications

4. The last parking bay to the south of the disabled parking space in the pick-up/drop-off

zone should be removed.

5. RMS will need to approve & install the School Zone speed limit signs

6. For safety reasons it is recommended that an alternative to angle parking that

incorporates parallel parking, footpath and/or landscaping be agreed on prior to

construction. RMS has also noted that the road is not wide enough to have angle

parking on both sides of the road (eastern side is OK).

7. Raised pedestrian crossing to be constructed in accordance with Public Domain Style

Guide; S110C of Infrastructure Specification; Linemarking as per RMS TDT

2001/04b Figure 4

8. All works to be inspected for approval by Council’s Development Engineer

The pedestrian crossing and angle parking on Anzac Avenue in front of the School was

installed in 2016. Following inspections by Council Engineers, a number of non-

conformances were identified including:

Height of raised pedestrian crossing exceeds maximum standard height

Non-compliant transition from speed hump ramp to gutter causing potential trip hazards

Radii on kerb extensions are too sharp

Inadequate drainage services

Non-compliant gutter bridges

Lighting levels at pedestrian crossing have not been confirmed

Angle parking installed on both sides of Anzac Avenue however width of the road does

not allow for this

No measures to restrict egress from Kiss & Drop area to left out only

The first angle parking space to the south of the pedestrian crossing is smaller than the

standard minimum width.

Council Engineers have been liaising with the Department of Public Works and the builder to

resolve these non-conformances retrospectively. The amended plans are attached to this

report.

Pedestrian Crossing

The existing raised pedestrian crossing is currently too high and this causes vehicles to scrape

as they traverse the crossing. The pedestrian crossing therefore needs to be lowered.

The existing pedestrian crossing has been constructed with a gutter bridge such that the

crossing matches the footpath level, however Council has not supported the use of gutter

bridges for many years. Gutter bridges are not supported as debris is often caught under the

gutter bridge which results in storm water being diverted and this creates ongoing

maintenance issues. Ideally the kerb extensions would incorporate adequate storm water

drainage facilities to prevent the need for gutter bridges. The Department of Public Works is

reluctant to proceed with this option due to the significant costs involved in altering and

installing new storm water infrastructure and has therefore proposed that the raised pedestrian

crossing be lowered to be flush with the road level to resolve the drainage issues. To further

distinguish the pedestrian crossing and encourage lower speeds, the pavement will consist of

interlocking pavers in accordance with Council’s Public Domain Style Guide.

The kerb returns on the kerb extensions will be modified with larger radii to create a

smoother transition to the adjoining parking bays. In addition, the southern kerb extension

will need to be shortened to increase the width of the adjacent parking bay to 2.4 metres

(currently 2.3 metres wide).

The existing lighting at the pedestrian crossing will need to be upgraded to meet the standard

lighting levels for a pedestrian crossing.

Raised threshold near Ernest Street

To compensate for the removal of the raised threshold at the pedestrian crossing, a raised

threshold is proposed to be installed just north of the intersection with Ernest Street to reduce

vehicle speeds on entry and exit from Anzac Avenue. This also addresses Condition G9(f) of

the DA conditions. The proposed raised threshold is located away from the pedestrian desire

line at Ernest Street and landscaping is proposed at both ends of the threshold to prevent the

threshold being confused for a pedestrian crossing, in accordance with RMS guidelines.

No Right Turn out of Kiss and Drop Zone

The original DA condition required a median island to be installed opposite the kiss and drop

exit to prevent vehicles turning right. The contractor has advised that this was investigated

however was not deemed feasible on safety grounds following a review of turning paths and

vehicle movements. The right turn into Cammeray Avenue which is opposite the Kiss and

Drop exit would need to be maintained and the length of the island would need to be

minimized to achieve this. As a result, the island would be ineffective in physically

preventing vehicles from turning right and could create some confusion for motorists.

It is therefore proposed that “Left Out Only” and “No Right Turn” signage be installed at the

Kiss and Drop exit to address this DA condition. Council’s Traffic Engineers noted that this

signage would only be effective with ongoing enforcement.

Angle Parking

Angle Parking has been installed on the eastern side of Anzac Avenue and on the western

side, north of the pedestrian crossing. However Anzac Avenue is not wide enough to enable

angle parking on opposite sides of the road. Furthermore, it is not ideal to have angle parking

on opposite sides of the road outside the school due to the potential for conflicts with

reversing vehicles, approaching traffic, and school aged pedestrians. Council has temporarily

installed No Stopping restrictions across the angle parking bays on the western side. Given

that these have spaces have already been formalised with concrete kerbs and landscaping, it is

proposed to reinstate the angle parking on the western side and convert the angle parking on

the eastern side, north of the pedestrian crossing to parallel parking.

Review of traffic and pedestrian arrangements around Anzac Park Public School

As the Traffic Committee is aware, Anzac Park Public School has made representations to

RMS and Council regarding various pedestrian safety concerns around the School, including

the intersection of Ernest Street and Anzac Avenue and the intersection of Ernest Street and

Miller Street. The Council review of the Ernest Street and Anzac Avenue intersection,

including the pedestrian refuge is still progressing. Council’s Strategic Transport Planner has

also been in contact with the School and has prepared some concept plans to address some of

these concerns, including entry treatments in Rosalind Street, Anzac Avenue and Cammeray

Road and 40km/h Local Traffic Area Zones. This includes the narrowing of Anzac Avenue at

Ernest Street to reduce the crossing distance for pedestrians. The concept is shown in the

image below.

As these works are outside of the scope of the DA conditions and given that the existing

treatments in Anzac Avenue require urgent attention, it is recommended that the additional

proposed works be included in the Draft TAPAS Action Plans for further consideration.
