IMPLEMENTATION OF PREVIOUS RESOLUTIONS

JSR Meeting Resolutions implementation status

• Thematic Group meetings kicked off in December 2014;• A letter requesting Institutions to nominate members of the Task Force for Policy

review process was sent out and Institutions nominated their representatives;• A draft law stipulating the responsibility of each and every institution in

implementing the proposed policy action will be drafted along with policy review;• A technical team that will monitor and support the policy review has been

appointed;• A JSR report was fine-tuned and sent to the Ministry of Finance and Economic

Planning;• All sector members agreed that they will send to the secretariat data and

information on their plans and achievements for sector performance report. This was not done despite efforts of the Secretariat to get feedback from stakeholders.

• A period of one week was given to the sector members to provide information on 4W Matrix and areas of interventions but few stakeholders responded to the call

• Going forward, all sector members will submit their plans to the secretariat at the beginning of their financial year and reports at the end of their financial year.

• Two (2) additional staff are being recruited by the Secretariat.• The Task Force for BMS was established and is now active. • Roll out the training of trainers program to all rural areas using modules

developed

Expectations from Development Partners

Donor mapping of financing gaps:Minecofin was requested to revise the Division of labour policy for giving more priority to WATSAN and hence remind the Development Partners that WATSAN remains an important sector . The PPPs must be also encouraged.

Development Partners Fund Mobilization to bridge the gapsThe achievement of EDPRS II targets will be subjected to the implementation of Mutobo Water supply Project is mandatory to improve water services in Musanze, Muhanga, Kigali City and Bugesera and to bridge the water access gaps across regions and Districts, more emphasis should be given to 70% water supply projects to increase access in 13 critical Districts. The total estimated budget to cover the gap for 2015/16 is 72,174,904,200 Rwf.

Strategic Management

• Better Sector Coordination and Communications o Developed and maintained relationships internally between

o Coordination, monitoring, review and sharing lessons learnt from the activities of members to support the achievement of outcomes;

o Coordinating advocacy initiatives and innovations derived from learning and research according to the advocacy and communication strategy of the SWG.

• Fund Mobilization o Identified opportunities for increasing impact of the SWG

approach, influencing sectorial actors based on evidence and identifying funding sources to fund the strategy;

Management of the Secretariat

The Secretariat is now established and operational:

o Coordinator recruited and in office. Two additional positions have been advertised and more than 50 candidates applied. Written test scheduled next week.

o MoU on coordinated approach signed by JICA, SDC, MININFRA and MINECOFIN.

o WATSAN SWG Secretariat bank account opened. More than 127 Millions Rwandan francs were raised and deposited on account.

o The review of National Policy and Strategy for Water Supply and Sanitation Services is on going. We are at financial offer evaluation stage

o Supported in the coordination of national events. Eg : Global Hand washing, World Water Week & Water day

o Establishment Secretariat Systems and Processes – eg WATSAN SWG meetings preparations, Presentations templates, Thematic group meetings, Stakeholders mapping Matrix, Sector Events Calendar, etc.

Provided Secretariat support to the SWG; Reported and made presentations to the SWG activities and on

opportunities to increase the added value of the SWG approach; Ensured effective communication and information sharing between

members of the SWG, other relevant actors and stakeholders according to the strategy of the SWG;

Developed proposals, activity plans, reports and other relevant SWG Programme documents for SWG members that meet the requirements of external funding agencies funding the SWG Programme; Eg : WATSAN activity plan. Policy review work plan,

Attended appropriate coordination meetings and reported back to the relevant SWG groups on the outcomes of such meetings: Eg: Africa-India Workshop on sustainable rural water management and Rainwater Harvesting

Conducted regular programme visits to SWG members ensure thorough understanding of all aspects of programmes SWG members to ensure accurate representation of the WATSAN working groups. Eg : Gicumbi, Gakenke, Musanze, Nyabihu, Rubavu, Rulindo.

Advocacy, Communications and Visibility

Two additional positions have been advertised and more than 50 candidates applied. 36 candidates shortlisted for written test next week.

Updates

• A call for Expression Of Interest (EOI) was sent to local and international newspapers. All Sector Stakeholders ( more than 160) received the communication and were requested to widely spread the word;

• We received 12 submissions in total : 11 International Companies and 1 Individual Consultant;

• Four (4) International Companies qualified after technical evaluation;

• Request For Proposal (RFP) was sent to the qualified companies. An extension was accorded to all companies to prepare their technical proposals;

• Three (3) Companies submitted their technical proposal

• Two (2) qualified and have been requested to submit their Financial Proposal

• One (1) Best Offer will qualify for the tender.
