A RESOLUTION CREATING A TECHNICAL WORKING GROUP TO CONDUCT ASTUDY AND DRAFT THE UNIFORM TOWING FEE AND ACCREDITATIONAMONG THE SEVENTEEN (17) LOCAL GOVERNMENT uNrrS'iNMETRO MANILAAND METROPOLITAN MANILA DEVELOPMENT AUTHORITY

WHEREAS, Metro Manila Council Ordinance No. 78-03, authorizes traffic lawenforcement agencies to tow and impound stalled motor vehicles and/or attachment thereof inany public road, street of thoroughfare and take such other measures to ease traffic congestion inMetro Manila;

WHEREAS, on October 14, 2000, the Metro Manila Council (MMC) agreed to devolvethe authority of towing and impounding illegally parked and stalled vehicles in Metro Manila tothe Local Government Units (LGUs) which caused the issuance of the guidelines on towing andimpounding operations of some localities;

WHEREAS, the issuance of the different guidelines caused confusions to the motoristsand resulted to proliferation of colorum operation of some towing companies in Metro Manila;

WHEREAS, the MMC recognizes need to create a teclmical working group (TWG) tostudy and draft a comprehensive truck ban regulations which shall be recommended by theMMC-STC to the MMC and the MM LGUs;

NOW THEREFORE, be it resolved, as it is hereby resolved, that:

l. There is hereby created a Technical Working Group (TWO) composed of the AssistantGeneral Manager for Operations of the MMDA as head and the Heads of ImpoundingArea of the 16 cities and 1 municipality of Metro Manila as members to conduct a studyand consultation activities, and make the appropriate recommendations to the MMC-STCconcerning the adoption of a comprehensive and uniform towing fee and accreditationregulation to be implemented in all LGUs of Metro Manila.

2. The TWG shall invite stakeholders from the public and private sectors in consultationmeetings.

3. The TWG shall convene immediately and shall accomplish its tasks by submitting to theMMC-STC the draft Comprehensive Uniform Towing Fee and Accreditation Regulationin Metro Manila July 15,2015.

4. The MMC Secretariat shall assist the TWG in the performance of its functions.

5. If any of the provisions of this Resolution is declared unconstitutional or invalid for anyreason, the same shall not affect the validity of the other provisions.

6. This resolution shall be effective immediately.
