SECTION - 1 Information to Organisations
1. Introduction 1.1 The organisations are invited to submit a Technical Proposal and
a Financial Proposal. Under one proposal the organisation(s)
have to split all the goods and services for technical description
and cost separately as per the indication of Section–3 (Technical
Proposal Submission Format) in this RFP. Both the proposals
the Cost and Technical will be the basis for selection.
1.2 Costs for preparing the proposal and of negotiating the contract
are not reimbursable.
1.3 Organisation(s) should observe the highest standard of ethics
during the selection process and implementation of contracts.
The attempt of any organisation to influence the internal
WaterAid Bangladesh independent evaluation and selection
process will automatically lead to the removal of this
organisation’s proposal from consideration. In addition, any
misrepresentation of facts or institutional capacity will also lead
to the removal of the misrepresented proposal from
consideration.
1.4 WaterAid Bangladesh reserves the right to amend and modify
this RFP document and also can select organisation(s) for
providing goods and services cited in Section-2 of this RFP
either for the entire content of the proposal or a part thereof.
2. Clarification
and
Amendment
of RFP
Documents
2.1 At any time before the receipt of proposals, WaterAid
Bangladesh may for any reason, whether at its own initiative or in
response to a clarification requested by an invited organisation,
amend the RFP. Any amendment shall be issued in writing and
shall posted and will be binding. WaterAid Bangladesh may at its

discretion extend the deadline for the submission of proposals.
3. Preparation of
Proposal 3.1 Organisations are requested to submit their proposal written in
English (font - Arial, Size -12). Proposals must remain valid for
a minimum of 91 days after the submission date.
Technical
Proposal 3.2 In preparing the Proposal, organisations are expected to
examine the documents constituting this RFP. Material
deficiencies in providing the information may result in rejection of
a proposal.
3.3 While preparing the Proposal, organisations must give particular
attention to the following:
(i) Key professional staff with extensive experience in similar
areas.
(ii) Reports or communication with WaterAid to be issued by
the organisation(s) as part of this assignment must be in
English.
3.4 The proposal shall provide the following information using the
format given in this RFP:
(i) A brief description of the organisation and an outline of
recent experience on assignments of a similar nature
using the format as placed in the annexure.
(ii) A description of the detailed methodology and work plan
for performing the assignment.
(iii) Brief profile of the proposed key staff.
Financial
Proposal 3.5 In preparing the Financial Proposal, organisations are expected
to take into account the requirements and conditions outlined in
the RFP documents. The Financial Proposal should follow
Standard Forms (Section 5).
3.6 The Financial Proposal should clearly identify, item wise
summary of cost for the assignment with detailed breakdown, the
taxes, VAT, duties, fees, levies and other charges to be included
under the applicable law. WaterAid Bangladesh will deduct VAT
and Tax at source according to the rules of the Government of
Bangladesh, and deposit the said amount to government
treasury.
4. Submission,
Receipt and
Opening of
4.1 The original proposal (Technical and Financial) should be
submitted electronically to the email address WaterAid-Tender-
[email protected] with “Developing Mobile Application for

Proposals Toilet Location Tracking” as the subject.
4.2 Proposals submitted to any other e-mail account except the
above will be treated as disqualified.
4.3 Submissions after the deadline 19 November 2017 (23:59 BST)
will be treated as disqualified.
4.4 Attach financial and technical proposal along with all required
documents with the email, and put all attachments in one zip
folder in the name of the organisation.
4.5 Neither the technical nor the financial proposal should exceed 15
pages altogether, and both needs to be submitted in PDF
format.
4.6 The Proposal will be reviewed by the evaluation committee and will
be evaluated in keeping with the guidelines of WaterAid
Bangladesh.
5. Proposal

General
Evaluation of
Technical
Proposals
5.1 The evaluation committee will evaluate the proposals on the
basis of their responsiveness to Terms of Reference, applying
the evaluation criteria and point system specified herein. Each
responsive proposal will be given a technical score. Proposal(s)
will be rejected at this stage if it does not respond to important
aspects of the Terms of Reference or if it fails to achieve the
minimum technical score indicated below.
5.2 Evaluation Criteria:
The final selection will be done following Quality and Cost Based
(QCBS) method. This will be done by applying a weight of 0.65
(or 65 percent) and 0.35 (or 35 percent) respectively to the
technical and financial score of each evaluated technical and
financial proposal and then computing the relevant combined
total score for each organisation.

Proposed methodology and work plan in responding to

The consultant will have to clearly spell out technicalities of
developing and implementing the proposed application. The
methodology will have to describe ways to achieve fast
operation with the developed mobile application. The
methodology and action plan will describe in detail:
- Design of the modules
- Choice of technologies
- Development and deployment time
- Security and access control in web architecture
- Data back-up methods
- Sustainability plans for the app, including plans to
generate a revenue that will cover maintenance upgrades
to the app after the close of the two year system support
period under the terms of the contract
Competency of the key staff for the Assignment – 20

5.3.1 The evaluation committee will determine whether the Financial
Proposals are complete (i.e. whether they have costed all items
of the corresponding Technical Proposals). The Evaluation

Committee may invalidate any proposal if it is determined that
significant budgetary mistakes or omissions undermine the
integrity of the proposal.
5.3.2 The evaluation will be based upon a Quality and Cost Based
Selection (QCBS) process. A total of 35 points will be allocated
for the cost part. The lowest Financial Proposal will be given
highest score.

6. Negotiations 6.1 Once the proposal are evaluated, WaterAid may enter into
negotiation with one or more than one vendor/vendor for final
selection.
6.2 Negotiations will include a discussion on the proposed
methodology, performer, staffing, costing, any suggestions made
by the organisation(s) to improve the Terms of Reference.
WaterAid Bangladesh and the organisation(s) will then work out
final terms of reference, performers, staffing, and bar diagrams
indicating activities, logistics and reporting. The agreed work
plan, cost and final terms of reference will then be incorporated
in the contract document.
6.3 If negotiations fail, WaterAid Bangladesh will invite
organisation(s) whose proposal received and was the next
highest score to negotiate a contract.
If none of the invited proposals lead to an agreement, fresh
Requests for Proposals (RFP) will be called.
6.4 WaterAid Bangladesh reserves the right to cancel the RFP at
any point of time without serving any notice. Furthermore,
WaterAid has its absolute discretion to suspend and disqualify any
proposal or all proposals received without tendering any reason
whatsoever.
7. Award of
Contract 7.1 The organisation is expected to commence the assignment
within one week of signing contract.

SECTION - 2 Terms of Reference
Developing Mobile Application for Toilet Location Tracking in the National
Highways of Bangladesh
1. Introduction and background
Public sanitation is a highly undermined priority in Bangladesh. Alongside its extensive work on
improving public toilets in Dhaka city in cooperation with Dhaka North and South City
Corporations, WaterAid Bangladesh (WAB) is working to improve people’s awareness and
information on public sanitation WAB supported the development of a mobile app to locate
public toilets in Dhaka. The app enables users to locate public toilets nearest to them in Dhaka,
and includes information on features and facilities, women-friendliness, fees, etc. WAB is now
looking to develop and implement a wider toilet tracking information management system that
will collect and make available information all toilets along the major national highways of
Bangladesh. Developing such an app would allow millions of people to benefit from knowledge
of the closest public toilet rather than going in the open or not relieving themselves for hours at
a time, which is currently the norm.
2. Purpose
The purpose of this assignment is to make information on public sanitation facilities widely
available to the public through an easy-to-use navigable map that covers the country’s major
highways and nearby locations.
3. Key Objectives
The assignment will have the following main objectives:
To put in place an effective web portal and mobile application that can be used to collect data for the system;
To collect information on public toilet facilities across selected highways e.g. – o Dhaka to Cox’s Bazar/Teknaf; o Dhaka to Sylhet/Jaflong; o Dhaka to Khulna; o Dhaka to Barisal; o Dhaka to Rajshahi; o Dhaka to Banglabandh;
to populate the map initially, before its launch as a crowdsourcing app. Vendor need to submit cost of data collection for each highway separately in financial offer;
To arrange capacity building training of the project staff on operation and management of the mobile application;
To provide support services for optimum performance of the mobile application for two years following the launch of the application; and
To ensure regular maintenance upgrades to the app over its lifetime, based on revenue generated from in app advertisements or other streams as proposed by the consultants and agreed to by WaterAid Bangladesh.

4. System Requirements
The proposed software system will have two major components:
A web portal which will store toilet related information and serve to mobile devices
An Android application which will be used for locating/registering toilets when logged in
as Administrator, saves the data in the device and later synchronize to the web portal
when online; secondly the app will assist to locate nearest toilet to the common traveler.
The project will be implemented in three phases:
Development of web portal and Android app. Software vendor will work with WaterAid to
develop the software system.
Collection of existing toilet information along selected national highways. Designated
teams with equipped cars will move along the highways and continue collecting toilet
related data.
Launching and use of the application by travelers. People would be able to download the
app from Google Play Store, use the app for finding nearest toilets and would be able to
rank a toilet after use. During this phase, travelers would also be able to submit toilet
locations which will be validated by admin before adding to the toilet database.
The app should have the following features:
o Compatible with latest Android
o Displays nearby toilets on a map based on searches run by specific areas, or by
user location
o Fast and reliable
o Displays availability of additional/complementary facilities (shower, disabled
access, male/female availability, community driven/mosque/gas station)
o Inspects the location near a toilet using Google Street View (if available)
o Multi-lingual: Bengali and English
5. Scope of work
The consultant will be responsible for requirement analysis, system design, development of the
system, field testing, training to project staff and maintenance the system. The full scope of work
is provided below:
I. Key Tasks
The consultant will perform the following key tasks to design and develop, test, install and
commission a web portal and mobile application within the stipulated time of 6 (six) months; 6
(six) months for bug fixes and updates based on feedback; and 2 years of support service.
i. Requirements Analysis
The consulting firm will undertake a requirement analysis to define detailed user requirements of
the project, including:
Identifying the stakeholders (all who have a role in data acquisition, processing,
reporting, or use/decision making);
Identifying the various types of use cases for web portal and Android app;

Determining of various types of information to be stored in the web portal and Android
app;
Defining basic information flow requirements
ii. Design and Development of Software
Once the Requirement Analysis is completed, the consultant will produce a design document
detailing all key aspects of design - structure, report formats, information flow, database
structure and hosting arrangements, additional hardware/software/data/connectivity
requirements, institutional arrangements, etc. The design document must be shared with the
WaterAid and agreed upon. Based on the agreed upon design document, the consultant will
develop the mobile application software, conduct unit and functional testing for bug reporting
and debugging. Throughout the development process, the consultant will communicate with
WaterAid Bangladesh to update on progress, and rectify design errors at the early stage of
development.
iii. Survey of key highways and populating map
The finalised application will need to be populated by locations of public toilets across major
national highways. The consultants will be responsible for surveying at least 3 major highways
and uploading toilet location and information on the map.
iv. Field testing of software
Once a functional version of the mobile application software is developed, the consultant will
provision it for field testing at all operational levels. At the end of the successful field testing, the
consultant will submit the field testing report and finalise the software based on the findings from
field testing.
v. Capacity building of relevant staff for mobile operation
The consultant will suggest appropriate mechanism in the project structure that can effectively
manage the various data collection related tasks as well as effective systems administration,
security, updating, and sustainability. The consultant will develop electronic and hard copy
documentation for all aspects of the web portal and mobile application developed and provide
appropriate training to relevant stakeholders.
vi. Deployment of finalised mobile application
After finishing the field testing, the consultant must produce the finalised mobile application
ready for deployment. The app would be uploaded in Google Play Store available for download
and use. Several social channels would be available (like Facebook, Twitter etc.) to collect
feedback from travelers using the app.
vii. Upgrade based on feedback and submission of documentation
The app will be updated based on selected feedback received from public domain via different
social channel and WaterAid. This period will be 6 months and at the end of the period, the
vendor needs to submit all documentation and source code.

viii. Support for operation and maintenance
Once the mobile application is finalised, the consultant will perform the following activities for
continuous support for operation and maintenance of the application:
a) Prepare final operational and technical documentation (which includes requirements
documentation, technical documentation, source code, data flow diagrams) and provide with
both hard copy and soft copies to WaterAid Bangladesh.
b) Prepare and develop training documentation for providing training to resource personnel of
project and field staff to operate mobile application and maintenance of the web portal.
c) Train resource personnel from the project for maintenance and troubleshooting.
d) Provide system support and maintenance for 2 (two) years after implementation of mobile
application
Following the two years for system support, the app will be regularly upgraded to run
smoothly on the latest platforms. This will be funded by revenue generated by the app
(through in app advertisements or other revenue streams as proposed by the consultants and
agreed to by WaterAid Bangladesh).
II. Guidelines for development of the proposed system:
In design and development of the proposed system for the following guidelines must be
followed:
a) The web portal should be a single repository to contain all toilet-related data and serve
Android applications.
b) The app must be able to run on Android based mobile phones. Following the two-year
system support period, the app will be regularly upgraded to run smoothly on the latest
platforms. This will be funded by revenue generated by the app (through in app advertisements
or other revenue streams as proposed by the consultants and agreed to by WaterAid
Bangladesh).
c) The application must be able to store data offline and sync with server over internet
connection (usually GPRS/EDGE connection).
d) The system must have the capability and flexibility to support scalability having scope of
expansions in transaction volume, data volume, application functions, business applications and
business models.
e) The key technology elements of the system must be based on open industry standards
following best practices supported by major vendors or consortium of vendors.
f) Appropriate access control, authorisation and authentication system must be in place so that
users at different levels of the project can perform certain tasks as per their defined roles.
g) All documentation related to support system development life cycle including System
Specification, Design Document, User Manual, Acceptance Test Report, List of Known
Bug/Defects etc. must be prepared to a high standard.

At the end of the assignment, the consultant shall deliver the following:
a) Requirement Analysis document identifying information need, data flow and frequency of
data collection;
b) Technical design document detailing the architecture, modules and data input-output
methods.
c) Development, testing and installation of the final version of the application;
d) Final operational and design manual including linkage mechanisms to work across
program, procurement and finance;
e) Capacity development training for operation of the application; and
f) Electronic and hard copy documentation of all aspects of the application developed.

An indicative staffing plan is proposed. The bidder should propose the man-days required for
each staff, keeping in mind that the finalized app need to be available via Google Play Store at

All the materials will have to be placed before WaterAid Bangladesh in draft form for
approval before it goes for implantation. WaterAid will respond to the draft within
timeline which will be agreed upon mutually.

9. TERMS & CONDITIONS
WaterAid Bangladesh practices the following terms and conditions stated below applicable to
signing any contract with external agencies/consultants:
All documents/products/materials produced under the Agreement remains the intellectual
property of WaterAid. The vendor might be allowed to use these products only for non-
commercial purposed, subject to written approval from WaterAid Bangladesh.
Any changes or feature additions beyond what is agreed upon in this contract and
developed within the lifetime of the contract (other than changes absolutely required for
maintenance), need to be discussed and agreed upon in a new contract between the
consultants and WaterAid Bangladesh.
All project records and copies of records, data sets, electronic data and photocopies, etc.,
which the vendor remains for the successful execution of the assignment, shall remain the
exclusive properties of WaterAid Bangladesh.
During the period of the Agreement or afterwards, the vendor shall not issue any written
material or express public or personal opinions concerning the services under the
Agreement to parties outside except with the prior written approval of WaterAid Bangladesh.
The vendor assumes all responsibility for complying with local legal codes as they apply to
an Agreement and work performed there under. In addition, the vendor shall be liable to pay
all applicable taxes and fees as required by the laws of Bangladesh. WaterAid Bangladesh
will deduct Income Tax and VAT at source as per Govt. rules.
The vendor shall not without first obtaining the consent in writing of WaterAid, permit any of
its duties or obligations made under the Agreement to be performed or carried out by any
other person, or reassign his/her interest in the Agreement.
In the event that the vendor requires additional time to complete the Agreement, over and
above that previously agreed to, without WaterAid changing the scope of the Agreement,
WaterAid’s prior written concurrence to the same is necessary in order to charge WaterAid
for Agreement expenses incurred during an Agreement extension.
However, WaterAid may, by written order, make general changes within the scope of the
Agreement affecting the services to be performed or the time of performance. If any such
changes cause an increase or decrease in the cost of, or time required for performance of,
any part of the work under the Agreement, WaterAid shall make an equitable adjustment in
the Agreement price, the delivery schedule, or both, and shall modify the Agreement in
writing accordingly.
The vendor may communicate with parties external to WaterAid through and with prior
intimation to WaterAid, while performing services under the Agreement.
Notwithstanding anything contained in the Agreement or in these conditions WaterAid may
at any time by notice in writing terminate the Agreement in whole or in part by requiring the
vendor to stop performing the work or any part thereof, in which event the vendor shall have
no claim against WaterAid by reason of such termination other than payment of expenses
actually incurred by the vendor plus a fair and reasonable fee to be in proportion to the work
performed under the Agreement, less any sum previously paid on account thereof. However,
if the Agreement is cancelled by WaterAid due to negligence on the part of the vendor,

termination expenses shall be borne by him. In this later case, WaterAid’s independent
determination of negligence on the part of the vendor shall be considered to be final and
non-negotiable.
The vendor shall not hold WaterAid liable for any accident or misadventure befalling them
whilst on duty or pursuing activities to fulfil the Agreement.
WaterAid Bangladesh reserves right to accept and reject any proposal without assigning any
verbal and or written rationale whatsoever;
WaterAid Bangladesh will deduct Tax and VAT at source according to the Govt. policy
WaterAid Bangladesh reserves the right to monitor the quality and progress of the work
during assignment.
Further items/tasks might be incorporated by WaterAid Bangladesh and in such case budget
will be revised accordingly.
Payments will be made by account payee cheque or bank transfer in the name of the
organisation or individual as per the contract.
