Invitation to Bid (ITB)

For selection of agency selection of agency for Establishment of Social Media Communication Hub with 24 x 7 function, operation and maintenance including supply, installation, testing and Commissioning of hardware, software, networking and services for Department of Information and public relations, Ministry of Information, Government of Uttar Pradesh

1) BECIL has been engaged as consulting and turnkey partner for Setting up of Social Media Communication Hub.

2) BECIL invites proposal from eligible and qualified Bidders for the supply of the goods and services as described above.

3) Bidding will be conducted through the Two Envelope Competitive Bidding procedures as per BECIL purchase manual/ GFR Procurement Manual, and are open to all eligible Bidders as defined in this ITB.

4) Interested eligible Bidders may obtain further information from Project Coordinator Mr. V.P. Singh, AGM (TV).

5) Qualification requirements are specified in the ITB.

6) Bids must be delivered as specified in the Instructions to Bidders of this ITB (please read this part carefully). Late bids will be rejected.

BECIL reserves the right to amend the RFP tentative schedule and critical dates. Original tender document against a fee of 4,000/- (Rupees Four Thousand only) can be purchased from the address given as under:

� INTENT OF THE REQUEST FOR PROPOSAL

Department of Information and public relations, Ministry of Information, Government of Uttar Pradesh(hereinafter referred to as “Party”) intends to select an agency for establishment of Social Media Communication Hub at Lal Bahadur Shastri Bhawan, Lucknow with 24x7 function, operation and maintenance including supply, installation, testing and commissioning of hardware, software, networking and services for Department of Information and public relations, Ministry of Information, Government of Uttar Pradesh (hereinafter referred to as “Project”)

BECIL, a Public Sector Enterprise, under the Ministry of Information and Broadcasting, on behalf of the Ministry of Information and Broadcasting, Government of India invites proposals from eligible bidders for the project. BECIL has been nominated by the Department of Information and public relations, Ministry of Information, Government of Uttar Pradesh to undertake the bid process management and execute the project and functioning, operationalization and maintenance of the social media communication hub.

In order to establish Social Media Communication Hub with 24x7 function, operation and maintenance including supply, installation, testing and commissioning of hardware, software, networking and services for Department of Information and Public relation, Ministry of information, it is proposed to select an agency, which will be responsible for the above mentioned scope of work & services.

The entire data will also be stored / archived in a central server and the firm has the responsibility to provide and maintain the server space, backup, storage and recovery mechanism.

The selected agency must have all the facility and solution in-house, so that the “project” must be made operational within the stipulated time frame and is to keep it functional thereafter on 24x7 basis.

All other requirements such as essential equipment / hardware, software, networking, creative content, advertising, branding, mobile application and required services etc including bandwidth will have to be provided by the selected agency. Agency must have expertise in these works.

� PROCEDURE AND TERMS & CONDITIONS

1. The proposal is to be submitted in TWO BID SYSTEM with separate Technical and Financial bid under separated sealed covers.

2. The Tender has been divided into two parts based on the type of deployment namely PART A & PART B. It is mandatory for bidder to bid for either PART A or PART B or both.

The Bid needs to be submitted in a sealed envelope containing two separate sealed covers each for the technical and financial bid. The Outer envelope should be superscripted at the top “selection of agency for establishment of Social Media Communication Hub with 24x7 function, operation and maintenance including supply, installation, testing and commissioning of hardware, software, networking and services FOR PART-A” with clear mention of due dates.

The Bid needs to be submitted in a sealed envelope containing two separate sealed covers each for the technical and financial bid. 3. TWO BID SYSTEM All bidders are required to submit their offer in two covers as under:-

3.1 Technical Bid should contain the following:- (i) Tender documents duly completed and signed BUT WITHOUT INDICATING THE RATE

QUOTED. (ii) The technical details of the make & models offered along with the supporting original

technical literature, Leaflets, Brochure etc along with sign and stamp of authorized signatory.

3.2 Financial bid should contain the following:- (i) Details of rate, taxes, duties, discount, if any, quoted by the bidder. These details should be

submitted on their letter head along with sign and stamp of authorized signatory. (ii) FOR terms, delivery period quoted.

Both the above mentioned bids should be sealed separately and therefore be kept in a third cover and sealed again.

This cover should also be superscripted with “selection of agency for establishment of Social Media Communication Hub with 24x7 function, operation and maintenance including supply, installation, testing and commissioning of hardware, software, networking and services” against tender enquiry no. BECIL/SOCIAL MEDIA/UP/2014-15 dated 28th July, 2015, so as to reach us on or before 1200 Hrs on 17th August, 2015.

The composite bid i.e. rate indicated in the Technical bid openly in tender is liable to be rejected. Only the first cover i.e. Technical bid shall be opened on the date of tender opening.

The words “TECHNICAL BID” should be written clearly and prominently on the First cover along with tender no. and date of opening. Similarly, the words “FINANCE BID” should be written clearly and prominently on the second cover along with Tender No. and date of opening.

4. Bid Responses must be addressed to and submitted at the following address:

5. The Bids, both technical and the financial, should reach the office of BECIL, on the above address, not later than 1200 hours on 17th August, 2015 Bids received beyond the specified date will be rejected. It is the responsibility of the Bidder to confirm that the bids have been received on time & to the proper place within the specified dates. Facsimile and electronic replies are not acceptable.

6. All bids are to remain valid for Six months from the date of opening of Financial bid.

7. BECIL reserves the right to solicit additional information from Bidders to evaluate which bid best meets the need of the Project. Additional information may include, but is not limited to, past performance records, lists of available items of work will be done simultaneously with the project, on-site visit and evaluations by BECIL personnel, or any other pertinent information. It will be vendor’s responsibility to check for updated information on BECIL’s web site www.becil.com.

9. BECIL will make its decision based on the ability of the Bidder(s) to meet our specific needs, technical expertise of the Bidder(s), delivery capabilities, customer references, past satisfactory performance experience, system completeness is must besides cost.

10. BECIL reserves the right to waive off any deviations, accept the whole or part thereof or reject any or all bids and to select the Bidder(s) which, in the sole opinion of the Project Incharge, best meets the project’s interest. BECIL also reserves the right to negotiate with potential bidders so that its best interest to fulfill the need of project is served.

11. BECIL reserves the right to reject any and all proposals, to negotiate all terms of any agreement resulting from this request for proposal, and to request additional information from vendors.

12. All information contained in this RFP, or provided in subsequent discussions or disclosures, is proprietary and confidential. No information may be shared with any other organization, including potential sub-contractors, without prior written consent of the RFP Coordinator.

13. BECIL reserves the right to either increase or decrease the quantity of any or all the items included in suggestive bill of material which are estimated requirements and therefore open to variation.

14. BECIL reserves the right to alter/modify the scope of work mentioned in this RFP document at any state of the bidding process and contract.

15. BECIL reserves the right to terminate the contract at any stage of the work by giving 7 days notice if it is noticed that the delay occurred in any of the activities covered under the contract cannot be made good and will affect the overall work schedule. BECIL shall revoke the Performance Bank Guarantee of the bidder. The decision of CMD/Director, BECIL shall be final and binding.

16. In case Company goes into liquidation or change in business/management, it will be intimated to BECIL & company will fulfill its commitment in case order is awarded to them.

17. All the information contained in the RFP, or provided in subsequent discussion or disclosure, is proprietary and confidential. NO information may be shared by bidder with any other organization.

18. The agency selected is not supposed to use its name, logo or any other information/publicity on content published on social media network of Department of information and public relations, ministry of Information, Government of UP.

19. Indemnification:

Contractor agrees to indemnify BECIL from any and all claims, demands, losses, cause of action, damage, lawsuits, judgments, including attorneys’ fees and costs, arising out of or relating to the work of Contractor including the works as got done by Contractor through Sub-Contractor(s),if so appointed by the Contractor. BECIL shall have no role in engaging of sub-contractors by the Contractors and Contractor alone shall be responsible to such Sub-Contractors.

20. COMPETENT AUTHORITY'S RIGHT TO VARY ITEMS/ACTIVITIES AT THE TIME OF AWARD

The Competent Authority shall have the right to make any alterations, omissions, additions or subtractions in items/services at the time of award of contract. The Competent Authority will give such intimation to the successful Bidder, and additional cost/deduction in the Bid prices, based on the price schedule submitted by him, will be worked out with the Bidder. In case, the Bidder does not agree for such alterations, the Competent Authority will be free to award the contract to the next eligible Bidder.

21. ARBITRATION

a. If any dispute, difference, question or disagreement shall at any time, hereafter arise, between the parties hereto or the respective representatives or assignees in connection with or arising out of the contract or in respect of meaning of specifications, design, drawings, estimates, schedules, annexure, orders, instructions the construction, interpretation of this

agreement, application of provisions thereof or anything hereunder contained or arising hereunder or as to the rights, liabilities or duties of the said parties hereunder or any matter whatsoever incidental to his contract or otherwise concerning the works of execution or failure to execute the same, whether during the progress or work of stipulated/extended period or before or after the completion or abandonment thereof, it shall be referred to the sole arbitration of the person appointed by the Secretary, Ministry of Information & Broadcasting Government of India.

b. It is a term of the contract that the party invoking arbitration shall specify the disputes to be referred to arbitration under the clause.

c. It is also term of the contract that contractor shall not stop the work under this contract and work shall continue as expected to continue whether the arbitration proceedings have commenced or not.

d. The arbitrator shall give reasoned award in respect or each dispute or difference referred to him. The award as aforesaid shall be final and binding on all the parties to the contract in accordance with the law.

e. The Venue of the arbitration shall be at New Delhi (India). Subject to as aforesaid, the provision of the Indian Arbitration Act, 1996 and any statutory modifications or re- enactments thereof and rules made there under and for the time being in force shall apply to the arbitration proceedings under this clause.

22. This contract, including all matters connected with this contract, shall be governed by the India laws, both substantive and procedural, for the time being in force and shall be subject to the exclusive jurisdiction of Indian Courts.

23. FORCE MAJEURE

In the event of either party being rendered unable by force majeure to perform any obligation required to be performed by them under the contract, if any concluded, the relative obligation of the part affected by such force majeure lasts. The terms "Force Majeure" as implied here in shall mean acts of God, War, Civil riots, fire directly affecting the performance of the contract, floods and Acts and Regulations of respective Government of the two parties, namely the Organization and the contractor. Both upon the occurrence of such cause and upon its termination, the party alleging that it has been rendered unable as aforesaid, shall within seventy two hours of the alleged beginning and ending thereof giving full particulars and satisfactory evidence in support of its claim. If deliveries are suspended by force majeure conditions lasting for more than 2 (two) months, the Organization shall have the option of cancelling this contract in whole or part at its discretion without any liability on its part.

24. FAILURE & TERMINATION CLAUSE

Time and date of delivery and period of execution shall be essence of the contract. If the supplier/contractor fails to deliver the services thereof within the period fixed for such delivery in the schedule or at any time repudiates the contract before the expiry of such periods, the purchaser/hirer may without prejudice to any other right or remedy available to him to recover damages for breach of the contract: -

a) Recover from the Supplier/Contractor as agreed, liquidated damages including administrative expenses and not by way of penalty, as specified in the Clause 1.3.6 (Penalty Clause).

b) Cancel the contract or a portion thereof by serving prior notice to the supplier/contractor.

c) BECIL may take a decision to cancel the contract with immediate effect and / or debar / blacklist the bidder from bidding prospectively for a period of 3 years or as decided by the BECIL or take any other action as deemed necessary.

25. SUPPLIER CODE OF CONDUCT AND BUSINESS ETHICS

BECIL is committed to its ‘values & beliefs’ and business practices to ensure that companies and suppliers, who supply goods, materials or services, will also comply with these principles.

a. Bribery and corrup tion: Suppliers are strictly prohibited from directly or indirectly (through intermediates or subcontractors) offering any bribe or undue gratification in any form to any person or entity and / or indulging in any corrupt practice in order to obtain or retain a business or contract.

b. Integrity, Indemnity & limitation: Suppliers shall maintain high degree of integrity during the course of its dealings with business/contractual r e l a t i o n s h i p with BECIL. If it is discovered at any stage that any business/ contract was secured by playing fraud or misrepresentation or suspension of material facts, such contract shall be voidable at the sole option of the competent authority of BECIL. For avoidance of doubts, no rights shall accrue to the supplier in relation to such business/contract and BECIL or any entity thereof shall not have or incur any obligation in respect thereof. The supplier shall indemnify BECIL in respect of any loss or damage suffered by BECIL on account of such fraud, misrepresentation or suspension of material facts.

c. Reporting M isconduct: Suppliers are required to report any misconduct/violations/improper demands from BECIL employees to the Chief Vigilance Officer/Director (O&M)/CMD. All communication in this regard should be directed only to above as per below mentioned email ids;

No Communication shall be encouraged to any other authority/external sources in this regard.

26. Jurisdiction

This Agreement shall be construed, interpreted and applied in accordance with, and shall be governed by, the laws applicable in India. The courts at Delhi shall have the exclusive jurisdiction to entertain any matter arising out of or in relation to this Agreement.

� ELIGIBILITY CRITERIA

1. For Purchase of Tender document, bidder will have to pay a Tender fee of 4,000/- (Rupees Four Thousand Only) in cash or in form of Demand draft.

2. EMD Amount of 2,00,000/- (Rupees Two Lakh only) if bidding for part A or Part B and of

4,00,000/- (Rupees Four Lakh only) if bidding for both part A and B. EMD should be paid only in form of Demand Draft (No other mode of payment will be accepted)

3. The bidder/OEM should be registered under Indian Company Act 1956. A copy of registration should be submitted. The organization must be in existence for a minimum of 3 year as on date.

4. The bidder/OEM must be engaged in similar kind of work in India or abroad: during last 2 years, bidder/OEM (any member of consortium) must have successfully completed at least two similar kind of projects related to establishment of social media communication center, or any communication control centre, Web application CRM (Social Monitoring and Communication) software development/customization project of value of 100 Lakhs or above in India or abroad. The project should be similar in nature including supply of hardware, customization of CRM (Social Monitoring and Communication) software, Geo spatial capabilities, GIS Maps, mobile application development (web based application) operation and maintenance services anywhere in India for central / state Government / PSUs / autonomous body / other sectors and handled social media issues

5. The Bidder/OEM must have a minimum strength of 20 professionals on their permanent rolls out of which minimum 10 experienced professional in the area of Social Media Management (if Bidding for Part-A) or 10 experienced professional in the area of Mobile application (if Bidding for Part-B) or 10 experienced professional in the area of Social Media Management and Mobile application (if Bidding for Part-A & B both)

6. The bidder is required to submit following documents: a) Copy of PAN No. b) Copy of TAN No. c) Copy of Service tax No. Registration No. d) Copy of CST/VAT No.

7. The bidder should have at least ISO 9001:2008 certificate (for Quality Management System).

8. Bidders should not have been blacklisted by any of the State or Central Government organization. Should not have been found guilty of any criminal offence by any court of law (Undertaking on a non judicial stamp paper of 100/- certified by Notary is required).

9. The Company, its directors and officers should not have been convicted of any criminal offence related to their professional conduct or the making of false statement or misrepresentations as to their qualifications to enter into procurement contract within a period of three years preceding the commencement of the procurement process or not have been otherwise disqualified pursuant to debarment proceedings (Undertaking on a non judicial stamp paper of 100/- certified by Notary is required).

10. Bidder should not have a conflict of interest in the procurement in question as specified in the bidding documents. Comply with the code of integrity as specified n the bidding document (Self declaration on letter head).

11. The Bidder Should not be insolvent, in receivership, bankrupt or being wounded up, not have its affairs administered by a court or a judicial officer, not have its business activities suspended and must not be the subject of legal proceeding for any of the foregoing reasons. A solvency certificate from bank may be submitted in this regard.

12. The bidder should have an average annual turnover o f more than 100 Lakhs in at least last financial year i/e 2013-14. The company should be a profit making company and should submit copies of audited balance sheets duly audited by the statutory auditors of the company.

13. The net worth of the company should not be negative and should submit net worth certificate as certified by the statutory auditors.

14. Letter of Authorization from OEM to quote against the tender Reference No. BECIL/SOCIAL MEDIA/UP/2014-15 dated 28th July, 2015 enlisting after sales support after project execution is essential. The details have been given in the technical section separately. Original copy of Authorization letter should be submitted.

15. The compliance statement including Bill of Material duly signed and stamped by OEM on their letter head should be submitted by bidder.

16. A separate point by point compliance statement duly signed and stamped by bidder in respect to all points laid down in the specifications for all the equipment/item(s) must be submitted.

17. The details as per the pre-qualification Performa I & II attached at ‘Section III – A and B’ respectively shall be furnished and included as part of the technical bid.

18. The rate for Two years of comprehensive AMC after the end of Warranty/Guaranty period should also be quoted as part of commercial proposal.

19. The Bidder should provide the Technical Literature of the item whose make and model have been quoted by the bidder. No similar type of item(s)/equipment(s) or same series item(s)/equipment(s) technical literature will be considered. In this case the bid may be technically rejected.

20. All bidders must strictly quote the product as per Serial Number/Heading/ Sub Heading given in BOM of RFP.

21. Schematic Workflow Diagram and Block Diagram must be provided.

� COMMERCIAL TERMS AND CONDITIONS

Each bidder is required to accept the following terms and conditions:-

1. Earnest Money : Each bidder is required to submit Earnest Money Deposit (EMD) 2,00,000/- (Rupees Two Lakh only) if bidding for part A or Part B and EMD of 4,00,000/- (Rupees Four Lakh only) if bidding for both part A and B in the form of Demand draft from scheduled bank in favor of “Broadcast Engineering Consultants India Limited payable at New Delhi”. EMD will not be accepted in any other form. Bid without EMD will not be accepted. No interest is payable on EMD amount.

2. Prices : The Prices should be quoted in Indian Rupees only and prices should be FOR destination at site.

The prices should be quoted exclusive of taxes and all applicable taxes should strictly be mentioned as per format given in Table 2 at Point G of Section I of this RFP. In case, taxes are not mentioned in Financial bid, prices shall be considered inclusive of taxes. The agency has to ensure that the prices / rates quoted are all inclusive including the manpower support required for the project execution and continuous support during the entire contract period

3. Payment Terms for INR : The payment will be released as below:

(i) SITC of Social Media Communication Hub:

70% payment will be released on submission of Invoice after supply of equipments, software and all other materials required for completion of systems.

20% payment will be released after successful installation of hardware and customization of software duly certified by department of information and public relation, ministry of information/Project in-charge BECIL.

Balance 10% payment will be released after 30 days of successful running of complete systems along with all software against submission of Performance bank guarantee (PBG) from a Nationalized/ Scheduled Bank. The PBG should be in favour of Broadcast Engineering Consultants India Ltd, 14-B, Ring Road IP Estate, New Delhi – 110002 for an amount equal to 1 0 % of the order value valid for 1 8 months from the date of

supply of equipments at site or 12 months from the date of successful installation, testing, commissioning & handing over of complete systems, whichever is later.

(ii) 24x7 Function, operation & maintenance:

Payment will be released on monthly basis based on successful monthly commitment, operation and maintenance. Agency should submit monthly bills with clear indication & full description of professional fee and applicable taxes, duties, etc separate (if any)

The monthly settlement will be done latest by 12th of successive month

4. Consignee : Department of Information and public relation, Ministry of Information; Govt. of UP will be the nodal point for the execution of the project. The selected agency would be under sole discretion of New Media Wing of Ministry of Information for any kind of information and project directions during the entire period of the project

5. Tax Invoice : All Tax invoices should be raised in the name of Ministry of Information, Govt. of UP through Broadcast Engineering Consultants India Limited, New Delhi.

6. Delivery schedule and Commissioning

: Successful bidder / agency will be required to s u p p l y t h e e q u i p m e n t / s o f t w a r e w i t h i n 4 w e e k s o f i s s u e o f w o r k o r d e r a n d i nstallation, testing & commissioning and handover of the project\/Entire facility has to be completed within 3 weeks from the date of supply .

7. Packing : The material/equipment should be securely packed to withstand transit hazards during different modes of transportation.

8. Guarantee/Warranty :

The material/equipment/services shall be under warranty for period of 18 months from the date of supply of all equipment and 12 months from date of commissioning, whichever is earlier.

9. Authorization : Original copy of Authorization letter from OEM should be submitted for major items.

10. Performance Bank Guarantee

: The successful bidder shall furnish a performance bank guarantee (PBG) from a Nationalized/ Scheduled Bank. The PBG should be in favour of Broadcast Engineering Consultants India Ltd, 14-B, Ring Road IP Estate, New Delhi – 110002 for an amount equal to 1 0 % of the order value valid for

1 8 months from the date of supply of equipments at site or 12 months from the date of successful installation, testing, commissioning & handing over of complete systems, whichever is later. In case the firm is not able to perform as per the terms & conditions of the work order and within specified time, the PBG would be forfeited.

11. Technical Manual : Two print copies of Technical Manual / Operation Manual and one CD version of the same have to be supplied with the equipment. One set of test certificate of each equipment has to be enclosed with shipment and one copy sent to BECIL. All software in original with perpetual license certificate has to be provided wherever possible.

12. Late Delivery : In case of late deliveries / services from the schedule, the firm shall be liable to pay penalty @ 0.5% of the order value per week of delay or a part thereof, up to a maximum amount of 5% of order value, after which the order is liable to be cancelled.

Note: - In case there is delay in supplies and / or commissioning of the project, the penalty will be levy on total value of PO and penalty already levied on delayed supplies will be adjusted from final LD.

13.

Penalty Clause : If at any point of time it is found that the bidder has made a statement which is factually incorrect or if the bidder doesn’t fulfill any of the contractual obligation, BECIL may take a decision to cancel the contract with immediate effect, forfeit the EMD deposited by the bidder and / or debar the bidder from bidding prospectively for a period as decided by the BECIL or take any other action as deemed necessary.

14. Taxes : Taxes as applicable will be extra as per tax invoice.

15. Compliance Statement : A point by point full compliance statement in respect to all parameters related to the concerned equipment/items from the respective principle manufacturers should be submitted in the prescribed format given at Table 1.

� VENDORS REQUIREMENT

1. Warranty / Guarantee 1.1 Apart from the standard product guarantee / warrantee offered for individual product or

sets of equipment (e.g. replacements for defective supplies, conformance to specifications provided in documentation etc.) vendors must provide details of the nature of guarantee for deliverables of the complete system that they are willing to commit. Guarantee with respect to the defects in installation, if any, shall also apply.

2. Additional information:

Vendors should provide the following additional information.

2.1 A copy of the latest / last annual report of the company and wherever applicable of the key principals. This is required, amongst other things, to understand the financial strengths, growth rate etc. of vendors.

2.2 List with details (including name of client) of similar work executed in India and abroad. 2.3 Particulars of the partners or related / inter-linked company in India for sales, installation /

commissioning and support (for principals/OEM) OR, principals with whom you have a tie-up (in the case of integrators).

2.4 Any other detailed information of relevance (such as market shares etc.) with supporting documents or references.

� PROPOSAL RESPONSE FORMAT

All the bidders are requested to use the same or similar format as given below while submitting the commercial bids. The proposal must be submitted strictly in the following fashion as in Table 2.

1. The proposal shall be submitted in the same envelope at the same time, in two distinct parts: a Technical Proposal and a Commercial Proposal.

2. Proposals are to be prepared on standard 8-1/2” x 11” A4 size paper. Foldouts containing charts, spreadsheets, and oversize exhibits are permissible. The pages should be placed in a binder with tabs separating the sections of the proposal. Manuals and other reference documentation may be bound separately. All responses, as well as any reference materials presented must be written in English.

3. Proposals must respond to the RFP requirements by restating the number and text of the requirement in sequence and writing the response immediately after the requirement statement.

4. Figures and tables must be numbered and referenced in the text by that number. They should be placed as close to possible to the referencing text. Pages must be numbered consecutively within each section of the proposal showing proposal section and page number.

5. Proposals shall be based only on the items contained in this RFP and its standard required accessories. The RFP includes official response to pre-proposal conference questions, addenda, and any other material published by the BECIL pursuant the RFP. The bidder is to disregard any previous draft materials and any oral representations it may have received. All responses to the requirements in Sections (list appropriate section) of this RFP must clearly state whether the proposal will satisfy the referenced requirements, and the manner in which the requirement will be satisfied.

6. A point by point compliance statement duly signed by bidder in respect to all points laid down

in the specifications for all the equipment/item(s) must be submitted.

� METHOD OF EVALUATION AND AWARD

Stage – I (Screening based on eligibili ty)

a) Technical bids will be opened, in the presence of Bidders’ representatives (One for each bidder), who wish to be present.

b) During technical evaluation of the bidders, first the eligibility conditions of the bidders will be checked.

c) If the RFP/tender fee and the EMD/bid security are not found to be in order then the proposal shall be treated as non responsive and shall not be evaluated further. Evaluating the eligibility conditions mentioned in clause 1.2 and other terms & conditions mentioned in the documents, the committee will shortlist the bidders and proceeds further for technical evaluation

Stage – II (Technical evaluation)

a) The bidder fulfilled eligibility criteria and shortlisted, shall be evaluated further for the scope of services / facilities offered by them.

b) To assist in technical evaluation, technical evaluation committee reserves the right to call for any clarification from any/all bidder/agency/OEM during the evaluation of the bids. Reply to such clarifications should be submitted in writing/by official email. However, no other correspondence on bids will be entertained.

c) To assist in technical evaluation, technical evaluation committee may invite the shortlisted bidders for making presentation/demonstration/discussion of the services offered at a very short notice if reuired. Calling for presentation/demonstration/discussion doesn’t imply that the technical bid is accepted.

d) After presentation and demonstration, considering all the technicalities, the committee will give marks to the bidders. The marks will be given as shown below, in total of 100 marks

In case, any discrepancy is found between presentation and onsite inspection of agency during demonstration, the technical evaluation committee reserves the right to disqualify the bidder/agency

The bidders who got more than 70 marks in the technical evaluation, will be considered for further process

Stage – III (Financial Evaluation)

a) The price bid of the bidders who obtained more than 70 marks in stage II will be Opened, in the presence of bidder’s representatives (One for each bidder), who wish to be present.

b) After evaluating the financial bid submitted by these bidders, the bidder with lowest offer for complete system and service will be selected for the work, hence final selection of bidders will be decided on the basis of financial evaluation i.e. the lowest financial quote / bid value of complete scope of service

A. SCOPE OF WORK

1. Scope of Work

The overall scope of the work facilitates the implementation of social monitoring and Intelligence solution which enables the social listening through location, keywords, hash tags and users in near real-time.

This should allow location-based intelligence to social data to understand what’s happening in the specific jurisdiction zones.

It should enhance the situational awareness through social monitoring. It needs to collect data on specific days and locations from social data sources for any location of interest. The reports needs to be generated from the system by extracting the social data and allows sharing it with rest of the organization in PDF/CSV formats. 2. Functional Requirements

General • It should be a web based platform which allows monitoring, analyzing and generating reports • The basic architecture should allow scalability and use state-of-the-art technology like BIG Data

platform to enable easy search, filter and handle massive amounts of social data • Core capability to listen/monitor social data from the social networks through streaming APIs

and collect information in real-time using key words, hash tags, location • It should support to collect the data formats like text, images, videos, URL/links etc. • System should support internet based social data sources and perform integration including

social networks such as Facebook, Twitter, Googleplus, Youtube, Instagram, Flickr etc. It should support minimum 7 popular social data sources in India.

• Core platform should support W3C open web platform standards • The platform should be able to facilitate context/location-driven knowledge creation • It should support the popular web browsers like chrome, firefox etc. • Data access security and role-based administration should be enabled. • It needs to allow multiple users to access the system concurrently as per hardware requirements

2.1. Social Monitoring

• It should allow the user to monitor social content continuously based on the user defined location, keyword, hashtags etc.

• Based on the geoshape (Polygon/ Circle/ Rectangle) on map, the social data needs to be seamlessly updated in near real-time.

• It should allow to easily go to any location on map and search the social data • It should allow the user to add more keywords, Geoshapes, social user ID to the system to

collect data. • System should also be able to present trends and allow user to further tune the information to

improve search • It should support to interpret the data visually to identify keyword trends, time-based activity,

activity trends, specific social media sources etc.

2.2. Advanced Visualization • The system should allow to choose the view of the social data with various visualization options

viz., Map view, Grid view, Live Stream view and Analytics • Map view needs to show the Geolocation, Pin map based source type and attributes etc. The

system should allow the user to differentiate the data sources with respect to the icons plotted on map.

• The Grid view should show the timing & sequence of social content. It should allow to view images and play videos from this grid view

• Live streaming displays new content in near real time in map view as well as grid view. This will update the both views based on specific time intervals.

• The social content on grid view should allow to locate the specific post/tweet on map based on the available location information

2.3. User Specific data filtering

• The system should allow the user to view the data based on the area (geoshape) of interest. • It should allow the user to easily filter the social content based on the data sources • It should enable the user to filter the social content based on customizable date filters with from

date and to date. • It should support the text based filters like keyword contains, not contains and by length. • It should allow the user to filter based on the social user ID based accounts • It should also allow the user based on the computed social sentiments based filtering like

positive, negative and neutral. • The filtering should affect in all the views like map view, grid view and corresponding

analytics. • It should support each filtering parameters mentioned above including any combination of all

these filters 2.4. Social Analytics

• The text content in the social data needs to be analyzed and should indicate the type of sentiment. Sentiment refers to the emotion behind the social media content and used to measure the tone of the conversation - is–Positive (happy), Negative (annoyed/angry) or neutral.

• It should classify and indicate the sentiment count as chart/graph per the topic of search • It should show the trend in the data through tag cloud. • This should also give the statistics inputs like total no. of posts, unique no. of users,

Highest/Lowest/Average posts or user for the day etc. • It should give the breakdown of data with respect to time and data sources

2.5. Data Archival

• Once the live monitoring feed is established, the social data is archived until turn it off • The system needs to support archiving the social data into on-premises storage for future

retrieval and analysis • The archived data can be maintained up to the user specific duration or the hardware capacity • User specific on-the-fly social data can be archived based on the user requirements

2.6. Notifications

• Notifications can be initiated from the data grid after the social content is visually interpreted. • The system should support notifications through email, social accounts or text messages. • The system should allow the user to configure the email ids/group ids, social accounts to notify. • All the content like text, URLs, posted time, user, data source etc., needs to be included in the

notifications. 2.7. Reports

• The system should allow the user to generate the customizable report based on user requirements.

• It should support the report generation in PDF/CSV formats

3. GIS Capabilities

GIS Map & Map Data Specifications The GIS platform needs to enable the GIS capacities required for the proposed system. This platform needs to deliver map & map data to enable view and analyze the location based data on map in scale like 1:10K or above. It needs to provide the routable road network with national highways, state highways, and major district roads for the visualization, routing purposes based on the user needs. The platform also needs to provide a spatial database to store location specific data and further geo-processing of location data. It needs to enable the fast and efficient map data rendering on web browsers through Map Engine Server and Map Tiles Server. Additionally it should provide the client side library to facilitate map based functionalities on web browser.

INFRASTRUCTURE SETUP/REQUIREMENT BECIL on behalf of the Department of Information and public relation, Ministry of information will allocate necessary space for establishing the Social Media Communication Hub, the server space and Disaster Recovery server (if necessary) Bidder overall responsibility is not limited to supply, installation, testing, development, deployment and management of the C R M (Social Monitoring and Communication) software application but also to supply and install all required IT infrastructure to complete the project including Central Server. However, tentative hardware requirement has been mentioned in Section III but Bidder need to do Hardware/IT infrastructure sizing as per application requirement, so that application will be supported and have seamless operation without performance degradation for the period of 5 yrs from date of UAT without additional enhancement. Hardware architecture design and deployment should be secure and as per best practices and standards. Bidder need to do structure cabling for 20 LAN user within same floor along with inter rack cabling as required. Bidder need to make all the necessary arrangement towards installation of equipments, as required completing the project within schedule. The Bidder will be required to provide a server center along with necessary products – server, storage, switches, cabling, UPS, etc – as minimum required sized by the Department of Information and public relation, Ministry of Information. The state of the art Social Media Communication Hub and server centre should offer the highest level of physical security and efficient protection against fire, water and unauthorized access. Other additional requirement as follows: a. Install necessary licensed/preloaded Operating Systems Windows 8, MS Office 2010, and

latest Anti Virus etc in the PCs / laptops. b. Perform testing on the functionalities of hardware software. c. Provide training to the staff identified by the MIB. d. Should provide professional assistance in updation of the application/content. e. Should maintain infrastructure, hardware, software and accessories throughout the contract

period. f. Bidder should provide Antivirus solution as per requirement. g. Should provide sufficient manpower as described in scope of work h. A reliable, robust and redundant system providing a high level of up time (99%) with easy

and intuitive manual systems in case of failure. i. Easy and economic system upgradeable & scalable in nature. j. Bidder must offer a single brand for a single equipment/hardware. No options must be given

in the bid for more than brand. If in the bid, more than one brand name found for a single item, the bid will be summarily rejected.

The Bidder shall be responsible for providing training on appropriate aspects of the system hardware, CRM (Social Monitoring and Communication) application software, administration, maintenance and content management. The Training should be conducted to the authorized users of Ministry of Information & Broadcasting.

1.1 Tentative bill of material of hardware & financial quote format

Tentative bill of material is given below (detailed specifications/data sheets must be enclosed for each hardware/equipment o f f e re d). Standard Forms shall be used for the preparation of the Financial Proposal according to the instructions.

A. Proposed activities for agency:

Agency would also be establishing “Social Media Communication Hub” and would be responsible for supply, installation and integration of hardware and software part as follows.

Agency will be working closely with the Social Media Wing and have responsibility for creating content and its packaging. It would also be responsible for archival set-up; activities of this agency may be classified as; Event Coverage:

1. Coverage of various events of the Ministry as per the requirements/directions of Social Media Wing of Ministry.

2. Packaging and repackaging of audio / visual content (developed in-house and/or outsourced)

Content Writing: 3. Agency would be responsible for effective content and blog writing with the help of empanelled

writers with excellent and creative writing skills for writing on various Social Media platforms such as Blog, Twitter, Facebook, YouTube etc. about various Government schemes, programmes and policies.

New Event: 4. Agency would be able to provide infrastructure support for various social media events such as

Google handout, Live facebook chat, Twitter conference etc

Creative designing and repackaging: i. Agency would be responsible for creative content generation, recreate or convert the content

and repackage the available content. The content may be of various forms such as graphics,

� This software tool would be able to perform like search engine, which will work as web crawler and social media crawler both and would be able to search of various hash-tags, keywords across the social media platforms

� This software tool would be able to segregate responses of various social media platforms and manage to reply of those messages accordingly. B. GENERIC CONDITIONS

This RFP is for a system that will meet the following basic requirements:- 1. A reliable, redundant system providing a high level of up time with easy and intuitive, manual

systems in case of failure.

2. Easy and Economic System Upgradable & Scalable in nature.

The firm will have to furnish copies of award of contacts along with certificate of satisfactory performance from its client i.e. Central/State Ministries, Departments, Corporate Houses and any others if any. This may include the list of awards/ appreciation, the company has won at National/Global level.

b. Archival set up/centre: The agency would be responsible to maintain the server space, backup, storage and recovery of content of Department of Information and public relation, Ministry of Information i.e. audio, video, pictures, graphics, smart art, animation etc.

10. Proposed Bill of Material of the system configuration is listed in the APPENDIX ‘1’.

11. Proposal should be for a complete system / sub system. Incomplete or part component will not be considered.

C. TECHNICAL CONDITIONS

1. Vendor should specify the recommended spare parts for each of the major equipment. However, this will not be a part of commercial evaluation process.

2. A copy of certificate from OEM authorizing the bidder against the tender Reference No. BECIL/SOCIAL MEDIA/ UP Dated 28th July, 2015 to quote the product ensuring installation / configuration and after sales support is an essential requirement. The bid submitted without the certificate is liable to be ignored.

3. APPENDIX ‘2’ contains the technical specification for each listed equipment.

4. Each equipment must be accompanied with operational and technical manual.

5. The electrical load of each equipment is to be specified.

6. Evaluation will be done for each equipment and final configuration of the BOM to be determined subsequently.

7. System Integrator (SI) should submit the detailed system Workflow diagram, Block

Schematic, Layout Plan (LOP) etc. for equipment and power supply system alongwith Technical bid.

8. Vendor should submit back to back consent from OEM to supply the equipment /

components/spares parts for five years.

9. Vendor should quote only one product, no alternate product will be considered.

10. Cross reference in reference of supporting documents should be given with proper page number and volume number.

C. CHECK LIST
