Request for Proposals Main Bay Hatchery Bunkhouse Roof Replacement Friday, July 19, 2019 1. INTRODUCTION Prince William Sound Aquaculture Corporation is a private non-profit hatchery organization based in Cordova, Alaska. Our company operates five remote hatchery facilities for the purpose of rearing all five species of Pacific salmon. Each of the facilities rely on the return of summer/fall adult spawning salmon to supply brood stock eggs to support the next year-class release the following spring. Within the Prince William Sound we operate four facilities which can only be accessed by boat or plane. All contractor services provided to site must be facilitated by landing craft. PWSAC is soliciting proposals for professional services to remove and replace the existing roof off the bunkhouse at Main Bay Hatchery (MBH) in early summer of the 2019 season. This work is to be executed in the form of a fixed price contract in which the awardee will furnish all needed materials as well as all necessary personnel, and equipment to be transported to site. Materials may be shipped via a (contractor loaded) PWSAC owned container or flatbed. MBH is located at the head of Main Bay, Prince William Sound, approximately 40 southeast of Whittier. All materials and equipment required by the contractor will be shipped to site aboard PWSAC’s service vessel the M/V Alaskan Challenger. 2. PROJECT BACKGROUND The bunkhouse at Main Bay is a 50’x60’ built to 1991 UBC. The roof is sheathing is ¾” CDX and exterior walls are 5/8” CDX Plywood. The eaves are sheathed with 3/8” rough cut CDX Plywood. The roof is of simple 8:12 construction with a small valley on the southeast corner of the building where the pitch is 4:12 (Figure 1). Overall square footage of the roof is approx. 4,000sf; however, these measures are to be confirmed later, in order to account for enough materials for eaves and overhangs. Due to the timing and influx of returning salmon, facility personnel and hatchery operations require use of the bunkhouse for facilitating egg takes at the time of install. As this work is expected to be performed over the course of multiple days, it is also a requirement that it be in synchronization with normal facility operation. Therefore, at the time of construction, the contract crew will also live in the bunkhouse. Meals, as well as beds and showers will be provided by the facility and personnel at Main Bay. The location of the hatchery is accessible by boat and aircraft only. All materials will need to be transported to site from an accessible ramp location within the Prince William Sound. Though multiple trips are allowable under this contract for the ferrying of contractor equipment, every effort should be taken to reduce the amount trips for equipment rental, tools or material shortfalls, which would otherwise delay install of the new roof. a) Work

1. INTRODUCTION

Consists of furnishing all labor, materials and equipment for the removal, crating of materials for disposal and installation of new roofing, including: 1) wreck out demolition and tear down of old roof; 2) assessment of any water damage to roof plywood sheathing, rafters or purlins and address or replace as needed; 3) installation of new #30 felt (whole roof); 4) installation of ice water shielding on whole roof and double all eaves and valleys; 5) installation of new ASC 24ga standing seam metal roofing (USFS Brown); 6) installation of new ridge cap and any necessary venting (as needed); 7) installation of new cedar fascia board or equivalent around roof perimeter; 8) installation of new eaves, gable, valley and drip edge flashing; 9) installation of new eaves vents; 10) WEBB foam where required. PWSAC will provide 40ft dump trailers for demolition debris. The contractor is not responsible for fees associated with disposal of debris.

b) Pre-Proposal Site Visit For contractors interested in performing the above specified work at MBH, a PWSAC sponsored vessel charter and facility tour will be provided from Whittier. c) Location of Delivery PWSAC will provide transportation support via a company owned landing craft, M/V Alaskan Challenger. Materials and or equipment will need to be delivered to PWSAC in a contractor loaded container to:

• Delivery of construction equipment to be loaded on PWSAC’s landing craft via either:

d) Budget PWSAC has established a maximum allowable price for the project as the work is presented. If any underlying rot or water damage is discovered, an assessment will need to be performed by the contractor and a new proposal shall be submitted by the bidder to PWSAC. If in agreement, the assessment proposal will be added in addition to the work under this contract.

e) Completion Schedule

• Construction materials delivered to the ADC on or before October 1st, 2019.

• Project Start Date: on or before October 10th, 2019.

• Final Completion: on or before November 10th, 2019.

3. PROCUREMENT PROCESS a) General

PWSAC has elected to proceed with a competitive bid process with an open invitation to interested firms to submit proposals.

b) Method of Contracting PWSAC will issue a contract to the successful bidder who identifies all portions of the work to be completed. A sample contract agreement is enclosed. By submitting a bid, the bidder acknowledges they have read and understood this sample agreement as well as all other materials in this RFP and are prepared to work with PWSAC to execute the agreement.

c) Selection Process and Schedule Proposals must be received not later than 5:00 p.m. (AKDT) on August 9th, 2019, via email to the contact person below:

Proposals shall be evaluated based on price, responsiveness, and the qualifications of the bidder. Contracts will be awarded based on the bids which present the greatest amount of value to the owner. PWSAC will determine whether a bidder is qualified based on:

a) The skill and experience demonstrated by the bidder in timely performing contracts of a similar nature;

b) The bidder’s record for honesty and integrity; and c) The bidder’s capacity to perform in terms of facilities, equipment, bonding, personnel,

and financial capability.

PWSAC will provide the intent to award or denial statement to all responsive bidders no later than 5:00 p.m. (AKDT) on August 12th, 2019. PWSAC may reject all bids or proposals submitted for procurement if PWSAC determines it is in the best interest of the Corporation. In submitting a bid, bidder warrants that all information submitted and representations made are complete and accurate, and acknowledges that it has carefully examined and understands this RFP and all attachments, receipt of which is hereby acknowledged, and proposes to perform the work and services identified and described in the RFP, including all betterments, for the price quoted in the proposal.

4. PROPOSAL REQUIREMENTS

The Proposer shall submit the following: a) Cover Letter

Identify the firm and provide a list of all professionals, and subcontractors (if applicable).

Provide a minimum of two owner references from previous similar projects that the Proposer and its professionals have completed. Include contact information for the project owners.

c) Subcontracting Subcontracting is not allowed under the guidelines of this proposal. Once an award is issued, neither party will, without written consent of the other, sell, transfer or assign this Agreement or any interest in it, or make any arrangements for its obligations under this Agreement to be performed by a third party.

d) Price Proposal A stipulated fixed price proposal is preferred. If the timeframe requested in this RFP is not feasible due to resource limitations or contractor availability, PWSAC would like to encourage interested bidders to submit proposals with alternative dates of availability.
