• Greater Amman Municipality (GAM)– 22 districts of Amman plus 5 neighboring
– Responsible for MSW collection, transfer and disposal
– Residential and commercial dwellings

• (2014) GAM collected 908,168 tonnes
• Informal sector recycling only
• Electronics collection campaign
• Private MSW recycling facility (Tadweer)
• GAM also accepts MSW from Zarqa and Al Rsifieh

• Environmentally sound, affordable and financially sustainable solution
• Decrease the amount of waste disposed at the Landfill to extend its life
• Recover valuable materials by recycling and composting
• Recover energy from non-recycled waste as fuel, e.g., refuse derived fuel (“RDF”), liquid fuels, electricity and/or steam
• Initial processing capacity of 1,200- 1,500 TPD of the MSW with at least two processing lines
• Expansion to process up to approximately 2,500 TPD of MSW

• Reference facilities that meet the following criteria:
– At least three commercially operating facilities
– At least three years of operating data
– At least 1,000 TPD MSW processing capacity
– Available for visit by GAM
– Comply with technical requirements and design parameters of the local laws and regulations
Minimum Technical Requirements

• Solvency ratio of at least 20%
• Low Debt-to-Assets Ratio
• Min average annual turnover of an amount at least equal to the estimated capital cost of the proposed project, within the last 5 years
• Demonstrated ability to secure bonding and insurance requirements
• Three plants of at least 80% of the project capital cost of the proposed project
• Audited Financial Statements for the last 5 years
• Ability to provide a Parent Company Guaranty

• Capability of the proposers to successfully execute DBOT project (technology, management, financial)
• Landfill diversion
• Material recovery (recyclables, compost)

• Commercially proven technology
• Initial capacity of 1,200-1,500 TPD expandable to 2,500TPD
• New and safe jobs (construction and operational)
