Submission RequirementsProposals must be received by 3:00 P.M. PDT, on Wednesday, March 8, 2017. Postmarks

will not be considered in judging the timeliness of submissions. Proposals may be mailed,

hand delivered, or sent by overnight delivery to:

Proposers shall submit five (5) hard copies (unbound, double-sided on 8.5 x11 in. paper) and one (1)

electronic version (USB Flash Drive or cd-rom), to the above address.

Proposals that are submitted by fax or by e-mail will not be accepted.

Fee SOQ must be submitted in a separate, sealed envelope

CMD forms- one(1) copy in a sealed envelope marked CMD Forms- RFQ 50119

Late submissions, including those submitted late due to mail or delivery service failure, will not be considered.

Introduction and Executive Summary – up to 2 pages

Statement of Minimum Qualifications – up to 2 pages

Project Approach – up to 8 pages

Firm Qualifications – up to 5 pages

References- up to 2 pages

Fee SOQ– Sealed envelope

Introduction and Executive SummarySubmit a letter of introduction and executive summary of the SOQ. The letter must include

the following:

• Exact name of the company submitting the SOQ, business address, and the name title and

business address of the responsible individual representing the principals of the firm,

team, and/or subcontractors, with his/her telephone number and email address. This

individual should also be the point of contact during the qualification evaluation period,

and for receiving notices from the city.

• A brief description of your firm. In the event the SOQs are submitted by teams, joint

associations, joint ventures or LLCs, include the names and addresses of the individual

firms comprising the team, joint association or joint venture. The letter must be signed by

a person authorized by your firm to obligate your firm to perform the commitments

contained in the SOQ.

• Submission of the letter will constitute a representation by your firm that your firm is willing

and able to perform the commitments contained in the SOQ. In the introduction,

applicants must specify which subject area(s) they are applying for.

Minimum Qualifications- List qualifications separately for each subject area.

Subject Area 1 – Executive Leadership Coaching and Strategic

Management Training:

Five (5) years of experience in the last 10 years conducting executive coaching.

Subject Area 2 – Leadership, Management, and Innovative Employee

Development Training:

1. Two (2) years of experience in the last ten (10) years in developing and

delivering seminars, retreats, and workshops.

AND/OR

2. One (1) year of experience in the last three (3) years developing instructional

materials using, online, blended, or micro learning.

Subject Area 1-Executive Coaching and Leadership

Development:

Coaching Experience

Detailed description of Strategic Management Skills in

executive coaching that the firm has experience addressing in

coaching sessions.

Outline of executive coaching sessions for developing

executive-level skills.

Explanation of how multi-rater and individual feedback

techniques such as DiSC, Booth 360, or other assessment tools

are utilized in the coaching process.

Project Approach (up to 8 pages)

Subject Area 2- Leadership, Management, and Innovative

Employee Development Training:

For each of the three sub-sections:

1) Business Enhancement skills (Choose 2 subtopics)

2) Interpersonal skills (Choose 2 subtopics)

3) Leadership Management and Supervisory Skills (Choose 2

subtopics)

Describe how your firm would:

Develop, deliver, and evaluate at least two (2) of the topics in

each sub-section.

Project Approach (up to 8 pages)

Subject Area 2- Leadership, Management, and Innovative

Employee Development Training:

For one (1) of those topics, provide a detailed agenda for a one

(1)-day retreat or workshop.

Please include all presentation materials and handouts that

would be used to deliver the material and the length of time

required to develop these materials.

Firm Qualifications ( Up to 5 pages)

Submission Requirements

Firm Qualifications:

Name and contact information of Firm and Project Manager.

List of each person who will be providing the service to the city

and which subject area(s) they will be providing .

Include years of experience and applicable certifications

A one page description of not more than three projects per

subject area ( staff names, budget, schedule, project Summary)

A written assurance that the key individuals listed and identified

will be performing the work

Airport Industry experience is beneficial but not mandatory.

References ( Up to 2 pages)

Submission Requirements

Provide references for the lead consulting firm, including the name,

address and telephone number of three (3) clients that you have

worked with in the past two (2) years (preferably other public

agencies).

Reference checks may be used to verify the Respondent's

experience to the services the City is requesting and the quality of

services and staffing provided to prior clients, as well as adherence

to schedules/budgets and Respondent’s problem-solving, project

management, communication abilities, performance on deliverables

and outcomes, and effectiveness in meeting or exceeding project

objectives.

Fee Statement of Qualifications

Submission Requirements

Please provide a fee SOQ in a sealed envelope that includes the following:

a) Total fee for each of the disciplines identified in the Scope of Work with a

not-to-exceed figure; and

b) Hourly rates for all team members. Hourly rates and itemized costs may be

used to negotiate changes in the Scope of Work if necessary.

c) If this is a multi-year contract, the Airport may approve an annual

adjustment to the direct hourly labor rates effective July 1st, based on an

increase in the Consumer Price Index for the preceding twelve (12) months

for the San Francisco Bay Area.

Selection Process

Commission Staff- Screen SOQ’s to make sure that they meet Minimum

Qualifications

Selection Committee-

Composition- expertise in coaching, leadership development instructional

design, employee engagement, and training

Committee will use scoring criteria on next slide to evaluate SOQ’s.

Only firms scoring 240 out of 300 or higher may be considered for Subject

Area Pool

Up to 6 firms in each subject area may be selected to be in the Subject Area

Pools

Qualifying for inclusion in the two (2)-year Pool does not guarantee a future

contract award for professional services. The duration of an awarded contract

will be up to five (5) years.

Selection Criteria

Once pools are established commission may do any of the

following:

1. Conduct Oral Interviews or request demonstration for specific projects

from any or all of the Pre-Qualified Consultants. Select one or more firms

to contract with at that time.

2. The Commission may seek specific scopes of work and sealed cost SOQs

from any or all of the pre-qualified consultants in the applicable Pool, and

will select a consultant with whom Airport staff shall commence contract

negotiations.

3. At its sole discretion, the Commission may alternatively select one firm

or team from the applicable Pool for a specific project without notifying

or considering other firms in that Pool.
