Section 3 – Scope of Work
MHBE / Project Background
The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc. (MAXIMUS) to provide an MHC call center (Call Center) in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives. MHBE is seeking one (1) Senior IT Auditor to perform third-party evaluations of the work that Deloitte (MHBE System Maintenance Operations and Enhancements vendor) and Xerox (MHBE Hosting and Data quality assurance audits of IT systems to ensure that systems perform to documented specifications in areas such as: data security, customer privacy, data accuracy, business processes, and customer satisfaction. In support of these efforts, auditing expertise to either perform or validate internal quality assurance audits for large- and medium-scale information technology projects in various environments (i.e., mainframe, mini computers, client/server, WAN/LAN).

• Work with the Office of the CIO to perform as-needed evaluations and audits on the work of Xerox and Deloitte to satisfy CMS requirements

• Attend and participate in meetings / conference calls with CMS to describe findings
• Develop and deliver corrective action plans, as directed • Other duties as assigned

Basis for Award Recommendation The MHBE PO will recommend award to the Master Contractor whose proposal is determined to be the most advantageous to the State, considering price and the evaluation factors set forth in the RFR. The MHBE PO will initiate and deliver a Task Order Agreement to the selected Master Contractor. The MHBE anticipates that this Project Manager will work closely with the MHBE’s MAXIMUS contract monitor and report on a daily basis to the MHBE’s chief information technology officer, providing (a) analytical updates on call center service levels; (b) assessments of what MHC website functions may be generating calls to the Call Center; and (c) offering insights into the need for particular information technology solutions that MHBE’s PMO team might implement to make the website easier for consumers to use. The Project Manager will provide project planning, coordination, and oversight, issue and risk management, project scheduling and review, change management support, program governance support, vendor deliverable review, and general

PM support to State stakeholders. The Project Manager also makes work assignments to team members and follows up to ensure that those duties are carried out appropriately.

• Project Manager As directed by MHBE:
• Provide management consulting services in connection with the operations of the MAXIMUS Call Center / Level 1 Help Desk, with an approximate headcount of up to 300 employees (inclusive of team leads, managers, trainers, etc.).
• Evaluate, implement (where needed), manage and monitor all Key Performance Indicators (“KPI”), Service Level Agreements (“SLA”).
• Partner with the vendor (MAXIMUS) and client (MHBE) to provide strategic consultation and Call Center operations subject matter expertise.
• Closely manage MAXIMUS scope of services to ensure adherence to the contract scope of work and approved budget.
• Take appropriate action to identify deficiencies and make recommendations for improvement so that client standards and objectives are achieved. Advise whether these initiatives are being carried out by all Call Center staff.
• Assess changes in workload, call volumes, and staffing to evaluate impact to service levels, and make recommendations as needed.
• Develop and utilize reports to improve service levels and operational profitability. • Solicit consumer and staff feedback to develop training enhancements to improve
service levels. • Participate in interviewing and hiring staff. • Evaluate MAXIMUS performance models and make recommendations to improve
employee retention and improve service levels. • Identify training needs, and coordinate with the PMO Organization Change
Management Team Lead to develop and implement. • Champion continuous improvement, including analysis of reports, and
implementation of solutions that improve service delivery, including new policies, delivery of additional training, and identification of proactive solutions to address potential quality issues.
• Consult with other client groups and business units to determine support responsibilities for new and existing applications.
• Attend weekly team meetings, communicate recommendations for improvement as necessary and provide status reporting.
• Maintain up-to-date knowledge of processes, technology, systems, and applications that are utilized in the Call Center.
• Research, and make recommendations on tools, technology that would have a positive impact on service delivery and results.
• Serve as the technical liaison between the Call Center and MHBE IT to identify HBX system enhancements that will allow improved Call Center operations.

The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc. (MAXIMUS) to provide an MHC call center (Call Center) in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives. MHBE seeks an Infrastructure Manager to work as a Network Support Manager for the Maryland Health Benefit Exchange. The Infrastructure Manager provides services related to the planning, set-up and maintenance of core IT infrastructure capabilities including but not limited to hardware and equipment, operating systems, database software, middleware, and other related technology that supports mission application systems. An infrastructure manager also works with vendors in the areas of capacity planning, systems monitoring, back-up and recovery operations, and general maintenance support for IT infrastructure. The successful candidate will provide end-to-end services for the MHBE computer user population of roughly 150 end users. Services will include Network Deployment, Network Security and Maintenance of the MHBE Enterprise Network. This position will report to and take direction from the Chief Information Security Officer (CISO). The Infrastructure Manager will: Assist MHBE networking staff to manage and maintain routers and switches Manage patching, testing, and deployment of workstation and server updates using Absolute Manage Manage the configuration and implementation of an MHBE-wide asset management tool Serve as MHBE Incident Response lead; coordinate responses to network incidents Configure and manage VPN installation and maintenance Assist MHBE networking staff with desktop support Work with MHBE vendors to participate in Disaster Recovery and Business Continuity support The Infrastructure Manager will also participate in meetings regarding project work, hosting and data center services, product evaluations, and other activities as directed. The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc. (MAXIMUS) to provide an MHC call center (Call Center) in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives. MHBE is seeking seven (7) Testers to provide testing services for the Maryland Health Benefit Exchange. The Testers Support the development of test plans and test scripts based on business and technical requirements for MHBE systems; creates test data and test scenarios; performs testing and documents results; works with developers (primarily contractors) to review test results and plan any necessary remediation. This position will also perform critical software validation services on behalf of MHBE, conducting rigorous User Acceptance Testing (UAT) on the MD HBX system. MHBE / Project Background The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc. (MAXIMUS) to provide an MHC call center (Call Center) in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives. MHBE is seeking one (1) Systems Analyst to provide 8001 / MMIS file analysis support services for the MD HBX system. The Systems Analyst analyzes technologies used for systems development, interoperability, data management and storage, and related systems capabilities; documents technical requirements and ensures that vendors adhere to technical standards; and participates in non-functional testing and interface coordination. MHBE / Project Background The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc. (MAXIMUS) to provide an MHC call center (Call Center) in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives. MHBE is seeking one (1) Systems Analysts to provide Production Support for the MD HBX. The Systems Analyst analyzes technologies used for systems development, interoperability, data management and storage, and related systems capabilities; documents technical requirements and ensures that vendors adhere to technical standards; and participates in

Successful candidates will provide highly technical and detailed systems analysis services to enable MHBE to meet case and application research and problem resolution needs.
