(WASPOLA) - GRANT TF-095502
The Government of Indonesia through Ministry of National Development Planning/BAPPENAS has received grant from the World Bank No.095502, and intends to apply part of the proceeds of this grant to payments under the individual contracts for the followings:
1. Procurement Officer (PO)
Key qualifications required are:
a) Minimum education is Bachelor's Degree in either of Economics, Finance, Engineering or other relevant topics; b) Minimum 3 year experiences in procurement area of Indonesian Government project and having past experience in the project financed by
loanlgrant would be advantage; c) Understand and be able to prepare the process of goods and services procurement according to government regulations; d) Be able to work independently and be able to work in teams;

Procurement Officer Water and Sanitation Policy And Action Planning Facility Project (WASPOLA)
Grant TF 095502 Fiscal Year 2013 - 2014
Procurement Officer (16 months)
a. Position
In WASPOLA Facility activities, an individual consultant contracted as Procurement Officer.
b. Position Description
Grant of WASPOlA Facility (Grant TF 095502) is intended as a continuous program of previous
WASPOlA program that has resulted National Development Policy of Community Based Water
Supply And Sanitation Sector (AMPl-BM). AMPl-BM policy has been implemented in some
areas until 2009 which has been adopted by 62 districts/cities in 9 provinces with WASPOLA
support.
WASPOlA Facility program was implemented as the fulfillment access of water and sanitation
which is stakeholders responsibility at national and local levels. Capacity building in program
development, policy implementation and management of water supply and sanitation sector
has become a necessity. Therefore, WASPOlA Facilitation implemented as an effort for AMPl
mutual concern as well as a support to accelerate the Millennium Development Goals (MDGs)
achievement with a capacity building service, facilitation, and advocacy for regional policy
assembles. Funds that have been approved by Indonesian Government and World Bank for
WASPOlA Facility program is USD 2.325.490 until the closing date on December 31st 2014.
Considering the size of the grant and the number of activities that are managed, project
management team is needed so administrative activities can be accountable and in accordance
with Bank Guideline. One of the required consultants in the project management team is
Procurement Officer who responsibles for the procurement process of goods and services in
accordance with the provisions and regulations of Government of Indonesia (Gol) and World
Bank.
c. Responsibility
Procurement Officer will be responsible directly to the Head of National Water and Sanitation
Secretariat and indirectly to the Director of Human Settlements and Housing BAPPENAS as
Head of National Water and Sanitation Working Group.
d. Output
Availability of Procurement Officer to support program management and administration, as following details: 1. Completion of procurement plan and realization;
2. Documentation of procurement and financial administration data;
3. Monthly activity individual report.

e. Qualification
Procurement Officer have to meet the following qualifications:
1. Minimum education is Bachelor's Degree in either of Economics, Finance, Engineering or
other relevant topics;
2. Minimum 3 year experiences in procurement area of Indonesian Government project and
having past experience in the project financed by loan/grant would be an advantage
3. Understand and be able to prepare the process of goods and services procurement
according to government regulations;
4. Be able to work independently and be able to work in teams;
f. Job Description
Responsible for the procurement process preparation and management:
1. Preparing detailed planning of procurement processes based on annual work plan;
2. Preparing procurement documents;
3. Coordinating with BAPPENAS procurement committee;
4. Responsible for filing procurement document for audit purpose;
S. Updating realization of procurement plan;
6. Preparing materials for procurement review.
g. Working Period
Procurement Officer will be contracted for 18 (eighteen) months under Directorate of Human
Settlements and Housing BAPPENAS from August 1st 2013 until December 31st 2014.
