(4) Each and every barber school or col­lege shall have within said school 'ample and sufficient room or space to house all facilities within same, to the satisfaction of the Barbers' Sanitary Commission. Each and every barber chair in school or college shall be of such con­struction that same may be easily cleaned and

shall be mechanically workable. Space between each and every barber chair, as well as from . work stand or wall to the barber chair, shall have sufficient space so that the student will not be crowded or hampered in his or her operation; same to be approved by the Bar­bers' Sanitary Commission.

50-1.04 Barber colleges; requirements of students; additional requirements in curri­culum.-

(1) All approved school& of barbering are to enter with the Board:

(a) An application accompanied with a written laboratory report of a Wasserman or Kahn blood test of each student, and chest X ray

(b) A diploma or certificate showing com­pletion of eighth-grade elementary education, or an equivalent education as determined by examination approved by the Commission, to be furnished not later than sixty (60) days after admission to the school or college . .

(c) Two (2) 2" x 3" photographs. (2) If the applicant is able to furnish the

Board with all necessary requirements, the school proprietor must at once, upon subscrib­ing the student, register said student with the Board, said student paying a fee of $8.00 to the Board. The Board will then furnish the student with a registration card. The student is to display his or her photograph, together with the registration card, adjacent to, or near, his or her working chair.

(8) No owner or manager shall permit a school of barbering under his control or super­vision to enroll or admit any student thereto until the said student's application for enroll­ment has been filed with the Commission.

(4) Immediately upon the termination of the twelve hundred (1,200) hours course and graduation from an approved school, the stu­dent may make application for an examination conducted by the Board to determine his or her fitness to practice as an apprentice barber in the State of Florida. Also, at the completion of said course and while pending date of exami­nation, the student, if he so desires, may con­tinue to work in the barber college. If the stu­dent fails to pass the examination conducted by the Board, he shall return to school for a period of not less than five hundred (500) hours and three (3) months, re-registering in school.

(5) The college proprietor or manager shall report to the Barbers' Sanitary Commis­sion on or before the tenth (10) day of each month, the exact number of hours each stu­dent has served during the previous month.

A copy of the report shall be posted in the school.

(6) Students must use time clocks daily, and teachers must fill in what he did on daily report.

(7) A student may only enter a class when there is an opening in a class.

(8) A postgraduate course as defined in Section 476.07, Florida Statutes, shall consist · of the science and practice of barbering of not less than one hundred sixty (160) hours. Not less than one hundred twenty (120) hours of such course shall be taken in residence. That portion of said course taken in residence shall be completed within three (3) weeks.

50-1.05 Barber colleges; attendance; dis­playing of regulations and certain signs; com­pliance; violations.-

(1) Each school shall require a maximum attendance in all subjects; and no student shall be required to spend more than eight hours in the school in anyone day.

(2) Every barber school, or college, in this state shall designate to the public that it is a barber school, or college, in letters not less than six (6) inches in height, to read as follows:

"BARBER SCHOOL" or

"BARBER COLLEGE" (8) No barber pole shall be shown in con­

nection with any barber college or barber school. .

(4) A sign must be displayed indicating that the work therein is done by students exclusively.

(5) The college and students shall comply strictly with the rules and regulations govern­ing barber shops in Florida. The college shall post in a conspicuous place these rules and regulations and also the rules and regulations governing sanitary conditions of barber shops, barber schools or colleges of Florida adopted by the Barbers' Sanitary Commission. .

(6) Violation of any of the above rules of the Florida Barber Law will be sufficient cause for the State Barbers' Sanitary Commission to remove the barber college from the approved list of colleges in Florida.

50-1.06 Barber shops and colleges; sani­tary regulations.-

(1) No person practicing barbering in any capacity shall remove, or attempt to remove warts or moles or treat, or attempt to treat, any disease of the skin, scalp, or other disease.

(2) Any person practing barbering in

any capacity shall be dressed in a white shirt or white washable coat at all times.

(3) Water used for purposes of drinking or cleansing, shall meet the minimum standards for purity of public water supplies, as estab­lished by the State Board of Health.

(4) No owner or manager shall control or operate a barber shop or barber school un­less such barber shop or barber school is pro­vided with at least two receptacles, one for the deposit of used towels, and one for the deposit of used shaving paper, and unless all used towels and used shaving paper are de­posited in the proper receptacle immediately after use.

(5) No owner or manager shall control or operate a barber shop or barber school unless such barber shop or barber school is provided with smoking stands, ash trays or sand jars which shall be cleaned daily and kept in a sanitary condition at all times.

(6) No owner or manager shall permit the use of any liquid cuspidors in a barber shop or barber school under his supervision or con­trol.

(7) No owner or manager of a barber shop or barber school shall permit any infestation of his premises by rats, mice, fleas, ticks, mites, lice, cockroaches, or other rodents or insects capable of transmitting human disease.

50-1.07 Miscellaneous regulations pertain­ing to barber shops and barber colleges.-

(1) No owner, or manager of a barber shop shall permit any person under his employ, supervision or control to practice as a barber unless that person has a current certificate of registration as a registered barber.

(2) No owner or manager of a barber shop or barber college shall permit, knowingly, any person in his employ, supervision or control to violate any law or rule, regulation or order of the Commission.

(3) No person, firm or corporation shall be approved to operate a school of barbering un­less the ownership thereof shows financial re­sponsibility to operate such school for a period of at least six (6) months.

(4) No person, firm or corporation shall be approved to operate a school of barbering un­less the ownership thereof shows compliance with the requirements of the Laws of Florida and rules and regulations of the Barbers' Sani­tary Commission pertaining to schools of bar­bering.

(5) In addition to the above laws, rules and regulations every barber, barber teacher,

apprentice barber and barber student should have a thorough knowledge of all laws per­taining to the practice of barbering contained in Chapter 476, Florida Statutes, and particu­larly the offenses and penalties contained in Section 476.24, Florida Statutes, and the grounds for revoking or refusing to grant cer­tificate contained in Section 476.14, Florida Statutes.

(6) A copy of Section 476.22, Florida Stat­utes, with these rules and regulations must be displayed by the owner or manager of barber shops.

50-1.10 Barber colleges; certificates of reg­istration.-The certificate of registration of a barber college or school is non-transferrable from one person to another, from one corpora­tion to another, or from one location to another.

50-1.12 Examinations, translations prohib­ited.-

The use of multilingual written examina­tions heretofore provided by the Florida Bar­bers' Sanitary Commission shall be discon­tinued after January 30, 1970. Provided, however, students presently enrolled in a rec­ognized and approved barber college course and students enrolling in such course prior to January 30, 1970 shall be allowed to take an examination in the types of written language translation heretofore provided by the Florida Barbers' Sanitary Commission, and in such cases the continued use of written examinations in a translation shall be discontinued on De­cember 30, 1970, and no multilingual written examinations will thereafter be offered.

50-1.13 Restoration, apprentice barber cer­tificates.-

Restoration of apprentice barbers' certificates shall be made by the Florida Barbers' Sani­tary Commission upon payment of an annual renewal fee of $6.00 for the year or total years such certificate has lapsed.
