Progress to Date: RDM Call 1

> Purpose of Call 1:• Support researchers’ ability to find, access, and reuse data that

has been generated by others;• Enable the adoption of best practices and compliance with

funding policy;• Align with national and international standards to facilitate

broad data sharing across research institutions.

> Funding for the development of software components and tools to enable Canadian researchers to adopt best practices in RDM

> Awarded up to $3.2M to 9 RDM-focused projects

RDM Call 2

> Up to $2M for the enhanced interoperability of RDM components (platforms, repositories, and services) that form part of existing and emerging national data services (NDS).

• The maximum funding available per project is $700K.

> Intended for projects involving a multi-institutional collaboration, representing currently non-interoperable systems (e.g. software platforms, repositories, services), that will be integrated via one or more Functional Layers, thereby increasing the level of interoperability for components of Canada’s NDS Framework.

• The goal of this Call is to enhance existing software, specifically for interoperability of existing platforms, repositories, services. If within this context new components need to be created, that is appropriate.

> Does existing software that is leveraged have to have been originally funded by CANARIE?

• No.

• The call supports any type of research data output, in any discipline.

• Yes, to addresses the FAIR Principles and multi-system interoperability at the national/international level.

> Are there examples of existing National Data Services?

• Yes. Existing generic NDS examples include the Portage DMP Assistant, the Federated Research Data Repository, HUBzero and Scholar's Portal’s Dataverse. For domain specific, a research platform can be considered NDS if they are accessible to any researcher in a specific domain.

> Does the developed software have to support all 4 FAIR Principles?

• No. For example, services that provide functions that support only a few FAIR Principles, e.g. the use/integration of internationally accepted persistent IDs (PIDs), in a national context are eligible. Support for FAIR is part of the Scoring Criteria of the review process.

> Does the developed software have to support all the listed Functional Layers?

• No. The focus is on interoperability of multiple existing platforms/repositories/services at one or more of the Functional Layers. Support for Functional Layers is part of the Scoring Criteria of the review process.

> Does the software developed with the funding need to be accessible to all researchers, regardless of discipline or organizational type?

• No. Software would need to be accessible to all Canadian researchers in a specific discipline - or to any Canadian researcher - and should be accessible to researchers in any research organization.

> Can applicants partner with international organizations?

• Yes, although project PIs must be from a Canadian institution and funds must be spent on resources based in Canada. International partners may participate with their own resources.

Preparing the Budget

> Is there anything I need to consider before completing the budget?

• All project costs must align with the schedule of eligible costs.

> How do I know whether or not a project cost is eligible?

• Eligible costs include:─ Direct Labour (i.e. salaries and benefits)─ Direct materials (i.e. software licence fees)─ Sub-contractors and consultants─ Training─ Travel

Preparing the Budget

> Are there any limits on eligible project costs I should be aware of?

1. Employee fringe benefits costs must not exceed 20% of eligible direct labour costs.

2. The total of sub-contractors’ and consulting fees must not exceed 5% of total eligible project costs.

3. The total cost of direct materials (i.e. software licence costs) must not exceed 5% of the total of all eligible project costs.

4. The total cost of domestic travel must not exceed 3% of the total of all eligible project costs.

Preparing the Budget

> Can I include the overhead associated with employees working on my project?

• No, you cannot claim any overhead, including but not limited to office supplies, utilities, rent for office space, office equipment, etc.

> Can I include sales taxes?

• Yes, the non-recoverable portion of sales tax is eligible.

Preparing the Budget

> What qualifies as an in-kind contribution?

• In-kind contributions include salaries and fringe benefits paid at the rates shown in the organization’s payroll and accounting records for the project, e.g. salary for university faculty or principal investigator.

• Anyone not paid a salary will not qualify as an in-kind contribution.

> Is there a minimum in-kind contribution?

• Yes, in-kind contributions must be at least 15% of the total quarterly eligible project costs.

CANARIE Funding

> CANARIE funding is claims based. What does that mean to me?

• During the project, you submit claims quarterly.

• CANARIE then reimburses your institution for eligible costs claimed, less a 10% holdback.

• Holdbacks are paid at the end of the project and after the financial audit has been completed and all technical requirements are delivered (e.g. final report and demonstration).

CANARIE Funding

> What supporting documentation is required before the first claim?

• Proof of salary and fringe benefits for all employees working on the project.

> What supporting documentation is required with each claim?

• Time records must be used to support actual hours worked by project employees (including the employees included in as In-kind expenditures).

• Supplier invoices and employee travel expense claims great than $1,000.

Audit Requirements

> Will the project finances be audited?

• Yes, audits may be scheduled at anytime during the project.
