21.8.2015 3
2nd day: Workshop on RI strategies and
Nordic policies
21.8.2015 4
21.8.2015
Aim
Science communities: • ATM relatively ok • Marine – work has started • Ecosystem part still fragmented
Funding bodies: • Close collaboration but
still independent and unsynchronous processes
21.8.2015 6
Challenge
Who is funding process studies (observation and experiments) in the future? • Strategic research is increasing (solution-based, demand-driven)
• Nationally low suggest rates for basic research
• Nordic, European and international funding mainly strategic funding
• RI funding sustains the data and core facilities – what about the
researchers?
• Argumentation: scientific excellence – societal challenges and demands
21.8.2015 7
Changing research funding
to build and ensure deeper Nordic collaboration and participation in the
individual RI activities (Nordic nodes for ICOS, ACTRIS, ANAEE, SIOS)
to enhance the cross-RI collaboration in topics related to data, access,
services, management, and policies at the Nordic level
to strengthen the Nordic participation and position in ESFRI RI projects
to strengthen a coordinated communication with relevant Nordic and
national agencies and ministries for a two-way communication on
possibilities, political and societal needs.

International RI collaboration
RI design and planning
Sensor and technology development Data management and data interoperability Data and RI cross-usage and access management
21.8.2015 10
Topics
RI design and planning • RIs are distributed > risk of geographical and/or operational fragmentation • co-location options > scientific and economic advantages + optimizing of technological
implementation of the RIs Sensor and technology development • Harsh Nordic climate conditions > specific requirements for the sensor and instrument
performance • collaboration on technological development > ensures high-quality measurements +
knowledge transfer and take up of the new sensors, instruments, techniques/methods from neighbouring RIs
• development of joint measurement and analyse protocols > critical mass for cooperation with industries, including SME > increases the innovation potential
21.8.2015 11
Topics
Data management and data interoperability • Data is scattered > need for accelerate the cross-use of the RI data • Need work on harmonizing and integrating policies for data and data lifecycle, creating
efficient solutions for data sharing, architecture and long-term storage • Starts from exploring synergies and complementarities, analysing different workflows,
existing policies and open data standards (Reference model, NCoE eSTICC) Data and RI cross-usage and access management • Resources are scarce > common use of facilities, planning of joint Nordic experiments and
research actions will increase the cost-efficiency of the RIs • Transnational access across the participating RIs + best practices on distributed and virtual
access management
21.8.2015 12
Topics (2)
Provision of RI services • RIs provides services (scientific, private and public sector) > best practices and knowledge
across the RIs • proof of concepts, prototyping and deployment of data services, development of the software
applications,….
Training • More cross-disciplinary studies > coordination of training activities (students, researchers,
staff) • long experience within the RIs on organising training/user/science workshops/courses that
can be developed into a common program.
21.8.2015 13
Topics (3)
RI policies and strategies • Landscape is changing > new strategies • Identification of common priorities, interests and potentials > formulation of strategies for
coordinated actions at the Nordic level. • Common strategy between the RIs and national/Nordic agencies/authorities will strengthen
the position of Nordic actors in the European RI arena > accelerate the RI implementation at national level.
International RI collaboration • Nordic position in international RI arenas (ESFRI working groups, Research Data Alliance,
Copernicus, GEO-GEOSS, SAON, PEEX, SCAR and on EC-funded RI projects ENVRI, COOPEUS

Our objectives for strategies
8 - 9 December, 2014 Nordic RI Kick-off Meeting, Helsinki, Finland
The Nordic Dimension
• Besides the coordinator/host three Nordic countries partners in SIOS-PP (Finland, Sweden, Denmark)
• Denmark will not participate in the SIOS infrastructure, but interested in and (during SIOS-PP) responsible for cooperation agreements with other Nordic RI initiatives (INTERACT, GEM and other research stations in Fennoscandia and on Greenland)
• LoC from Finland, with explicit intention to increase activities on Svalbard (implementation of RS activities, aerosol and flux observations)
• Sweden still in «thinking box», but very active in Ny-Ålesund (Zeppelin Observatory), recently establishment of EC carbon flux site in Adventdalen, potential in marine research
• Coordinated efforts from FI and SE to link SIOS and ICOS
• Strong connections via database activities, e.g., NILU’s EBAS, NorDataNet initiative
