A PLEASANT street appeal, practicalfloor plan and outdoor living areas are justsome of the features a property valuermay initially notice when visiting a home.

CB Richard Ellis Residential Valuationsdirector Michael Veletta said a valuer willoften try to put themselves in the shoes ofa purchaser and consider the features theymay find attractive in a property.

CB Richard Ellis Residential Valuationsconducted more than 90,000 fullinspection valuations in 2009.

Mr Veletta said the most commonreasons a homeowner might require aproperty valuation were for financerequirements. Other purposes would beto determine a value or likely selling pricefor a sale or purchase, for capital gains tax,for GST, stamp duty, transfer ofownership, legal purposes or family law.

“Most valuations occur in the mortgagebelt market and generally around themedian house price, which is where thebulk of values lie and the volumes of

properties sit,” he said.Mr Veletta said valuations must be

conducted by registered and licensedvaluers with a minimum of Associate ofAustralian Property Institute (AAPI)accreditation or equivalent licence.

“Depending on the size and value of theresidential property, a valuation inspectioncan take anything from 15 minutes toseveral hours,” he said.

“Owners are often home when theinspection is being conducted and can helpthe valuer by having floor plans available,offering a brief history of the house,identifying approved structures and notingany issues with the house that the valuermay otherwise not identify in a one-offinspection or are concealed, likemoisture/erosion/structural issues.”

Mr Veletta said most residentialvaluations use the Comparison of Salesapproach whereby the valuer will comparelike property with like property as bestpossible, while making adjustments for

location, size and quality of improvements,age and so on, in order to determine amarket value range.

“The valuer should apply principles of‘highest and best’ land use, taking intoaccount the zoning or possible re-zoningwhich may transform the standardsuburban home into a ‘unit developmentsite’ or allow the site to be sub-divided,”he said.

“In this scenario, the land value may besignificantly higher but existing structuresmay have no or limited added value, eventhough they may be large and wellmaintained.”

Mr Veletta said the standard mortgagesecurity report for lenders might be aboutfive pages, summarising the property andkey points including value, rentals,insurance and risk, as well as informationon the property, its sales history and salesevidence used in the assessment, generallyaccompanied by a set of photos identifyingthe property.” ■

Buyers spoilt for choicePROPERTY has traditionally beenone of the best performing assetsand there are plenty of homes onthe market, but potential buyersshould do their research to ensurethey get maximum return for theinvestment, according to LJ Hookerresidential head Graeme Hyde.

Mr Hyde said local real estateagents had a wealth of informationfor potential buyers.

“They are best equipped toprovide detailed feedback about thearea, including median house/unitprices, vacancy rates for rentalproperties, demographics ofresidents, the proximity of nearbyschools, shopping and healthservices, transport access andinformation about any newinfrastructure planned,” he said.

“Attend open homes andauctions in your target areas andkeep written notes and commentson each property you see.

“This will help you form a goodunderstanding of what you like in aproperty and how much it willcost.”

Mr Hyde said the internet was agreat place to start the search for aproperty.

“Go browsing to narrow yoursearch for the type of propertyfeatures that you like,” he said.

“An internet site likerealestate.com.au is a great place tostart.

“Decide on the criteria your newhome must have and incorporatethat in your web search.

“If you are not sure of what youwant, look at a variety of properties,especially some that you may nothave previously considered, andevaluate in terms of your criteria.”

Mr Hyde said the Perth markethad been volatile and he was often

asked when was the right time tobuy property.

“Unfortunately, there is nosimple rule and I do not have acrystal ball,” he said.

“So my best advice is to buywhenever you can afford to do so.

“But remember, success inproperty comes to those who arethorough with their research andhave a team of professionals to relyon for good advice.

“Experts agree that property isone of the best performing assetclasses and most tax-effectiveinvestments you will ever make.”

Mr Hyde said it was important toset a realistic budget for the newproperty.

“Take into account all thestandard costs associated withbuying a property – likeconveyancing – to manage thetransfer of ownership andsettlement of legal documents,stamp duty, annual council rates andpossibly any body corporate fees ifyou are buying a townhouse orapartment.

“Speak with an experiencedfinancial services consultant to findthe right loan to suit your needs.” ■

Regardless of the title, building design flair comes ‘naturally’A GREAT design is not always the work ofan architect.

More than 85 per cent of residentialhomes in WA are the work of buildingdesigners, according to the BuildingDesigners Association of Western Australia(BDAWA).

While the difference between the two isminimal, building designers seem to attractless public recognition than architects.

Academically, the difference is between auniversity degree and, in most cases, acombination of diploma studies and/orpractical experience in the building industry.

In practice, it is simply a question of

interpretation and application. In Western Australia there is no difference

in the work that can be done by a buildingdesigner to an architect.

Building designer Douglas Paton operatesmulti-award winning Subiaco practice D4Designs. He said building designers oftenfaced the challenge of the public perceivingarchitects to be the only people who candesign their home, which is not the case.

“Design flair cannot be taught, you eitherhave it or you don’t, regardless of how orwhere you studied,” he said.

“Frank Lloyd Wright, one of the mostpopular ‘architects’ in history, was actually

only a draftsman who was just born with atalent for design – the talent was nurtured,encouraged and the rest is history.”

Paton started his practice about 10 yearsago after working for other designers andarchitects.

“I design because I am passionate about it,it’s not about making statements, it’s simplyabout designing for the people who live in thehouse,” he said.

“I don’t want my clients to change theirlifestyle to suit the design; I want to changethe design to suit their lifestyle.

“For them this building is the mostimportant building in the world.”

At 34, the BDAWA member is alsopassionate about heading up a new groupwithin the association for young designers,like himself.

“I want young designers to keep theiryouth and enthusiasm, but benefit from theknowledge and experience of some of ourrespected veterans in the industry,” he said.

“BDAWA has been invaluable inpromoting and supporting building designerswith professional knowledge in seminars andcourses, and ensures that all designers haveaccess to the latest suppliers, products,regulations and industry developments.” ■
