There are numerous properties along away Road which are zoned for industrial uses, including M2: General Industry, MS: Heavy Industry and M7: Cbncrete and Asphalt. The surrounding industrial zones permit heavier industrial uses than the industrial uses the applicant is proposing (i.e. storage, office and indoor manufacturing). Furthermore, the types of light industrial uses permitted under the M1: Light Industrial zone will be further limited through a Section 219 covenant.

The Nechako Aquifer is a highly valuable natural feature, not only because of its high-yield and easyaccessibility, but also because it produces water which tastes good, has ideal hardness levels, and hasvirtually no incidents of bacteriological contamination; a goldmine from a hydrogeological standpoint. However,given the coarse permeable materials that are characteristic of the area, the aquifer and the water supply arevulnerable to infiltration of hazardous materials. The loss of any or all of these wells, averaging $6m capitalcosts per well, would be catastrophic for the City in terms of quality of life, sustainable economic growth, andenvironmental damage. In the past 20 years, two of the City wells in the Nechako Aquifer have been closeddue to contamination from spill-related (not involving rail) accidents. As such, the vulnerability of the currentlyactive City wells needs to be taken seriously.

The Aquifer Classification System for Ground Water Management in British Columbia as defined by the Ministry of Environment, classifies the Nechako Aquifer as 1A (See Figure 1), meaning that it is heavily developed and highly productive while also being highly vulnerable to contamination from surface sources.
