Resilience is a word which is often used at Outward Bound and 2019 was a year which demanded that we show resilience and togetherness across the organisation. The social unrest that challenged Hong Kong not only impacted our ability to deliver courses but also had a significant impact upon our fundraising events. Our community of stakeholders pulled together in the face of the challenges and ended the year having delivered ever-more-important development courses to our young people.

These pages speak to that resilience and the determination of our community of stakeholders to deliver on our mission and vision. As we cope with the implications of fundraising revenue lost, we are also now faced with the historical events and impacts of a global pandemic. OBHK, like everyone in Hong Kong, will need to dig deep and “practice what we preach”. There will be difficult times and tough decisions, but our job is to plan for our next 50 years and to continue to positively impact Hong Kong.

Planning for the next 50 yearsA 50th bir thday should be a time of celebration. However, despite the hard work of a group of dedicated trustees, our celebrations have been put on hold. Gala evening, alumni homecoming and a major abseil have all been postponed until such a time as we can celebrate – and celebrate we will!

Over the last five decades OBHK has evolved to meet the changing demands of a society that has developed massively in that time and our 50th is a good opportunity to determine the direction that we must now choose. Our areas for development in the coming years can broadly be summarised as;

Focusing on young people – everyone benefits from an Outward Bound course, whatever their background. However, it is important that we focus on our vision and that starts with Hong Kong’s young people who can be their best selves at school, university and ultimately the workplace. As a result we can maximise our impact on Hong Kong society by producing capable citizens.

Serving more disadvantaged participants – everyone deserves the opportunity to benefit from our courses and we have therefore committed to sourcing the funds that will permit as many people as possible to benefit regardless of their social or economic situation. By enabling access for more, we are working towards our vision of effective communities and a stronger Hong Kong.

Providing the best possible infrastructure – after 50 years we recognise that we need to source funding to upgrade facilities which have served thousands of participants and staff, but are beginning to show their age.

Advocating for outdoor experiential learning in Hong Kong – we believe passionately in the power of what we do and that everyone should have the opportunity to experience our courses. We will work to communicate with individuals and their communities the benefits of having facilitated adventures in the outdoors.

When our base at Tai Mong Tsai was first chosen, there was no road access into the site while nowadays there are loaded buses heading to the Country Park on a daily basis. What hasn’t changed is the spirit that lives on in our staff, trustees, volunteers and alumni who all share the desire to ensure that the coming decades are as good as the past 50 years. Hong Kong’s need for OBHK is as great as ever.

Fundraising2019 was a challenging year for many NGOs in Hong Kong. Among them OBHK was hard hit by the impact of social unrest. Months of protest had made it impossible for us to stage the annual Corporate Challenge and the breathtaking Hong Kong Vertical 1000, both of which were expected to bring substantial fundraising income.

In addition, the economic situation is weak, and everybody has become more conservative in making donations.

The Adventure race aims to challenge individuals to overcome obstacles using strategy, leadership and teamwork.

Apart from the regular route that allow teams to compete in the superb environment of the

Led by the HKEX Listing Committee, this CSR programme provides experience for staff and family members of the Listing Department to have fun cycling through amazing scenery with mystery games along the way.

At the Strategic Planning Meeting in early 2018, the need to diversify OBHK’s income stream was identified. Development of major gifts from individuals, corporate fundraising from businesses, niche events, alumni and legacy fundraising were discussed. Priority will be given to opportunities with the greatest income-generating potential which require relatively less resource input.

Led by Craig Chapman, the Advancement Committee was set up and the experienced fundraiser, Heather Smith, was hired in late 2019 to head up the new Advancement Office. Together with the Advancement Committee and Trustees, the Advancement Team will work to develop the philanthropic support and increased fundraising income necessary to sustain the growth of OBHK in the coming years.

Communities & Partnerships

Outward Bound’s community courses are primarily funded by our fundraising events, providing opportunities for a wide range of at-risk, special needs or economically disadvantaged populations. For many, especially underprivileged youth, an OBHK course will be a rare opportunity to experience resilience and compassion.

Adaptive JourneyWith the funding obtained from Operation Santa Claus, groups of different ages and disabled backgrounds joined a series of courses called ‘Adaptive Journeys’.

Par ticipants went for 2 days of training with our instructors to familiarize themselves with customised kayaking gear and basic skills. Within a week they started exploring the beauty of Hong Kong’s wilderness on a 5-day expedition, demonstrating remarkable physical and mental strength!

We owe many thanks to Mr. Derek Ko (Training Director of Derek Ko Training Academy) with his years of experience in bringing people with disabilities to the outdoors and preparing our staff with a better understanding of such clientele’s needs and challenges.

18-Day Classic Achievers ProgrammeThe 18-day Classic Achievers Programme is the longest and toughest course that we offer. Participants are sponsored by OBHK bursaries to make the course available for low income youths and selection is based on merit. The programme spans over two weeks of intense adventure: rock climbing, kayaking, hiking and overnight outdoor camping (even in the rain). For many of the underprivileged youths, the 18-day course is one of the most uncommon opportunities that they experience in resilience and compassion. 39 youths from 19 different schools and backgrounds successfully completed the journey in 2019. They claimed to feel phantom phone vibrations in their pockets during the first few days! But the amazing friendships that developed, the deep connection with nature, and the tangible sense of accomplishment they felt was something they all said they would never forget.

Apart from admiring the effort of the two volunteers who went on from our beach to continue cleaning the next one, I realised I should have tried harder for picking up the trash since it was a collective effort. We are all responsible to protect and make the ocean beautiful.

I learned to be persistent, same as drug rehabilitation; if we give up, we must start it all over again.

EducationPedal Power ProgrammeThe HKEX Listing Committee continued their 9th year of financial support for the Pedal Power Student Leader Programme in 2019. This enabled 376 students from low income families to participate in a 5-day Leadership Programme, enhancing their sense of self-worth, social responsibility and a commitment to contributing to their schools & community.

Taiwan Normal University Sails Hong Kong: Leadership and Teamwork Training12 members from the depar tment of Civic Education and Leadership at National Taiwan Normal University experienced a unique 5-day sailing training programme with Outward Bound Hong Kong in June. After being taught the basics of sailing, participants put these skills into practise, sailing the ship to some of the most remote and least-developed corners of Hong Kong, facing significant challenges along the way. As each individual gained more confidence and knowledge, they were given increasing levels of responsibility in safely navigating the ship back to the base. Working with others to steer a vessel to safety is an excellent metaphor for many aspects of modern life.

Sponsored ProgrammeThe Hong Kong Club Foundation started a pilot project and provided financial suppor t for the students from St. Antonius Girls' College to attend a 5-day Experiential Education Programme. With tremendous support from the Headmistress and teachers, 84 girls had a remarkable experience helping them develop sel f -confidence and strengthening their ability to cope with adversity.

We owe thanks to the Hong Kong C lub Foundation with their generosity, in enabling OBHK to add value to St. Antonius Girls’ College.

In Dec 2019, our F.4 students participated in the leadership training programme organised by Outward Bound Hong Kong. This is a great opportunity to build up their leadership skills, problem-solving skills and self-confidence. The Outward Bound instructors were very supportive and helpful during the entire training programme and our students enjoyed the time spent with them. Throughout the 5-day journey, students took up different challenges such as hiking, sailing and jumping off from the pier. Although they had to make decisions under challenging circumstances, they explored the wild outdoors, discovered their own inner self and pushed themselves to the very limits of their capacity. It was definitely a rewarding activity and they had shared an experience that was unique and belonged only to them.

Organisational Structure ChangesIn 2020 OBHK re-aligned two administrative roles in the Operations and Staffing and Development departments in the interest of increased safety, efficiency, training, instructor mentorship, staff development, and course quality. The former Safety Manager position was brought into alignment with the Operations structure and renamed the Deputy Head of Operations. The former Training Manager position was brought into alignment within the Staffing and Development Structure and renamed the Deputy Head of Staffing and Development. These two positions will work closely to advance our course delivery through Course Director supervision, staff training and safety management.

Operations and Safety2019 was a transition year in the Operations and Safety Department, with Ben Smith concluding his time with OBHK and Niv Resheff joining, incorporating the Safety Manager’s responsibilities into the new Deputy Head of Operations position. The work and processes set in motion by Ben provided a great starting point for the revision of the role and fur ther integration of safety into OBHK operations. With that, high safety standards were maintained and incident numbers remained similar to those of 2018. Finally, a practice was put in place to invite one operations staff member to every Safety Committee meeting with the goal of providing field staff the opportunity to see the ‘behind the scenes’ of our safety operations, the committee work and the level of details required to run a safe operation. We would like to extend our thanks to all who joined us, and of course to the committee members with their continued support.

Introduction to the Deputy Head of Operations - Niv ResheffHaving always been drawn to nature and the outdoors, Niv started his career in outdoor education over 15 years ago as an interpreter and park ranger in one of Israel’s nature reserves. Niv spent years gaining experience in outdoor corporate training, outdoor education, guiding and safety management before moving to the US and serving in various roles at the North Carolina Outward Bound school for 5 years. Now Niv has joined OBHK as the Deputy Head of Operations.

“I have found the Four Pillars of Outward Bound (Craftsmanship, Self-Reliance, Physical Fitness and Compassion) to be very close to my personal values. Those along with Kurt Hahn’s work and teachings solidified a strong bond between myself and the Outward Bound mission. Hahn’s ‘6 declines of modern youth’ written in the 1930s are relevant now more than ever. And so, I feel fortunate to be able to put my time and effort into helping people discover more about themselves, break through perceived limitations and live an intentional life.”

Going Solar

Go Solar to achieve a green cityMotivated by the innovative low-carbon ideas, OBHK is partnering with CarbonCare InnoLab (CCIL) by joining the “Jockey Club SolarCare Programme” which helped to provide a free service in building the solar panels on several OBHK buildings.

When we have the solar energy system implemented and have them connected to the Feed-in Tariff (FiT) Scheme by the two power companies, we hope to reduce carbon emissions for mitigating the climate change crisis. The programme is funded by a donation of some HK$24 million from the Hong Kong Jockey Club Charities Trust and implemented by CCIL, with a view to promoting the use of renewable energy in Hong Kong.

StaffingIn 2019 the staffing team positively maintained diversity with experienced individuals joining us from Russia, England, South Africa, Zimbabwe, India, Sri Lanka, Singapore, Israel, Canada and the USA. We are very proud of our unique team that consistently runs high impact developmental courses for the people of Hong Kong and the Mainland. We have organised a work placement programme with OB Germany and OB Romania by sending our staff to work in other OB centres for a month to share ideas and learn from each other. Also, OBHK continued its positive relationship with HKU SPACE sending students in Higher Diploma in Sport & Recreation Management and Higher Diploma in Sport Coaching and Sport Performance for 3 month internships. Working with the operations department gaining valuable experiences, they fully immerse themselves in the culture and the ethos of OBHK.

Staffing Development

Outdoor Instructor Training Programme (OITP)The OITP is an intake pathway for individuals who are passionate about the outdoors and want to start their careers in the industry. It is a rigorous training process that develops the critical technical and educational skills required to give our new instructors a solid base for continued growth. For 2019 we had 2 successful OITPs, adding 12 well-trained instructors to the operational pool.

Recognition of Prior Learning (RPL) and Short-Term InstructorsThe RPL and Short-Term intake pathway provides Outward Bound Hong Kong with quality instructors from around the world who have prior experience and qualifications in the industry. We had 6 RPL and 4 Short Term Staff from Britain, India, Russia, Romania, South Africa and Zimbabwe.

External TrainingIn 2019 we also provided the following external training opportunities: Outward Bound Professional Training, American Canoe Association Level 1 and Level 2 Kayak instructor Certificate, Wilderness First Aid and Experiential Learning Masterclass. These trainings provide our staff with critical continued development that help keep our standards at a high level. We have also increased staff competency as trainers with Emergency First Responder Trainers Qualification for 4 staff members who can provide First Aid Certification internally as well as to the public.

Remembering Sir David Akers-JonesSir David Akers-Jones was more than the founder of Outward Bound Hong Kong. He was a very active mentor, advocate and friend who retained not only his passion for the impor tance of our work but also his energy for contributing however he could.

As Chief Secretary he recognised that as Hong Kong’s youth benefitted from improved housing conditions, they simultaneously became more urban and disconnected from our outdoor environment which is so impor tant for their holistic development and wellbeing. He therefore set about finding the support and ultimately the piece of land at Tai Mong Tsai which has served as our base for 50 years.

His guidance was always available should it be required and he regularly attended trustee events as well as those of the Alumni Association. In a speech he made in his final years Sir David pointed out that when we were founded Hong Kong’s population was less than half of that today, and by deduction we should be looking to build a second OB school to serve Hong Kong. It is now up to us to take his energy and vision and make it reality for generations to come. Although he will be missed, his legacy will live on in the oppor tunities provided to so many of Hong Kong’s young people who will go on to shape its future.

Executive Committee Report The Executive Committee members of The Outward Bound Trust of Hong Kong Limited (the “Trust”) submit their report together with the audited consolidated financial statements of the Trust and its subsidiary, Outward Bound China Consultancy Services Company Limited (“Subsidiary”) (together, the “Group”), for the year ended 31st December 2019.

Principal ActivitiesThe principal activities of the Group are the provision of education and personal development training for people of all nationalities and in particular people from the Hong Kong Special Administrative Region.

Business Review

Performance Review

2019 presented a number of challenges that impacted upon the Trust’s ability to fulfil its plans during the year. The social situation, which presented challenges across the economy, has had direct impact on the operations of the Trust during the second half of the year, particularly during November, resulting in cancellation of course delivery and deferred income.

Prior to these unprecedented events, the prospects for a successful year and growth in revenue were good. The year also saw the creation and adoption of a 5-year Strategic Plan which outlines the priorities for the Trust. The launch of the 50th Anniversary year of 2021 was scheduled to be launched in Q4 with a major fundraising event. Due to the social uncertainty this, and regular fundraising, was suspended, impacting revenue.

Income of HK$31,227,849 reflects an increase of 2.5% over the previous year.

The future of Outward Bound in mainland China took significant steps forward, with the registration of Outward Bound Hubei and the appointment of relevant senior employees to lead the project. This positive outcome has resulted in the closure of the wholly-owned foreign enterprise that was maintained by the Trust.

Environmental Protection

The Trust maintains its not-for profit par tnership with the Leave No Trace Centre for Outdoor Ethics, incorporating best environmental practice into all courses, policies and staff training.

During the year the Trust entered a partnership which will result in the installation of an array of solar panels in the next financial year, which will further reduce our environmental impact.

The Trust continues to operate a composter to deal with food waste, the product being used at our Tai Mong Tsai facility.

Compliance with Laws and Regulations

The Group is committed to making every effort to comply with all relevant laws and regulations. The Executive Committee Members are not aware of any non-compliance with the relevant laws and regulations which may have a significant impact on the Group.

Principal Risks and Uncertainties

Given the significant uncertainty surrounding the future social situation, any future unrest presents a significant risk to operations. Disruption which impacts revenue, either from operations or fundraising, could negatively influence future outlook. The social restrictions resulting from the global COVID-19 outbreak currently affecting Hong Kong has impacted revenue in the first half of 2020 and these challenges are likely to remain unresolved for the foreseeable future.

Particulars of Important Events

The Trust’s operations have been affected by COVID-19 outbreak starting from the first quarter of 2020, and most of the training courses in the first half of the year have been suspended. The Executive Committee is closely monitoring the impact of the global pandemic and its impact on revenue.

Likely Future Developments

The Trust continues to work with the Hong Kong Jockey Club Charities Trust to review potential for redevelopment and renovation of the Tai Mong Tsai headquarters.

As outlined in the Strategic Plan, further development of our fundraising revenue will become increasingly important in the coming years. The need for this development has been justified by the impact of the social unrest in recent months.

Permitted Indemnity ProvisionsNot for profit organisation liability insurance policy was in place during the year to protect the Executive Committee members of the Trust (whether made by the Trust or otherwise) or an associated company (if made by the Trust) against potential costs and liabilities arising from claims brought against the Executive Committee members.

AuditorThe consolidated financial statements have been audited by PricewaterhouseCoopers who retire and, being eligible, offer themselves for re-appointment.
