RESOLUTION ,

BE IT RESOLVED, by the County Board of Jackson County, State of Illinois that the

Bum of thirty seven thousand seventy two and 94/100 dollars [$37,072.94] for salary

and six hundred twenty five dollars [$625.00] for expenses be appropriated for pay­

ing the salary and expenses of the County Superintendent of Highways from April I,

1983 to March 31, 1984 from funds allotted to Jackson County under the provisions

of the Motor Fuel Tax Law.

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit two

certified copies of the resolution to the Depart~ent of Transportation,· Division of

Highways, Springfield, Illinois, through its District Engineer at Carbondale, IL.

. WHEREAS, the counties of Alexander, Clay, Crawford, Edwards, Effingham, rayette,Franklin Gallatin Hamilton Hardin, Jackson, Jasper, Jefferson. Johnson, La\·/rence,Marion ;'assac. Pe~ry, Pope,'Pu1aski, Richland, Saline, Union, \'Iabash, ~Iayne. i~hite,and Wi;liamson together with the many municipalities contained therein,.h~ve f~r m~nyyears cooperated in local efforts to improve the law enforcement and.cr~m1nal JUS!lCesystems in said counties and r.1unicipalities through the Southern Il11no1s CnmnalJustice Training Program operated by the Greater Egypt Regional Planning and Develop:. ..ment Commission.

WHEREAS, through that association the aforesaid counties and municipalities havedetermined that there is a need to plan, coordinate and deliver training for thenumerous public law enforcement agencies involved in said systems; and

. WHEREAS, by means of the Intergovernmental Law Enforcement Officers In-ServiceTraining Act (P.A. 82-674), the General Assembly and Governor of Illinois havedetermined that local efforts to achieve such planning and coordination for local lawenforcement training should be expanded and strengthened through a program commonlyknown as the "r·lobile Team In-Service Training Unit"; and

WHEREAS, the Illinois Local Governmental Law Enforcement Officers Training Boardhas approved certain resolutions, regulations and guidelines to implement the afore­said training program in Illinois; and

WHEREAS, the County of Jackson has determined that the aforesaid training oro­gram is one which would benefit said county, as well as the various other coucciesand ~unicipalities within the Southern Illinois Criminal Justice Training Region,

NOW, THEREFORE, BE IT RESOLVED THAT, pursuant to Article 7, Section 10 of theIllinois Constitution of 1970 and the provisions of the Intergovernmental CooperationAct, and otherwise:

(1) The County of Jackson hereby authorizes the Greater Egypt Regional Planningand Development COr.1mission to establish and maintain a "Local Training AdvisoryBoard" as defined in the Intergovernr.1ental La~1 Enforcement Officers In-ServiceTraining Act, and agrees to cooperate through the Board so that it may fulfill theduties imposed upon such boards by state law and regulations.

(2) The County of Jackson hereby agrees, with the Greater Eg:.:t Regional Plan­ning and Development Commission and each other participating unit c' governmentwithin said Training Region, to cooperatively promote improvements :~ the law en­forcement training services within said Region, and particularly tncse which tran­scend the departments, agencies or geographical boundaries of any single such unit,all as more fully set out in the bylaws of the Comnission and operating proceduresgoverning the Training Region.

WHEREAS, the southern Illinois area is presently served by less than a full­service forensic laboratory; and

WHEREAS, the State of Illinois, Department of Law Enforcement is presentlyconsidering expansion of its Southe~n Illinois Forensic Services Laboratories to afull-service facility; and 0

WHEREAS, the City of Carbondale and Southern Illinois University-Carbondalehave proposed a location, facility and cooperative programs to the Department oflaw Enforcement; and

WHEREAS, Southern Illinois University-Carbondale is uniquely suited to providecooperative programs to the Training and Applications Laboratory of the Depurtmentof law Enforcement, particularly through its School of Law, advanced degree pro­grams in the sciences, Center for the Study of Crime, Delinquency and Correclion,and School of Medicine; and

WHEREAS, the development·of a full-service laboratory will enhance the state'slaboratory system in general, and the Southern Illinois Law Enforcement agenciesaccess to forensic services specifically, and

•WHEREAS, said laboratory, by being located in Carbondale will best serve the

southern Illinois area because of the SIU-C cooperative programs and access to thesouthern Illinois area; and

WHEREAS, said investment of State of Illinois resources should be in theeconomically distressed area of southern Illinois.

THEREFORE, IToIS RESOLVED BY THE

1. It supports the development by the State of Illinois of fullforensic services in southern Illinois;

2. It supports the City of Carbondale and Southern IllinoisUniversity-Carbondale in its proposal to locate said laboratoryservices in Carbondale, such location maximizing state, localand university resources.

3. It supports further the location of the Illinois Departmentof Law Enforcement Training and Applications Laboratory inconjunction with the full-service laboratory in order tomaximize the resources available through cooperation withSouthern 11.1 i noi sUn; versi ty-Carbonda 1e.

WHEREAS, sufficient funds are not available from the general corporate

fund of Jackson County to provide the county's share of the

Jackson County Cooperative Extension Service education progra~;

and

WHEREAS, Illinois Revised Statutes, Chapter 5, paragraph 248(b) authorizes

a tax levy of not more than ,05 per cent beyond the maximum rate

otherwise provided by law, subject to approval of a majority of

the voters in accordance with the general election law;

THEREFORE, BE IT RESOLVED, that the following question be submitted

to the voters of Jackson County at the November, 1983 general

election in accordance with the general election law in this

State:

WHEREAS. under the terms of the Public Works and Economic Develop­ment Act, and Public Law 92-8 (Emergency Jobs Act), the County ofJackson. Illinois hereby applies for a grant in the amount of $420,000;and

WHEREAS, local funds in the amount of $168.000 are required tomatch said federal grant funds to complete the project.

NOW, THEREFORE BE IT RESOLVED that the Jackson County Board shallappropriate and provide local funds in the amount of $168,000 to matchthe Economic Development Administ\ation grant of $252,000.

The County Highway employee rates shall be the prevailing rate forCounty work don~ with County equipment and labor forces as follows:

Foreman $9.31 per hour

Operators 8.93 per hour

Mechanic 8.93 per hour

Laborer, -truck driver 7.46 per hour

Part time Summer Help 4.75 per hour

The rate shall also be l~ times base rate for all time over 40 hoursper week.

The prevaili.ng wage rate for contract construction shall be the rateas submitted by the Illinois Department of Labor.

WHEREAS, Jackson County is a member of the Greater E9ypt Regional Planning andDevelopment Commission, and;

WHEREAS. Jackson County is a designated Economic Development AdministrationRedevelopment Area County. and;

WHEREAS, The Greater Egypt Regional Planning and Development Commission Regionhas been designated by Jackson County as its Economic Development District, and;

WHEREAS, the Greater Egypt Regional Plannin9 and Development Commission uponreview and consideration of these activities did adopt the "Overall Economic De-

. velopment Pro9ram 1967" and the "Overall Economic Development Program 1976", and;

WHEREAS, the Greater E9ypt Economic Development District revises and updatesthe forementioned "Overall Economic Development Program" annually, and;

. WHEREAS, The Economic Development goals and programs of the Jackson CountyRedevelopment Area are addressed in the Overall Economic Development Program, and;

WHEREAS, these goals and objectives have been included in the revision andupdating of the adopted "Overall Economic Development Program".

NOW, THEREFORE IT IS RESOLVED, that Jackson County, upon review and considera­tion of this program, does hereby adopt the "Overall Economic Development ProgramAnnual Update 1983".

as to whether unpaid delinquent property taxes or

can be paid;
