RESOLUTION 2016-01 WHEREAS, Dean DePiero was an elected member of the Ohio Democratic Party Central and Executive Committees representing the 23rd State Central Committee District; and WHEREAS, after nearly ten years of service to the Ohio Democratic Party as a member of the Central and Executive Committees, Mr. DePiero moved out of the 23 rd State Central Committee District and resigned his position on the Central Committee; and WHEREAS, Mayor Tim DeGeeter of Parma, an appointed member of the Executive Committee, resides within the 23 rd State Central Committee District; and WHEREAS, Article III, Section IV of the Ohio Democratic Party Constitution calls for the Executive Committee to ratify the replacement of a member who resigns; NOW THEREFORE BE IT RESOLVED that Tim DeGeeter, the Mayor of Parma, be appointed to the State Central and State Executive Committees representing the 23 rd State Central Committee District, and Dean DePiero become an at-large appointed member of the Executive Committee. RESOLUTION 2016-01

WHEREAS, Dean DePiero was an elected member of the Ohio

Democratic Party Central and Executive Committees representing the 23rd State Central Committee District; and

WHEREAS, after nearly ten years of service to the Ohio Democratic

Party as a member of the Central and Executive Committees, Mr. DePiero moved out of the 23rd State Central Committee District and resigned his position on the Central Committee; and

WHEREAS, Mayor Tim DeGeeter of Parma, an appointed member of the

Executive Committee, resides within the 23rd State Central Committee District; and

WHEREAS, Article III, Section IV of the Ohio Democratic Party

Constitution calls for the Executive Committee to ratify the replacement of a member who resigns;

NOW THEREFORE BE IT RESOLVED that Tim DeGeeter, the Mayor of

Parma, be appointed to the State Central and State Executive Committees representing the 23rd State Central Committee District, and Dean DePiero become an at-large appointed member of the Executive Committee. RESOLUTION 2016-02

WHEREAS, Article III, Section 6 (3) of the Ohio Democratic Party

Constitution calls for the Executive Committee to have five (5) members who represent various statewide Democratic organizations; and,

WHEREAS, the Ohio Young Democrats (OYD) and College Democrats

of Ohio (CDO) have elected new Presidents since the last meeting of this Executive Committee; and

WHEREAS, the new President of OYD, Jen House, a resident of

Columbus, and the new President of CDO, Michael Lakomy, a student at The Ohio State University, are both being recommended to represent their organizations on the State Executive Committee;

NOW THEREFORE BE IT RESOLVED that Jen House and Michael

WHEREAS, Article III, Section 6 (1) of the Ohio Democratic Party

Constitution and Chapter 2 of the By-Laws call for the Chairpersons of the Executive Committees of the twelve most populous counties to be ex-officio members of the State Executive Committee; and

WHEREAS, newly elected Chairs of the Franklin and Summit County

Democratic Executive Committees have taken office and assumed their duties; and

WHEREAS, the Franklin County Democratic Party has duly elected

Michael Sexton as its Executive Committee Chairman and the Summit County Democratic Party has duly elected Jeff Fusco as its Executive Committee Chairman;

NOW THEREFORE BE IT RESOLVED that Michael Sexton and Jeff

WHEREAS, Democrats have recruited a slate of candidates for the

purposes of taking back a majority in the Ohio House of Representatives in 2016; and

WHEREAS, the members of the House Democratic Caucus, under the

leadership of Rep. Fred Strahorn, have requested the formal endorsement of the Executive Committee of successful candidates from the March primary in addition to the incumbent House Members endorsed at a prior Executive Committee Meeting;

NOW THEREFORE BE IT RESOLVED that the Ohio Democratic Party

WHEREAS, Chapter 9 of the Ohio Democratic Party By-Laws calls for

the State Executive Committee to be called for a meeting to consider endorsements for statewide candidates; and

WHEREAS, this November, two Associate Justices of the Ohio Supreme

Court are on the ballot; and

WHEREAS, two highly experienced jurists chose to run for these

positions in the Democratic Primary; and

WHEREAS, each of the aforementioned offices was uncontested in the

March Primary election;

RESOLUTION 2016-08

WHEREAS, Chapter 10, Section 2 of the By-Laws of the Ohio

Democratic Party allows the Ohio Democratic Party to raise an assessment from county organizations; and

WHEREAS, in 2016, ODP is proposing these assessments based on the

proposal made and agreed to by the Ohio Democratic County Chairs Association; and

WHEREAS, the 2016 assessments are based on the percentage of each

county’s vote total related to the total amount of votes received by President Obama in 2012 based on a goal of raising $150,000 in aggregate, and are the same as they were in 2014 and 2015; and

WHEREAS, a minimum of $500 and a maximum of $17,500 were put in

place to provide more ownership and equity by each individual county party; and

WHEREAS, the Ohio Democratic Party provides many services to the

county parties, including access at a discounted rate to its online Voter File, which contains the most accurate and up-to-date information on registered voters as well as sophisticated targeting analysis; and

WHEREAS, the assessments will be broken down as shown in the

subsequent chart which is attached to this resolution;

NOW THEREFORE BE IT RESOLVED that the Ohio Democratic Party

RESOLUTION 2016-09 RESOLUTION IN SUPPORT OF E-SCHOOL ACCOUNTABILITY AND REFORM

WHEREAS, the State of Ohio is just beginning to appreciate the magnitude of

the problems stemming from the rapid expansion and funding of e-schools across the state; and WHEREAS, The Columbus Dispatch revealed that Provost Academy,

Lakewood Digital Academy, and Akron Digital Academy exaggerated their enrollment numbers, resulting in hundreds of thousands of dollars being over-billed to taxpayers; and

WHEREAS, in the case of Provost Academy, the school reported an enrollment

of 162 students, but in reality only 35 students were attending full-time; and WHEREAS, e-schools receive about $275 million from Ohio taxpayers each

year and that money has been taken from traditional public schools and given to e-school for-profit management companies who also happen to be top campaign donors to Ohio Republicans; and

WHEREAS, the inaccurate attendance figures at the schools suggest that

potentially tens of millions of dollars have been paid to e-schools for thousands of “ghost” students who never actually attended or took courses; and WHEREAS, traditional public schools are subject to strict attendance

standards where teachers are required to take attendance every day and report when a student is absent, and e-schools should be subjected to the same attendance standards to ensure the academic success of Ohio children and that Ohio taxpayer dollars are not being wasted; and WHEREAS, Senate Bill 298, introduced by Democratic Leader Joe Schiavoni of

Boardman, would provide the much needed accountability, transparency, and uniform standards that are currently lacking to provide oversight of Ohio’s e-schools; and WHEREAS, Senate Bill 298 would strengthen attendance reporting by

requiring e-schools to keep an accurate record of the number of hours each individual student actively participates in coursework each day and require the information be reported to the Ohio Department of Education (ODE)on a monthly basis and be available on the ODE website; and WHEREAS, Senate Bill 298 would increase transparency and accountability by

1) requiring e-school sponsors to report to ODE when a school fails to comply with online learning standards 2) requiring e-school governing board meetings to be live-streamed over the internet, and 3) specifying that if a student is

enrolled in an e-school for more than 90 days and then transfers back to a traditional school before spring assessments, the test results must be reflected on the report card for the e-school and not the public school; and WHEREAS, major Ohio newspaper editorial boards including The Columbus Dispatch, Akron Beacon Journal, Youngstown Vindicator and Plain Dealer columnist Brent Larkin have endorsed Senate Bill 298 because they understand the importance of accountability and transparency to protect the education of Ohio students; and WHEREAS, a recent poll revealed that 66 percent of Ohioans are deeply

concerned about how Ohio’s for-profit charter schools are being run and support legislation creating more accountability for public charter schools; NOW THEREFORE BE IT RESOLVED, the Ohio Democratic Party endorses

Senate Bill 298 as it is calls for more accountability and transparency, requires Ohio e-schools to fully account for their attendance and the tax dollars they receive at the expense of Ohioans, and is a common sense step to ensure accountability for for-profit e-schools in Ohio. RESOLUTION 2016-10 RESOLUTION IN SUPPORT OF PAID FAMILY LEAVE

WHEREAS, the United States remains the only advanced country in the world

to have no guaranteed form of legally protected, paid time off for new parents or family members caring for sick loved ones; and WHEREAS, the ability to continue working and the need for spouses to share

in parenting duties should not be undercut by policies based on a dated model of one/male breadwinner per family; and WHEREAS, in Ohio, women make up 48 percent of the workforce; and

WHEREAS, a 2015 report by Innovation Ohio showed that access to paid leave

policies can help reduce gender and economic disparities, increase worker productivity, strengthen regional economies and improve critical health outcomes such as reducing infant mortality rates, and also showed that access to paid leave has decreased deaths in the first month of life by 2.6 percent and in the first year of life of life by 4.1 percent; and WHEREAS, there is overwhelming support for paid family leave policies in the

country, including 79 percent of Ohioans who support a state law requiring paid family leave for a family medical emergency or the birth or adoption of a new baby; and WHEREAS, Mayors Nan Whaley of Dayton and John Cranley of Cincinnati, and

their respective City Councils, have recognized that paid parental leave policies are good for parents, families, employers and local communities, and have passed comprehensive paid family leave policies for city employees; and

WHEREAS, Columbus City Councilmember and Executive Committee Member

Elizabeth Brown has been a statewide champion to ensure Paid Family Leave policies are adopted across Ohio; and WHEREAS, State Representatives Christie Bryant Kuhns and Janine Boyd have

introduced progressive legislation, House Bill 511, that would establish a paid family leave insurance program allowing up to 12 weeks of paid family or medical leave; and WHEREAS, House Bill 511 would let Ohio workers with qualifying life events

continue earning a portion of their salary when taking leave from work for a serious health condition, caring for a family member with a serious health condition or upon the birth or adoption of a new child; and WHEREAS, if enacted, Ohio would be the sixth state to adopt statewide paid

leave policies that would not only ensure that parents could bond and care for

their newborn without giving up a paycheck or job, but would also allow working Ohioans to address their own or a family member’s serious health conditions; NOW THEREFORE BE IT RESOLVED, the Ohio Democratic Party believes that

working families in Ohio should not have to choose between earning a paycheck and caring for their families, and the Party supports workplace reforms that serve both economic justice and empowerment while fostering a workplace environment more conducive to family life; and

NOW THEREFORE BE IT RESOLVED, the Ohio Democratic Party supports

RESOLUTION 2016-11 RESOLUTION SUPPORTING EQUAL PAY FOR EQUAL WORK

WHEREAS, more than 50 years after the passage of the Equal Pay Act,

women, especially minority women, continue to suffer the consequences of unequal pay; and

WHEREAS, according to the National Women’s Law Center, women

working full time, year round in Ohio typically earn 78 cents on the dollar compared to men, and for women of color the wage gap is even worse, with African-American women earning just 66 cents on the dollar and Latina women earning 60 cents on the dollar; and

WHEREAS, the wage gap exists regardless of industry or education

level; and

WHEREAS, according to a report by the American Association of

University Women (AAUW), the gender pay gap is evident one year after college graduation, even after controlling for factors known to affect earnings, such as occupation, hours worked, and college majors, and 53 percent of women compared with 39 percent of men are paying more than what they could reasonably afford toward student loan debt; and

WHEREAS, on average, Ohio women who are employed full time lose a

combined total of more than $17 billion every year due to the wage gap; and

WHEREAS, women are 32 percent more likely than men to live in

poverty; and

WHEREAS, with women serving as the sole, primary or co-

breadwinners in over two-thirds of Ohio families, and with more than 604,000 family households in Ohio headed by women, this pay gap between men and women workers has a real impact on women’s lives and their ability to provide for their families; and

WHEREAS, benefits of closing the wage gap include greater economic

security, lower poverty rates and increased consumer spending on goods and services that will help drive Ohio’s economy; and

WHEREAS, more than two-thirds of U.S. voters support policies that

would address gender discrimination, including paying women the same wage as men for the same work; and

WHEREAS, Democratic officials are fighting for pay equity at all levels,

while Republicans such as Senator Rob Portman have failed to stand up for Ohio women and their families by voting against equal pay legislation repeatedly; and

WHEREAS, State Representatives Kathleen Clyde and Stephanie Howse

have introduced House Bill 330 to close the wage gap for Ohio women and their families in the Ohio House; and

WHEREAS, House Bill 330 would require state and local governments

to evaluate employee pay for comparable work across job categories and eliminate pay disparities associated with "women's work”; and

WHEREAS, House Bill 330 would also require businesses that receive

state contracts or state economic incentive funds to be certified with an Equal Pay Certificate indicating that women employees at the company have access to the same opportunities and pay as their male counterparts as well as information from the company about how their salaries compare with male employees; and

WHEREAS, House Bill 330 would also prohibit retaliation against

employees in any employment actions – such as hiring, firing, and promotion decisions – for sharing salary information amongst themselves;

NOW THEREFORE BE IT RESOLVED, the Ohio Democratic Party

RESOLUTION HONORING ROGER SIERER FOR A LIFETIME OF

SERVICE

WHEREAS, Roger Sierer was born on November 7, 1943 in Defiance

County, Ohio; and

WHEREAS, Mr. Sierer was a 1961 graduate of Paulding High School,

attended Architecture School in Chicago, IL and was a member of

Paulding United Methodist Church; and

WHEREAS, Mr. Sierer was owner of Sierer Construction from 1975-1990;

plant manager of Advance Building Systems (Wausau Homes) from

1990-1995; employed by Hartzog Lumber Company from 1995-2006;

and bus driver for Paulding Exempted Village Schools; and

WHEREAS, Mr. Sierer coached high school basketball, baseball, little

league, softball and founded the Paulding High School Athletic Hall of

Fame and Chairman of the Selection Committee; and

WHEREAS, Mr. Sierer was a charter member of the John Paulding

Historical Society and Museum where he served on Board of Directors

from 2008 until present; and

WHEREAS, Mr. Sierer served as a Paulding Village Councilman for

sixteen years and served on the Paulding County Election Board; and

WHEREAS, Mr. Sierer was the Chairman of the Paulding County

Democratic Party, serving as a tireless advocate for his county, his

county party, the Ohio Democratic Party and the entire Buckeye State;

and

WHEREAS, Mr. Sierer fought a courageous battle against cancer and

was a six-year survivor; and

WHEREAS, Mr. Sierer died on Wednesday, May 11, 2016 in Paulding,

Ohio;

NOW THEREFORE BE IT RESOLVED that the Ohio Democratic Party

Party extends its deepest sympathies and condolences to the Sierer

family and to all of those whose lives he touched in his 72 years on this

earth.

Constitution grants authority to the Chair to recommend appointments to the State Executive Committee for membership on the Democratic National Committee (DNC); and

WHEREAS, DNC rules require Ohio to name new DNC members every

four years; and

WHEREAS, the DNC has determined that Ohio has been allotted nine

members of the DNC for the 2016-2020 term, the Chair and Vice-Chair of the Party plus seven additional members; and

WHEREAS, the Ohio delegation to the DNC currently consists of four

male and five female members, and DNC rules mandate that the new delegation must now consist of five male and four female members; and

WHEREAS, the Chairman is nominating the following individuals as his
