Relative to recognizing and congratulating Mrs. Barbara S.N. Benavente on being the "2014 Public Citizen" Awardee of the National Association of Social Workers, Guam Chapter; and to further extending Un Ddngkolo Na Si Yu'os Ma'ase' to her for her service to our island's most vulnerable individuals and the people of Guam.

2 MINA 'TRENTAI DOS NA LIHESLATURAN GUAHAN:
3 WHEREAS, Mrs. Barbara (Bobbie) S.N. Benavente started her career in public
4 service in 1979, working as an Administrative Aide in the Community Affairs Office
5 of the Governor, where she provided assistance and coordination of community
6 outreach and educational efforts during the 1970' s heroin crisis on Guam; and

1 WHEREAS, for over three decades, Bobbie has been instrumental in spreading
2 the social service message of "prevention works"; and
3 WHEREAS, Bobbie now serves as the Supervisor of the Prevention and
4 Training Branch of the Guam Behavioral Health and Wellness Center, a branch which
5 has been recognized for its exemplary work, especially with Guam's youth, through
6 the establishment of the Youth for Youth Leadership Development Program; and
7 WHEREAS, through this program, Bobbie has helped to elevate the voices of
8 the youth to generate leaders within the community; and
9 WHEREAS, Bobbie also serves as the Principal Investigator for five
10 simultaneously occurring grants in various prevention initiatives: the Guam Tobacco
11 Enforcement FDA Grant; the Guam State Youth Suicide Prevention Grant, entitled,
12 "Focus on Life"~ the Guam PEACE Strategic Prevention Framework State Incentive
13 Grant; the Guam State Prevention Enhancement Grant; and the Guam PEACE
14 Partnerships for Success Grant; and
15 WHEREAS, Bobbie is consistent in showcasing great leadership as a grant
16 team leader and writer who has ushered in millions of dollars for our community to
17 educate on prevention, and address critical issues raised by these initiatives; and
18 WHEREAS, Bobbie has served as a member of the Substance Abuse and
19 Mental Health Service Administration's (SAMHSA) Committee for Women's
20 Services~ she is a current member and Vice-President of the Pacific Substance and
21 Mental Health Collaborating Council; she is in the Advisory Committee and a Board
22 Member of the Asian Pacific Partners for Empowerment Advocacy and Leadership;
23 and she is an Executive Board member of the National Asian Pacific American
24 Families Against Substance Abuse; and
25 WHEREAS, Bobbie was instrumental in the establishment of the regional
26 Pacific Behavioral Health Collaborating Council (PBHCC), leading in the efforts of

1 workforce development, training and certification of prevention and substance abuse
2 counselors on Guam, and in other Pacific islands; and
3 WHEREAS, Bobbie is locally, regionally and nationally recognized and valued
4 as a credible and phenomenal ''Pacific Island Woman and Leader" with a reputation of
5 being a fierce advocate of "doing work for the right reasons"; and
6 WHEREAS, Bobbie further pursued her educational goals m attaining a
7 Bachelor of Science Degree in Public Administration from the University of Guam in
8 1997; and a Masters Degree in Public Administration in 1999; and
9 WHEREAS, in 2008, Bobbie received a certification as a Prevention Specialist
10 from the Pacific Substance Abuse and Mental Health Certification Board; and
11 WHEREAS, Bobbie is described as an excellent manager, and a wonderful
12 person who treats her staff like her own family; and
13 WHEREAS, Bobbie approaches her work with a "family first'' philosophy,
14 creating an "'unselfish and more than fair" attitude with her staff; and
15 WHEREAS, Bobbie is also described as being a feisty, candid, bold,
16 courageous, and genuine person in her personal and professional interactions; and
17 WHEREAS, Bobbie's leadership has led the community to "take a stand''
18 against the destructive behaviors evident on Guam, and to speak out instead for family
19 and community pride and wellness; now therefore, be it
20 RESOLVED, that the Committee on Rules of I Mina'Trentai Dos Na
21 Liheslaturan Guahan does hereby, on behalf of I Liheslaturan Guahan and the people
22 of Guam, recognize and congratulate Mrs. Barbara (Bobbie) S.N. Benavente on being
23 the "2014 Public Citizen" A wardee of the National Association of Social Workers,

WHEREAS, Mrs. Barbara (Bobbie) S.N. Benavente started her career in public 3
service in 1979, working as an Administrative Aide in the Community Affairs Office 4
of the Governor, where she provided assistance and coordination of community 5
outreach and educational efforts during the 1970’s heroin crisis on Guam; and 6
WHEREAS, for over three decades, Bobbie has been instrumental in spreading 7
the social service message of “prevention works”; and 8
WHEREAS, Bobbie now serves as the Supervisor of the Prevention and 9
Training Branch of the Guam Behavioral Health and Wellness Center, a branch which 10
has been recognized for its exemplary work, especially with Guam’s youth, through 11
the establishment of the Youth for Youth Leadership Development Program; and 12
WHEREAS, through this program, Bobbie has helped to elevate the voices of 13
the youth to generate leaders within the community; and 14
WHEREAS, Bobbie also serves as the Principal Investigator for five 15
simultaneously occurring grants in various prevention initiatives: the Guam Tobacco 16

Enforcement FDA Grant; the Guam State Youth Suicide Prevention Grant, entitled, 1
“Focus on Life”; the Guam PEACE Strategic Prevention Framework State Incentive 2
Grant; the Guam State Prevention Enhancement Grant; and the Guam PEACE 3

WHEREAS, Bobbie is consistent in showcasing great leadership as a grant 5
team leader and writer who has ushered in millions of dollars for our community to 6
educate on prevention, and address critical issues raised by these initiatives; and 7
WHEREAS, Bobbie has served as a member of the Substance Abuse and 8
Mental Health Service Administration’s (SAMHSA) Committee for Women’s 9
Services; she is a current member and Vice-President of the Pacific Substance and 10
Mental Health Collaborating Council; she is in the Advisory Committee and a Board 11
Member of the Asian Pacific Partners for Empowerment Advocacy and Leadership; 12
and she is an Executive Board member of the National Asian Pacific American 13
Families Against Substance Abuse; and 14

Pacific Behavioral Health Collaborating Council (PBHCC), leading in the efforts of 16
workforce development, training and certification of prevention and substance abuse 17
counselors on Guam, and in other Pacific islands; and 18
WHEREAS, Bobbie is locally, regionally and nationally recognized and valued 19
as a credible and phenomenal “Pacific Island Woman and Leader” with a reputation of 20
being a fierce advocate of “doing work for the right reasons”; and 21
WHEREAS, Bobbie further pursued her educational goals in attaining a 22
Bachelor of Science Degree in Public Administration from the University of Guam in 23
1997; and a Masters Degree in Public Administration in 1999; and 24
WHEREAS, in 2008, Bobbie received a certification as a Prevention Specialist 25
from the Pacific Substance Abuse and Mental Health Certification Board; and 26
