Allegany County SWCD July 2019 Resource Management Committee Report

We have been awarded 3 grants for the Erosion and Sediment Control in the Genesee River and

Finger Lakes Watershed Grant. Total grant funding received was $30,000 with the 3 farms

contributing an additional $21,000. The grants will involve the stabilization of 420’ of eroding

streambank along cropland and the construction of 2,000’ of diversion ditches to reduce soil

erosion.

We have been awarded 2 grants from the Great Lakes Sediment and Nutrient Reduction

Program:

o We have been awarded an $119,638.00 grant to perform permanent streambank

stabilization work on Van Campen Creek adjacent to the Accord Building. $89,729 will

come from federal funding and the remaining $29,909 will come from State funding.

We are looking to do this work in 2020.

o The Genesee River Coalition of Soil and Water Conservation Districts was awarded

$200,000 in grant funding for Allegany, Genesee and Monroe Counties. Allegany

County will receive $65,000 for streambank stabilization projects. A match of $22,000

will be required.

We will be submitting salt storage barn grants for the Towns of Belfast and Independence

through the Consolidated Funding Grant RFP.

We are also completing 6 Round 25 Ag Non-Point Source grant applications for farms in 5

different watersheds in the County.

Have been working on implementing numerous agriculture projects throughout the county as

well as providing technical assistance to landowners.

Youth Bureau Report June 16, 2019 – July 15, 2019

Youth – On 6/18 I participated in a conference call with Julie Tomasi regarding the potential of Safe Harbour Funding. The State is trying to encourage the remaining counties that do not have programs going to get them started by offering additional financial incentives. Julie and I both have concerns about the long term sustainability of the program as well as the State’s plan for implementation which funnels the money through the Youth Bureau. In our organizational structure, it would make more sense for the funds to go directly to DSS. Youth – On 6/20 I attended the Youth Court Board meeting. Youth – On 6/21 I attended the 21st Century Community Learning Center meeting at Andover Central School. This committee meets to evaluate the after school and community programs offered through the school under the 21st Century grant. Youth – On 6/24 I attended they Genesee Valley Central School end of year wellness fair organized by their Parent Teacher Organization. I was there with bike safety information and other items. Youth – On 7/1 I attended the meeting for the Family Matters group of Partners for Prevention in Allegany County (PPAC). We discussed upcoming events at the Main Street Festival in Wellsville during the Balloon Rally and the movie night in August. Youth – On 7/10 I met with Cornell Cooperative about collaborating with the, on their Job and Life Skills Boot camp program. I will be helping administer parts of the program coming up in August. Youth – I also completed the visits to the schools for the Bike Safety program that is funded through the Governor’s Traffic Safety Committee grant with our STOP-DWI program. Livestock, Ag Economic Development and Natural Resources:

• Small Ruminant Parasite workshop – June 15th 15 attended.

• Farm Women Learning Circle – planning/prep for July 24th on tax considerations landowners need to think about.

• Developing online Poultry Processing training.

• Planning/promotion for Vegetable Growers Meetings – 2nd Wednesday of month (July 10) grading and packing produce.

• GAPs training – follow up with 2 farms developing farm food safety plans

• Working with 1 new beginning farmers (vegetable); continuing assistance for 2 from prior months.

4-H and Youth Development:

Busy, busy, busy days in the Allegany County 4-H program! • We had a successful tagging day at the beginning of June, complete with a biosecurity

workshop. • Fair prep is in full force and we are all looking forward to the fun time ahead of us. The

Allegany County Fair officially opens on Monday July 15th however, for the 4-H program it has already begun!

• Our first competition will take place on Wednesday evening, the 4-H Market Poultry show will be held at the fairgrounds. This is completed in advance of the fair for a variety of reasons, one being that it allows purchasers to leave the 4-H Market Auction (held Wednesday night) with a freshly processed bird in a cooler.

• This Saturday things really kick off! o We begin the morning with a day of Youth Building Judging. Members bring a wide

variety of items to be evaluated by our fabulous volunteer judges. o These items include everything from baked good and pet treats (available for purchase

that day) to woodwork and photography. o We have extremely talented you in our county and this is a wonderful showcase of

some of their talents! • In the afternoon on Saturday, the 4-H Dog Show takes place, one reason this event takes place

prior to the official opening of the fair is to avoid the noise from the midway rides. • Sunday the animals will move in and final preparations will be completed! • Additionally, the Allegany 4-H Program has held several clinics and workshops this past

month. o We have explored a wide variety of topic such as, Bidders & Buyers for Market

Projects, Sausage Making, Dairy Cows and Horses. • Dairy judging clinics have been held at Pat Ploetz farm and at the Lyman Family Farm. The

kids have learned about confirmation and locomotion and they are very excited to participate

in the dairy judging competition at the Allegany County fair and at the Cattaraugus County Fair as well this year.

• The group will also be going to Wyoming, Erie and Catt County fair on the day of their dairy show to pass out good luck cards and goodie bags that the kids are making for fellow dairy kids in these counties.

• Together, we will watch their dairy shows and the kids are going to judge each class and compare their answers to the judges as the class placings are announced. We have a very enthusiastic group of dairy kids with very supportive parents and volunteers and we are looking forward to being much more active and learning throughout the entire year!

Administration:

• Southern Tier Ag Team positions advertised and interviews in process • Hired thus far:

o Katelyn Walley-Stoll, Farm Business Management Specialist (located in Chautauqua Cty)

o Justin Putman – Field Crop Specialist (located in Cattaraugus Cty) Job and Life Skills Boot Camp: • June was primarily focused on future plans for the boot camp. I was able to attend general

meetings with the fire chiefs of Allegany County and Allegany Library Directors to promote the boot camp and build interest so that they could bring the information back to their individual sites, host us, and/or recruit volunteers in their individual towns. However, no new members were recruited as of yet. I will follow up with individual chiefs and librarians

• Met and worked with Allegany Employment and Training to do summer outreach to 18 (maybe more) youth that qualify for TANF across the county. The plan is to administer the boot camp in August in three sites across the county – in Cuba, Canaseraga, and Wellsville. Ideally libraries will host. Reached out and am waiting on response.

• Met with Wellsville Rotary Club to promote boot camp and get engaged with the schools to promote volunteerism among youth. They are excited to partner with CCE.

• Met with Allegany Office for the Aging director to garner interest on helping to recruit elder volunteers. Madeleine Gasdik is excited for the opportunity for the service members. Likewise, she would like to help with the mock interview portion. Followed up with Anita Mattison to meet with the elders to promote the boot camp and recruit volunteers.

• Laura Hunsberger, the executive director, and I discussed collaborating with Allegany County Youth Bureau to share future management of the boot camp. Brian Perkins is interested in helping and participating in the Canaserega portion to get a feel for the program.

• Still working on a list of organizations and individuals from which to recruit volunteers to be used a resource for the next volunteer coordinator.

Farm-to-School:

Grants: • Awarded: $1,000 from the White-Reinhardt Foundation for Andover CSD school garden • Planning: A greenworks planning grant in collaboration with the Allegany County Land Bank,

Allegany ARC, and the Allegany County Office of Planning for local composting sites. Working with Teachers:

• Helped Jennifer Lex, elementary teacher at Cuba Rushford, construct raised beds at the elementary school campus.

• Conducted a Cuba Community Composting Meeting with Cuba-Rushford teacher, Carly Santangelo, and Cuba restaurant owners to discuss a composting collaborative in their village.

This meeting was held on June 12 from 12-2pm at the Cuba Cultural Center. Most notable in attendance: Marlene Doyle from the Inn at 28 and Greyhound, the owner of the Giant, produce manager of the Giant, and Suzanne Krull from the Cuba Cultural Center.

• Conducted end of school year wrap up meetings with 7 teachers from Allegany County. They identified their past year’s successes and challenges, as well as their future goals and ways that CCE Allegany can help them in the future.

• Connected a distributor of Tower Garden hydroponic growing towers with Lisa Shay from East Wind Nursery. They will work together to procure 5 Tower Gardens and LED lights for five districts in Allegany county.

• Used Ag in the Classroom funding to help Jaime McLaughlin (Wellsville CSD) start a collaborative hydroponic program with the Science Club and her special education students. Students in the Science Club will design, construct, and maintain two different hydroponic systems. Start in September 2019.

CONFERENCES (giving) Planning a presentation for the 2019 Erie1 BOCES summer teacher conference. This will be held at Cuba Rushford CSD from August 6-8, and will have a focus on agriculture. Description of sessions:

Dig Art! Cultivating Creativity in the Garden - Attention creative teachers! Dig Art: Cultivating Creativity in the Garden is a new project toolkit for educators working with youth that integrates gardening with the arts. Do the Rot Thing: A Teacher’s Guide to Compost Activities - Whether your school district already composts, is interested in composting, or just wants to educate students on the subject, composting is an excellent way to teach students about the life cycle: life, death, decay, and re-birth. Garden based STEAM successes in Allegany County - From composting, to courtyard chickens, hydroponics and so much more, listen to a panel of experienced teachers describe their school garden programs, what it took to build them, and give best practices to any school looking to start gardens of their own.

Cafeteria Manager’s perspective on Farm to School & Agricultural Education - Nutrition and cognitive development are closely related, and these cafeteria managers are diving head-first into purchasing better ingredients from NY state farms. Learn how several Allegany County cafeterias are being treated as an extension of the classroom, hear what new local products are being served in your schools, and find out about the future of farm to school menus in this region.

• Planning a Farm to School Summer Training Session that will be hosted by Farm to School Coordinators of CCE Allegany, Niagara and Erie Counties at Cornell Cooperative Extension of Erie County in East Aurora. This is scheduled for August 20, 2019 from 9-3:30pm. The target audience includes Public School Food Service Directors in Western New York. This workshop will focus on addressing challenges, knowledge barriers, and opportunities unique to Farm to School programming in Western NY (WNY). Topics include: Introductions and overview of NYS 30% Initiative, Procurement Review, Vendor Review, the USDA Pilot Project, Planning to hit 30%/Roadmap, Tracking NYS Purchases, NYS 30% Initiative – applying, how you’ll get reimbursed, what folks are doing with their reimbursement, Marketing Your F2S Program – including the admin part, and Applying for the NYS F2S Grant. This training has received 5CEU credits from the NY School Nutrition Association that will help cafeteria managers with their necessary professional development hours.

Farmers and Producers: • Contacted large distributors to help them start sourcing local eggs. These distributors already

deliver to regional schools. Connected American Fruit and Vegetable and Latina Produce with Whitesville Poultry and Kreher Eggs in Wolcott, NY.

• Contacted 12 producers to have them fill out the required Product Formulation Sheet documentation for the New York State Department of Education.

REGIONAL OUTREACH • Allegany County Sheriff’s Department updates: Contractors for installing electricity and

pouring a concrete pad for the outdoor freezer at the Jail have been chosen. The outdoor freezer has also been quoted and finalized. New York State Dept. of Ag and Markets have approved the changes to the original budget that were requested by Wellsville CSD. A new flash freezer, available through grant funding, was quoted and chosen by the Allegany County Jail. To be ordered and delivered in July. No vegetables have been processed as of June 2019.

• Toured Hyland Landfill to assess their capacity and willingness for Casella to create a community composting facility and other intersections between CCE Farm to School and Casella.

• Compiling a Year One publication for the Allegany County Farm to School program. Will distribute and publish online when completed.

SUCCESS STORIES • Three Allegany County school districts and one Cattaraugus County district were above 30%

NYS purchases and qualified for additional reimbursement for this school year. • Actual data for the amount of local food purchased by schools in SY 2018-19 will be available

in the End of Year Report when it is released. CAFETERIA MANAGERS

• Met with five cafeteria managers to discuss their previous year in farm to school and to plan for next year’s additional Farm to School practices.

• Created posters for Scio’s first NY Monday, highlighting entirely local food, on June 17th. • Planned meeting with Nora Burdick from Immaculate School of Conception for them to start

their Farm to School program.

STORY (Science & Technology Opportunities for Rural Youth) Program:

• Parents and children participated in a guided tour of the Mt. Morris Dam and then spent many hours learning all they could in the self-guided museum. They learned about the purpose of the dam, how the dam works and various policies they have in place in the event of an emergency. They also learned about how floods have affected many nearby communities through the years. The kids brought their cameras and took many pictures that they will enter in the youth building at the fair this year as a story book.

• The Bio Security group spent many hours at the Allegany County SPCA learning about various

bio-security practices they have in place and why. The kids learned about various diseases and conditions animals come to them with and how they handle/treat them. After the guided tour of the entire facility, the kids were able to play with various dogs. As a group, we will be going back at least twice a month to volunteer prior to the facility opening to the public and the kids will be able to observe many different surgeries and vet care practices during this time.

PROJECT CLOVER AID:

• The kids have raised just over $4,000.00 for farm families that have been affected by the flooding in Nebraska!

• We will be going to Albert City, Iowa on Wednesday, July 24th to participate in a community wide fundraiser for Project Clover Aid and then going to Nebraska on Thursday. We will stay through Saturday.

• While there, we will be helping various farmers with rebuilding/repairs from the flooding. The kids have such huge hearts and the community has been beyond supportive.

• Morgan Holcomb, an 11 year old 4-H’er will be donating a portion of her proceeds from the sale of her market hog at this year’s market auction to Project Clover Aid. Please consider coming to support Morgan and the other 4-H’ers that have dedicated so much time to their projects and that have also learned so much through their projects as well. They are each a critical part of the future of agriculture.

Conservation District; Natural Resource Conservation Service; Farm Service Agency; & Farm Bureau will begin at 5:30 pm with a Taste of Local Farms, Cash Bar and Agricultural Business Exhibits. A great opportunity to browse while engaging with members of the farming community.

You will experience a gourmet dinner showcasing locally grown and raised products exquisitely

prepared by ACES Catering. Followed by our keynote speaker, Tony Shelton, PhD. International Professor of Entomology, Cornell University. The development of the first genetically engineered (GE) product in 1978 (insulin) relied on fundamental discoveries in basic biology. GE techniques are now commonly used to develop products for medicines, fuels, agriculture and other areas affecting our daily lives. This talk will provide an overview of genetic engineering and how it is being used in agriculture.

Professor Anthony (Tony) Shelton is an International Professor of Entomology and Associate Director of International Programs for Cornell’s College of Agriculture and Life Sciences (CALS). His research program is responsible for developing sound integrated pest management (IPM) strategies for vegetables with spin-offs for other crops. Components of his program stress insect population ecology, biological control, plant resistance, agricultural biotechnology and risk assessment, insecticide resistance, insect movement, trap cropping,

and plant productivity and marketability as a function of insect infestations. Tony is also Director of the USAID-funded project on using insect-resistant Bt eggplant in Bangladesh and the Philippines. More than 27,000 farmers are growing Bt eggplant in Bangladesh and it is dramatically reducing insecticide use while increasing farm income and improving the environment.

Among the awards he has received are the Entomology Society of America’s (ESA) National Award for IPM (1995), the NYS Award for Excellent in IPM (2007), the ESA National Recognition Award for Research (2005), Cornell (CALS) Award for Applied Research (2007), the ESA L.O. Howard Award (2011) and the ESA National IPM Team Award (2013). In 2010 he was elected an ESA Fellow. His program has a strong commitment to outreach education for the agricultural community and the general public.
