    2.0 Key Findings

    The following is a summary of findings based on the review of procurement practices,grant awards and contracting, data access and related agreements and intellectual

    property in the Research and Evidence Development section of the PharmaceuticalServices Division, Ministry of Health as outlined in the approach section.

     Appendix 3 and 4 provide a glossary of terms and acronyms related to this review.

    2.1 Contract Management and Grants

    The following Issues have been identified regarding the arranging, awarding andsubcontracting of contracts in the PSD Research and Evidence Development and DrugUse Optimization Branches (there is no evidence that the issues identified go beyondthis branch of PSD:
