DISCIPLINE DATA

The District adopted the Discipline Foundation Policy in March 2007. The policy provided an overarching umbrella for student discipline. In the Fall of 2011, the District entered into an Agreement with the Office of Civil Rights (OCR) to address concerns regarding disproportionate suspension rates. Since 2011, the LAUSD has made tremendous strides, including enhanced training and the reduction of the instructional days lost as a result of suspension.

During the 2013-2014 SY, School Operations focused on the following projects and tasks to fulfill the requirements of the Board Resolution, “2013 School Discipline Policy and School Discipline Bill of Rights,” adopted on May 2013. School Operations, in collaboration with various divisions, focused on the following to fulfill the Board Resolution Requirements: 1. Review and modification of LAUSD policies and procedures related to discipline and suspension in accordance

with state law. 2. Developed and provided alternatives to traditional school discipline and suspension through:

a) Implementation of the Discipline Foundation Policy: School-Wide Positive Behavior Support (SWPBS) Policy.

b) Augmentation of the Role of the School-Wide Positive Behavior Intervention Support (SWPBIS) Task Force.

c) Development and reinforcement of the objective of the Discipline Matrix. d) Establishment of the School Discipline Bill of Rights to be distributed and posted on District campuses. e) Development and implementation of Restorative Justice practices as an alternative to traditional school

discipline. f) Reviewing, evaluating, and updating current School Police policies, practices and trainings. g) Establishment of a complaint process for students and parents. h) Securing of an Independent Auditor

PROJECTS AND TASKS COMPLETED: 1. Modified and published the BUL-6231.0 – Discipline Foundation

Policy: School-Wide Positive Behavior Intervention and Support (SWPBIS) published on February 14, 2014

2. Communicated the Discipline Foundation Policy: SWPBIS through trainings, meetings, introductory video, Inside LAUSD website,

LAUSD Brief, etc. • Monthly Task Force meetings with representatives

including, but not limited to, students, parents, teachers, and principals

• Developed as part of the Bulletin the Discipline Matrix. • Developed the School Climate Bill of Rights - for

Elementary and Secondary versions and translated in various languages.

• Worked on the Restorative Justice implementation plan. • Worked collaborative with School Police in reviewing and

revising policies, practice trainings. • Developed the complaint process and system for students,

parents, & employees. • Started the search for independent auditor.

2015 Parent Student Handbook; distributed posters to all schools.

Restorative Justice Expert Trainer

Creative Educational Consultants, Inc. consults with schools and trains district personnel, school site staff, students, parents and community members in school districts in the Bay Area in Restorative Justice and Peacemaking Circles. Creative Educational Consultants, Inc. has initiated Restorative Justice and Peacemaking Circles at Cole Middle School in West Oakland. The pilot program at Cole Middle School was effective in significantly transforming the school culture to one that was more caring, and centered on relationships. This culture change was instrumental in the dramatic decrease in referrals for expulsions, suspensions, and violence on campus. In the last 6 years, Creative Educational Consultants, Inc. has trained over 6,000 certificated, classified and support staff at 4 school districts, and is now guiding them through the implementation phase. Creative Educational Consultants, Inc. is specially trained to provide Restorative Justice Curriculum Development and Training. This contractor is providing expert training, ongoing technical support, development of Restorative Justice curriculum, and monitoring the implementation of Restorative Justice practices in our selected 25 Demonstration High Schools.

The SWPBIS Task Force and Independent Auditor A District level school-wide positive behavior intervention and support Task Force with representatives including, but not limited to, students, parents, teachers, and principals, was formed to collaborate with an independent auditor. The Task Force, with the independent auditor, will utilize current District systems to monitor this policy throughout the District. The responsibilities include to: • Hear from individuals who have concerns about the policy and provide a

forum to bring information or complaints to the task force. • Access and analyze data by school and ESC. • Review data including suspension, expulsion, opportunity transfer, and

outside monitoring information. • Provide recommendations to the Superintendent or his designee. • Report on its finding related to full implementation at least once per

year at a School Board meeting at which the item will be added to the agenda.

• Review and make recommendations regarding the Guide to Tier II and Tier III intervention Supports and Alternatives to Suspensions developed by the Superintendent and recommend approval prior to its implementation.

The independent auditor will provide an annual report to the Board about individual complaints and make broader recommendations regarding implementation and monitoring of the policy.
