FOREWORD AND ACKNOWLEDGMENTS The Institute for the Development of Education successfully organized the 12th Higher Education and Scholarships Fair in Croatia, which was held on Tuesday, 11 October 2016 at the National and University Library in Zagreb and on Thursday, 13 October 2016 at the University departments building of the University of Rijeka. As we will show in this report, this year's Fair was the most successful to date, with over 50 exhibitors from 13 countries and over 10 000 visitors. Every year we strive to ensure that the Fair is innovative, relevant and attractive to all stakeholders in higher education. From the rich program of this year's Fair we would like to highlight the following aspects: Main Partners of the Fair: To our great satisfaction, we continued the successful cooperation with our

long term Fair partners, the University of Rijeka and the National and University Library in Zagreb.

Donors: It is a great honour that the importance of our Fair is recognized by our faithful donors, who enable the Fair each year with their support. We would like to especially thank the Ministry of Science, Education and Sports of the Republic of Croatia, the Agency for Mobility and EU Programmes, National Foundation for Civil Society Development, The City of Rijeka and Primorje-Gorski Kotar County.

This year's Fair put special emphasis on the possibilities for studying, scholarships and qualifications in Germany. Germany is among the top 3 most desirable destinations for international students, and more than 12% of students enrolled at German higher education institutions are students from abroad. Germany as an educational destination is also particularly popular among Croatian students. Since 2009, when Erasmus program first started in Croatia, Germany has been the most popular destination for Croatian students who are interested in studying and internships abroad. Besides information on study and scholarship programs, Fair's visitors had an opportunity to talk to alumni from German higher education institutions. Through experiences of Croatian students who studied in Germany, visitors could get a detailed insight not only in study opportunities, but also practical information on student life in Germany. Germany's participation at the Fair was made possible with the support from The Embassy of the Federal Republic of Germany in Zagreb.

International exhibitors: In addition to 25 exhibitors from Croatia, this year's Fair presented 39 institutions from 12 countries in Europe, North America and Asia.

Croatian Corner: Special novelty of this year's Fair was the Croatian Corner, a part of the Fair which was reserved for non-profit institutions and organizations who grant scholarships for studying in Croatia. Goal of the Croatian Corner was to provide students with a possibility to find out key information about scholarships for studying in Croatia.

Expert round table: Round table on the topic of „Recognition of foreign educational qualifications and study abroad: Have we removed the obstacles?“ The round table gathered speakers who talked about the recognition of studying abroad and recognition of higher education qualifications from abroad for purposes of further education at Croatian higher education institutions and employment in Croatia. Participants of the round table included representatives from the Ministry of Science, Education and Sports, the Agency for Science and Higher Education, the University of Rijeka and students from Erasmus Student Network.

Research presentation: Included in the Fair's program was a presentation of an important national research from the area of higher education conducted by the Agency for Mobility and EU Programmes titled „Presentation of the first national research on internationalization of higher education“.

Student organizations: Student organizations presented many opportunities for international mobility and a variety of activities for developing skills and competencies that are important for students’ careers. At the fairs in Rijeka and Zagreb, 14 student organizations presented their diverse programs.

Online Fair and webinars: At the portal www.stipendije.info there is an Online Fair where the Fair exhibitors present their offer through articles and multimedia content. Also, many exhibitors will present their study programs and financial support opportunities through interesting interactive virtual presentations (webinars).

The organization of this year's Fair, like all previous ones, would not be possible without the support of the Fair's partners, sponsors and donors. The organization of the Fair is a result of partnership with more than 50 institutions, as well as the involvement of many volunteers, which we hereby thank for their support and cooperation and hopefully - future cooperation. I. PARTNER COUNTRY: GERMANY This year's Fair put special emphasis on the possibilities for studying, scholarships and qualifications in Germany. Germany is among the top 3 most desirable destinations for international students, and more than 12% of students enrolled at German higher education institutions are students from abroad. Germany as an educational destination is also particularly popular among Croatian students. Since 2009, when Erasmus program first started in Croatia, Germany has been the most popular destination for Croatian students who are interested in studying and internships abroad. Besides information on study and scholarship programs, Fair's visitors had an opportunity to talk to alumni from German higher education institutions. Through experiences of Croatian students who studied in Germany, visitors could get a detailed insight not only in study opportunities, but also practical information on student life in Germany. Germany's participation at the Fair was made possible with support from the Embassy of the Federal Republic of Germany in Zagreb. We highlight the following information on German higher education, study programs and possibilities for scholarships available to Croatian students for studying in Germany:

Large number of institutions and programs There are almost 450 state recognized institutions with around 17 500 study programs in Germany.

Large selection of study programs in English An increasing number of study programs are held in English, mostly graduate programs.

Excellent, internationally acknowledged universities According to the Academic Ranking of World Universities list (also known as the Shanghai List), Universities of Műnchen and Heidelberg are among top 50 in the world.

Study with no tuition fees German higher education institutions either don't charge tuition fees or they are very low because most of them are funded by the state. Undergraduate programs at state higher education institutions are typically tuition-free.

Numerous scholarship programs German Academic Exchange Service (DAAD) is among the leading scholarship organizations in the world, offering a large number of study programs.

Dual education system Germany is renowned for its dual education system which combines theoretical with practical education and enables linking the education system with the needs of the labor market.

II. EXHIBITORS

Number of exhibitors A total of 64 exhibitors participated in the Fair. Exhibitors include both Croatian and foreign HE institutions, ministries, local government institutions, embassies and foreign cultural centres, companies, foundations and associations. Among the above mentioned, 25 were Croatian and 39 were international institutions. Exhibitors presented their study programs, foreign language courses and exams, educational advising services and scholarships programs.

Student associations A total of 14 student associations participated in Fairs in Zagreb and Rijeka, which were also partners in promoting the Fair. Associations presented numerous programs and activities for students to the visitors, including the possibility of participating in international exchange programs, conferences and internships abroad, as well as numerous actions and initiatives in Croatia.

Croatian Corner Special novelty of this year's Fair was the Croatian Corner, a part of the Fair which was reserved for non-profit institutions and organizations who grant scholarships for studying in Croatia. Non-profit organizations and foundations grant scholarships in order to provide underrepresented and vulnerable social groups access to higher education. For this reason, IDE as the organizer of the Fair provided free exhibitor stands for all non-profit organizations which offer scholarships for studying in Croatia. Fundamental guideline for IDE's efforts in organizing the Fair for the past 12 years has been the idea that education should be available to everyone, regardless of their social status. The goal of introducing the Croatian Corner to the Fair was to provide students with key information on scholarships for studying in Croatia, as well as supporting initiatives aimed at creating equal opportunities for all students to participate in higher education. Exhibitors of this year's Croatian Corner were:

Foundation for scholarships for Croatian veterans from the Homeland War and children of Croatian veterans from the Homeland War

National Foundation for Support of Pupil and Student Standard Biotechnical Foundation of the Faculty of Food Technology and Biotechnology at the University of

Zagreb which grants scholarships, rewards and support to its talented and successful students, as well as networking assistance between students and potential employers, under the motto „Employ the youth in Croatia, so their first job is not abroad!“

Confucius Institute at the University of Zagreb grants scholarships for students, scholars and teachers studying Chinese language.

Croatian Foundation for Education of Visually Impaired „Marko Brkić“ offers scholarships to blind and visually impaired students.

Humanitarian organization Dora and Organization of Bosnian Croats „Prsten“ offers financial aid to students of lower socioeconomic status.

Ana Rukavina Foundation grants scholarships for education and training of young doctors at prestigious hospitals all around the world, after which they return to Croatia, spread their knowledge among colleagues and provide quality healthcare to patients in Croatia.

III. VISITORS Around 10 000 visitors attended this year’s Fair (7 000 in Zagreb and 3 000 in Rijeka). The Institute for the Development of Education conducted a survey among the visitors of the Fair to determine the visitors’ profile and their interests, as well as their evaluation of the Fair’s quality. 506 visitors participated in the survey and its results are listed below.

University students comprised around 68% of all surveyed visitors; mostly undergraduate students (50%) and graduate students (17%). High school students constituted around 30% of the total number of Fair visitors. It should be emphasized that the Fair attracted students from all fields of study and that the visitors’ profile corresponds closely to the actual structure of the student body in Croatia by academic field, apart from students from humanities and social sciences being slightly underrepresented and technical sciences students being slightly overrepresented. The profile of the visitors by academic field was the following: humanities and social sciences (46%), technical sciences (30%), natural sciences (9%), biotechnical sciences (9%), biomedicine and health studies (around 6%) and art (around 1%).

According to the survey results, the majority of visitors were interested in study abroad (61%), while more than 31% of visitors were also interested in study opportunities in Croatia.

Since current university students represented the largest number of visitors, the majority of visitors were interested in programs at the graduate and doctoral level (49% in Zagreb and 40% in Rijeka). However, there was also a significant interest for undergraduate studies (44% of visitors in Zagreb and 54% of visitors in Rijeka), as well as professional development opportunities (around 7%).

Visitors’ assessment of the quality of the Fair The results of the visitor survey confirm the significance of the Higher Education and Scholarships Fair for the academic community and the general public. The Fair is recognized as the key event for the development of higher education in Croatia and the high quality of its organization was expressed by the majority of surveyed visitors. 81% of visitors in Zagreb and 86% in Rijeka described the Fair as “Excellent” or “Very good”.

IV. PROGRAM OF THE FAIR Apart from presenting study opportunities in Croatia and abroad, the second objective of this year’s Fair was to open a debate among experts and the broader public on current issues related to higher education policies in Croatia. The central theme of this year’s Fair was internationalization of higher education.

Round table „Recognition of foreign educational qualifications and study abroad: Have we removed the obstacles?“ The round table gathered speakers who talked about recognition of studying abroad and recognition of higher education qualifications from abroad for purposes of further education at Croatian higher education institutions and employment in Croatia. Presentation of the first national research on internationalization of higher education

Included in the Fair's program was a presentation of an important national research from the area of higher education conducted by Agency for Mobility and EU Programmes. The presentation of the first national research on internationalization of higher education was presented by Nikola Baketa, researcher at Agency for Mobility and EU Programmes.

Central Presentation of the Fair: Info café: Scholarships and Study Programs in Germany The central presentation for visitors in Zagreb and Rijeka was dedicated to presenting the possibilities for studying in Germany, this year's Fair Partner Country. Representatives of the Embassy of the Federal Republic of Germany explained how Germany's HE system works to the visitors. Germany is renowned for its dual education system which combines theoretical and practical education and enables linking the education system with the needs of the labor market. German Academic Exchange Service (DAAD) is one of the largest scholarship organizations in the work which offers numerous scholarship programs. DAAD representatives presented scholarships available to Croatian citizens for studying in Germany. Besides information on study and scholarship programs, visitors had the opportunity to talk to DAAD alumni who used financial support to study at German HE institutions. Through conversation with them the visitors of the Fair had the chance to get a detailed insight in their experiences and get practical information about the application process for scholarships and financial aid, but also on student life in Germany.

Presentations As part of the Fair program in Zagreb and Rijeka, there were presentations by the organizers, partners and sponsors of the Fair presenting the possibilities for studying and getting financial support in Croatia and abroad. Students and pupils were able to get information on scholarships, exchange programs and application requirements during the lecture held by Institute for the Development of Education's educational advisor Maja Balen. Representatives from the Office for Mobility/Erasmus at the University of Rijeka held a lecture titled „Erasmus - possibilities for outward mobility for students at the University of Rijeka“, during which students could find out more about Erasmus scholarships and applications available during their studies. Students who are considering employment opportunities could find the „How to find your first job?“ workshop by Rochester Institute of Technology (RIT) especially interesting.

Workshops on standardized tests (TOEFL, SAT/ACT, GMAT/GRE) Free workshops on standardized test necessary for enrolment into universities worldwide were held at the Fair in Zagreb. A preparatory courses teacher at the Institute for the Development of Education Željka Gorički, prof. held workshops on TOEFL, SAT/ACT and GMAT/GRE tests for all interested visitors in Zagreb. The workshops were attended by more than 100 high school and university students.

Special features of the Fair: MIG aircraft flying simulator, Speed dating with alumni and „Famous look-alike“

Special novelty of this year's program at the Fair was „Speed dating with alumni“, during which visitors had the opportunity to talk to Croatian alumni who studied abroad. Through their experiences the visitors had the chance to get a detailed insight into possibilities for studies, as well as practical advice on student life in different parts of the world.

Visitors of the Fair had the opportunity to try out the MIG aircraft flying simulator which was presented by Fair's longstanding exhibitor - Ministry of Defense of the Republic of Croatia. It's a computer flying simulator of Croatian Air Force and Air Defense aircraft. The simulator consists of an original aircraft seat connected to a computer and a screen showing the flight. Visitors could try flying with PC-9 training aircraft and MiG-21 fighter aircraft.

Faculty of Computer Science and Engineering at the University of Ljubljana presented it's app „Famous look-alike“, a unique high-tech device developed by students at the Faculty. Visitors had the opportunity to find out how the app works and try it out themselves. During the Fair, visitors could take photographs and find out who is their famous look-alike using the app.

V. ONLINE FAIR AND WEBINARS

Online Fair

The Online Higher Education and Scholarships Fair provides an interactive virtual representation of study programs, scholarships, student loans, language courses, professional development and other services related to studying in Croatia or abroad to foreign exhibitors and visitors from Croatia and abroad.

The Online Fair presents detailed information about all the programs and institutions presented during the Fairs in Zagreb and Rijeka, and lasts from September 2016 to 30 June 2017 at the web portal http://www.stipendije.info/en/fair/on-line_fair.

Online lectures (webinars) Exhibitors will present their study and financial aid programs through interactive virtual presentations (webinars) at the web portal www.stipendije.info during the Online Higher Education and Scholarships Fair. Webinars provide a simple and free-of-charge access to visitors from all regions of Croatia to information about international universities and Croatian organizations that offer study or financial aid programs, and other educational services. Through the webinars, exhibitors can also directly interact with and answer questions from participants.

VI. MEDIA COVERAGE

Media coverage (TV, radio and press) Every year, the Fair has great success in terms of media coverage. This year, the Fair continued this positive trend, and twelve press releases that were sent to announce the Fair resulted in 90 articles, reports and announcements published in the Croatian press, TV and radio stations:

Television: 20 reports were broadcast on Croatian TV stations. The biggest media success of the Fair was the featuring of reports about the Fair in the central news programs of the national TV stations HTV1, Nova TV and RTL. The Fair was also covered through reports on popular programs on the HTV 1 television station, including live coverage on the daily shows Hrvatska uživo and Dobro jutro Hrvatska. Apart from the above mentioned, there were also reports on the following local and regional TV stations: Mreža TV, Z1, Kanal RI, TV Istra and others.

Press: 26 articles were published in the national newspapers such as Večernji list, Novi list and 24

sata and in specialized newspapers and magazines like Lider, Poslovni dnevnik, Školske novine and student newspaper Global.

Radio: 25 reports were broadcast on Croatian radio stations, including Croatian Radio 1 and Croatian Radio 2 (national stations), as well as regional stations Antena Zagreb, Enter Zagreb, Radio Sljeme, Radio Rijeka, Primorski radio and student radio stations from Zagreb (Radio Student) and Rijeka (Radio Sova).

Visibility on the Internet The Institute for the Development of Education ensured high visibility of the Fair on the web sites of relevant institutions. More than 200 announcements and articles were published on Internet portals and web sites, thereby making the Internet the key media for dissemination of information about the Fair. The most significant results are listed below:

Internet portals: more than 200 articles and announcements were published on popular news portals, such as T-portal and H-Alter, on web sites of national media such as HRT, Večernji list, Lider and Novi List and on high school and student portals such as Srednja.hr, Škole.hr, X-ica, Studentski.hr, Moj faks and Televizija Student. News about the Fair were also published by local and regional portals in Zagreb (Novi Zagreb, Zagreb IN, ZG magazin, Moj Zagreb) and Rijeka (Fiuman.hr, Moja Rijeka, Rijeka.hr, Kvarnerski.com, Teklić.hr and Liburnija.com)

Institutions’ web sites: It is important to note that all of the Fair’s sponsors promoted the event on

their respective web sites, as well as the majority of Croatian universities. An extensive information campaign ensured the announcements were published on a large number of web sites of university departments and units in Zagreb and Rijeka.

Visibility on social networks An extensive promotional campaign was also carried out through Facebook page Tražim stipendiju ("I’m Looking for a Scholarship") (www.facebook.com/trazim.stipendiju) which has over 18 000 fans. From 01.09.2016. until 13.10.2016. there were 3 posts a day with information about the exhibitors and the program of the Fair.
