Evaluation and potential revision of NDTAC scheme

UIP position paper sent to EC on 7 March as part of ongoing evaluation, recommended to:

o significantly increase the level of bonuses paid under NDTAC schemes to truly incentivise retrofitting

o establish a functioning and mandatory mechanism allowing for the passing on of bonuses to wagon keepers

o continue to compensate beyond 2021

o the one‐off costs of retrofitting

o the higher maintenance costs due to additional wear and tear

o through NDTAC as incentive scheme complementing the direct funding, such as CEF and national programmes

Technical specification for interoperability relating to the subsystem ‘rolling stock —noise’ (NOI TSI) as voted by RISC84

From 8.12.2024, freight wagons not covered by point 7.2.2.2 of Annex to NOI TSI shall not be operated on quieter routes.

‘Quieter route’ is a part of the network of a minimum length of 20 km in thegeographical scope of this TSI, on which the annual average daily operated freighttrains in 2015, 2016, 2017 during night time is higher than 12, obligation to updatemaps every 5 years further details in Annex, Appendix D

The overview of “quieter routes” will be made available by means of a standardized template (for each MS) on the ERA website

Exemptions for wagons equipped with “historical brake blocks” for national and international use further details in NOI TSI Annex, Appendix E

Exemptions at EU-level

Following exemptions exist for the use of “non-silent” wagons on “quieter routes” throughout EU according to 7.2.2 of Annex to NOI TSI:

o “Degraded operation”: rolling stock failures, extreme weather conditions, infrastructure failures or wagon / infrastructure maintenance works which were scheduled

o Wagons operated in lines with a slopes > 40‰

o Wagons running at a speed > 120 km/h

o Wagons with an axle load higher than 22.5 t

o Wagons subject to a derogation against a TSI Noise

o Wagons, for which the application of this Regulation is not mandatory (e.g. ‘Schnabel’ wagons, on-track machines, wagons operated on the 1 520 mm track gauge system, wagons used purely for historical / touristic use)

o Wagons which are exclusively operated for infrastructure maintenance and construction works.
