Guidelines for Retired Non-citizens
A. Residence Permit The Residence Permit allows a Retired non-national to reside in Mauritius. The Residence Permit is valid for a period of three years, renewable thereafter subject to established criteria.
B. Definition of Retired Non-Citizen 1) A Retired Non-Citizen is defined as a person who is not a citizen of Mauritius and aged 50
years or above.
2) A Retired Non-Citizen should make an initial transfer of at least 40,000 US dollars or its equivalent in freely convertible foreign currency when first settling in Mauritius.
3) A Retired Non-Citizen must undertake to transfer to his/her local bank account in Mauritius, at least 40,000 US dollars annually, or its equivalent in any freely convertible foreign currency.
4) A holder of a residence permit for Retired Non-Citizen and his dependents are not allowed to work in Mauritius. They cannot be a majority shareholder and director in a company incorporated in Mauritius.
5) He/She is also not allowed to remit to his/her country of origin or any country abroad the funds transferred into Mauritius or any balance thereof, except where the residence permit is cancelled.
6) He/She should submit annually a statement from his/her local bank about the transfer of funds from abroad to his/her local account, together with a certificate to the effect that no money has been remitted overseas from the account.
C. Documents required The Retired Non-Citizen has to submit the following:
1) BOI Registration Form for Retired Non-Citizen
2) Application form for Residence Permit
3) Evidence of transfer of funds from abroad in an account of a commercial bank registered locally.
4) Bank draft/cheque of MUR 20,000 as Residence Permit fee, payable to the order of the Government of Mauritius. Personal/ company cheques are not acceptable.
5) Original and copy of Birth Certificate and Marriage Certificate if applicable. The Birth Certificate should either be in English or French. If it is not, a certified/ sworn translated copy by a competent authority should be submitted.

6) Passport and two photocopies of bio-data and last entry visa pages.
• Foreign nationals entering Mauritius need to be in possession of a valid travel document beyond their proposed period of stay.
• The name on the passport should be EXACTLY the same as on the birth certificate. If it is not similar, an affidavit sworn in the country of origin/residence could be submitted certifying that the names appearing on the birth certificate and passport are for the ‘one and same person’.
7) 4 identical recent (less than six months old) colour passport size photographs of 4.5cm x 3.5cm.
8) Medical Certificate with original reports and less than six months old.
9) A morality certificate or police clearance covering the last ten years. The document should not be more than six months old.
D. How to apply 1) The applicant has to be physically present in Mauritius at time of application and call in person
at the Occupation Permit Unit of the Board of Investment (BOI) to submit the application.
2) At the time of application, all the documents mentioned in the section on “Documents required” should be submitted.
3) The originals and copies of documents submitted will be verified by both the Board of Investment (BOI) and the Passport and Immigration Office (PIO). The original documents will be returned to the applicant.
4) If the application is complete, a Document Receipt will be issued by the BOI.
5) Upon approval, the applicant is registered with the Board of Investment under the category “Retired Non-citizen” and the Passport and Immigration Office issues the Residence Permit.
6) The applicant should personally collect the Residence Permit at the Passport and Immigration Office (PIO). His/ Her passport and BOI document receipt should be presented at the PIO counter (Delivery Section) at the time of collection.
7) It is advised that the applicant contacts the PIO five working days following submission of application to verify if the Residence Permit is ready for collection.
E. Turned down application In case the application is turned down, the applicant will be informed accordingly. The applicant should call in person at the headquarters of the Board of Investment to collect the full set of documents.

F. Dependents The dependents of a Retired Non-Citizen are eligible to apply for a residence permit. Dependents are defined as spouse and children, including step children or lawfully adopted children, under 24 years of age
• Common-Law-Partner may be granted a residence permit for a period of six months on a renewable basis.
• In case the dependents wish to work in Mauritius, they need to apply either for a work or occupation permit, as the case may be.
Application is made to the Passport and Immigration Office. The following documents should be submitted:
1) “Application to enter Mauritius” form to be filled by the Retired Non-Citizen. Common Law Partner and children over the age of 18 should fill the application form themselves.
2) Passport details and valid visa. If the visa is not valid, the application will not be entertained.
3) Full Birth Certificate/ Marriage Certificate/ certificate of cohabitation (‘Certificat de concubinage’)
4) 4 identical recent (less than six months old) colour passport size photographs of 4.5cm x 3.5cm
5) Bank draft/cheque of MUR 5,000 as Residence Permit fee per dependent, payable to the order
of the Government of Mauritius. Personal/ company cheques are not acceptable.
6) Medical Certificate. For children aged less than 12, only a medical certificate is required.
7) For lawfully adopted children, the document certifying adoption, and for step children, a certified letter of consent from biological parent should be submitted.
8) The Common-Law-Partner should provide a letter certifying that he/she would not undertake any employment in Mauritius as well as a letter from both partners stating that they are living together and the retired resident will meet all the financial expenses.
G. Second Application After three years and subject to having transferred to Mauritius 40,000 US dollars or its equivalent in convertible currency annually during each of these three years, the Retired Non-Citizen is eligible to apply for a renewal of his Residence Permit to the Board of Investment.
He is also eligible to apply for a Permanent Residence Permit, valid for ten years. Application is made to the Prime Minister’s Office.
The second application (renewal) should be submitted at least 15 days prior to expiry of the permit and the following documents are required:

3) 4 passport sized photographs (not older than six months)
4) A copy of the Residence permit
5) Bank cheque of MUR 20,000
6) Bank Certificate (documentary evidence from bank to the effect that the applicant has transferred from abroad to Mauritius an amount of money of 40,000 US dollars or its equivalent in convertible currency, during each of the preceding three years, plus copy).
7) Proof of transfer of funds (for the 4th year).
H. Monitoring A Residence Permit may be cancelled if the holder no longer satisfies the criteria and conditions of registration, or has acted in contravention to any laws of Mauritius, or has given any false or misleading information at the time of application.
The Board of Investment may deregister the applicant and notify Passport and Immigration Office to cancel the Residence Permit.
Site visits may also be carried out at regular interval.
I. Cancellation of Residence Permit The holder of a Residence permit should inform the Board of Investment in writing when he or she ceases to live in Mauritius and wants to have the permit cancelled. The original permit and card should be returned to the Passport and Immigration Office and the Registration Certificate should be returned to the Board of Investment.
The Passport and Immigration Office may at any time cancel the permit without giving any reason.
J. Other important information 1) No application will be accepted if there is evidence that the applicant is suffering from any
infectious or contagious disease.
2) Medical tests should have been done no longer than six months before date of submitting an application for Residence Permit
3) Children under 12 years of age are not required to do blood tests or chest X ray, unless directed by the medical practitioner. They should however obtain a medical certificate.
4) Only those applications which are deemed complete will be accepted for processing.

5) A Post Office Box address is not acceptable as a residential or business address.
6) Applicants should immediately notify the Passport and Immigration Office and the Board of Investment in writing of any change in their particulars inclusive of business and residential address.

Medical Certificate All non-citizens are required to do a set of compulsory medical tests as set out below:-
Note 1: Leprosy test is restricted to Indians only, where the consulting Doctor should add on the Medical Certificate that the person is not suffering from Leprosy. Note 2: Lymphatic Filariasis test is required only to foreigners COMING FROM: India, Bangladesh, Madagascar, Bresil, Comores, Ivory Coast, Ghana, Indonesia, Kenya, Mozambique, Nepal, Nigeria, Philippines, Tanzania, Uganda & Vietnam.
List of medical tests required:
1) Blood tests for:
Haemoglobin and Full Blood Count; Hepatitis B Surface Antigen; Anti HIV screening test for AIDS; VDRL test
2) Urine tests for albumin and sugar; 3) Stool test for parasites; 4) Chest x-ray 5) Lymphatic Filariasis 6) Leprosy
7) Out of these tests, the following three tests should compulsorily be done in Mauritius:
Hepatitis B Surface Antigen, HIV and Chest x-ray. These tests may be done at any private local medical laboratory or clinic registered with the Ministry of Health and Quality of Life (Indicative List available at BOI and on its website).The remaining tests may be done in the applicant’s country before coming to Mauritius or in Mauritius itself.
All the tests results should be submitted to a local doctor who will issue a medical certificate after an examination. The medical certificate and the reports for the three tests done in Mauritius (HIV, Hepatitis B Surface Antigen and chest x-ray) must be submitted at time of application. No application for Occupation Permit will be accepted if there is evidence that the
applicant is suffering from any infectious or contagious disease. Medical tests should have been done no longer than six months before date of submitting an
application; The chest x-ray should be sign by a radiologist Children who are below 12 years will have to submit a Medical Certificate after undergoing a
clinical examination. Appropriate medical investigations including a Chest x-ray and blood test should be carried out only if required by the doctor.
