On Tuesday, June 9, 2020, Governor Northam partnered with the Virginia Department of Education (VDOE) and the Virginia Department of Health (VDH) to issue guidance on the reopening of K12 schools across the Commonwealth. Multiple comprehensive documents were shared with school divisions and Virginia communities outlining reopening recommendations, as well as extensive mitigation measures to support staff and student safety.

With these initial guidelines in mind, CCPS readily crafted two editions of par-ent and staff surveys to begin gathering input regarding the needs of the Caro-line school community. Data trends were shared with the Return to Learn (R2L) Task Force and used to craft an overview of various R2L options for consideration. Before finalizing school reopening plans, additional input was gathered from superintendent advisory committees, school board workshops, a CCPS parent forum, and a virtual staff forum. The collective feedback was used to drive the R2L Task Force’s development of 20-21 instructional delivery recommendations. On July 30, 2020, the CCPS School Board reviewed, discussed, and approved the proposed R2L plan which was submitted to the VDOE on August 3, 2020.

The development of the comprehensive R2L plan required extensive planning and careful consideration of our students and families’ needs. With social distancing restrictions and health strategies outlined by the Commonwealth, VDOE, and VDH, our R2L plan reflects admirable creativity, flexibility, teamwork, and communication. We hope that you find our resources, R2L guide, and the R2L website to be informative and easily navigated. Thank you for your engagement, encouragement, and inquiries over the past, present, and future days, weeks, and months. We are committed to providing a safe, positive, and meaningful school year for students and staff.

To support the CCPS task force work, both parent and staff surveys were disseminated to learn about the spring distance learning experience as well as to gauge what staff/families would like school to look like for the 2020-21 school year.

Health and Safety Considerations

CCPS will implement the following health and safety practices across all schools and offices:

Health Screening

Health questionnaire for staff and students.

Limited Access

Access to schools will be limited to students and staff as much as possible.

Physical Distancing

There will be increased spacing in the building and in classrooms with fewer students in spaces. Classroom layouts and arrival and dismissal processes will be modified to maintain physical distancing of 6’.

Handwashing

Hand-washing will be encouraged throughout the day and required before and after meals.

Ongoing Support

School administrators will be provided ongoing support to ensure effective system-wide implementation of health and safety practices.

Visitors

Visitors must wear face coverings when entering a school office and maintain 6’ of social distancing. Visitors will not be permitted to enter other parts of the school but may report to the clinic only to drop off medication.

Face Coverings

Face coverings will be required for all staff and students unless 6’ of social distancing can be maintained.

Hand Sanitizer

Hand sanitizer will be available with hand sanitizing stations at building entrances, and in classrooms and shared spaces.

Training

Students and staff will receive training on COVID-19 prevention practices, including social distancing and face covering use. Signage and ongoing communication will supplement and reinforce training.

Supply Sharing

CCPS will minimoze the sharing of school supplies. Supplies will be wiped down to reduce transmission, as appropriate.

CCPS Issued Devices

CCPS will provide Chromebooks and other devices to students as needs are identified. Hotspots will be provided to households on an as needed basis.

Frequent cleaning of all CCPS schools, facilities and buses.

Healthcare Plans

The CDC and Virginia Department of Health (VDH) have provided guidance regarding health care plans for the reopening of schools across the Commonwealth. CCPS has used these guidance documents to develop a comprehensive Phase III Health Plan which has been submitted to the VDOE for review. Health Screenings

STAFF: Staff will complete a COVID-19 Wellness Survey each day before reporting to work.

STUDENT: Caregivers will screen their children for COVID symptoms each morning before sending them to school. If students show symptoms of COVID-19, parents must keep them home to assure the safety of the school population. In addition, CCPS will check students’ temperatures using a no contact infrared thermometer each morning before they enter the school. Students who have a fever will be sent to the monitored isolation room, and a caregiver will be called to pick up the student from school.

RETURNING TO SCHOOL:Sick staff members or students should not return until they have met CDC’s criteria to discontinue home isolation/quarantine.For more detailed information regarding the return to school, please refer to the student and staff flow charts on pages 26 and 27.

Parents must use the following screening symptons to screen their children prior to reporting to the bus stop or school each day:

Healthcare Plans

Vulnerable Students and Staff (PRE-EXISTING CONDITIONS)

CDC Guidance – High-risk Existing Conditions

STUDENTS: CCPS will provide full-time online learning for students who are unable to return to school due to a high-risk of acquiring the virus. Medical documentation will be required if accomodations are needed.

STAFF: Workplace modifications may be provided for employees who are at high-risk of acquiring the virus, whenever possible. Medical documentation will be required for such staff members.

Hygiene MeasuresHAND WASHING: Students and staff should wash hands regularly through-out the day, washing for at least 20 seconds. Hand washing guidance will be provided to all staff and students.

FACE COVERINGS: Face coverings are not required when 6’ of social dis-tancing can be maintained; however, if 6’ of distancing cannot be maintained, staff and/or students will be required to wear face coverings. If a student/staff member has a documented pre-existing medical condition requiring a physician recommended accommodation, a face covering does not need to be worn; however, they must be attentive to keeping the appropriate 6’ distance at all times.

SOCIAL DISTANCING: Students will be seated 6’ apart when possible and encouraged to maintain this distance at all times.

BUSES: Buses will be disinfected on all Interior surfaces between routes and at the end of the day. Face coverings will be required.

Facilities and Transportation Cleaning• High Touch Areas: Areas such as doorknobs, handles, and fixtures will

be cleaned daily with an approved sanitizing solution.

• Restrooms: Restrooms will be monitored and cleaned frequently throughout the day.

• Buses/Cars: Buses and cars will be disinfected after every run and at the end of each day.

• Classrooms: High touch areas will be cleaned several times a day, and classrooms will be thoroughly cleaned at the end of each day.

• School Visitors/Volunteers: Visitors are asked to limit their visits to school. If a visitor must enter a school, please do the following:

- Wear a face covering into the office,

- Show your ID and sign in/sign out according to procedures,

- Maintain 6’ between other visitors and staff,

- Visitors will not be allowed to enter the building beyond the main entrance. Medication can be delivered after following the visitor procedures.

Addressing Learning GapsAs schools begin a new academic year, Caroline County Public Schools recognizes the need to plan for “lost learning.” As the school year begins, teachers will create formative assessments to identify learning gaps. Once identified, lessons to address learning recovery will include but are not limited to:

• Utilizing appropriate recovery strategies embedded in core instruction and as additional interventions. On-going progress monitoring will inform instructional decisions.

• Evaluating the SOLs to identify power standards and essential kknowledge.

• Scaffolding and adapting the curriculum to accelerate learning and to support recovery when learning loss is likely to have occurred for cohorts.

• Providing targeted, intensive instruction focused on basic literacy and numeracy.

• Offering small group and individual support based on needs.

• Using teacher office hours to conduct progress checkins with students and parents when needed.

*Virtual+/Remote indicates select populations of students may be identified for face-to-face learning: Special Education (ASOL), English Language Learners, and students with no access to the internet.

Virtual instruction will be delivered through enhanced distance learning practices inclusive of synchronous and asynchronous methods. These practices will include expanded digital access and digital curriculum

resources, as well as, additional professional training on blended learning.

HYBRID SCHEDULES: Division leadership will continue analyzing stakeholder feedback to develop scheduling logistics. The school division’s aim will be to minimize negative impacts upon students, families, and staff. For example, whenever possible, siblings will be assigned to the same in-person attendance cycle to simplify family arrangements.

Rolling ClosureIn the event of a COVID-19 outbreak (individual school or divisionwide), CCPS will implement the “Rolling Closure” procedures. Teachers, specialists, and staff will create two weeks of virtual plans to be delivered electronically through a learning management system and as paper packets.

Full ReturnCCPS will continue to monitor national, statewide, and regional data to determine the most appropriate timeline for a full return.

R2L HybridHYBRID M-T / W / TH-F: In this scenario, students are allowed in school buildings at reduced capacity (e.g., 50 percent). All schools would implement new required health and safety protocols within classrooms and non-instructional settings. Achieving a reduced capacity under this model will involve students attending school in person two days per week: Group A on Monday and Tuesday and Group B on Thursday and Friday. Students will receive face-to-face instruction while in school and virtual learning (asynchronous) during their two days out of school. Wednesday will be used for teacher planning, grading, virtual student remediation, parental communication, facility deep cleaning, and asynchronous learning.

Blue/Gold Groups: Students will be divided into two main groups according to their last name. When possible, counselors will shift students as needed to resolve sched-uling conflicts, childcare grievances, etc.. The “Blue” group will be students with the last names from A through K. The “Gold” group will be students with the last names from L through Z.

Advisory: All students will start with an Advisory period. This will allow teachers to take attendance and complete health screenings before beginning the school day. Students will also participate in Advisory lessons during this time through the Second Step Program.

The Process: Students who are enrolled for in-person instruction will attend on either M/T or Th/F. They will attend each class both days they are at school face-to-face. They will be required to complete assignments and activities virtually while at home on days three, four, and five (or one, two, and three, for the Th/F group). Students will be required to log in and complete several tasks each day they are learning virtually. A specific number and level of tasks will be assigned as we ap-proach the start of school. Students will be provided time frames (Bell Schedule) so they know when to log in for each block when they are home.

As middle and high school students prepare for virtual and remote learning beginning August 24th, their classes will be a combination of real-time (synchronous) instruction by teachers as well as independent (asynchronous) work. Attendance will be taken and assignments will be graded for each class. Secondary students will have classes that mirror a “typical” class schedule which will be shared prior to school beginning.

Technology

With students engaged in virtual or hybrid learning, technology plays an important role for students, staff, and parents. As our technology team has navigated the COVID-19 cri-sis, we have found creative ways to support the students of Caroline County.

Expansion of WiFiTo facilitate virtual learning, school-based WiFi has been expanded to provide coverage in all CCPS school parking lots. Students can connect to the “CCPS-Guest” WiFi network with their school or personal devices to download and submit lessons and instructional materials.

Device Care CentersIn response to the pandemic and resulting school closure, a curbside device care center was established to ensure students and staff had access to IT support for technology questions, repairs, and updates. The device care center, located at Caroline High School, will remain open throughout the Virtual+ return to learn phase. Care center hours are from 9:30 a.m. to 12:30 p.m. on Wednesdays.

Parent Help LineWith students using devices, programs, and learning management systems during the Virtual+ phase, parents/guardians may find the need for occasional technical support. CCPS will be pro-viding hours and communication logistics to CCPS families in the near future.

Student DevicesAll Return to Learn instructional models require the use of technology. Since 2018, CCPS has implemented a 1:1 Chromebook initiative at the secondary level, which will continue for 6th-12th graders. CCPS and County CARES funding was used to support the extension of the 1:1 Chrome-book initiative to 4th and 5th grades. Submission of the device order occurred immediately following the Governor’s June 9th Reopening announcement; however, due to international de-mand - the Chromebook order is not due to arrive until September. To address this matter, initial device distribution for grades 3-5 will focus on households that lack a device. Grades PreK-2 will be outfitted with iPads. Distribution information will be solidified in the coming days.

HotspotsTo address inequitable Broadband access throughout the county, CCPS has purchased a number of hotspots that will be distributed to households that have little or no access. Household ad-dresses will be considered when disbursing devices, as proximity to a cell tower determines the operability of a hotspot. Distribution information is forthcoming.

Learning Management System (LMS)Students in grades 6th-12th utilize Schoology as their learning management system. To facilitate virtual learning at the elementary level, CCPS has entered into an agreement with the Virginia Department of Education to provide access to Canvas, an alternate learning management system. Additionally, this agreement provides free Virtual Virginia course content. To prepare staff for the transition from face to face to virtual teaching, teachers engaged in summertime professional development to enhance blended learning and Canvas expertise. Staff will receive additional LMS training during teacher workweeks. Additionally, training for students and parents/guardians will be available.

Special Services

Meeting the needs of all students is a priority as we return to learn for the 20-21 school year. The following information provides parents/guardians with additional details associated with supports, services, and resources.

SPECIAL EDUCATION

Special Education teachers will support Individualized Education Plan (IEP) teams in consid-ering amendments to IEP services that reflect the needs of the students and the approved R2L schedule. Services may utilize in-person supports, virtual instruction, and telehealth services as agreed upon by IEP teams, which includes family participation. Instructional delivery will be designed to ensure the least restrictive environment (LRE) as required by the IEP.

When necessary, virtual meetings will be used to convene special education procedural meetings, such as child study, eligibility, IEPs, etc.

In-person evaluations will resume and priority will be given to the students whose 65 day evaluation timeline was extended in the spring of 2020 due to the mandatory school closure. Safety protocols will be utilized during the assessment process to maintain safety of students and staff.

Special Education teachers/case managers will reach out to families of students that access learning through the aligned standards (ASOL) prior to the first day of school to discuss trans-portation, safety protocols, and instruction. Decisions regarding services and supports will be determined by the IEP team.

Students who receive services through Early Childhood Special Education (ECSE) may also receive in person instruction as noted above and determined through an IEP amendment.

Students who receive special education services and access learning on the SOL curriculum will return to learn on the first day of school as determined by the approved R2L plan. Supports and services will be determined through IEP amendments as well. Skill intervention instruction will be provided within the R2L schedule or the student’s IEP team may determine the need for direct or in-person support to receive instruction in reading, writing, math and behavior support.

Students will continue to receive access to instructional materials for use at home, as needed, including assistive technology tools. The student support model will be complemented by enhanced professional development for staff and training for caregivers.

SPECIAL EDUCATION

ENGLISH LANGUAGE LEARNERS

PRESCHOOL GIFTED

ENGLISH LANGUAGE LEARNERS

All ELL students, Levels 1 - 4.3, are invited to return to school on August 24th to participate in virtual learning with support from staff. The ELL teacher will communicate with families to discuss transportation, instruction, and answer questions. Any rising ELL Kindergarten student will need to be screened prior to determining their proficiency level and/or services. As students enroll, if a screening is necessary, the ELL teacher will contact families to set up a time.

PRESCHOOL

Preschool (VPI, Title I) will follow the virtual model with scheduled times for synchronous and asynchronous learning. Preschool teachers will communicate with families to discuss plans for their child’s experience.

GIFTED

Students who receive gifted instruction in the CCPS Search program will remain clustered to obtain enhanced instruction from the Gifted Specialists in a virtual platform. Specialists will collaborate with teachers and building administrators to identify times of service within each grade level schedule. Gifted specialists will communicate with families to discuss plans for their child’s experience in Search.

Transportation Guidelines

Transportation is indeed one of the school division’s largest challenges for R2L planning. The Governor’s June 25, 2020, announcement clarified that per the Code of Virginia, local school boards retain the authority to make reopening decisions. As a result, localities are able to adopt a reasonable and feasible approach to transporting students to and from school.

Students will be required to wear face coverings on the school bus to support increased bus capacity. CCPS is working with the Director of the Rappahannock Area Health Department to determine how to safely maximize seating while remaining diligent with health measures. RAHD stated that a combination of the following measures would result in a practical and reasonable response: one student per seat with face covering, members of the same household may sit together, windows down – weather permitting, and a potential bus monitor.

Safety Measures• Provide all drivers with the appropriate PPE

• Disinfect all interior surfaces between routes and at the end of the day

• Open windows and roof hatches to circulate fresh air

• Assign attendant to enforce social distancing during ride (if possible)

Seating• With masks, one student per seat, alternating window and

aisle positions

• Siblings will be allowed to sit together

Contact Tracing• Drivers will drive the same routes each day to minimize

student/staff exposure

Social distancing guidelines drastically reduce bus capacity, and the ability to complete multiple runs is hampered by the county’s square milage (over 550 square miles), the size of the CCPS bus fleet, and the availability of drivers.

Athletics and Extracurriculars

Athletics and extracurricular activities are critical components to the K-12 school experience. Following VDOE, CDC, and VHSL guidelines, CCPS has developed a Return-to-Play program. Athletics coaches and extracurricular sponsors have received specific safety related information pertaining to their sport or activity.

The VHSL voted on July 27, 2020, to move forward with Model 3 in its re-opening of sports and activities for the 2020-21 school year. Model 3 delays all VHSL sports and activities until December 14 and adopts the Condensed Interscholastic Plan. This model leaves all sports in the season where they are currently aligned.
