Recycle, Reuse of Sewage Water through Tertiary Treatment – A Success Story
More than 450 dyeing & printing houses set up in and around Surat city.
Pandesara Industrial Estate is a major textile cluster with more than 125 dyeing & printing houses - bulk
water users.
Surat Municipal Corporation started supplying potable water for industrial purpose since 1998.
To meet the increasing water demand of Industry and to reduce the burden on water resources primarily
required for domestic purpose, SMC initiated the idea / option of using treated waste water to satisfy
industrial demand.
With the support of user industries and State Government, SMC had built 40 MLD Tertiary level Waste
Water Treatment Plant, which is in successful operation since 2014.
After success of first largest operational tertiary treatment plant, Pandesara Industries demanded
additional TTP water as process water for their industries and hence additional 40 MLD TTP has been taken
up as replica under SMART CITY MISSION at Dindoli.
Recycle, Reuse of Sewage Water through Tertiary Treatment – A Success Story Looking to assured Quantity & Quality of Treated Waste water, Industrial setup adjacent to the city has also
come forward to get 35 MLD Treated waste Water from SMC by inspiring from successful implementation
of Tertiary Treatment Plant for Pandesara-Industries.
The project is successfully commissioned & 35 MLD Treated Waste Water to Sachin GIDC is being supplying
to Sachin GIDC since November 2020.
1 MLD capacity TTP is taken up as pilot project at Kavi Kalapi Garden, West Zone of Surat.
1 MLD capacity TTP at Kansa Nagar Lake Garden.
Treated sewage of about 9 to 10 MLD is being reused for different purposes like Gardening, Road Divider
Plantation, Land Fill Site, Dual Flushing System etc.
Government Policy on Recycle and Reuse of Treated Waste Water To promote the reuse of Treated sewage for different purposes of Gardening, Industrial Reuse, Tanker
Filling, Lake restoration, Flushing, Construction reuse policy Government of Gujarat introduced policy for
Treated Waste Water reuse.
vision to maximize the collection & treatment of generated sewage and reuse of treated wastewater on a
sustainable basis, thereby reducing dependency on freshwater resources.
The reuse of treated wastewater can become a source for revenue generation. The policy aims to achieve
ultimate goal of reuse of treated wastewater fully by the year 2030.
Objectives of Policy
• To reach minimum 80% coverage and collection of sewage in all municipal towns.
• To reach a level of 100% treatment of collected sewage as per the prescribed standards.
• To reuse at least 25% of total freshwater consumption from TWW within the time limit set under
policy by every municipal body.
• To reuse 70% of TWW by 2025.
• To reuse 100% of TWW by 2030.

Total Tertiary Treatment Plant Capacity : 115 MLD (40+35+40) plus 10% additional capacity on demand.
Started with Rs. 18.20 per KL in year 2014, rate increased yearly based on actual increase in O & M cost &
RBI indexation, present rate of Treated Waste Water is @ Rs.32 per KL.
Expected Revenue Generation (2021-22) : @ Rs. 140 Cr.
Replicability of SMART Initiative
Considering the amount of sewage that is being currently treated and based on the recent
Policy of Government of Gujarat on ‘Reuse of Treated Waste Water’, The Surat Municipal
Corporation has proposed to replicate the project to supply industrial grade water to industries
located nearby Surat City.
The plan is to reuse the treated wastewater for the industrial use for non-potable water.
Based on the location of industries in and around Surat City and location of various sewage
treatment plants in the city, the complete area has been zoned into mainly three clusters viz.
Bhesan Cluster, Dindoli Cluster and Bamroli / Karanj Cluster.
Details regarding the demand of various industries have been collected from the industries and
accordingly, Detailed Project Report & Proposal has been submitted to Government of Gujarat
for approval.
Presently more than 20% of sewage quantity generated from the city is being recycled &
reused and planned to reuse 70% of total sewage by year 2025.
