    Introduction

    General introduction of Binh Dinh's land and people Binh Dinh is a sea coast province of SouthCenter Vietnam, with total natural area of 6,000 km2. It's bordered in the North by Quang Ngai, inthe South by Phu Yen, in the West by Gia Lai, in the East by South China Sea with 134 km ofcoast length. The average temperature is 27?C, As for its administrative structure, Binh Dinh has

    10 districts and 1 city. Qui Nhon is the province's cultural economic and politic center.

    People of working ages in 1999 account for 1,461,000 covering 55.5%of the whole population with characteristics of energitic, industrious.Qui Nhon University, Technology University provide the province andthe area with thousands of scientists, engineers. Binh Dinh has a longhistory and tradition with Sa Huynh culture, ancient capital of Cham PaKingdom. Some of its vestiges are Do Ban citadel and Cham towerwith unique architectural art. It is the capital of the 18th century farmermovement with the well known name of Nguyen Hue, Quang Trungheroes and it is the home land that cultivated those talents such asDao Tan, Ham Mat Tu, Xuan Dieu, Che Lan Vien, Yen Lan. Binh Dinhis also well known for its fighting art tradition and its culture with many

    kinds of arts such as Tuong, Bai Choi...

    Infrastructure:

    One of Binh Dinh's advanteges for developing social-economy, expanding relation with domesticand international regions is its transport system including National Highway N?1A, Trans-VietRailway along the length of the province, Phu Cat airport - 30 km from Qui Nhon city in the Northand Qui Nhon sea-port which is one of the bigest ten sea-ports of the county an is considered thekey area from now to 2003 by the Government. Qui Nhon is a windproofing place with deep waterlevel, large depots capable of hosting ships with capacity up to 30,000 tons. The NationalHighway N?19 connecting the province with the potential High Land and in the near future with

    North Western Cambodia, Southern Laos and ThaiLand.

    Telecomunication system with many kinds of services can meetthe comunication demands. Qui Nhon has a reliable power supplysystem of 220 kV and lower connecting to the national electricitynetwork of 500 kV and company Vinh Son's hydro-electricity plantwith the capacity of 66 MW serving all the districts of the province.

    capacity from 20,000 m3 per day to 45,000 m3 per day.

    Industry:

    Binh Dinh has estaplished and developed various industrialbranches such as agro-forestry-fishery processed products,

    consumer goods, building materials, exploitation and processing ofminerals, garment and footwear for export. Many local industrialproducts of high quanlity have taken the credit of both domesticand foreign consumers: sea and animal husbandary products,swallow nest, RS suger, beer, handicraft products, wood products,granite tiles, deravaties from titanium, ruber, garment, footwear,phamaceutial products...

    Sea products:

    The province has a cost line of 134 km with many sea gates: QuiNhon Dezi, Tam Quan..., and more than 7,600 ha of water surfacesuitable for rearing sea products for export. Binh Dinh's sea eco-

    system is suitable for high value sea products taking the credit ofcustomers in dosmestic and international markets.

    Agricu lture:

    Binh Dinh has a great potential of developing animals and plantsincluding high value industrial plants such as 15,000 ha of coco nut,9,000 ha of suger cane which is expected to expand to 30,000 ha,10,000 ha peanut and other high value fruit trees, for domesticconsumption and export as pineapple, mango.

    Binh Dinh is a province having a large quantity of animal: 243,000cows, 385,000 figs, more than 3,000,000 domestic fowls. Domestic animals are growing in bothweight and quantity ensuring for industrial processing.

    Forestry:

    The province has 143,300 ha of natural forest with timber capacity of 10 million m3, 54,000 ha ofreforestration, approximately 220,000 ha of growing land which can be a material scource fortimber and paper processing.

    Minerals:

    Binh Dinh has a variety of minerals: granite marble with the volumeof 500 million m3 with different colours of red, black, yellow...,

    Ilmenite mineral in Phu Cat, white sand in Hoai Nhon. Manyscources of mineral water are considered high quanlity and arebeing exploited for soft drinks and medical treatment. Notably aheat power plant will be built in Hoi Van hot mineral water site. Inaddition, there are many gold mineral sites in Hoang An, Vinh

    Thach, Tay Son.

    The following industries are among the development priorities:

    Wood processing, blank, sea products, animal food, industrial tree cultivation, processedproducts from coco nut, pineapple, suger derivatives, soft drinks, mineral processing(granit, titan, gold...), buiding materials (ceramic tiles, titan, gold...); manifacturing andessembling machanic, electric, electronics products; production of comsumer goods and

    export products (garment, footwear, wrapping, mineral water, medicine...); upgradingservice and tourist places and some international standard hotels and Ghenh Rang, PhuHoa entertainment tourist areas and Qui Nhon trade tourist center..

    infrastructure building; building the infrastructure of the Nhon Hoi economic zone,upgrading and expanding sea-port system, fishery ports.

    Investment encouragement po licies

    Binh Dinh province ensures that all the foreign direct investment procedures under the provincialauthority will be completed sooner than regulated. That is obtained by simplifying administrativeprocedures and with the only gate machanism.

    Investment and planning department is the only agency directing investors on the procedures of

    project initiation, receiving and investigating the legitimacy of project documents, conducting orconsulting revision, proposing to provincial people committee or the Ministry of planning andinvestment for investment licence.

    Reducing 50% of land usage tax with the lowest price compared to the price set by FinanceMinistry for direct foreign investment project which enables partners to pay the tax after 2 to 5years in operation according to the fields and area invested in.

    The province takes charge of revising and conducting compensation solution, evacuating andresettling the population for contruction.

    It also present some aid towards the resettlers in the form of land usage tax. For prior investment

    projects outside industrial zones, the province partly assists the operation of evacuation thoughprovincial budget.

    Phu Tai industrial zone

    Position: Tran Quang Dieu quarter, Qui Nhon city, Binh Dinh province.

    Area: 188 ha, including sites for:

    Position:

    Nhon Hoi is a peninsula lying on the North-West of Qui Nhon city with the area of 96 km2,Building area is 42 km2 and can expand 12,000 ha to the North West and the South faces thesea, Phuong Mai moutain blocks the wind, Thi Nai has an area of 5,000 ha in the West and theNorth and North East, it is the only land connecting the peninsula with the main land.

    Nhon Hoi's advantageous posit ion:

    Nhon Hoi is near Qui Nhon port, a deep-sea port expandable to the North West to NhonHoi. Infrastructure of Qui Nhon port is a favourable condition for building an openeconomic zone, 37 km from Phu Cat airport, 12 km from Dieu Tri railway station, nearNational High way N?1A, National Highway N?19, Vie-Trans Railway for domestic andforeign transportation.

    Nhon Hoi is next to the center of Qui Nhon, a city having a comparatively goodinfrastructure as: electric network, water system, telecommunication, well-trainedworkers.

    Floor surface of Nhon Hoi peninsula is wide, expandable to the North-West. It is mailysandy land, and thinly populated, without flood, cultural vestiges or concretearchitectures. All of that creats a favourable condition for construction.

    Building scale:

    Nhon Hoi economic zone is expected to use an area of 800 ha (in 2010) and 4,000 ha (after2010). The advantages of the zone are production, processing, reproduction, trade, internationalshipment, financial service, banking, tourism, entertainment including:

    Intensified industrial zone of 250 ha with main industries:o Agro-forestry-fishery product processingo Building materialso Petrolium productso Electronic and electrical meterialso Garment, footwear and consumer goods

    Free trade area includes major activities of trade, service, international shipment,international finance, production and processing.

    Entertainment zone

    Nhon Hoi deep-sea zone: Ships of 30,000 DWT with the capacity of 2 million tons peryear in 2010 and 10 million tons per year in 2020.

    Roads: Building roads connecting Qui Nhon with Nhon Hoi peninsula (after 2000) andlocal transport system in Nhon Hoi economic zone.

    Geographically, Binh Dinh is a center of tourism zones (they are Nha Trang,Playcu, Hoi An, Da Nang, Hue...) as well as a point connecting NationalHighway N?19 to the historical Ho Chi Minh path also the three-way border-crossing of Vietnam, Laos, Cambodia. All of that makes a favourable conditionfor the sea, high land and mountain development, inbound and outboundtourism development. Therefore in the overall plan for Vietnam's tourismdevelopment to 2010, Binh Dinh is expected to pay an important part in thenational tourism.

    With the advantages of natural resources and other resouces for development, the province'smain tourism activities are cultural festivals, sea bathing, sport, transit tour with major tourismareas:

    Qui Nhon tourism zone and adjacent areas include a series of attractive tourist resortswith wonderfull landscape, beaches, convalesce homes, cultural vestiges, religiousfestivals, cultural activities... especially the Qui Nhon-Song Cau route wich interconnectsecological tourism resorts, attractive see-sight spreading along the coast line in SouthernBinh Dinh - Northern Phu Yen.

    Phu Phong townlet tourism zone and adjacent areas include a series of most valuable

    cultural historical vestiges of Binh Dinh. Its center is Quang Trung museum, Duong Longtower.. and attractive ecological tourism points such as Ham Ho, Nui Mot lake, hydro-electric Vinh Son lake.

    Qui Nhon town lies in the southeast of the Binh Dinh province. It is bordered in the east by theEast coast, in the west by Tuy Phuoc district, in the north by Tuy Phuoc and Phu Cat district, inthe south by Song Cau district of the Phu Yen province. The town has 16 precincts and 4 villageswith 215 km2 general area. Population in 1999 is 240.000.

    More than 100 years ago, the town was born officialy, however, town's forming and developinghistory goes with to 11th Century Champa culture, Tay Son dynasty and Th Ni seaport from18th century. Nowaday, Qui Nhon is recognized as a the second city with a geograhpy priority, aseaport, a developing city infrastructure. Our government defined the town is one of threecommercial and tourism centres of South Central part coastal( with Da Nang and Nha Trang).

    Nhon's coast- line is 42 km with a big lagoon area, brackish water lake and abudant sea creatureresource and many of valuable specilities with high economic worth. The town's key brandsinclude industries, trade, export-imports, seaport services, breeding and exploiting aquaticproducts, tourism.

    Qui Nhon's economic structure, at present, is moving along increasing service industry density,

    reducing ratio of agriculture forestry pisciculture in GDP. In 1998, building industry density is28,4%, service is 55,58%, agriculture and forestry pisciculture is 16,02%.

    Developing goal of the town from now to the year 2010 is to strive for building Qui Nhon tobecome a seaport town in North-Southern and West-Eastern corridor; a industrial, commercial,service, international trading certer with an active role impulsing development social economy inthe area.

    To focus on processing export products with main fields such as aquatic and

    Thank you very much for your attention to our Binh Dinh ProvincialElectronic Communication Port (Binh Dinh Portal).

    Binh Dinh is a coastal province in the south of Central Vietnam with aconvenient geographical location and transport condition. Lying on the T-conjunction of the two corridors of National Roads 1A and 19, the province is

    the East gateway of the Highlands, Southern Laos and NortheasternCambodia. Beside roads and railway, airway and seaway are available withPhu Cat airport and Quy Nhon seaport.

    Binh Dinh has a long history with Sa Huynh culture. It used to be theancient capital of Champa Kingdom, the cradle of Tay Son insurrectionmovement with the well-known name of National Hero Nguyen Hue - KingQuang Trung and also the homeland that nursed the talent of such celebritiesas Dao Tan, Han Mac Tu, Xuan Dieu, Che Lan Vien, Yen Lan, etc. Binh Dinhpeople are courageous, stronghearted in defending their nativeland and hard-working, intelligent and creative in making it richer and more beautiful.

    In the course of "doi moi" (renovation), Binh Dinh has actively

    changed in its socio-economic development. The provincial agriculture hasgradually tended towards producing goods; the structure of cultivation andbreeding has been changed reasonably and more and more linked to theindustry of processing for export. Its industry has reached a good growthspeed, forming and developing a few industries subject to the advantages ofprovince and the demand of market. Its trade and service sector has beendiversified. The provincial goods for export are mainly advantageous goodsrequired by the world market. The provincial people's living conditions havebeen gradually improved.     TOURISM

    Binh Dinh is a coastal Province of South Central Vietnam, with its North bordered by QuangNgai Province, the South by Phu Yen Province, the West by Gia Lai Province, and the Eastby the East Sea.

    Tay Son. The Province has a long coastline of 134 km, with many sea gates: Qui Nhon, DeGi, Tam Quan and more than 7,600 ha of water surfaces suitable for breeding exportablesea products. The ecological system of Binh Dinh Sea gives many kinds of sea productswith high value that are favored by domestic and foreign markets.

    Binh Dinh production industries have been formed and developed such as agricultural-

    forestry-sea processed products, consumer goods, construction materials, exploited andprocessed minerals, garment and footwear for exports. Many local industrial products withhigh quality have been highly credited in domestic and foreign markets: jellied sea andanimal products, salanganes nest, RS sugar, beer, cane and handicraft products, woodproducts, granite tiles, products from titanium, rubber, garment, footwear, pharmaceuticalproducts

    Binh Dinh has good transport links: National Highway 1A and the North-South railway goacross the length of the Province; National Highway 19 links the Province with potential TayNguyen and North - East Cambodia, Southern Lao and Thailand; the Phu Cat airport is 30km away from Quy Nhon city to the North; and especially Quy Nhon port one of Vietnamslargest ports connects Binh Dinh to the rest of the country and other countries.

    Telecommunication network with all kinds of services can meet quickly demands forinformation exchange and communication. The provincial power supply and distribution

    system which is rather fully built from 220 KV and below connects the National PowerNetwork of 500 KV with the provincial hydro-electricity plant at Vinh Son of 66MW. 100% ofdistricts in the province receive electricity from the central grid.

    Binh Dinh has rich natural and human resources potential for developing tourism. It hasmany famous landscapes, a full combination of mountains, rivers, sea, swamps, lakes,islands, fields, countryside villages and Vietnams traditional festivals. Here is the land oftalented figures, ancient culture, the birthplace of Tuong art, the motherland of the nationalhero Quang Trung Nguyen Hue, the capital of the old Cham kingdom.     HISTORICAL AND CULTURAL VESTIGES

    Tay Son Palace: Vestige worshiping Tay Son is in Ward 1,Phu Phong, Tay Son district, 40 km from Quy Nhon city to

    the North West. Here is the land worshiping the threebrothers of Nguyen Nhac, Nguyen Hue and Nguyen Lu,which has seen many historical events but where thepeople still keep on preserving their pride, respect and faithto the three brothers of Tay Son.

    Tay Son palace is small but sincere-looking. In front of theyard is Three Officials and the next is the stele recordingthe results of Quang Trung Nguyen Hue movements.

    The main room of the palace comprises three sections, themiddle one worships Quang Trung Nguyen Hue, the left one worships Nguyen Nhac andthe right one worships Nguyen Lu.

    The palace was built on the house floor of the three leaders Tay Son and also the placewhich worships their parents Mr. Ho Phi Phuc and Mrs. Nguyen Thi Dong and where the

    three brothers were born, grew up, rose up in arms and became the pre-eminent leaders offarmers and the nation at the end of the 18

    thcentury. Nowadays, in the old garden of the

    three brothers Tay Son, close to the Tay Son palace there are two extremely preciousvestiges as the ancient tamarind tree and old well, which were told to exist during thecontemporary time of Mr. Ho Phi Phuc.

    The ancient tamarind tree:More than 200 years old, told to be planted by the threebrothers Tay Son, close to the Tay Son palace. The tree has large branches shading thewhole area of the garden and the root has a perimeter of 3.5m. The tamarind becomes afolk- memory shown in a familiar, emotional and historical singing:

    The Well:on the right of the palace, it is told to exist during the time of the three brothers

    Tay Son, made of Literate, the perimeter of 0.9m and the well height of 0.8m. Until now, thewell water is still fresh and cool like before when it fed and brought up the spirit and will ofthe three brothers Tay Son.

    Nowadays, the Tay Son palace, the Tamarind and the Well are preserved with respect andsincerity in the Quang Trung Museum. The Quang Trung Museum was built in a large scalein 1978 by the Government, adapting an ancient and imposing architecture, comprises 9rooms displaying memorial items of the Tay Son movement and the King Quang Trung(1771 1789)

    Emperors parapet: Presently the remains of the parapet inDap Da and Nhon Hau, An Nhon district. The Emperor parapetwas built by the kingdom Tay Son in 1775 on the foundation ofthe Do Ban parapet of the kingdom Champa and was officiallynamed the Emperor parapet in 1778. During a long period oftime from 1776 to 1793, the parapet was the barracks of thetroop Tay Son and then the capital of the central governmentEmperor Thai Duc Nguyen Nhac. The Emperor parapet is

    originally a rectangular complex comprised of three circles ofparapet: External parapet (Thanh Ngoai), internal parapet(Thanh Noi) and death parapet (Tu Cam Thanh). Thanh Ngoai

    has a perimeter of 7,400 m. Thanh Noi, also namely Kings parapet (Hoang Thanh), issharpened in rectangle with the length of 174 m and width of 126 m. After the defeat of the

    Tay Son kingdom, Gia Long Nguyen Anh took extremely savage revenge on the kingdomof Tay Son. The Emperor parapet, marking the golden era of the kingdom Tay Son, is alsodestroyed. On the old floor of the parapet, the Nguyen built a temple to worship twomandarins of the Nguyen dying here, namely Vo Tanh and Ngo Tung Chau. This is the tombarea with the Nguyens typical architecture in the group of vestiges.

    The Emperor parapet is the remains of historical building reminding the later people of theheroic period of the farming heroes.

    Ancestors house of worsh ip of Vo Van Dung: Vo Van Dung is the outstanding general,excellently contributing to the Tay Son movement. He was promoted as an admiral (Do doc),Dai Tu Khau, Dai Tu Do, Duke (Tuoc Hau), Grand Duke (Quoc Cong). The ancestors houseof worship Vo Van Dung was built on his homeland Tay Phu, Tay Son.

    Ancestors house of worship of Bui Thi Xuan: Bui Thi Xuan, anoutstanding general of the king Quang Trung, was talented at tamingelephants to fight enemies. She devoted all her life to the glorious careerof the Tay Son movement. Bui Thi Xuan is now worshipped at the BuiAncestors house of worship in Tay Xuan, Tay Son district.

    Swallow Beach the Tam Toa Mountain: The Nhan beach is aheadland peaked at the gate of the Qui Nhon port in the area 1, HaiCang ward. The Tam Toa mount (also namely the Black Stone Mount) isin Hai Minh, Hai Cang ward, on the left of Qui Nhon port entrance, opposite to the Nhan

    beach. Previously, ships or boats who wished to enter the Thi Nai lagoon from the sea andmove to the Emperor parapet would have no other way except going through the Nhanbeach and the Tam Toa mount. Therefore, the Nhan beach and the Tam Toa mount playeda strategic role and were built to be the main army base of the Tay Son soldiers. With thepassing time, now the physical vestiges have almost disappeared; however, the pasthistorical events with the monumental beauty of the nature, the Nhan beach and the Tam

    Mai Xuan Thuongs Tomb: was built to ancientarchitecture on the hill next to the National Highway 19 inBinh Hoa, Tay Son district in order to memorialize MaiXuan Thuong a patriot and an outstanding leader of theCan Vuongs movement against the French in Binh Dinh.From this hill where Mai Xuan Thuong raised up in arms,visitors can observe the bases against the French of theinsurgent troops such as Phu Phong, Tien Thuan, LinhDong, and Huong SonIt has been more than 100 yearssince the death of Mai Xuan Thuong, his name still livesforever in the hearts of Binh Dinh people and nationwide.

    Dao Tans Tomb:Among cultural celebrities in Binh Dinh,Dao Tan appears to be a bright star. He is a patriot, a mandarin famous for his modesty, apoet and an outstanding Tuong composer of Vietnam at the end of the 19

    beginning of the 20th

    century. With his huge contribution, Dao Tan is considered as theFather of Vietnams Tuong art. Dao Tans tomb lies on the Huynh Mai mountain in PhuocNghia, Tuy Phuoc district, about 15 km from Quy Nhon city. It is an important historical andcultural vestige that has been preserved, attracting many tourists visiting to show theirappreciation to the person contributing a great deal to the heritage and development of thenational culture.

    Cham Vestige:Binh Dinh was the capital of the Kingdom of Champa from the 10th

    th. This golden time until now keeps priceless cultural vestiges with the traces of

    parapet and outer wall, and still moss-green towers stand strongly to the challenges of timewith their true value of cultural art.

    Doi Tower(or namely Hung Thanh tower): was built at the end of the 12th

    century, lying in Dong Da ward, Quy Nhon city; a beautiful and uniquearchitecture comprising 2 towers (the main tower is 20 m in height and theminor tower is about 18 m high). Doi Tower is rated a unique beauty of theChampas architectural art. Both towers are not square ones with manyfloors like the traditional Cham towers but a structure of 2 main parts: thebody is square and the top has a shape of a tower with curved surface. Atthe corners of the tower are the icons of the God bird Garuda raising both

    wings to lift up the roof of the tower. The top vault of the doors is raised uplike arrows. The architecture of the Doi tower was influenced by the art ofIndian region.

    Banh It Tower(or namely the Bac Tower): was built at the end of the 11th

    century and beginning of the 12th, in Phuoc Hiep, Tuy Phuoc district, located on the top of a

    hill between two branches of Con river, namely Tan An and Cau Ganh, next to the Highway1A, 20 km from Quy Nhon city. This is a group of 4 towers. The towers look like Banh It froma far view stand so they are called Banh It. Each tower has its own specific architecture. Onthe top of each tower is a stone statute of the God Shiva. In an artistic aspect, among allvestiges of Cham towers in Vietnam, the Banh It tower is the group of distinguishing towerswith an abundance of nice architectural styles and high value of art.

    Duong Long Tower(or namely the Nga tower): in Binh Hoa, Tay Son district, 50km from

    Quy Nhon city. It was built at the end of the 12

    century the most prosperous stage of thedevelopment of Cham cultural art. It is a group of three Cham towers (the middle tower is24m high, two side towers are 22m high). With a sophisticated sculpture, the architecturalfeatures are presented both gloriously glamorous and softly delicate. Animal decorativemotifs are real in lively as well as miraculously mysterious. The Duong Long tower isevaluated one of the most beautiful towers in Central of Vietnam, with its distinguishingfeature of a large size and respectful architectural style.

    Canh Tien Tower:was built beside the Do Ban rampart in Nhon Hau,An Nhon district in the16

    thcentury approximately. The distinguishing feature of the Canh Tien tower is the use of

    tower was delicate but solemn in style. The tower has 4 floors which are smaller toward thetop. Every floor has its edge decorated where smaller floors were built. The architecture ofthe leaves upturned to the top creates the image of flying wings. From the shoulder of thetower up, four sides look like a fairys wings flying up, so the tower is called Canh Tien.

    Phu Loc Tower(or namely the Gold tower): in Nhon Thanh village. An Nhon district, 35 kmfrom Quy Nhon city to the North; with an ignorant and sad beauty; at the foot of the tower,

    tourists can see 4 directions of surrounding extraordinary and majestic scenery.Thu Thien Tower:was built on a relatively low location, on the southern bank of Con river inBinh Nghi, Tay Son district, 35 km from Quy Nhon city to the North West. The tower has asmall scale with sophisticated and mysterious style.

    Binh Lam Tower: was built on the high hill in Phuoc Hoa village, Tuy Phuoc district, 22kmfrom Quy Nhon city. The tower has a shape of square vase with each side of 10m, 20mhigh, divided into 3 floors, decorated with sophisticated design, and moderate architecturewith refined beautiful and strong lines.

    The Department of Culture and Information has approved the towers as historicalarchitecture vestiges. It can be said that the group of Cham towers in Binh Dinh is veryabundant and varied so it creates a specific attractiveness of only Binh Dinh for touristsvisiting the South Central in particular and Vietnam in general.

    Nui Ba Base:Nui Ba is a majestic famous tourist spot in the SouthEast of Phu Cat district,facing to the sea. On the mountain, there is Vong Phu statue in Chanh Oai village, Cat Haicommune, which looks like a woman with her child standing with a longing watching at seafor the return of her husband. Also, there is the famous Linh Phong pagoda, which was builtat the end of the 17

    thcentury, in the middle of mountains within an area of clouds, water and

    beautiful caves. The Nui Ba also remarked many important revolutionary facts of Binh Dinh,With more than 80 vestiges, centered into 29 sections, Nui Ba is a group of vestigesconnecting with the revolutionary career and the fight against the American soldiers to savethe country of Binh Dinh people and soldiers; the important revolutionary base in the fightagainst the American soldiers; the security and protection place of the provincesrevolutionary units; the place where the free of war Vietnamese soldiers were fed andprotected; the place where many glorious victories started. In the hearts of Binh Dinhpeople, Nui Ba becomes one of the icons of the country, belief and pride.

    Thap Thap Pagoda:located in Nhon Hau village, An Nhon district, 27km from Quy Nhoncity to the North West. The monk Nguyen Thieu of Lam Te group built it in the 17

    thcentury.

    Its main materials are red tiles brought from 10 damaged Cham towers surrounding, so it iscalled Thap Thap and was gifted the title Thap Thap Di Da Tu by the Lord Nguyen PhuChu. Until now, through more than 300 historical years, Thap Thap Di Da itself becomes amajestic Buddhist architecture and is a history book of relics representing the developmentof Buddhism in the Southern and Central regions. This is the Father land of Nguyen ThieuBuddhist group. Besides, the group of sculptured architecture and the overall landscape ofthe present Thap Thap pagoda are still a cultural vestige with high value in many aspects. Itis ranked a national vestige.

    Long Khanh Pagoda:located in Quy Nhon city, was built in approximately 1715. The LongKhanhpagoda is one of the large Buddhist centers of Binh Dinh. It is the place where monksdo their praying Buddhist activities and also the tourist spot for any tourist. Now, the pagoda

    still keeps some precious items such as: Thai Binh Hong Chung (The Bell) was made in1805 (the Gia Long dynasty) Display paper (Long Khanh characters) was printed in 1813

    Linh Phong Pagoda:was built in 1702 in the middle of a hill lying on the South of Nui Ba, inCat Tien commune, Phu Cat district. Its shoulder is based on high mountains; its front facesto the sea. The pagoda is surrounded with springs, sophisticated and majestic landscapeand still atmosphere. Its first name was Dung Tuyen.     Quy Nhon Cat Hai Beach:Nature gifts Binh Dinh withgenerously sunny beaches with green water surface,lengthening from the center of Quy Nhon city towardsthe North East through Nhon Ly, Nhon Hoi (Quy Nhon),Cat Tien and Cat Hai (Phu Cat). It is one of the mostbeautiful coastlines in the Southern Central region withideal beaches such as Tan Thanh, Vinh Hoi and TrungLuong, attracting many tourists to visit and enjoymajestic nature, immense ocean with sand hills, islandsfull of winds and waves, and special local seafood.

    Ghenh Rang Hill:located to the SouthEast of Quy Nhon city; it is the national tourist spot and anatural piece ofwork with groups of mountainous stones alongside the sea. Here, stones

    and soil created blocks of hills, caves, sea gates with fresh air andbeautiful scenery. So the King Bao Dai had chosen to be on holidayssince 1927. Below the foot of Ghenh Rang, on the sea is the special beachwith variety of round stones, which was the holiday place for only theQueen Nam Phuong so the beach is named Queens Beach. From thehillside, tourists can see the entire Eastern part of Quy Nhon city andfurther is Phuong Mai peninsula with the Thi Nai lagoon that looks like aChinese ink drawing.     Thi Nai Lagoon, Phuong Mai Peninsula: on the North East of Quy Nhon city, there is theThi Nai lagoon which is the largest lagoon in Binh Dinh, more than 10km long and 4km widewith much well-known fresh, delicious and nutritious seafood. In the lagoon, close to theWest bank, there is a small mountain on which there is a small temple which was

    established by the villagers to worship the Water God. The mountain has the shape of anancient house, namely the Thay Boi tower (it is due to the fact that many kingfishersgathering on the stones so the tower has that name), making the scenery of the lagoonmore lively and attractive. Every morning, full moon nights spread over green seawaterforests, making the lagoon surface is unclear and fanciful like a fairyland.

    On the East of the lagoon, the Phuong Mai peninsula looks like a huge protecting barrier toQuy Nhon city with many blocks of mountains projecting about 15km into the sea. The Northof the peninsula and further to the North West are beautiful beaches reaching to Phu Catdistrict. Watched from away, Phuong Mai seems like a dragon with its body lying to theNorth until the sea gate De Gi. The end of the South of the peninsula looks like a sharpsickle with many extraordinary and difficult caves where salanganes usually gather to buildtheir nests and give human being an extremely precious and nutritious specialtysalanganes nest.

    Ham Ho Tourist Spot: is a long 3 km river sectiongoing through old forests with many big stones invariety of shapes in Tay Phu, Tay Son district, about 55km from Quy Nhon. Ham Ho is famous for variety offish, especially during flood seasons when fish fromeverywhere gather here. Fish swimming in oppositeflows are blown up by waterfalls and come back likeflying fish. It is told that every year the Water King holdsan examination for fish in Ham Ho. Fish that passes theexamination will turn into a dragon. Because of thisclassic reference, the Ham Ho waterfall is also calledVu Mon. The old people called it Flying Fish waterfall.

    With the width of 30m, the rivers bed is full of gleaming and bright granite stones like millionof diamonds in the green and clear water. Along the riverside tourists will see ThanhMountain a mountainous wall stands like a citys wall covered with green moss andancient roots. On the left of the wall is a beach of stones piled on each other like a giantpouring a basket of stones into the river. Therefore, local people call it the river section thatwas made full by the God. Passing by this river section is a pool of Roi fish always full of Roifish gathering here. The next river section is a cubic of stone like a crocodile lying in the rivercenter, blocking strong river flows, this makes white foam blow up. So it is called Hon Trao.

    The population

    Binh Dinh is inhabited by a number of ethnic groupswho have been uniting during the struggle againstforeign invasions and development of the country. TheKinh group comprises 98% of the population. The

    balance of 2% is comprises by 3 other minority ethnic

    groups including Ba Na, Hre and Cham. They areform 113 villages or 22 communes in the mountainousor midland areas.

    The population of the province is 1,530,300 (2003census). This population is unequally distributed with the highest density of 1,165 people persquare kilometre in Quy Nhon, and the lowest density of 28 people per square kilometre inVan Canh District.

    With a proportion of 62.8% of people under 30 years of age Binh Dinh is a good supply oflabour. The current labour force is 845,900 and 756,000 of which are employed by artery

    economy enterprises.

    Infrastructure

    National High Way One A goes through the

    province from north to south with a section of118 kilometres. The national railway goes inparallel with the road with a section of 150kilometres and Dieu Tri is one of the mainnational stations. National High Way One Dcuts the province with a section of 33kilometres. National High Way 19 starts from

    Quy Nhon and goes westward with a section of 70 kilometres in the province. This roadconnects Quy Nhon Seaport with other provinces and the rest of the world. Quy NhonSeaport is one of the ten big seaports of the nation. Thirty thousand ton ships can land onthis port.

Besides, there are one junior teacher college, and three other tertiaryschools providing training services in other subjects. The province has a total of 396 highschools of junior and senior general education.

    The local health service is on its way of development with two general hospitals in Quy Nhonnamely Hospital and City Hospital. Two other hospitals either newly developed or beingdeveloped are Bong Son Hospital and Tay Son Hospital respectively. One convalescencecentre is situated at Phu Cat District. The total of 16 hospitals with 2,145 patient beds hasbeen providing services to the population. There are 23 health clinics including specialistclinics. There are 155 commune health clinics at commune level.

    Economic and social development

    Binh Dinh has achieved good economic growth in the recent years and is showing positive

    progress. The annual local GDP of 2003 is 6,513.6 billion Viet Nam Dong. The proportionsof the combined agriculture forestry and fisheries sector, infrastructural industry and otherbusiness are 39.8%, 25.8% and 34.4% respectively.

    The combined sector of agriculture, forestry and fisheries achieved 3,062.1 billion VNDwith 69.1% of agricultural productivity, 4.3% of forestry and 26.6% of fisheries. Theagricultural sector produced 584,500 tons of rice and corn.

    The local industry achieved 2,340,3 billion VND (by unit prices of 1994). Of which locallyowned, state owned and foreign enterprises produced 83.3%, 15% and 1.7% respectively.

    The major products of the province are wood products, refrigerated sea products, sugar,

    beer, medicine, cement, Ilmenite, granite, shoes, and garments, etc,.Export value reached approximately US$140 million.

    Poverty rate had gradually reduced over the years and dropped to 8%by 2003.

    Every 1000 people are provided with an average service of 1.4 patient beds, 0.9 medicaldoctors, and 0.5 nurses.

    There are 230 high school students per 1,000 people.

    The average telephone service is 39.5 per thousand people.

    Binh Dinh has an ancient cultural source. If the North Vietnam is said to be characterized bythe Dong Son culture, the South by the Oc Eo culture, then Binh Dinh as the centre of theCentral Vietnam favoured the Sa Huynh Truong Xe culture. Taking source from such anancient and grandiose culture and through thousands of years of founding and safeguardingthe land, Binh Dinhs culture has well developed while acquiring different values from othercultures to consolidate and enrich itself.

    The people of Binh Dinh are proud of their cultural prestige left from their ancestors and

    make every effort to preserve and develop it to make their life more beautiful. Once comingto Binh Dinh, people can not forget the haughty Champa towers that bewitch the viewerswith their mysterious architecture. And on the basis of that ancient culture, Binh Dinh hasgenerated many original cultural trends. Many say that the art of Tuong that has reached tothe classical level has been flourishing in Binh Dinh, homeland of the famous playwright Dao

    Tan. In the farmers revolution of Tay Son, after conquering all the enemies and drivingaway the foreign aggressors, the three brothers Nguyen Nhac, Nguyen Hue, Nguyen Lubuilt the Tay Son culture by a reformation in which Nom characters occupied a prominentposition, enabling the development of the national culture in association with the nationssovereignty. In early XX, in the pre-war literature 1930 1945, the new poetry (Tho Moi)school in Binh Dinh was highly appreciated with excellent poets: Xuan Dieu, Che Lan Vien,Han Mac Tu, Cu Huy Can, . . .. During the two sacred resistances of the whole nation, BinhDinhs culture contributed a remarkable part to the liberation of the country. We can never

    forget bai choi musical plays and the Fifth Inter-Region Tuong opera that used to be heardthroughout the resistance bases and even in enemy rears through the radio waves of theVoice of the liberation forces and the Voice of Vietnam, encouraging and nourishing theresisters minds, who fought for the independence and freedom of the nation.

    Above is an outline of the history of Binh Dinhs culture. But what role it would play now andin future is very important, and ought to be defined in accordance with the laws of socialdevelopment and the characteristics of the countrys economy in the period ofindustrialization and modernization. Although being a driving force of socio-economicaldevelopment, culture depends onthe economic conditions. This means we must take intoaccount the conditions of the provinces economy when raising the problem of orientation ofBinh Dinhs culture. So it is very important to decide in what direction and to what extentBinh Dinhs culture should go. Actually, the general trends of Binh Dinhs culture weredefined in the Resolutions on culture letters and arts of the Vietnamese Communist Party,

    the latest of which was the Resolution of the 5th Conference of the Central Committee of theParty (term VIII) on Building and developing the Vietnamese culture into an advanced andnational character impregnated one. In implementing this Resolution, The PeoplesCommittee of Binh Dinh province recently set forth, besides many other projects, theStrategy for Developing Culture and Information Development until 2010. It is quite right tosay that these projects serve as a guideline for culturists to outline a practical way to ensurethat culture will be both a target and a driving force for social development.

    In a global view, Binh Dinhs culture does not stay outside the general trends of theVietnamese culture which operates in the market mechanism and the management of the

    government as well as in the socialist orientation. The characteristics of variousregions and the strong points of Binh Dinh must be taken into account when weraise the problem of what particular way Binh Dinhs culture should take for the

    future. We think Binh Dinhs culture can only make spectacular boom if it relies closely onthe traditional culture which is very diversified and abundant, as it is the most solidfoundation. To develop Binh Dinhs culture, first, we probably start from the system ofhistorical and cultural relics and famous landscapes so as to promote the relics andintroduce them to the public. According to incomplete statistics, there are currently 150 relicsand famous landscapes under planning, of which 29 will have been classified by the Ministryof Culture and Information, about 50 were recognized by The Peoples Committee of theProvince. The rest are under investigation which will help evaluate each relic to determine atwhich level they are to be recognized. In Binh Dinh, the most common relics can beclassified into the following groups: ancient Champa relics, French resistance andRevolution relics, American resistance relics, and beautiful landscapes.

    Besides the historical relics, Binh Dinh is equipped with a network of libraries book shelvesdown to communal, ward, or district-town levels, including a provincial library with over100,000 copies, 10 district libraries and hundreds of libraries book shelves at the lowestlevel. Culture houses or clubs exist at reeve district; there are 16 movie-projecting units, andtheatres for Tuong plays. This is the basis, the institution that will help promote Binh Dinhsculture in future.

    The immaterial culture is also very diversified in Binh Dinh : festivals, Tuong opera (hat boi),Tay Son martial music, bai choi musical plays, ba trao festival music of the littoral people,etc. are not only indispensable food for the mind of the people of Binh Dinh but alsospecialties to be introduced to the people of other provinces and to foreigners. If thetraditional festivals are well preserved and brought into play, they can become future culturalfaces of Binh Dinh, namely: Dong Da Victory Festival, festivals for good fishing yields,mountainous peoples festivals, littoral peoples festivals, etc and innumerable festivals ofhuman nature of the three mountainous ethnic groups Banar, Champa and Hre who live inthe territory of Binh Dinh. All of these must be enhanced or modified to fit with the newneeds for aesthetics to help enrich and purify social activities.

    Folk literature and academic literature are also the strong points of Binh Dinh in future. Thisis justified with an increasing number of writers of different age-groups in Binh Dinh. In the

    past years, their works have won high prizes in many fields: fine arts, painting, poetry,music, and tradition theatre. There still remain the folkloric artists who succeed theirgrandfathers to preserve singing exchanges, good pieces of Tuong opera, folk songs andold bai choi songs, together with popular festival games, and good manners and customs ofthe people of Binh Dinh. All these riches will adorn the face of Binh Dinhs culture.

    In future, Binh Dinhs culture will also try to take the cultural quintessence from other regionsin the country and in the world. There is an indispensable need for any culture to receive thebeauty, the usefulness from other cultures, without which no culture can exist and develop.Whether Binh Dinhs culture can integrate with the external world or not depends very muchon this reception to enrich itself. In the period of industrialization, Binh Dinhs culture not onlytries to maintain its specialties, just as Hue with its Royal music and dancing, the Red RiverDelta with its traditional operetta Cheo, the South with its renovated theatre (cai luong), theWest Highlands with Trung bamboo xylophone, etc., but also accepts the harmony with the

    above, so as it is distinct from the above but not separate, or in other words, integration butnot dissolution.

    However, in order to have an advanced culture, Binh Dinh must overcome many obstaclesand challenges created by the reverse of the market mechanism. It must fight against thetendency of high esteem of money and fame, or the commercialization of culture. Actually,Binh Dinh has been facing these difficulties and is doing its best to reduce their bad effectson the progress of Binh Dinhs culture.

    Nowadays, with the policy of recruiting talents of The Peoples Committee of the province,the culturist contingent in Binh Dinh have grown mature, forming an important factor to make

    up the shape of Binh Dinhs culture in future. Together with the whole country, Binh Dinhculture will take a direct part in building the Vietnamese culture into an advanced andnational charter impregnated one, and make all the necessary preparation for its trip into theXXI century.
