MARINE CONSERVATION: OPPORTUNITIES AND CHALLENGES
• Biodiversity hotspots:• Biodiversity hotspots:– 20 Europe’s overseas territories situated in 34 identified
biodiversity hotspots (polar to tropical);– Coral reef and associated ecosystems (over 20% of coral reefs
and lagoons); deep sea corals and pelagic ecosystems criticaland lagoons); deep sea corals and pelagic ecosystems critical for fisheries;
• Europe overseas economies dependant on marine and coastal ecosystem services:
Fisheries tourism coastal protection marine genetic resources– Fisheries, tourism, coastal protection, marine genetic resources etc.
• Vulnerability to human impacts and climate change:– Overexploitation of natural resources (eg overfishing, illegal

G O C OLEGAL AND POLICY FRAMEWORK:CHALLENGES
• Complex shared competence and jurisdiction on marine p p jmatters:
– Europe Union: environmental directives, policies and standards (e.g. Biodiversity Strategy 2020, Integrated Maritime Policy, Marine Policy, Common Fisheries policy, climate change adaptation stategy), only apply to ORs not OCTs (EU MS obligation);
– EU Member States: jurisdiction national for OR, International and regional agreements and conventions, i.e., UNCLOS, UNFSA and RFMOs regional seas conventions, etc.E d l t d t f l l t it i l– Europe overseas: delegated competence for local territorial waters for OCTs;
• Challenges for marine conservation in Europe overseas:– Ocean connectivity and climate change resilience require an
t b d h ( i ti l l i MSP)ecosystem based approach (e.g. marine spatial planning, MSP), – Small coastal MPAs alone are not the answer;– Regional scale is critical given location of EU overseas;– Europe overseas not directly engaged in regional policies and
