PREFACE

State Public Sector Undertakings and Statutory Boards act as

extended arms of the Government and play a vital role in providing

basic services like Water Supply, Transport, Electricity, Housing, Public

Distribution System etc. They are also involved in providing industrial

infrastructure, financial services and in manufacturing activity. In this

report, the review for the year 2012-13 is presented in two sections.

The first section covers the performance of 51 Public Sector

Undertakings grouped into 10 categories viz., Agri & Allied,

Construction, Development (Industries and Finance), Development

(Others), Manufacturing, Mining, Passenger Transport, Other

Transport, Trading and Miscellaneous. The second section covers 9

Statutory Boards viz., Metro Water, Maritime, Pollution Control,

Electricity (i.e., TNEB Ltd., TANGEDCO, TANTRANSCO), Metropolitan

Development, Water Supply and Drainage, Khadi and Village

Industries, Slum Clearance, and Housing.

2) The total turnover of 51 PSUs was ` 40674.66 Crore in

2012-13 showing an improvement from ` 35292.19 Crore in 2011-12,

registering a growth of 15.25%.

3) Out of 51 Public Sector Undertakings reviewed during

2012-13, 35 PSUs [ie., 69%] have earned a total Net profit of

` 628.89 Crore and 16 PSUs [ ie., 31%] have suffered a total Net loss of

` 1002.16 Crore. The aggregate loss of `1838.42 crore suffered by all

the PSUs during 2011-12 has come down to ` 1002.16 crore in

2012-13. Out of 35 PSUs which have earned profit during 2012-13, 23

PSUs have increased their profit to ` 473.57 crore as against the profit

of ` 289.70 crore in the previous year and 7 PSUs have earned a less

profit of ` 140.52 Crore as against the profit of ` 180.27 Crore earned

during the previous year. During the year under review, 6 PSUs have

suffered an increased loss of ` 142.53 crore as against the loss of

`34.55 crore suffered by these PSUs during the previous year.

Further, one PSU which has suffered a loss of ` 3.13 crore in 2012-13

as against the net profit of ` 14.15 crore earned by it during the

previous year. 5 PSUs have earned profit in 2012-13 to the tune of

` 14.79 crore as against a loss of ` 12.22 crore during 2011-12.

4) The aggregate amount of investment (Share capital + loan +

accrued interest) made by Government in the PSUs stood at ` 5906.19

crore as on 31.3.2013 as against ` 5599.46 crore as on 31.3.2012.

The investment in Share Capital by Government has increased to

` 2796.04 crore in 2012-13 from ` 2700.59 crore in 2011-12 (3.53%).

5) With regard to Statutory Boards, the overall turnover of all the

Statutory Boards except CMDA (which is maintaining it’s accounts under

Single Entry System and which is already in the process of switching over to

the Double Entry System) taken up for review during 2012-13, has

increased to ` 30809.31 Crore as against ` 23772.28 crore in the

previous year registering a growth of 29.60%. The aggregate loss

suffered by all the Statutory Boards except CMDA during 2012-13 has

reduced to ` 11696.95 crore from ` 13584.94 Crore in 2011-12.

6) 11 PSUs declared dividend to Government in 2012-13

amounting to ` 38.35 crore as against ` 39.36 crore received from 12

PSUs in 2011-12. However, in order to arrest deceleration in return on

investment growth, Government have evolved a common Dividend

policy for the State Public Sector Undertakings for declaring dividend

@30% of Net Profit (after tax) or 30% of paid up share capital whichever

is higher, subject to availability of disposable profits vide G.O. Ms. No.

123 Finance(BPE) Department dated 19.5.2014. Apart from the above,

9 PSUs and one Board namely Tamilnadu Maritime Board have made

an additional contribution to Government, by way of Vend fee, special

privilege fee, Nomination charges, share of interest earned on advance

from Government, Lease rent etc., to the tune of ` 6454.02 Crore

during the year 2012-13 as against the contribution of ` 5158.47

Crore made during the year 2011-12. As on 31.3.2013, the total

number of employees in all the State Public Sector Undertakings and

Statutory Boards was 157916 and 97959 respectively.

7) The overview report provides a bird’s eye view of the overall

performance of all the PSUs / Boards with Sector wise analysis along

with various tables supported by graphical representations. It is hoped

that the information contained in this publication will be useful to the

Departments of Secretariat, the Public Sector Enterprises, Boards,

Researchers and others interested. Readers are requested to bring to

the notice of the State Bureau of Public Enterprises any error or

omission which might have crept in, despite the best of our efforts.

Overall Performance - Highlights

The Overall turnover of all PSUs during

2012-13 has increased to ` 40674.66 crore
