Management of Site
The Carna agglomeration and its discharge are neither directly connected
nor necessary to the management of the Carnsore Point Nature Conservation
Sites.
Description of Project
A description of the waste water works and the activities carried out
therein:
The Carna Agglomeration is serviced by Carna Waste Water Treatment
Plant, which is located adjacent to the public toilets at Carna Beach. The
plant treats the waste water generated from the public toilets, 4 local
houses, the local shop and the St Vincent De Paul respite centre only, which
is solely domestic in nature. There are currently no plans in place to either
increase the existing plant size or to modify the treatment process.
The sources of emissions from the waste water works:
There is one single discharge from the Carna Waste Water Treatment Plant
which is the Primary Discharge point (SW1), which discharges treated
effluent to St Georges Channel, just below the low water mark.

There are no reports of either noise or odour complaints originating from
the plant.
The nature and quantities of foreseeable emissions from the waste
water works into the receiving aqueous environment as well as
identification of significant effects of the emissions on the environment:
The plant is designed to cater for a population equivalent of 125P.E. or 7.5Kg
of BOD daily with a 25/35 discharge standard. Based on the calculated
plant PE of 97, the estimated dry weather flow is 16.19 cubic meters/day,
assuming 167 l/head/day. There are no plans to increase the plant beyond
its current size.
The proposed technology and other techniques for preventing or, where
this is not possible, reducing emissions from the waste water works:
There are currently no proposals with regard to the above.
Further measures planned to comply with the general principle of the
basic obligations of the operator, i.e., that no significant pollution is
caused:
It is Wexford County Councils intention to continue to operate and maintain
the existing plant to ensure that the above obligations are met.
Measures planned to monitor emissions into the environment:
Wexford County Council will monitor the final effluent, in accordance with
our monitoring regime (4 times per year). This work is undertaken on behalf
of Wexford County Council by an independent ILAB accredited laboratory.

The contract for this testing is renewed every three years by open
procurement. The current contract is with Environmental Services Limited,
Acorn Business Campus, Mahon Industrial Park, Blackrock, Co. Cork. The
current contract has just been renewed for a period of 3 years and thus the
contract will have to be re-tendered under open procurement regulations in
January of 2012.
Process Description
Plant process description
The Carna Waste Water Treatment plant was constructed in conjunction with
the public toilets in the 1970s, the plant was upgrade in 2006 with secondary
treatment installed, utilising the existing primary settlement tank located at
public toilets adjacent to the beach.
The plant is designed to cater for a population equivalent of 125P.E. or 7.5Kg
of BOD daily with a 25/35 discharge standard. Based on the calculated
plant PE of 97, the estimated dry weather flow is 16.19 cubic meters/day,
assuming 167 l/head/day. There are no plans to increase the plant beyond
its current size.
All flows of waste water to the plant are by gravity. Flow enters the site at
manhole No. 1, from which flow enters the primary settlement tank where
gross solids are allowed to settle (settled sludge is removed and disposed by a
tanker as required, approximately every 16 weeks). This settlement process
removes approximately 40% of the Total Suspended Solids and 30% of the
Biological Oxygen Demand (BOD) loading. (The primary settlement tank is

equipped with a bypass, which in case of a blockage of the inlet to the PST,
diverts flow around the PST to the outlet Manhole of the PST.
The outlet manhole of PST is divided into 2 sections, the first section accepts
flow of settled Waste Water from the outlet of the PST and diverts it to the
forward pumping Station, from where it is delivered to the forward feed
station.
The forward feed station is equipped with 2 number submersible pumps which
operate as duty/standby and these pump flow to 2 number RBC units which
operate in parallel. The use of 2 number parallel units is required due to the
very large variation in loading between off peak winter months and peak
summer loading, with 1 unit removed from operation in off peak period.
The RBC’s principle mode of operation is extended aeration, where the
biological activity is carried out by the biological growth on the surface area of
the discs, with the oxygen being provided by the rotation of each disc, with
1/3rd of each disc being submerged and 2/3rd of each disc rotating in air at any
one time.
The RBC unit is equipped with a settlement zone, where the suspended humus,
resulting from biological activity in the RBC, is allowed to settle. Settled final
effluent is then discharged (by displacement). The humus sludge settlement
zone is equipped with a sloping floor and a sludge return settlement pump which
automatically, routinely returns sludge to the primary zone of the RBC.

From the RBC units the secondary treated effluent is combined and returns to
the second section of the outlet manhole where it discharges via the outfall to
St George’s Channel.
Summary of results
The table below outlines effluent results from the Carna WWTP, as can be
seen from the results, the standard of effluent is good, and exceeds the
plant design standard of 23/35.

Therefore, the only potential source of any possible impact on Carnsore
Nature Conservation Sites is solely from the discharges to the aquatic
environment.
Additionally, the discharge, as outlined above, is pre-existing, with the
current discharge point in position since the 1970s, therefore, it would be
fair to infer that, as the original discharge preceded the site designation,
requirements for knowledge of the existence of the development by, and
consultation with, all interested parties have been met.
Assessment of Significance
Assessment as per Circular Letter L8/08 Appendix 1:

Habitats
• Inter-Tidal Mudflats/ Sand flats
This habitat is primary confined to area of site which is located by
moderately exposed shore at Carne beech
The lower shore is dominated by the bivlve moosusc (Angelus tenuis) and
crusteracea ( Portumnus Laptipes and Crangon crangon), the mid-shore is
predominately populated by ploychaete worms and the burrowing amphipod,
Batyporeia pelagica
While in the upper region living under drift algae is to be found talirid
amphipods.
Reefs
The site has a number of both inert-tidal and sub tidal reefs, which typically
are strewn with boulders, cobbles and patches of sand
The inter – tidal reefs located to the east of Carsore point are moderately
exposed to wave action, and have extensive areas of granite
The communities to be found in this region are typical for this habitat type
The upper shore is populated with junior barnacles,, the limpet Pettella
Vulgara and Top Shell Osilinu lineatus

While the mid shore is dominated with knotted wrack (Asophyllum nodossum)
with the epiphyte (Polysiphonia lanosa)
The lower shore line population is predominately Fucus serratus and
occasional LAminainaria digitata and grren algae Cladohhora Rupestris
Sub-tidal reefs which are exposed to wave action is general are populated
with Mytilus edulis, Alaria esculenta and the Corallina officanalas . In
shallow water less exposed to wave action are populated by kelp park
Laminaria hyperborean , with sponges, hydroids and bryozoans
The reefs of deeper waters in excess of 10m, are dominated by sea squirts
Polyclinum aurantium with the bryozoan Flusta foliacea. While in waters at
23m low lying rocks surrounded with course sand is covered with the bivalve
Musculus discora.

species additionally it is not noted for existence of any other rare of
protected species.

The nearest designated shellfish waters, namely Wexford Harbour Outer is
located in excess of 16Km northwest of the point of discharge SW1.
Site Conservation Objectives
Unfortunately the NPWS, as yet, have not completed and issued a
Conservation Management Plan for the Canrsore SAC
However, this report envisages that the possible conservation objectives of
this site can be summarised as follows:
1. Maintain the range of habitats within the site;
2. Prevent loss of surface area of habitats within the site;
3. Ensure no reduction in area or distribution of habitats;
4. Ensure that individual operations or activities, combined with other
operations or activities, do not cause a change in typical species
composition in more than 25% of the area occupied by each of the
principle community types;
5. Ensure that the water quality in the site is of sufficient quality to
maintain the integrity of the principle aquatic community type and
ensure sufficiently large habitat of suitable quality is available to
support the long term survival of species associated with the habitat.

is the possible effects of the discharge on the aquatic environment and its
dependant qualifying habitats and their supported Floral and Faunal species.

Plant effluent results for Carna WWTP are outlined above, these results
demonstrated that the plant is operational while within design limits
The WFD Ballyteige Bannow Management Unit Plan Action Plan, (which
encompasses the actual point of discharge and majority of the designated
area,) assesses that there is no risk or potential for impact on water quality
resulting from Carna WWTP.

water quality and as such is thus not impacting on water quality of
designated area.
Thus the development does not in any way impede nor does not conflict with
the conservation object of the Nature Conservations sites

Conclusion
As the WFD Ballyteige Bannow Water Management Unit action does not assess
Carna WWTP and its discharges as posing cumulative effect (pressure point) on
the water body which encompasses the designated area it is assessed that the
discharge from Carna is not having a cumulative impact on the site nor it’s
qualifying interest
Mitigation Measures
While there is no measured or predicted, either direct or cumulative impacts on
the nature conservation site, arising from Carna Discharge SW1
The only direct mitigation measure currently in place is to limit connections to the
WWTP, available capacity to insure no decline in the current position.
Additional mitigation measures with regards to cumulative effects are outlined
below, based on WFD Slaney Estuary Water Quality Management Unit Action Plan
In addition the Wexford Harbour Outer Pollution Reduction programme, has been
developed and implemented
The introduction and implantation of both of these plans will not only insure that
there is no increase in direct / cumulative impacts, but the impacts shall be

While there is no predicted potential from either direct or cumulative impacts on
this habitat nor it’s species resulting from the Carna discharges.
The implementation of these mitigation measures will insure that direct impacts
will not occur and the cumulative impacts shall be reduced.
Reefs
As there is no predicted either direct or cumulative impacts on theses habitats
resulting from Carna Discharge, the implementation of these measures will insure
that no future impacts will occur from Carna discharges and that the cumulative
