Deletions will appear as strikethrough and additions will appear in bold and together will constitute this Revised DSEIR. These revisions are being made to reflect a planning time horizon of 2011 rather than 2021. Revisions were also required to analyze the potential environmental impacts from modifications to the College that were not consistent with the Prior Plan EIR for the Facilities Master Plan as well as replacement of the Baseball Field Complex with a Multi-Use Athletic Field. The change in the duration of the Update to 2011 was due to the state law requirement that the District undertake a long-range master planning process for its educational curriculum and facilities. The plan will utilize a time period from 2012 through 2025. Because the 2009 DSEIR conflicted with the required duration of the master planning process, the Update was revised to be completed by December 2011. The 2009 DSEIR was circulated for public review and comment from February 24, 2009 through April 10, 2009. These revisions do not include responses to comments made during that 2009 public review period because there will be a 45-day opportunity to comment on this Revised DSEIR as reflected on the Notice of Completion and Notice of Availability. Responses to all comments to the District on the 2009 DSEIR and the Revised DSEIR will be included in the Final SEIR for the project as modified by the change in planning horizon to 2011 and the replacement of the Baseball Field Complex with a Multi-Use Athletic Field. 4.1 INTRODUCTION Overview of Revisions to the Update This chapter contains a detailed description of the San Jose Facilities Master Plan Update 2021 2011 (“Update”). The San José/Evergreen Community College District must certify this Subsequent Environmental Impact Report (SEIR), before further implementation of the Update can proceed. constructed in 2007 in a location depicted as Parking Garage #2 on the Prior Plan. It was constructed in this area of the campus to allow for a more equitable distribution of instructional space throughout the campus rather than clustering the instructional facilities in only a portion of the campus. The relocation of the building also provided for better pedestrian circulation on the campus.

• A student surface parking lot (#6) was installed south of the campus entrance from Leigh Avenue. The general lack of on-campus student parking and the desire to avoid having students park on nearby residential street were the primary reasons for adding this lot.

One particular component shown on the Prior Plan will not be constructed and has been removed from the Update. A transparent light tower, proposed to be approximately five stories high (roughly 120 feet), lit at night, and be visible from I-280, was proposed at the main entrance as part of the Multidisciplinary Classroom Building under the Prior Plan. This light tower will be removed as part of the Update. Lastly, the Project Description has changed the “baseline”

1 from which environmental

impacts to the campus from the Update are measured from the Prior Plan to the campus’ existing physical conditions. This shift in the manner in which impacts are measured will not materially change the 2009 DSEIR’s impact analysis in Chapter 5.0. Because of the shortened planning horizon, this change in baseline conditions gives the reader a better understanding of how the Project will change the appearance of the campus through 2011.

Reasons for Change to the Update

The Update was revised to enable the District to comply with the state of California’s facilities and educational curriculum Master Plan procedures. State laws regulating community colleges, such as the District, require that a master plan setting forth the District’s long-term facilities and curriculum plans and goals be prepared annually with a projected time line of 15 years. These master plans also need to be timed to coincide with the typical 5-Year Capital Construction budget cycle if state funding is involved in a project. Further, if locally approved capital construction bond funds are used to fund a project, the re-payment schedule for such bonds is, at a minimum 15-20 years and in some cases as long as 30 years. Because of these constraints, the District elected to prepare a master plan from 2010-2025 (“2025 Master Plan”)

Another change from the DSEIR, is that the 2025 Plan must also analyze the environmental impacts from the master plan to the Evergreen campus of the San Jose Community College District as well as to the San Jose Community College campus. Thus, the CEQA project for purposes of the 2025 Master Plan includes both campuses within the District and the buildings, facilities and activities at both campuses and off-site locations due to changes in the educational curriculum.

prepared such a plan since the 1990s. Because continued accreditation relies on a completed master plan, the District needed to begin the 2025 Plan process while finalizing the 2009 DSEIR for the Update. Since the 2009 DSEIR analyzed impacts to 2021, continuing CEQA review on it without the proposed revisions would have conflicted with the 2025 Plan process. Given this limitation, the only way that CEQA review can be conducted on these two discrete projects is for the 2021 timeline of the 2009 DSEIR to be rolled back to 2011 and ensure that the 2025 Plan analyze the physical changes to the campus from buildings, facilities and educational curriculum from 2012 through 2025. In addition, the Update was revised to make clear that the physical changes to the campus sought under the proposed November 2010 bond measure have been subject to CEQA review. Thus, the Revised DSEIR includes on Figure 2.1-3 the buildings and facilities that will be funded with the bond monies that would be created by adoption of the potential November 2010 bond measure. Procedures for reviewing and adopting the Update Even though the Update analyzed in the 2009 DSEIR has been slightly modified, the Revised DSEIR will serve the same purpose as the 2009 DSEIR. While approval of the Update will not directly result in physical changes to the environment, it will upon certification, allow the District to proceed with construction on- and potentially off-site of those buildings and facilities shown on Figure 2.1-3. CEQA does not require that an initial study be conducted for the revisions to the 2009 DSEIR described above. First, there are not many changes to the Update since publication of the Initial Study. Second, those changes described above are not likely to produce impacts different in kind or intensity than the activities analyzed in the Initial Study. For those reasons, the Initial Study remains a valid measure of the potential impacts from the revised project. Accordingly, based on the Initial Study and studies undertaken to analyze specific impacts from the revised Update, the District continues to find that implementation of the revised Update could result in significant adverse impacts to the physical environment for six (6) environmental issue areas: aesthetics, air quality, land use/planning, noise, recreation and transportation/traffic. Those impacts are analyzed in Chapter 5. Relying on data contained in the Initial Study, the District determined that implementation of the Update could result in significant adverse impacts to the physical environment for six (6) environmental issue areas: aesthetics, air quality, land use/planning, noise, recreation and transportation/traffic. Procedures for Review and Adoption of Revised DSEIR Review of the Revised DSEIR will comply with CEQA Guidelines Section 15087 such that notice of the Revised DSEIR will be provided to the agencies, individuals and groups that received the 2009 DSEIR and those agencies, individuals and groups that commented on the 2009 DESIR during its review period. There will be a 45 day review period on the Revised DSEIR during which time the Trustees will also hold a hearing to take comments on the Revised DSEIR.

Once the comment period has ended, the EIR preparer will review all comment letters submitted in response to the: Notice of Preparation; and after the public scoping meeting; 2009 DSEIR; and, the written and oral comments received on the Revised DSEIR. Responses to those comments will be prepared in one document. Once compiled, these responses combined with any modifications to the Revised DSEIR based on the comments, will constitute the Final SEIR (“FSEIR”). The Trustees must certify the FSEIR and make appropriate findings before it can approve the Update. Once the FSEIR is certified, the Trustees can adopt the Update. After review of all comment letters submitted in response to the Notice of Preparation, and after the public scoping meeting, the scope of the DSEIR has not need to be revised to address any other issues raised Thus, this DSEIR has been prepared to address implementation of the Update and physical changes to the environment relative to these six (6) environmental issues, the District would permit to occur, if the Update is approved. History of the Campus’ Facilities Plans 2000 Facilities Master Plan (“Prior Plan”) The Prior Plan was approved in 2000 under and EIR (“Prior Plan EIR”). Table 4.1-1 depicts the specific buildings and facilities proposed for construction under the Prior Plan. Figure 4.1-1 is a rendering of the Facilities Master Plan approved in the Prior Plan. As depicted on Table 4.1-1 between 675,000-700,000 square feet of buildings (gross square feet) were proposed to be located on the campus at Master Plan buildout. It should be noted that the Prior Plan assumed maximum enrollment of 15,000 students at its buildout in the year 2014 (as will be discussed in greater detail below, the Update analyzed here assumes student enrollment of 12,000).

Since adoption of the Prior Plan, buildings and facilities have been installed on campus to implement the Prior Plan. Table 4.1-2 depicts the campus improvements as they are today in both Assignable Square Feet (ASF) and Outside Gross Square Feet (OGSF). Figure 3.2.-1 is the San Jose City College Campus - Existing. Taken together, this data is the baseline for the impact analysis in Chapter 5. Currently there is a total of 414,325 ASF/617,151 OGSF of buildings on the campus.

Figure 2.1-3, Facilities Master Plan Update 2011, depicts the current and proposed buildings and facilities that comprise the Update. Figure 2.1-3 is a graphical depiction of the Update. The Update proposes 591,853 ASF and 769,018 OGSF of buildings on campus at buildout. It should be noted that at buildout, the Update assumes a maximum enrollment of 12,000 students. This is discussed in greater detail in Subchapter 4.3, below.

It should be noted that the Auxiliary and Men’s West Gyms will be demolished as part of the construction of the new Physical Education Complex. However, for purposes of this analysis, due to timing of this demolition, these buildings have not been deducted from the inventory as part of the 2011 Plan, in order to allow for a “worse case” scenario for analysis. The recent draft of the pending 2025 master plan for Gym and Physical Education facilities proposes 35,000 ASF/50,000 OGSF of new, indoor space. In addition, the draft of the pending 2025 master plan proposes demolition of other Physical Education spaces such as the Press Box, Handball Courts and Field House.

4.2 PROJECT OBJECTIVES The Update is being proposed under the jurisdiction of by the San José/Evergreen Community College District (“District”), as lead agency. The objectives of the Update, which were originally listed in the San José City College Facilities Master Plan EIR, prepared by Impact Sciences, Inc., dated May 11, 2000 (reference the Technical Appendices to this Revised DSEIR in the enclosed CD), and included in the 2009 DSEIR are:

• To support the current instructional programs and student services and identify instructional programs and support services which need to be modified to meet the needs of the College’s service area population;

• To keep pace with, and anticipate the changing needs of the students and the communities served by the College;

• To develop partnerships with business and industry within the service area; • To develop alternative strategies for delivering instruction to students; • To develop a plan that would fully incorporate technology into all aspects of the operation of

the courses, programs and services of the College; • To develop a Facilities Plan that supports the anticipated courses, programs and services of

the College for the next decade, and to assure that the plan is flexible enough in design to accommodate changes in instructional methodology technology, and delivery systems;

• To emphasize comprehensive planning and how it should be used as a basis for decision-making;

• To develop a stronger educational program basis to substantiate future facility needs; and • To up-date the existing campus and provide modern, attractive facilities appropriate for the

instructional programs and support services offered.

The following objective is added for purposes of the Revised DSEIR:

• To limit the duration of the Facilities Master Plan to 2011 so that the District can complete a Master Plan for Education Programs, Support Services and Facilities for the period from 2012 to 2025.

4.3 REVISED UPDATE PROJECT CHARACTERISTICS To accomplish the above Project objectives, the District is proposing this Update to the Facilities Master Prior Plan. Data to prepare this Project Description was obtained from the District, from the Initial Study (including incorporated references), and from the technical studies

that were specifically prepared for the Update; from a public scoping meeting held on October 8, 2008, circulation of the 2009 DSEIR from February 24, 2009 to April 10, 2009, and public comments and testimony received on the 2009 DSEIR, which included the Baseball Field Complex. A copy of the Initial Study and Notice of Preparation are provided in Chapter 9, Subchapter 9.1 of this document and is incorporated herein. Copies of the technical studies are included in the Technical Appendices to this Revised DSEIR. Copies of comment letters on the 2009 DSEIR are contained in Subchapter 9.3 of this Revised DSEIR. Greater detail Analysis on of the originally identified environmental issues being evaluated in this Revised DSEIR (aesthetics, air quality, land use/planning, noise, recreation and transportation/traffic) will be provided in Chapter 5.0, Environmental Impact Evaluation. Project Overview Details

The San Jose City College Facilities Master Plan Update 2021 2011 (hereafter “Update”) is a refinement of the 2000 Facilities Master Plan (hereafter “Prior Plan”) and a modification of the Project analyzed in the 2009 DSEIR. The Prior Plan was approved in 2000 and allowed for the overall facilities development of approximately 639,002 700,000 Outside Gross Square Feet (OGSF) of which 423,402 414,325 is designated Assignable Square Feet (ASF)/617,151 Outside Gross Square Feet (OSGF), which has been constructed to date. Gross square feet was utilized in the Prior Plan EIR; whereas, outside gross square feet is utilized by the State Title 5 Standards.

It should be noted that 617,151 OGSF is the current inventory on campus at this time; however, that square footage includes buildings that will be demolished (such as the 100, 200, 300 Wings and the Men’s and Aux. Gyms). These buildings may not be demolished within the planning horizon of 2011, but will be shortly thereafter (as early as 2012 but no later than 2014). For purposes of this Revised DSEIR, these have been left into the overall square footage to represent a “worse case” scenario for analysis purposes. This is a short-term effect which may be changed when the 2025 Plan is adopted and implemented.

The Update will allow for the overall facilities development of approximately 533,577 784,018 OGSF/357,241 601,853 ASF. This is an reduction increase of 105,425 84,018 OGSF and a decrease of 66,161 15,298 ASF from the Prior Plan what is currently constructed on the campus (please reference Table 4-1, below).

A more detailed Project Description, and Development Chronology and Phasing are discussed below.

Project Description

Implementation to date of the Prior Plan resulted in a shift in the general locations of buildings from the central and northern portions of the campus to the western and southern areas of the campus. Implementation of the Update will continue this direction of development.

The Update involves the reorganization of campus facilities and the reconfiguration of campus access and circulation from the Prior Plan. The potential project components for the Update are as follows (* indicates components that may be completed in 2011; however have been included in the analysis as a “worse case” scenario in the event that they are completed within the 2011 planning horizon of this Revised DSEIR):

• Removal of the existing “Row” buildings and temporary/portable structures.

• Design and planned construction of a Multi-Disciplinary Building & Visual and Performing Arts Building.*

• Design and planned construction of a new Gym and Physical Education Complex Building.*

• Design and planned construction of a new Vocational-Technical Facility Building.*

• Development of a Multi-Use Athletic Field new athletic fields in the location of the former Baseball Field Complex.

• Design and construction of a Corporate Yard.

• Renovation of some existing buildings (as listed below).

• Updating of the San Jose City College Facilities Master Plan to the year 2011.

Key components from the above list that may be of special interest include:

• Updating of the San Jose City College Campus Master Plan to the year 2021.

• Relocation of the Baseball Field Complex to the southeasterly area of the Campus adjacent to Leigh Avenue.

• Reduction/demolition of approximately 105,425 OGSF/66,261 ASF of Campus facilities.

• Demolition of the existing Physical Education buildings and replacement with new facilities.

All buildings and facilities will be developed within the existing campus boundaries. The development proposed under the Update is intended to meet the needs of the College for an anticipated enrollment of approximately 12,000 students by 2021 for the 2011-12 academic year. (See Figure 2.1-3: Facilities Master Plan Update 2021, San Jose City College). Based on historical enrollment data, other than or due to minor annual fluctuations, since 1970, the student enrollment in the District has demonstrated an average annual increase of approximately 1% over the past 40-years (Sources: State Department of Finance/The Maas Companies, Inc.). Table 4.3-2 summarizes the Student Enrollment for San Jose City College from 1973-2010.

Buildings such as the Student Services/Career Center, the General Education building and the Theatre will remain as a part of the project within the purview of the Update but will be remodeled to meet current safety standards rather than be demolished. In more detail Specifically, the Student Services/Career Center will be renovated to add the Professional Education Center. The General Education building will be renovated to add a Multi-Disciplinary Classroom Complex and Arts Building with a new 2-story, 10,000 ASF area added to the front area of the facility.

As indicated in Table 4-1, Many facilities were have been demolished and replaced with new buildings as part of implementation of the Prior Plan. The Update includes the demolition, remodeling and new construction of these following and other buildings and facilities (reference Table 4.3-3, below).

As depicted in Table 4.3-3, proposed new construction will total approximately 366,000 OGSF/93,000 ASF. Demolition will total approximately 186,781 OGSF/127,497 ASF. Remodeling will total approximately 57,743 OGSF/37,481 ASF. When considered with proposed demolition, the proposed new buildings, new addition, and renovations would result in a net decrease in building space of 78,818 OGSF/47,581 ASF for the Update versus the Prior Plan.

The details for Parking Garage #2 were not known at the time of the Prior Plan and are still not developed known at the time of the this Update. The This parking garage would likely not be developed until enrollment approaches 15,000 students, or as the College determines deemed it is needed based on on-going monitoring of construction student enrollment and assessments of parking needs. (If constructed, Parking Garage #2 will be constructed around the proposed Central Plant that will be built as part of an earlier phase of development described in the Prior Plan). Even with this uncertainty, it has been decided that the Revised DSEIR will evaluate the general impacts of developing Parking Garage #2 in its proposed location.

Development Chronology and Phasing Phase I Since the adoption of the Prior Plan, approximately 216,336 OGSF/134,424 ASF of facilities have been constructed, remodeled or demolished (reference Table 4.3-4, below). The Project components in Phase I are considered part of the Prior Plan. They were constructed, remodeled or demolished in conformance with the Prior Plan and Prior Plan EIR. They began construction Construction of these components began in 2000 and were completed in 2007.

Phase II

Phase II project components include The Technology Center and Science Complex, which have been completed. These were have been developed and implemented in conformance with the Prior Plan and Prior Plan EIR. As part of the Proposed Plan, Several elements of the buildings and facilities contained in the Prior Plan are currently in the planning phase (Phase II) and are the subject this analysis included in the revised Update (reference Table 4-3, above). They include the Baseball Field Complex, the Softball Field, the Multi-Disciplinary Classroom/Visual & Performing and Arts Building, the Gym and Physical Education Complex Building, and the Vocational-Technology Center and the Multi-Use Athletic Field. Conversion of Baseball Field to Multi-Use Athletic Field The 2009 DSEIR analyzed the impacts of the Baseball Field Complex at the southeast corner of the campus. The Prior Plan had a multi-use field located at this site. One of the purposes of the 2009 DSEIR was to analyze under CEQA the impacts of this revision to the Prior Plan. Since the publication of the 2009 DSEIR, the netting, poles, wall and batters eye associated with the Baseball Field have been removed. The bleachers and bathrooms proposed for that use remain at this location and are proposed for use as part of the activities that will occur at the Multi-Use Athletic Field. The following describes the physical characteristics of the Multi-Use Athletic Field. The Site and Landscape Plans are contained in Figures 4.3-1 and 4.3-2 respectively. Fencing

• Height: typically 8’-0” on all sides, wrought iron and/or CMU block.

• Location: Wrought iron fencing along Leigh Avenue; CMU block along south and west sides; and chain link along sections on the northwest end.

• Security: The facility will be locked 24/7 with access from 2 gates from inside the campus. The gate at Leigh Avenue will only be used for emergency access. Public access will be permitted from the internal gates between 7:00 a.m. to sundown 7 days a week.

Components

• Turf: 80% artificial turf and 20% planting material.

• Bleachers: Existing as was constructed for the removed Baseball Field Complex; concrete base w/fixed seats (384 w/chair back; 316 Aluminum bleachers). To be used as an outdoor classroom.

• Other: Restroom facility constructed as part of the deleted Baseball Field Complex.

Screening/Landscaping

• Type: 24” box California Live Oak trees will be installed inside the fence at twenty-five feet (25’) on center.

• Location: Primarily on the east side of the field, on the Leigh Avenue frontage.

• Water Usage: Minimal other than for the restroom facility. Hours of Operation

• Days of week: Seven (7) days a week.

• Hours of Day: 7:00 a.m. to sundown. • The College business office will administer the use of the Multi-Use Athletic Field

for College use. The Multi-Use Athletic Field may be used as a rental for outside non-College use at times when not needed for the College’s instructional and support service programs and activities. Potential use times may be from 4 p.m. to sundown during the week and on weekends, when there is no College use. A fee will be charged for non-College use.

Lighting

• No field lighting is planned for this field. However, security lighting will be installed for the safety of pedestrians attending the College.

Earthwork

• Estimated Amount: Less than 1000 cubic yards with balanced cut/fill on-site.

• Estimated Duration: Approximately 2 weeks to complete. The Baseball Field Complex facilities will include the following components: bleachers (to seat approximately 100 people), batting cages, poles and netting (up to a maximum of 90’ in height to contain errant balls from exiting the Campus), a 20’ high wall, speakers (used to announce the players' names) and two dugouts (reference Figure 3.2-2). It should be noted that there will no lighting of these fields; therefore, all games will be played during the daylight hours. This phase of development began construction in 2002 and is scheduled for completion by 2013. The Baseball Field Complex is scheduled for completion in 2009, pending certification of this SEIR by the Board of Trustees.

Phase III

Phase III Additional Project components included in the revised Update consist of the construction of Parking Garage #2 and other general site and campus-wide landscaping improvements, including tree removal and replacement as part of a campus-wide Tree Removal Project. In an effort to resolve the backlog of deferred tree maintenance on the campus this one-time Project will identify trees that are dead, dying or diseased and in need of removal for safety and the long-term health of the campus forest. In addition this tree removal effort includes identifying shrubs that significantly overgrown, dead or dying and require removal for safety and aesthetics. Finally a significant goal of this work is to identify trees that require pruning around campus light standards as well as structural pruning to avoid damage to buildings, etc. The campus has approximately 698 trees with trunk diameter of 6” or greater. Based on site review and meetings with campus grounds crews, 85 trees have been identified to

be removed using the criteria noted above. This work is intended to be done during the summer of 2010. Once completed the campus can refer to the updated tree inventory report of 2009 for recommendations for on-going maintenance (please reference Technical Appendices, Volume 2A). including a transparent light tower which would be proposed at the main entrance as part of the Multidisciplinary Classroom Complex. It would be approximately five stories high (roughly 120 feet), lit at night, and would be visible from I-280. This light tower will be removed as part of the Update. Funding for Phase III has not been secured as of this date. Therefore, it is unknown when Phase III will be completed. However, even with this uncertainty in funding it is anticipated that the projects will be completed prior to 2021 and therefore have been included as part of this analysis.

4.4 USES OF THIS REVISED DRAFT SUBSEQUENT ENVIRONMENTAL IMPACT REPORT As previously stated, before any development can occur, the District must adopt the Update and certify the Final SEIR. It is the approval of the Update that will allow the proposed development to proceed and allow the corresponding changes to the campus’ physical environment. This Revised DSEIR is expected to be used as the information source and CEQA compliance document for adoption of the Update by the District. In addition to the above actions, this Revised DSEIR may also be used by the following respon-sible agencies, dependent upon the review, approval or permit requirements of each in regards to the Update:

• Division of the State Architect (DSA);

• City of San Jose;

• City of San Jose Fire Department;

• Santa Clara Valley Water District;

• San Jose Water Company;

• Santa Clara Valley Transportation Authority (VTA); and

• California Department of Transportation (Caltrans).
