1. Remote Proceedings: All proceedings in courtroom 105 will be held remotely via “ZOOM”

unless specifically ordered to be held in person in Court.

2. Agreed Orders: The Court will enter an Agreed Order if each party signs the Proposed

6. Self-Represented Litigants:

a. Shannon DePersia is the coordinator for Judge Thomas J. Kelley and is not a lawyer

and accordingly is prohibited by law from giving legal advice to self-represented litigants, including but not limited to, advice on how to complete court forms that are necessary for prove-up and/or how to resolve your case. The following are documents that are generally used in the Domestic Relations Division:

i. Stipulation to Hear an Uncontested Prove-Up (see Exhibit #6) ii. 28 Day “Order on Prove-Up” (see Exhibit #7)

iii. Appearance (see Exhibit #8) iv. Court Reporter Sheet (see Exhibit #9) v. Blank Judgment for Dissolution of Marriage with Children (see Exhibit #10)

b. The parties shall complete, fill out, check, and/or answer all questions on the

Proposed Judgments for Dissolution of Marriage prior to sending this Judgement to

court pursuant to paragraph #3 above. If some boxes are not checked or answered

your divorce may be delayed until the next court date.

c. In all cases involving minor children, the parties must complete the online course

“Children in Between.”

d. In cases involving child support and/or maintenance, self-represented litigants are

expected to provide written child support and maintenance calculations to the court.

Judge Thomas J. Kelley and Shannon DePersia are prohibited from giving advice on

how to prepare said calculations. The Illinois Department of Healthcare and Family

Child Support Service has a website that might be helpful. In addition, litigants

should review Section 504 of the Illinois Marriage and Dissolution of Marriage Act

(IMDMA) relative to the calculation of maintenance.

e. The following are free and/or low cost legal aid agencies available for self-

represented litigants:

7. Other Procedures:

a. All matters assigned to Judge Thomas J. Kelley Cal G. will be heard by Zoom and not

b. All emails to Shannon DePersia and or Judge Thomas J. Kelley shall be limited to the

description of the documents enclosed with said email. The above-mentioned email

communications between the attorneys, self-represented litigants and Judge Thomas

J. Kelley and/or Shannon DePersia shall not constitute ex parte communications. No

other email communications with Judge Thomas J. Kelley and/or Shannon

DePersia other than those set forth above are allowed, including but not limited

to arguments relative to wording of court orders and case history. All counsel of

record and self-represented litigants shall be copied on every email communication

with Judge Kelley and/or Shannon DePersia.

c. All Emergency Motions shall be presented at 9:30 AM Monday through Friday after

being filed with the Clerk of the Circuit Court.

d. The Court will hear Petitions for Emergency Orders of Protections between 9:00 AM

and 3:00 PM after the above mentioned Petitions are filed. All Petitions for

Emergency Orders of Protection shall be filed with the Clerk of the Circuit Court and

then emailed immediately to Shannon DePersia
