On behalf of Westcor Lands Ltd., we are submitting the proposed rezoning application for the multi-residential development at 5410 Mills Road in the District of Sechelt, consisting of forty-four (44) new affordabletownhomes.Splitbetweenelevenbuildings,eachconsistingoffourunits,thedevelopmentwillbring much needed housing for the growing population of Sechelt. At this time, the type of development, RentalUnitsvsMarketStrataUnits,isundefinedasthegoalcurrentlyistofocusontheallowabledensityand massing presented in this initial rezoning package. As the rezoning review progresses, the intent is for theapplicanttoconfirmtheirdirection.

The subject site has an area of 108,353 square feet (10,066 square metres) with Christian Road along the North property line, Bligh Road along the South and Mills Road to the West. Currently undeveloped, the site slopes from North to South, as well as towards the East. Adjacent to the property, single family homes line the main and minor streets of the neighbourhood, ranging between one and two-and-half storeys in height. Looking at the surrounding context, the site is located within walking distance of Sunshine Coast Highway (250m south along Mills Road) with car and bus access to central Sechelt, while Piccadilly Park is located two blocks to the North of the site.

Design:

Theproposedrezoningfocusesonthreeprimarygoals,thefirstbeingtodevelopasitethatbalancesadensity of 44 units per hectare while providing maximum communal green space; the second is to develop anArchitecture(formandcharacter)thatfitswithintheexistingcontextoftheneighbourhoodwhileatthesame timehavinganaffordable constructionsystem;and the thirdgoal is createapedestrian friendlydevelopment where access is provided through the site. Along with an emphasis on materiality, lighting and landscaping, thegoal is to create amulti-family development that is not only providing affordablehousing but one that has a unique identity.

The site is divided into eleven multi-family blocks consisting of two level, 3-bedroom units and three level 3-bedroom units with 1-bedroom basement lock of secondary suites. Surrounding a central parking area with 78 stalls (1.5 per townhome unit and 1 stall per secondary suite), the townhomes line the three street edges while 3 blocks are located at the centre of the site. Vehicle entry to the site is provided on both Bligh Road and Christian Road, ensuring the streetscape along Mills Road is more neighbourhood friendly and uninterrupted by vehicle access points. Further, with two entry/exit points to the parking area, congestion will be minimized for both the residents and community. At the centre of the site, a communal greens space is provided to the residents to allow for social gatherings and for children to play. Pedestrian walkways are also provided to create transparency and access throughout the site. Lastly, it is the intent of the design to provide as many trees throughout the site as possible to soften the environment. At this time, we are showing conceptual landscape design and this will be developed in more detail throughout the rezoning and development permit stages.

Looking at the individual townhome blocks, each unit entry doorway along the street edge is recessed to breakdown the massing and provide weather protection, while an accessible entry door is provided for themajorityoftheunitsattherearofthemainfloor,adjacenttotheparkingarea.Thescaleoftheblocksisbrokendownbyaseriesofpitchedroof lines,while theexterior façadefinishesrange incolourandmateriality.Together,thescaleandmaterialsthatreflectthelocalenvironmentensurethearchitectureofthebuildingsfitwithinthegoalsoftheOfficialCommunityPlanandtheexistingcharacteroftheneighbourhood.

Relaxations:

The proposed rezoning is requesting a relaxation of the setback and parking requirements as noted below:

Front lot line: Required: 24.6 feet (7.5m) Proposed: 15’-0” (4.6m)

Side lot line: No relaxation required.

Parking:Required: 2 stalls per townhome unitProposed: 1.5 stalls per townhome unit

Secondary Suite: 1 stall provided per unit. No relaxation required.
