In the Implementation Plan of Rail Freight Corridor North Sea-Baltic (RFC NS-B),published as Book 5 of the Corridor Information Document, a number of KeyPerformance Indicators (KPIs) and Other Measurements (OMs) were described thatcould be monitored to be able to follow the overall performance of the Corridor.Some of these indicators can be found in this Performance Monitoring Report, bywhich all our stakeholders are informed about the progress of the Corridor on a yearlybasis.

Capacity KPIs are also described in the Framework for Capacity Allocation on the RailFreight Corridor North Sea – Baltic approved by the Executive Board.

Since the Implementation Plan publication in 2015, a set of commonly applicable KPIshas been agreed by all Rail Freight Corridors and published on RailNetEurope (RNE)website.

After the Implementation Plan update to be published in 2020 these commonlyapplicable KPIs will be used in the Performance Report.

The KPIs and OMs in this Performance Monitoring Report were chosen on the basis ofthe following parameters:

Measurability: performance should be measurable with the tools andresources available on the Corridor;

Clarity: KPI/OM should be understandable to the public it is designed for;

Comparability: KPI/OM should be comparable across time and region;

Relevance and empowerment: KPI/OM should provide information on whichproject decisions can be based.

To be able to easily understand the figures in this report, a clear explanation wasprovided on how the calculation was made and what is measured for eachindicator.

The indicators can be divided into three business fields. The information on theCorridor traffic, the information on the Corridor capacity offered and allocated bythe Corridor One Stop Shop (C-OSS) and the information regarding the marketdevelopment.

Corridor Traffic

The following slides provide insight into the trains running on the Corridor.Punctuality is measured at entry or exit of the Corridor. We measure all internationalfreight trains at certain border pairs.

The following criteria have to be met for a train to be considered as a corridor train:• International freight train;• Crossing at least one border of the Corridor.

The data used to calculate the given KPIs and OMs comes from the internationalTrain Information System (TIS) database, managed by RailNetEurope (RNE). Moredetails are given per KPI or OM.The WG is aware there are issues with the data in TIS (due to IM/RU operationalbehavior and data quality issues) but feels the figures reflect the real situation on theRFC in a sufficient manner to warrent their use in the Yearly report.We choose to use the TIS information over some national information because onlyTIS gives us information on the complete runs.

KPI 01 displays all trains running on Rail Freight Corridor North Sea – Baltic.

At the moment we are not able to differentiate between trains running on PaPs ortrains running on a normal international timetable (TT). Therefore we measure allinternational trains running on the corridor infrastructure. Trains that pass more thanone border are counted once (each train gets a unique identifier). This number is anoptional KPI number and is not published by all RFC.

The border crossings considered are the following:

Montzen – Aachen

Essen – Roosendaal

Zevenaar – Emmerich

Oldenzaal - Bad Bentheim

Venlo – Kaldenkirchen*

Frankfurt Oderbrücke - Kunowice/Rzepin

Węgliniec/Bielawa Dolna - Horka

Bad Schandau - Děčín

Mockava - Trakiszki

KPI 01: Total Corridor Traffic

*Venlo – Kaldenkirchen is not an RFC North Sea – Baltic border crossing, but due to works at the border Zevenaar – Emmerich trains are rerouted via this border crossing. Hence this border point is also taken into consideration.

KPI 01: Total Corridor Traffic 2018This graph gives an overview of the total amount of trains over the year 2018 on amonthly basis. Total amount of trains for 2018 was 93 804.The next slide gives the general evolution of the corridor traffic on a yearly basis.

The number of trains in December is low as only part of the month is taken into account – till timetable change in Mid December.

KPI 02 measures the average punctuality of trains running on the Corridor atentry/exit (first TIS point) of the Corridor (or departure/arrival if this is a point on theCorridor). A train will be added to this train list if it meets the following criteria:

International freight train;

Trains which have an original Contracted TimeTable in the definedtimetable

At least one running advice for the whole train run

Train must be passing at least one pair of points from the basic point list

A corridor train is punctual when its delay is lower than 30 minutes.

The graphs measure the punctuality at entry/exit of the Corridor based on TIS data.These graphs are generated for the RNE yearly KPI report. Trains in the report pass atleast one of the points in the detailed point list. This is a comprehensive list of allpoints in TIS where a train can enter the corridor on the network of one of the IMs ofthe RFC North Sea - Baltic.

The follow-up of this punctuality report is being done during the Train PerformanceManagement Working Group meetings. Corridor users are invited to bilateral WG todiscuss improving the punctuality.

OM 1: Traffic volume (per Corridor border)

Numbers used for this OM are provide by the Yearly KPI report from OBI.

The number differs from the total Corridor Traffic as we only look at certain borders onthe Corridor.

The number of trains differs at the border points depending on the IM responsible for the border point. The difference is caused by: the different rules used by the IM for numbering the trains (in one country the

locomotive drives under the same number as the train it will operate, in the other it gets another international number);

the operational behavior of the RUs (they ask a national number in one country and an international number in the next);

and data quality issues in TIS.

Some relevant information is available on the PaPs offered, requested and pre-booked in 2018 for TT 2019.

The KPIs regarding capacity are mainly based on the Framework for CapacityAllocation for TT 2019.

This year, for the first time, the KPI Commercial speed of PaPs, as agreed in theRNE Guidelines “Key Performance Indicators of Rail Freight Corridors” ispublished.

In October 2018 around 4 million path kilometres were offered for TT 2019 with the same approach (0.2 million path kilometres more than for TT 2018), one request for TT 2019 has been placed so far.

KPI 07: Commercial speed of PaPs

This performance indicator shows the average of the commercial speed of the PaPs onthe Origin/Destination pair concerned per direction for TT 2019 (published in January2018). O/D pairs were defined by the Corridor as the most important sections on theCorridor.

This KPI presents the percentage share of number of trains allocated in the yearlytimetable by the C-OSS per RFC border in comparison to the total number of allocatedinternational freight trains in the yearly timetable per RFC border. It has to be noted thattrains allocated by other RFCs are not excluded from the IM sample in case ofoverlapping border crossings.
