ThepurposeoftheConstitutionoftheArunachalPradeshStaffSelectionBoard(APSSB)
oftheStateGovt.,istoconductexaminationsandselectionofcandidatesforappointments
to the Subordinate Services/Group-C Services in Govt. Department organizations and
autonomousbodiesestablishedbyStateGovt.andSemi-Govt.Organizations.
TobringintransparencyinrecruitmentofGroupCservices,Govt.isplanningafaceless,
paperless,cashless,onlinerecruitmentsystem.Thesystemwill facilitate listingofallstate
Group C/subordinate service vacancies on a common portal, online submission of
applications,uploadingofcertificatesorthroughDigiLocker,onlinefeepayment,automated
generation of admit card, declaration of results and viewing of answer sheets for added
transparency.

(a.) ImportantInstructions:(i.) "Agreement"meanstheindividualcontractstobesignedbetweenthe
successful Bidder and SCITeG, for Scope of work including all
attachments, appendices, all documents incorporated by reference
theretogetherwithanysubsequentmodifications,theBiddocument,
the Bid offer, the acceptance and all related correspondences,
clarificationsandpresentations.
(ii.) “Authorised Representative” mean any person duly and formally
authorizedbyeachoftheparty.
(iii.) “Bidder”meansanorganizationregisteredinIndiaeligibletobidinthe
stagesofpre-qualification,biddingprocessandincludesthesuccessful
bidderduringthecurrencyofthisAgreement.
(b.) BiddersareadvisedtostudytheRFPdocumentcarefully.SubmissionofBidshall

4. Scopeofwork
Entiregamutofactivitiesfromfilingofapplicationbyacandidatetofinaldeclaration
of result and forwarding to dossier to the requisitioning department is to be

personnelofvariouscategories.Toincluderandomizationfeatureforduties
assignment.
(iii.) Admit Card Generation: To generate Admit Cards in a semi randomized
mannerbypickingfieldsfromthecandidatesandcentredata.Admitcardscan
be downloaded by candidates after logging into their accounts. May also
includefeaturesforSMSnotificationandemailingadmitcardstocandidate’s
address.
(iv.) EvaluationModule:TocaptureandprocessdatacomingfromscannedOMR
sheets.
(v.) AnswerChallengeModule:Toallowcandidatestochallengeofficialanswers
onpaymentofrequisitefees.Alsotoincludefeaturesforprovidingrawscores
tocandidates.
(vi.) ResultGenerationModule:Toallowpreparationofresultsbytakingdatafrom

(l.) The selected bidder should work out the sizing for the servers for hosting the
Applicationincludingdocumentrepositories,webportal,database,etc.basedonthe
applicationsoftwaretobeimplementedandrequirements,performanceandsecurity.
Thebidderwillberesponsibleforall theupgrades,updates, installationofpatches
and overall maintenance of software framework. Any change in the modules
proposedunderthisRFP,asrequiredbytheAPSSBpostGo-Live,shallbemadebythe
bidderatnoadditionalcost.Thehardwarerequiredfortheprojectwillbeprocured
bySCITeG.
(m.) ThesolutionwillbehostedinNICdatacentreandStateDataCentre(whenever
ready).
(n.) ThebidderwillberequiredtotrainalltheusersofthesystemfromAPSSBandSCITeG.
AllthearrangementsrelatedtoorganisationoftrainingshallbemadebySCITeGand
APSSB.
5. RolesandResponsibilities
TherolesandResponsibilitiesofSystemIntegrator(SI)shallbeasfollows
(a.) Nominateandauthorizeanofficerwhowillbeasinglepointofcontactandwillrepresent
bidderforanymatterregardingtheproject.Itshallalsonominateanalternativeperson
tothesaidofficewhoshallbeequallyresponsibleintheabsenceofthefirstnominated
officer.
(b.) TheteamdevelopingtheapplicationsoftwarewillbestationedinItanagarforat-leasta
periodofoneyear,theteamwillberesponsibletoconducttheAs-IsandpreparetheTo-
BeinconsultationwiththeAPSSB.

(c.) DesignandDevelopaconfigurablesoftwareframeworktofacilitatetheapplicationform
filling,onlinepaymentanduploadingofrequireddocuments,publishingofresults,logins
for candidates,publishingofOMR,questionandanswerkeyand issueetc. asper the
requirementsprovidedbytheAPSSB.
(d.) Design,develop,test,andhosttheconfigurablerecruitmentweb-portalontheURLto
publish from time to time information of online recruitment process and recruitment
rules and regulations andprovideweb-based facilitation services to the candidates as
listedinthescope.
(e.) ProvidelogintotheauthoritiesidentifiedbytheAPSSBtomanagetheentirerecruitment
process.
(f.) ProvideadminlogintotheScrutinyCommitteeidentifiedbytheAPSSBtoviewcandidate
applicationform,uploadeddocuments,etc.
(g.) ProvideinterfacetoAPSSBtogenerateadmitcards,appointmentlettersfortheeligible
candidatesandsendthemlettersthroughe-mailandalsogivenotificationthroughSMS.
(h.) ProvideinterfacetoAPSSBtoGenerateappointmentletterfortheeligibleandshortlisted
candidatesaspertheformatprovidedbytheAPSSBandmakeavailablethesameinthe
respectiveloginofthecandidate.
6. BidEvaluationCriteria
OverallBidEvaluation:SCITeGconstitutedBidEvaluationCommitteewillevaluatethe
bids by aQuality Cost Based Selection (QCBS)method. It is SCITeG’s intent to select the
proposalthatismostadvantageoustoAPSSBandeachproposalwillbeevaluatedusingthe
criteriaandprocessoutlinedbelow.Eachproposalshallbeevaluatedinthefollowingsteps:
ü Step1:TheBidsshallbeevaluatedtovalidatetheadherencetotheEligibility/
Qualification Criteria. Bids which are found to be meeting or exceeding the
essentialqualificationcriteriashallbeconsideredeligiblefortechnicalEvaluation
andpresentation.
ü Step2:TechnicalEvaluationofBidswhicharefoundtobemeetingorexceeding
theEssentialQualificationcriteriaspecifiedinQualificationCriteriashallbecarried
outusingapointsystem.Bidderswithscoreof70andaboveinthetechnicalBid
shallbeconsideredastechnicallyqualified.

ü Step3:TheCommercialBidsofalltechnicallyqualifiedBiddersshallbeopened
and scores will be assigned to the Bidders based on the following formula:
Commercial Score = (Total Cost of the L1 Bidder/ Total Cost of the individual
Bidder)*100
ü Step 4: The final score shall be based on the following formula: Technical
Score*0.7+CommercialScore*0.3.
ü TheBidderwiththehighestfinalscorebasedontheformulamentionedabove
shallbeeligiblefortheawardofthecontract.
ü SCITeGreservestherighttorejectanyorallproposalsandtowaiveinformalities
andminorirregularitiesinproposalsreceived,ifdeemedinthebestinterestof
boardtodoso.
7. BidEvaluationCommittee:
SCITeG may constitute a Bid Evaluation Committee to evaluate the Bids. The Bid
EvaluationCommitteemaychoosetoconductdiscussionwiththeBidderwiththe lowest
priceincommercialbid.ThedecisionoftheBidEvaluationCommitteeintheevaluationof
theTechnicalBidbasedonthetechnicalpresentationgivenbythebiddershallbefinaland
binding on all Bidders. No correspondence will be entertained outside the process of
discussionwiththeBidEvaluationCommittee

11. AwardofContract
(a.) AwardCriteria:SCITeGwillawardthecontracttothesuccessfulbidderwhosebid
hastechnicallyqualifiedandhasbeendeterminedastheBestValuedBidafter
Evaluation.SCITeGreservestherighttoacceptorrejectanyBidandthebidding
processandrejectallbidsatanytimepriortoAwardofContract,withoutthereby
incurringanyliabilitytotheaffectedBidderorBiddersoranyobligationtoinform
theaffectedBidderorBiddersofthegroundsforSCITeG’saction.
(b.) NotificationofAward:PriortotheexpirationoftheperiodofBidvalidity,SCITeG
willnotifythesuccessfulBidderinwritingoremail,tobeconfirmedinwritingby
letter,thatitsBidhasbeenaccepted.Thenotificationofawardwillconstitutethe
formationoftheContract.UponthesuccessfulBidder'sagreementwithSCITeG,
itwillpromptlynotifyeachunsuccessfulBidder.
(c.) SigningofContract:AtthesametimeasSCITeGnotifiesthesuccessfulBidderthat
its Bid has been accepted, SCITeG shall enter into a separate contract,
incorporatingalltheRolesandResponsibilities.

(a.) Cost of Bid Document: The Bid document is available for download from

‘letterofinvitation’section.VendorswhodownloadtheBiddocumentfromthe

emailtoallbidderswhohavepurchasedthisRFPandsuchamendment
shallbebindingonthem.

(d.) Prices
(i.) Thepricewouldbe inclusiveofalltaxes,duties,chargesandleviesas

SCITeG,aspertheapplicablerate,
(ii.) ABidsubmittedwithanadjustablepricequotationwillberejectedas

(iii.) Correction of errors: Bidders are advised to exercise greatest care in

13. Resourcerequirements
(a.) TheteamofconsultantsanddeveloperswouldbebasedinItanagarduringthe
tenureoftheassignment.Theperiodofengagementwillbeforoneyearwithan
optiontoextendthetenureforanotheryear.
(b.) Foreachprofilementionedbelow,thebiddershallprovideatleast3CVsandthe
resourcepersonagainsteachprofileshallbeselectedbytheDepartmentthrough
aninterviewamongstthe3CVsprovidedbythebidder.
(c.) ThemanpowerraterpermonthwouldbeaspercurrentNICSIrates.
(d.) ThebiddersareallowedtosubmittheCV(s)ofthereplacementpersonnelonly
duringthefirst12weeksperiodincaseanyofthefollowingholdstrueforthe
personnelwhoseCVhasalreadybeenselected:

(g.) The Resource personnel shall not leave station or go on leave without prior
permissionoftheSCITeG.
(h.) In case if any resource personnel goes for leave of more than 30 days, a
replacementresourcepersonnelshallhavetobeprovidedbythebidderasper
processmentionedabove.
(i.) The SCITeG reserves the right to request for replacement of any resource
personnelatanytimeandsuchreplacementshallbeprovidedbythesuccessful
bidderasperprocessmentionedatabove.
(j.) The SCITeG reserves the right to modify/add/delete any resource personnel
profileatanytimeinconsultationwiththebidder.
14. PaymentTerms
(a.) Payment tobemadeonmonthlybasisuponcompletionof setdeliverablesas
directed.
(b.) In case, if the resourcepersonnel arenotperformingwell oronunauthorized
leave,penaltytothetuneof50%ofhismonthlyremunerationcanbelevied.
(c.) Incasetimelinesofprojectsarenotmet,penaltytothetuneof60%canbelevied
foranyorallresourcepersonnel.

15. Disqualification
TheBidis liabletobedisqualifiedinthefollowingcases(this list is indicative,andnot
limitedto)
(a.) TheBidnotsubmittedinaccordancewiththisdocument.
(b.) DuringvalidityoftheBid,oritsextendedperiod,ifany,theBidderincreaseshis
quotedprices.
(c.) TheBidderqualifiestheBidwithhisownconditions.
(d.) Bidisreceivedinincompleteform.
(e.) Bidisreceivedafterduedateandtime.
(f.) Bidisnotaccompaniedbyallrequisitedocuments
(g.) InformationsubmittedinTechnicalofferisfoundtobemisrepresented,incorrect
orfalse,accidentally,unwittinglyorotherwise,atanytimeduringtheprocessing
of thecontract (nomatteratwhatstage)orduring thetenureof thecontract
includingtheextensionperiod,ifany.
(h.) CommercialBidisenclosedinthesameenvelopeasTechnicalBid.
(i.) Awardeeofthecontractqualifiestheletterofacceptanceofthecontractwith
hisconditions.
(j.) BiddersmayspecificallynotethatwhileprocessingtheBiddocuments,ifitcomes
to SCITeG’s knowledge expressly or implied, that some Bidders may have
compounded in anymannerwhatsoever or otherwise joined to form a cartel
resultingindelay/holdinguptheprocessingofBid,thentheBidderssoinvolved
areliabletobedisqualifiedforthiscontractaswellasforafurtherperiodoftwo
yearsfromparticipationinanyoftheBidsfloatedbySCITeG.It isalsoclarified
that if need arises SCITeGwould go in for appointment of outside party(s) to
undertaketheworkunderthecaptionedBid.
(k.) Incase,anyonepartysubmitsmultipleBidsorifcommoninterestsarefoundin
twoormoreBidders,theBiddersarelikelytobedisqualified,unlessadditional
Bids/Biddersarewithdrawnuponnoticeimmediatelypriortotheopeningofthe
Technicalbidofthebidders.

16. SubmissionofBids
(a.) The Bidder shall submit the Bids using the format and form provided in the
Appendix. The technical Bid should not contain any pricing or commercial
information.
(b.) Bidsalongwiththerelevantdocumentsmustbereceivedattheaddressspecified
andnolaterthanthetime(onthedate)specifiedinabove.
(c.) Bidsreceivedafterthedateandtimementionedintheabovewillnotbeaccepted
under any circumstances. The Bidder shall ensure that the Bid documents,
completeinallrespects,reachbytheduedateandtime.
(d.) In case, the Bid due date is extended due to any reason the same shall be
intimatedthroughthewebsite
(e.) SCITeGmay,atitsdiscretion,extendthisdeadlineforthesubmissionofBidsby
amendingtheRequestforProposals, inwhichcaseallrightsandobligationsof
SCITeGandBidderspreviouslysubjecttothedeadlinewillthereafterbesubject
tothedeadlineasextended.
(f.) Biddersaresolely responsible for timelydeliveryof theBids tothe locationas
mentionedaboveinthisdocument,setforthhereinpriortothestatedProposals
Submissionduedateandaresolelyresponsiblefordelaysinreceipt,includingbut
notlimitedtothirdpartycarriers.AnyBidreceivedbySCITeGafterthedeadline
(thelastdateandtimeofsubmission)forsubmissionofBidsprescribedbySCITeG
willberejected.
(g.) Queries,ifany,mustbereceivedinwriting(letterore-mail)bySCITeGatleast
seven7dayspriortothelastdateforsubmissionofproposal.
17. Termination
TheAuthoritymay,bynotlessthan30(thirty)days’writtennoticeoftermination
totheselectedbidder,suchnoticetobegivenaftertheoccurrenceofanyoftheevents
specifiedinthisclause,terminatethisAgreementif:
(a.) The selected bidder fails to remedy any breach hereof or any failure in the
performanceofitsobligationshereunder,asspecifiedinanoticeofsuspension,
within 30 days of receipt of such notice of suspension or within such further
periodastheAuthoritymayhavesubsequentlygrantedinwriting;

(b.) Theselectedbidderbecomesinsolventorbankruptorentersintoanyagreement
withitscreditorsforreliefofdebtortakeadvantageofanylawforthebenefitof
debtorsorgoesintoliquidationorreceivershipwhethercompulsoryorvoluntary;
(c.) Theselectedbidderfailstocomplywithanyfinaldecisionreachedasaresultof
arbitrationproceedings;
(d.) TheselectedbiddersubmitstotheAuthorityastatementwhichhasamaterial
effect on the rights, obligations or interests of the Authority and which the
selectedbidderknowstobefalse;
(e.) Anydocument,information,dataorstatementsubmittedbytheselectedbidder
in itsProposals,basedonwhichtheselectedbidderwasconsideredeligibleor
successful,isfoundtobefalse,incorrectormisleading;
(f.) AstheresultofForceMajeure,theselectedbidderisunabletoperformamaterial
portionoftheServicesforaperiodofmorethan60days;or
(g.) TheAuthority, in itssolediscretionand foranyreasonwhatsoever,decides to
terminatethisAgreement.
18. Liquidateddamages/Penalty
Iftheselectedbidderfailstoperformtheserviceswithinthetimescheduleandthedelay
isdue to the soleperformanceof thebidder, SCITeG shallwithoutprejudice to itsother
remediesunderthecontract,deductfromthecontractprice,asliquidateddamages,asum
equivalentto1%ofthethecontractvalueoftheincompleteactivitiesoftheassignmentfor
everyoneweek(sevendays)orpartthereofofdelay,uptomaximumdeductionof10%of
thecontractprice.Oncethemaximumisreached,SCITeGmayconsiderterminationofthe
contractpursuanttotheconditionsdefinedinsectiononTermination.
19. ForceMajeure
NotwithstandingtheprovisionsofClauseonTerminationandDelayinselectedbidder’s
Performance,theselectedbiddershallnotbeliableforliquidateddamagesortermination
fordefault,ifandtotheextentthat,hisdelayinperformanceorotherfailuretoperformhis
obligationsunderthecontractiscausedduetocircumstancesbeyondhisreasonablecontrol
andistheresultofaneventofForceMajeure.

ForpurposesofthisClause,“ForceMajeure”meansaneventbeyondthecontrolofthe
selectedbidderandnotinvolvingtheselectedbidderandnotinvolvingtheselectedbidder’s
faultornegligenceandnotforeseeable.Sucheventsmaybeinclusive,butarenotlimitedto,
warsorrevolutions,fires,floods,epidemics,quarantinerestrictionsandfreightembargoes.
IfaForceMajeuresituationarises,theselectedbiddershallassoonaspracticablypossible
notifySCITeGinwritingofsuchconditionsandthecausethereof.Unlessotherwisedirected
bySCITeG,theselectedbiddershallseekallreasonablealternativemeansforperformance
notpreventedbytheForceMajeureevent.
20. SettlementofDispute
a. IfanydisputeordifferenceofanykindwhatsoeverarisesbetweentheSCITeG
and the selected bidder in connectionwith or arising out of the contract, the
partiesshallmakeeveryefforttoresolveamicablysuchdisputeordifferenceby
mutualconsultation.
b. If, after thirty (30) days, the parties have failed to resolve their dispute or
differencebysuchmutualconsultation,theneithertheSCITeGortheselected
bidder may give notice to the other party of its intention to commence
arbitration,ashereinafterprovidedastothematterindispute,andnoarbitration
inrespectofthismattermaybecommencedunlesssuchnoticeisgiven.
c. Anydisputeordifferenceinrespectofwhichanoticeofintentiontocommence
arbitrationhasbeengiveninaccordancewiththisclauseshallbefinallysettled
byarbitration.
d. Alldisputesarisingbecauseofdifferenceinopinionorotherwisewouldbesubject
tothejurisdictionofcourtsinArunachalPradeshonly.
e. IncaseofdisputeordifferencearisingbetweentheSCITeGandselectedbidder
relating to any matter of or connected with this agreement such dispute or
difference shall be settled through Arbitration. The Secretary, IT, Govt. of
ArunachalPradeshshallhavetherighttoapproachthesolearbitrator.
f. ArbitrationproceedingsshallbeheldatItanagar(ArunachalPradesh),India,and
the language of the arbitration proceedings and that of all documents and
communicationsbetweenthepartiesshallbeinEnglish.

g. If any dispute arises out of the contract with regard to the interpretation,
meaningandbreachofthetermsofthecontract,themattershallbereferredto
theSecretary,IT,GovernmentofArunachalPradesh.
h. The decision of the arbitrator shall be final and binding upon both parties.
Notwithstandinganyreferencetoarbitrationherein,thepartiesshallcontinueto
performtheirrespectiveobligationsunderthecontractwhichprovisionsarenot
underdisputeorunlesstheyotherwiseagree;
i. Thepartiesshallbearthecostofarbitrationequally.
