• RIC is governed by 48-member Policy Board which meets quarterly

• Board composed of representatives from a four-county region

• Board includes representatives from the MPO Planning Area, a representative from the WV DOH and a representative from the Kanawha Valley Regional Transportation Authority (KVRTA)

• Bicycle and Pedestrian Committee : Composed of representatives from the local

bicycling and walking community, the WV DOH, the City of Charleston and the Kanawha and Putnam County Planning Commissions

Advises RIC staff on regional bike-ped issues and recommends bike-ped policies and improvement projects

- The Teays Valley and Hurricane interchanges of I-64 were upgraded with additional lanes and new overpass bridges

- Liberty Park Drive interstate frontage road completed

• Recent Area Transportation Projects (past 20 years):

- A portion of County Route 19 and State Route 34 were upgraded to five lanes and the remainder of State Route 34 through the area was upgraded to three lanes with sidewalks on both sides

- A new interchange with I-64 was constructed at Crooked Creek Road along with a new four-lane alignment of U.S. 35

- Peak-hour congestion at many locations, especially within school zones

• Congestion Management Process:

- RIC staff monitor:

congestion levels with the Putnam TMA portion using travel time data

highway safety using crash data compliled from accident reports

highway capacity using average daily traffic counts (ADT) and travel demand model output data

RIC TMA Planning Activities

• STP and TAP Suballocation Procedures

- RIC staff have developed a set of procedures for the distribution of STP and TAP suballocated funds for the Putnam TMA portion

- Because the annual funding amounts are relatively small, RIC did not develop its own competitive grant program

- Instead a committee consisting of RIC staff, WV DOH staff and officials from eligible entities within the TMA portion meet annually to determine the distribution of the funds

RIC-KYOVA TMA Cooperative Planning Efforts

• Development of a joint Congestion Management Process for the TMA in 2014

• Signing of a Memorandum of Understanding in 2015 outlining respective transportation planning responsibilities within the TMA

• Joint participation in each MPO’s TTAC meetings

• Periodic MPO coordination and update meetings
