SummaryGS Architecture has worked with New Mexico schools to plan for their future facilities since 1987. Our team includes an accredited Educational Facility Planner, two Professional Planners, and a Planning Assistant with a staff of architects for support. All work is done in-house by staff members who reside in New Mexico and who are dedicated to the success of students in our state.

Our team has the experience and knowledge necessary to: � Analyze demographic characteristics of the region, develop

enrollment projections, and conduct specialized services

� Update and use existing space utilization and building and site capacity studies

� Update planning standards for all educational levels and school support facilities

� Evaluate and assess all school facilities and compare all data collected with the PSFA Facilities Assessment Database (FAD)

� Work with the Governing Council, administration, staff, and community members to address educational issues, to communicate Facility Master Plan / Educational Specification issues, and to provide a strategy for bringing all facilities up to an equitable level of health and safety

� Identify and accommodate school facility changes due to educational programs, equipment upgrades, and changing technologies

Our planning team will develop the Mountain Mahogany Community School (MMCS) Facilities Master Plan / Educational Specification (FMP/Ed Spec) in accordance with the most current Charter School Facilities Master Plan Components and Guidance Manual established by the Public School Capital Outlay Council (PSCOC) and the Public School Facilities Authority (PSFA).

GS Architecture’s Technical Approach The technical approach we take at GS Architecture incorporates the philosophy that facilities contribute to advancing student success. Our company focuses on meeting the needs of our client to achieve the goal of efficient and effective facilities that support student success. Our objectives include informing the school on PSCOC / PSFA policy, assisting the school in gaining a clear understanding of their facilities, creating a roadmap for school facilities, and developing a FMP / Ed Spec that is a useful tool — not one that sits on a shelf.

PROCESSGS Architecture will work closely with MMCS to develop a FMP/ED Spec process of participation that meets the specific needs of the school. This process will include developing the project goals and objectives, selecting participants, defining roles and responsibilities of participants, and scheduling and facilitating meetings.

DATAAll School facilities will be assessed and physically inspected to gather all necessary data prior to the development of the FMP/Ed Spec. We will use relevant quality data that includes facility condition, demographic and enrollment information, interviews and surveys, educational programming and an analysis of current utilization and capacity of school facilities to generate a comprehensive list of school facility needs and associated costs. The data will be reviewed and compared to the PSFA Facilities Assessment Database (FAD).

DISCUSSIONOnce the data is thoroughly gathered and vetted by MMCS, we will work with you to define a process for best incorporating various community viewpoints. This may include forming committees and organizing community forums. In each case, participants will have the opportunity to look at data, provide input, and build lasting partnerships with MMCS for future endeavors. During this phase, GS architecture will work with the participants to identify strategies to bring all facilities up to an equitable level of health and safety, review utilization and capacity for growth, maintenance and renewal of existing

DECISIONSThe final decision-making process will generate a comprehensive capital plan for the school that will prepare MMCS for student success. The capital plan will be one that can be supported by stakeholders and the School’s Governing Council.

In addition, we have established strong, effective working relation-ships with PSFA personnel, and we have lobbied successfully be-fore the Public School Capital Outlay Council (PSCOC) on behalf of many school districts. FACILITY MASTER PLANNING EXPERTISEGS Architecture has assisted many public school districts, charter and private schools across New Mexico in developing and updating their five year Facility Master Plans / Educational Specification (FMP/Ed Spec). We have developed a thorough master planning process designed to satisfy the recommendations stated in the PSFA Master Plan Guidelines. Not only is our staff thoroughly familiar with PSFA’s Master Planning requirements and New Mexico Adequacy Standards, but members of our firm participate in the advisory committees that help develop and define PSFA’s standards.

GS Architecture has assisted educational institutions from preschool through post-secondary to plan for and obtain funding for their capital projects. All work is done in-house, assuring that each com-ponent of the document will receive detailed attention to relay all school facility goals.

Our planning team’s background, experience, and knowledge include planning, architecture, analysis of demographics, analytical analysis, ample technical writing skills and facilitation of community meetings.

MARILYN K. STRUBE, ALEPMarilyn is a GS Architecture Principal who has been with our firm since 1987, during which time she has been extensively involved in all phases of educational planning. Via extensive Facilities Master Planning experience for school districts throughout

New Mexico, she has become well versed in PSFA / PSCOC procedures and adequacy standards. She serves on both the PSFA Adequacy Standards and Guidelines Advisory Groups.

In addition to working with districts to develop their Five Year Facility Master Plan, Marilyn is actively involved in a number of related facilities planning and assessment activities. She has been instrumental in assisting many schools with their PSCOC applications and has successfully presented before the PSCOC pursuant to numerous funding requests. She has conducted facility assessments of 14 charter schools to iden-tify compliance with New Mexico Adequacy Standards. She has also been working with districts to develop Facility Master Plans and has conducted a number of feasibility studies to de-termine whether renovations or new construction would best serve the schools’ needs.

Marilyn’s expertise is complemented by her active membership in the Association for Learning Environments, (A4LE). In 2010 she completed an Advanced Certificate in Accredited Learning Environments and attained A4LE’s professional designation of Accredited Learning Environments Planner (ALEP).

GABRIELA OCHOA, MCRPGabriela joined GS Architecture in 2017. Since then, she has worked closely with Marilyn Strube in the preparation of Five Year Facilities Master Plans for New Mexico school districts. She completed a Masters of Community and Regional Planning

(MCRP) at UNM’s Graduate School of Architecture and Plan-ning in the same year. Her course work has given her ample experience in research, analysis, problem-solving, GIS, physi-cal planning, and collaborative group work — skills which make her a valuable member of the GS Architecture team.

Gabriela’s responsibilities include developing demographics, economic profiles, and enrollment projections. She is the primary source in the compilation of information for facilities master plans and educational specifications, and quality control on planning documents.

JACKIE ZAMORA, MCRPJackie has been with the GS Architecture Planning Team since 2016. She recently completed a Masters degree in Community and Regional Planning from the UNM School of Architecture and Planning.

Jackie specializes in school utilization and capacity analysis and compiling demographic data.

This graphic depiction can assist the viewer in understanding how effectively a school is being used and where the district can adjust the building to reduce costs.

GRAPHIC DIAGRAMSGS Architecture’s goal is to customize the communication of technical information for the school. Our goal is to convey complicated details clearly and professionally to all those involved. Graphic diagrams are an effective tool to communicate with visual learners and to traverse diversity of languages. These can be used in presentations and final documentation. 1) ProcessFACILITY MASTER PLAN / EDUCATIONAL SPECIFICATION. As stated earlier, GS Architecture does not dictate the Facility Master Plan / Educational Specification (FMP/Ed Spec) process. Rather, we will work closely with MMCS to establish a process and schedule that meets the specific needs of the school and PSCOC / PSFA while taking into consideration the time commitment of the participants. The FMP/Ed Spec will be developed in accordance with the most current Charter School Facilities Master Plan Components and Guidance Manual and FMP/Ed Spec Checklist established by the Public School Capital Outlay Council (PSCOC) and the Public School Facilities Authority (PSFA); however, the main focus will be establishing a process that will address the needs of MMCS. A key piece of the process is to identify the data and information that will be presented to the participants. The required data will be based upon your goals and objectives and will assist your school in making informed decisions.

PROJECT GOAL AND OBJECTIVES. The key to a successful FMP/Ed Spec is to identify the school’s overall goals and expectations for this project at the very beginning. This provides a basic understanding and direction upon which to structure the Facility Master Plan / Educational Specification. At the outset, the GS Architecture team will meet with MMCS administration to identify the school’s project goal and then identify objectives that will ensure that the goal will be achieved.

ROLES AND RESPONSIBILITIES. Mountain Mahogany Community School will develop the roles and responsibilities of the FMP/Ed Spec participants; essentially the decision making process. The process is developed around the concept of bringing data to the participants, discussion of that data, and decisions based on that data which will lead to capital projects. It is up to the school to determine the method, level and type of input from the various participants that is needed to assist it in achieving its project goal. Methods available to MMCS include surveys/questionnaires, interviews, and establishment of committees. The final approval of the FMP/Ed Spec is the responsibility of the Governing Council, who relies on recommendations based on participant input generated through the discussion and decision making process.

PARTICIPANTS. GS Architecture approaches the development of a Facility Master Plan / Educational Specification as a Team effort. The school cannot achieve its project goal without the assistance and support of all stakeholders. Marilyn Strube and Gabriela Ochoa will be the GS Architecture team members primarily assisting and collaborating with the Governing Council, the

school, and communities members of MMCS in the development of the Facility Master Plan / Educational Specification.

Mountain Mahogany Community School will select the members to serve on the committee(s) established during the development of roles and responsibilities. The facility master plan / educational specification process will be comprised of all stakeholders including community members, parents, students, school staff, state and local representatives and the MMCS Governing Council. These members will review and discuss the data and school issues / concerns, and provide input and direction to the school. Mountain Mahogany Community School will also identify the participants to respond to survey(s)/questionnaires, and to be interviewed during the facility master plan / educational specification process.

All participants will serve as liaisons to the community and assist MMCS in building a strong relationship with its stakeholders.

MEETINGS. Organization and scheduling of the meetings is a vital part of the FMP/Ed Spec process. Our approach sets GS Architecture apart from other consultants. We do not bring in a predetermined process with the total number and agendas for the meetings already established. We will work closely with MMCS to identify agenda topics, participants and the times of each meeting.

The time of day when the meetings are held will determine who is available to attend. If meetings are held during school hours, the school will need to hire substitute teachers for faculty participa-tion, which can be an added cost to the process and community members might not be available during the workday. If meetings are held in evenings, more community members might be avail-able to participate, but school staff might not be available.

GS Architecture feels strongly that the school should be involved in scheduling decisions to assure that the desired participants are at specific meetings to provide review and discuss data, and make informed decisions.

SCHEDULE. We recognize the importance of developing a facil-ity master plan / educational specification in a timely manner. Once the process has begun, it is critical to keep the momentum flowing, keeping participants informed, focused, and moving forward. This means developing a schedule which allows ample time to complete each task while keeping participants engaged. If the schedule is too compressed, the participants do not have enough time to review information and make strong decisions. If the schedule is too lengthy, participants may lose interest and will not retain focus on the task at hand.

A schedule will be developed that meets the overall time constraints of the project and allows time for the participants to make informed decisions.

2) Data PERTINENT DATA. Once a clear understanding of the project and its participants have been developed, data collection will begin. The primary goal of this phase is to identify, collect and organize all relevant data that will assist the participants make informed decisions and eventually be incorporated into the final Facility Master Plan / Educational Specification document. This data will be derived from a number of sources including the previous FMP/Ed Spec, school provided plans, school personnel and the community, and it will be reviewed and compared to the PSFA Facilities Assessment Database (FAD).

FACILITIES CONDITION. During this phase, GS Architecture’s planning staff will assess and physically inspect the existing condition of every facility owned and/or maintained by MMCS. The facility assessment process will initially concentrate on basic facility issues such as health/safety, support of the educational program, growth, facility renewal, technology, security, code compliance, and ADA compliance, and be compared against established adequacy standards and APG Planning Reference Guidelines for future and desired facilities.

If, during the facilities master plan / educational specification process specific areas of concern are identified, the assessment process can be tailored to include those areas. The graphic to the left indicates some of the tasks that will be accomplished during the assessment process.

This phase also includes review and correction of the PSCOC /PSFA facilities assessment database (FAD). It is essential for the FAD to have accurate information as the FAD ranking of schools is a critical funding tool for charter schools.

SURVEYS / QUESTIONNAIRES. GS Architecture will work with MMCS to develop survey(s) / questionnaires that will assist the School in gathering pertinent information that will lead to informed decisions. When utilizing survey(s) / questionnaires to gather information, it is critical to know the audience, what specif-ic information is wanted, and the proper wording of the questions to gather that specific information. GS Architecture brings our experience and insight in survey / questionnaire development to the process, making the task easy and beneficial for the School. Survey(s) / questionnaires allow the School to reach a targeted and wide range of stakeholders to gain an understanding of spe-cific issues.

INDIVIDUAL INTERVIEWS / GROUP INTERVIEWS. Individual interviews provide an overall perspective of the project. GS Architecture understands the importance of seeing the project from everyone’s perspective. Each person, each department, has unique interactions with a facility, from how they arrive on site, the building features that are required for them to do their job safely and efficiently, and the interactions with others. This is vital information that can only be gathered through individual or group interviews.

SCHOOL MISSION, VISION AND EDUCATIONAL PROGRAM. During the individual / group interviews, GS Architecture will gain an understanding of Mountain Mahogany Community School’s mission, vision and educational program. This data will allow us to assess the existing educational facilities for their compliance and support of the school’s mission, vision and educational program. The final facility master plan / educational specification document will identify the facility qualities that are necessary for the school to achieve its mission and vision and provide the educational program that will achieve student success.

DEMOGRAPHICS & ENROLLMENT INFORMATION. A comprehensive understanding of the present and future enrollment patterns are critical to project MMCS future space requirements. This will be accomplished by objectively reviewing and updating the FMP/Ed Spec demographic and enrollment information. GS Architecture will study local and regional demographic patterns to gain an understanding of factors contributing to increases or decreases in enrollment. An objective of the FMP/Ed Spec is to accurately size the future facilities to achieve optimum utilization and efficiency of space.

UTILIZATION & CAPACITY. Utilization and capacity of existing facilities provide essential data for the development of the project. GS Architecture will generate an in-depth utilization and capacity study that will provide clear insight as to the efficiency and effectiveness of the existing facilities. This information will allow informed decisions to be made to accurately size school facilities. It will ensure the creation of facilities that will meet the needs of the school, students, staff and community, while assuring that maximum funds are available for classroom use, not for operation and maintenance of under-utilized facilities.

GS Architecture incorporates the use of state-of-the-art BIM (Building Information Modeling) software. This software enables us to provide easy-to-understand graphic representation of facility utilization. Not only will the school be able to see current utilization, but the BIM format will allow MMCS to examine ‘what-if’ scenarios, to see how potential enrollment, scheduling or other factors could impact utilization.

SCHOOL NEEDS. An objective of the FMP/Ed Spec is to provide MMCS with an accurate list of all school needs with their relevant costs allowing the school to develop a capital plan that meets the school’s needs and funding sources. A comprehensive list of school needs can include: facility assessments, ADA compliance, code compliance, FAD review, and cost estimates based on current construction costs.

3) DiscussionThis is where the excitement and challenges begin! Once all the data has been gathered and vetted by the school, it will be reviewed and discussed through the established decision making process. All MMCS participants will be a vital part of the review and discussion process of the facility master plan / educational specification. This could mean review of the data at community forums and various types of committee meetings. The exact nature and number of community forums and committee meetings will be determined by the school as the process is developed.

Based on the data, the project’s goal and objectives will be reviewed and discussed. GS architecture will also work with the participants to identify strategies to bring all facilities up to an equitable level of health and safety; review utilization and capacity; identify strategies to maximize utilization and address underutilized space, maintenance and renewal of existing facilities; strategies to accommodate school facility changes to support its educational programs; identify equipment upgrades; and strategies for changing technologies.

GS Architecture believes it is our responsibility to provide the participants with the data in an easy to understand format so they can make knowledgeable decisions for their school. It will be MMCS and the community – not GS Architecture – who will make the decisions and shape the direction of the school’s future development.

The objective of forums and meetings is to provide MMCS an opportunity to educate the community on school issues and concerns, gather relevant information, and build lasting relationships.

4) DecisionsAfter all the discussion, comes time to lay the foundation for the actual capital plan. This is where the decision making process that the school established comes in to play, implementing who makes what decision and the criteria on which decisions will be based.

Once the committee(s) has prioritized the needs and identified potential projects, those decisions will be taken to Mountain Mahogany Community School’s Governing Council for review and comment. As stated earlier, the final approval and adoption of the FMP/Ed Spec is the responsibility of the Governing Council.

GOVERNING COUNCIL/ SCHOOL ADOPTION. Once the FMP/Ed Spec is complete and the Governing Council has adopted it, the document will be presented to PSFA for final approval. When approved by PSFA, the final document will be produced. Documentation will be in the form of written reports, charts, maps, plans and graphics. We will provide MMCS and PSFA with one hard copy and one electronic copy of the final document.

MANAGING MULTIPLE PROJECTS & GEOGRAPHICAL AREASManaging multiple FMP and FMP/Ed Spec projects spread across the state of New Mexico is the norm for GS Architecture staff. With over 30 years of multiple educational facility planning projects occurring in 44 public school districts throughout the state, strong project management has been essential and the key to keeping our work on track and allocating resources efficiently. Our experience has taught us how to work with school staff, prioritize school FMP/Ed Spec schedules and manage our time to assure that each FMP/Ed Spec progresses in a timely manner.

As the MMCS FMP/Ed Spec Project Manager, Marilyn will be responsible for continually monitoring the progress of your FMP/Ed Spec, coordinating the efforts of all planning TEAM members, and keeping the TEAM informed of all key decisions and progress. Our experience with 44 New Mexico public school districts has taught us that having one individual manage the project from beginning to end is the only way to provide continuity and minimize the potential for confusion or miscommunication.

A communications control system will be established at the beginning of the project to ensure that all correspondence, minutes, clarifications and other documents reach all parties and are easily accessible. Agendas will be established for each meeting to assure all pertinent issues are discussed and allow the opportunity for input from all attendees. Following each meeting, minutes with action items to keep everyone informed of what was discussed and any required actions will be provided.

STAFF LE VELS & CURRENT WORKLOAD At present, GS Architecture planning team has two full time and three part-time dedicated planning staff, with access to support from the architectural staff. Qualifications of our planning staff are identified in the resumes at the beginning of this proposal. Our FMP/Ed Spec experience enables us to determine capabilities of our staff and the time required for each phase and task of the process. This allows us to allocate the necessary staff and time to complete each task. The planning staff has eight projects in progress; all of them are facilities master plans scheduled to be completed by April 2019. The following table shows the progress of each of those projects. Currently, the planning team has been approved to develop one 2020-24 FMP project.

During the past five years, GS Architecture has completed (or currently has underway) Five Year Facilities Master Plans or FMP/Ed Specs for 44 school districts and charter schools. All of these documents have been developed in accordance with the appropriate PSFA’s Master Planning Guidelines and FMP Checklist, with facilities assessed according to New Mexico Adequacy Standards and collected data compared to the State’s Facilities Assessment Database (FAD) for verification and/or correction. (Please refer to project list on next four pages.)

CONTROL OF COSTSWhile control of costs is an important consideration on design and construction projects, it is not a significant consideration for our FMP/Ed Spec projects. We have never requested additional service fees for a Facilities Master Plan / Educational Specification. The price we quote initially is the price we honor.

QUALITY OF WORKOur firm has been publicly complimented by PSFA and PSCOC representatives for the quality of the FMPs we produce. Repeat business from school districts who return to us for FMP updates is another indicator of the quality of our work. GS Architecture has developed a quality assurance process; however, we have made mistakes, but we pride ourselves on standing by our work and working with PSFA and the school to correct any errors in the FMP/Ed Spec document to everyone’s satisfaction. We strive to develop professional working relationships with our clients based on mutual trust and respect. We can provide letters of recommendations from several districts that we have assisted with the development of their facilities master plan.

ABILITY TO MEET SCHEDULESThe scope of work and the time frame for completing FMPs has varied considerably from district to district. The districts we have worked with have ranged in size from very small (i.e., Corona Municipal Schools, which has a total district enrollment of 89 students and only one school) to larger (i.e., Farmington Municipal Schools, with an enrollment of approximately 10,225 students and 19 schools). Obviously, larger districts with more facilities require more site visits and more data to be collected, analyzed and assembled than smaller districts with fewer facilities. The master planning process can take longer in such cases.

Schedules have also varied according to the needs and preferences of the particular districts involved. Some districts have desired more community and staff input into the planning process; some have opted for more in-depth analysis and discussion of options and priorities. In every case, we have worked with the districts to create and follow schedules that allow us to meet their particular facility master planning needs while still completing the work in a timely fashion and meeting all required milestones.

BIM allows data related to a particular facility to be linked to the facility’s plans. UNIQUE SCHOOL UTILIZATION & CAPACITY ANALYSISBuilding Information Modeling (BIM) software has greatly expanded our ability to provide graphic representations of key information throughout our facility master plans / educational specifications. Having utilization data in BIM format can be an invaluable tool for the school in its future planning, as it allows you to create “what if” scenarios and see how changes in scheduling and enrollment might affect overall utilization and capacities.

We will generate floor plans that identify how every space of the school is utilized. From these plans and school schedules, we will develop a utilization and capacity study for the school. State-of-the-art BIM software enables us to provide easy-to-understand graphic representations of facility utilization.

The capacity and utilization studies, along with the enrollment history and projections, help identify where additional square footage is needed and where surplus square footage is available. These studies will also provide insight into how effectively the existing facilities are supporting the educational programs of your school.

Using BIM to Graphically Depict Capacity and Utilization Information

Building Information Modeling (BIM) software allows us to create building plans that are linked to databases containing almost any conceivable type of facility information. Once the building models have been created, it is very easy to explore various “what if” scenarios by changing the values in the database. BIM models have proven to be an especially valuable tool for capacity and utilization studies, as they allow us and the School to identify possible strategies for meeting space needs given different potential enrollment scenarios.

CONSTRUCTION DATE PLANS INTEGRATED WITH FAD DATABASEOne of our firm’s unique offerings is the construction date plans we include for the charter schools. Our graphic technology allows us to link data from the FAD to actual floor plans so that you can see graphically which areas are referred to in the FAD report. It is one thing to discuss “the 1995 classroom addition” in narrative format or as an entry in the FAD database, but it may not be clear to school personnel exactly which part of a school building was included in that particular addition. Our construction date plans show graphically, on a floor plan, the boundaries and dates of each addition. Similarly, we can create plans that show roofing information and utilization & capacity information.

ACCURATE IN-HOUSE COST ESTIMATINGUnlike other firms that focus exclusively on planning, GS Architecture is actively involved in school construction projects throughout the state. We have a good understanding of the local construction climates and regularly prepare cost estimates for a variety of public school construction projects in various locations. We have a good record of preparing accurate cost estimates in-house, using a combination of historical data from our recent school projects and BSD CostLink©/AE software, which is based on data from the RSMeans Company, the national leader in construction cost data. The more accurate and realistic the cost projections are for future projects listed in the Facilities Master Plan / Educational Specification, the more useful a tool it will be for your school in its capital planning efforts.

The probable cost estimates prepared for FMP/Ed Specs are usually based upon a general and sometimes a fairly generic scope of work. The more detailed the scope of work is identified in the FMP/Ed Spec, the more specific the probable cost estimate can be. Changes in the economy and scope of work can drastically influence the probable cost of FMP/Ed Spec projects. It is recommended to review the probable cost of any project just prior to actually beginning the project to review the scope and economic climate.

CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN:One of our firm’s architects, Steven Alano, holds a professional certification in Crime Prevention Through Environmental Design (CPD) from the National Institute of Crime Prevention. If desired by MMCS, he can assist the planning team in identifying ways to deter crime by integrating the principles of natural access control, natural surveillance, lighting, territoriality, and maintenance into your existing facilities.

MAINTENANCE PLANSBecause continuity of a school’s maintenance staff is not always assured, we offer an additional service to assist in school facility maintenance and operations. Using BIM, we can create floor plans that identify the locations of all mechanical /electrical equipment, highlighting locations of critical shut-off valves, etc.

ESTABLISHING SCHOOL STANDARDSEvery school has those specific needs within a building that may be unique to them but often get overlooked in a new building project. If not properly identified and defined, they get lost in the details and the new building becomes a more difficult challenge to use, manage and maintain than it needs to be. And this may persist for the life of the building. Whether it is a specific piece of mechanical equipment that the maintenance staff are trained to service, a component that has specific part supply and delivery requirements, a specific lock set for the door hardware or simply a paper towel dispenser that allows for efficient stocking of supplies—whatever it might be that relates to the building construction, use or maintenance—if it is not identified and defined, it may not become a part of the construction documents for your next building project. We can help you identify those critical items and define them so they become a part of your building performance documents, for use by anyone the next time that item is needed.
