RIGHT TO INFORMATION ACT , 2005

MANUAL FOR DEPARTMENT OF HORTICULTURE

MIZORAM

(Revised and Updated as on June 2019)

PREFACE

Department of Horticulture was bifurcated from Agriculture Department,

Govt. Of Mizoram Notification No. A-11017/1/93-AGR Dt. 7.6.1993. Directorate of

Horticulture started functioning wef 1st August, 1993 and headed by Joint Director of

Horticulture at that time having financial powers as Head of Department under scheduled I

of Delegations of Financial Powers Rules 1978. The Officers and staff in the Directorate of

Horticulture are transferred from existing sanctioned post of officers and staff of

Agriculture Department on the basis of 50:50 Ratio excluding scheme borne posts.

Directorate of horticulture was upgraded as a full-fledged Department of

Horticulture vide Government of Mizoram Notification No.A.46011/1/98-GAD/pt.II Dt.

27.5.1997 with specific allocation of works for Horticulture Development in the State

under Government of Mizoram (Transaction of Business) Rules, 1987 and (Allocation of

Business) rules, 1987, which was revised in 2015 vide No.A.46013/1/2013-GAD, the 17th

February 2016, and includes :

During 2018 – 2019 the Department of Horticulture has been taking up

various programmes for the development of Horticulture in the State as mentioned below :-

I. STATE PLAN

1) Extension & Farmers’ Training:

i) Publication of Department magazine, booklet etc.

ii) Publicity through advertisement, media talks etc.

i) Maintenance of VIP Complex , viz Raj Bhawan

II. CENTRALLY SPONSORED SCHEMES

1) Mission for Integrated Development of Horticulture (MIDH) :

MIDH is a Centrally Sponsored Scheme for the holistic growth of the horticulture

sector covering fruits, vegetables, root & tuber crops, mushroom, spices, flowers,

aromatic plants along with components essential for Horticulture development and

growth in the country. While Government of India (GOI) contributes 85% of total

outlay for developmental programmes in all the states except the states in North East

and Himalayas, 15% share is contributed by the State Governments. In case of

North Eastern States and Himalayan States, GOI contribution is 90% and another

10% by the state for implementation of the following programmes -

i) Production of Planting Materials

a) Import of seeds and planting materials

ii) Establishment of New Garden.

2) Pradhan Mantri Krishi Sanchai Yojana(PMKSY) :

Micro Irrigation under ‘Per Drop More Crop’ component of PMKSY aimed at round

the year production of vegetables and flowers through provision of Sprinkler & Drip

Irrigation system etc. and to provide water supply in dry spell period as life saving

irrigation. It ensure sufficient supply of water during droughts of short duration and

unpredictable climate. One of the main objectives being improvement of on farm

water use efficiency to reduce wastage and increase availability both in duration and

extent.

3) Rashtrya Krishi Vikash Yojana(RKVY) :

RKVY was launched from 2007-2008 by the Department of Agriculture &

Cooperation (DAC), Ministry of Agriculture, Govt. of India in consultation with the

Planning Commission. Horticulture Department implements this scheme from the

year 2010-2011. The Nodal Department in the state is Agriculture Department, and

Horticulture Department is one of the implementing departments only.

Objectives

i) Production Growth

a) Cultivation of Hybrid vegetables crop

b) Training of farmers within the State.

ii) Infrastructure & Assets

a) Plant Health Clinic

4) Article 275 (1):-

Objectives

i) Human resource development by enhancing their access to education and

health services.

ii) Enhance quality of life by providing basic amenities in tribal areas/ localities.

iii) Substantial reduction in poverty and unemployment, creation of productive

assets and income generating opportunities.

iv) Enhance capacity to avail opportunities, gain rights and entitlements and

improved facilities at par with other areas, and

v) Protection against exploitation and oppression.

Under the provisions of Article 275 (1), grant amounting to Rs. 180.55 (Rupees one

crore seventy lakhs fifty thousand) only have been received during 2016-2017

through Social Welfare Department, Govt. of Mizoram for implementation of the

following programmes:-

i) Cultivation of Dragon fruit

ii) Cultivation of Off- Season Cabbage

iii) Gene Pool.

• THE PARTICULARS OF ITS ORGANISATION , FUNCTION AND DUTIES

Organisation/Function :- The Department of Horticulture is functioning with 1 (one)

Directorate, 8 (eight) Divisions, 4 (four) Sub-Divisions, 39 (thirty nine) Horticulture

Circles and 6 (six) Horticulture Farms for production of quality seeds / seedlings and

conduct of demonstration and 5 (Five) Centre of Excellence.

• DUTIES

A – DIRECTORATE

Directorate of Horticulture is headed by Director of Horticulture. Directorate of

horticulture is responsible for providing executive direction required in the

implementation of Horticulture Development Schemes and policies laid by the

Department to subordinate offices.

B – DIVISION OFFICES

Horticulture Division offices are headed by Divisional Horticulture Officers. Division

office is responsible to implement horticultural development works as allotted by Head

of Department, according to proposals/suggestions for development of their respective

jurisdiction of Division approved by competent authority.

C – SUB DIVISION OFFICES

It is a subordinate office to Division headed by Sub-Divisional Officers and function as

field establishment under Division.

D – HORTICULTURE CIRCLE OFFICES

Circle Office is headed by Horticulture Extension Officer Group – A (Gazetted). Their

main duties include extension works, implementation of Horticulture Department

programmes and follow – up verification, monitoring and field visits.

To overcome shortage of staff and for successful implementation of schemes
